    CHARGE

    TheDivisionofCommunicationsandTechnologyServiceshastheresponsibilityforplanning,developing,managingandmaintainingthemost

    effective,efficientandeconomicalcommunicationsnetworksystem.Initsroleasasystemintegratorofnetworks,theDivisionsupportsallUniversityneedsbyapprovingandcoordinatingallvoice,dataandvideocommunicationssystemspolicies.Withtheconvergenceofvoice,data

    andvideotechnologies,theDivisioniscommittedtoaseamlesscommunicationsservicesnetwork.

    Inrecentyears,thefocusoncommunicationssystemplanning,operationsandprocurementforvoice,dataandvideocommunicationshave

    movedincreasinglyintotheforefrontoftheattentionofUniversityadministratorsanddepartmentdirectors.Communicationssystemsarenow

    seenasatoolforimprovingemployeeproductivity,facilitatingtheeducationprocessandreducingoperatingcosts.Byproviding

    communicationsandapplicationscompatibilitybetweenacquiredcommunicationssystemsandrelatedservices,theUniversitywillmeetits

    goalofachievingatotallyintegratedinformationsystemsenvironment.

    CommunicationsandTechnologyServiceswillcontinuetomaintainasophisticatedandcomprehensivecommunicationsinfrastructurethrough

    whichtheUniversitycommunitycanshareaccesstocostlytechnologyresources,andthereforeminimizeexpensiveandunnecessary

    duplication.TheDivisionwilldevelopandexpandnetworksystemstoenhanceandfacilitatethegrowthoftheinfrastructurebyproviding

    leadershipandcoordinationfortheplanning,development,acquisitionandutilizationofnewtechnologies.

    GENERAL

    INTRODUCTIONThissectionprovidesthenecessaryguidelinestoinstallserviceentrancestobuildingsandinformationfortheterminationof

    cablesenteringbuildings.Topicsaddressedvoice,dataandvideoandcurrentCATV.

    Alloutsideplantvoice,data,andvideocabling,conduitandmanholesshallbedesignedand/orapprovedbytheUniversitysDivisionof

    CommunicationsandTechnologyServices.

    LongwoodUniversityFacilitiesManagementisresponsiblefortheEnergyManagementSystemandcampusFireAlarmSystem.

    CABLE

    GENERAL

    PriorapprovalandcoordinationwithCommunicationsSystems,Facilities,andotherconcernedpartiesisnecessarywhenthesituationrequires

    pullingcablethroughaconduitoccupiedbyanothercable.

    Allcablesassociatedwiththecampustelecommunicationsnetwork(telephone,data,LAN,WAN,campusTV,CATVandfiberoptics)shallbe

    connectedanddisconnectedbyCommunicationsSystems.

    Onlythosecablesspecified,willbeinstalledinanyfacility.

    Thereshallbenocablewithvoltageshigherthan48voltsincommunicationsductbanks.Electricalfeedersforsumppumps,lightsandoutlets

    mustbeinstalledaccordingtotheNationalElectricalCoderequirementsforwetlocations.Allconduitsmustbeextendedinthemanhole.

    Theseconduitsmustbeclearlytagged.

    Allcablesenteringabuildingshallbeterminatedonprotectionblocks.Onlygasandsolidstateprotectorsshallbeused.

    Damagesincurredtoanycablearetheresponsibilityofthepartyinvolved.AlldamagesshallbereportedimmediatelytoCommunications

    SystemsandFacilitiesManagers.

    LABELING

    Allcablesineachmanholeshallbeidentifiedbytheownerofthecable,cablenumber,cabletype,numberofpairsandtheterminationpoint.

    Labelsshallinclude,forexample:CommunicationsSystems,Cable05,SS100,101200,B58.Thetagshallbemadeofaluminumorstainless

    steel.

    Wheneverpossible,allabandonedcableshallberemovedfromtunnels,manholesandconduit.Ifitisnotfeasibletoremoveabandonedcable,

    itshallbeclearlytaggedasabandoned,withappropriatelabelingasabove,andshallbereportedtoCommunicationsSystemsandFacilities

    Managers.

    AERIAL

    Mostuniversitylowvoltagecablingisunderground.NoaerialwiringshallbedoneoncampusunlessapprovedbyCommunicationsSystems,

    FacilitiesManager,andCapitalPlanning.

    GENERAL

    ConduitsizingandquantitiesbetweenbuildingsshallbedeterminedbytheDivisionofCommunicationsSystemsandwillbecommunicatedto

    CapitalPlanningforinclusionintheproject.Minimumrequirementsareoutlinedinthefollowingstatements:

    Allcampusbuildingsshallbeconnectedtothenearestmanholeornewmanholeifoneistobeinstalled.

    Damagesincurredtoanyconduitaretheresponsibilityofthepartyinvolved.AlldamagesshallbereportedtoCommunicationsSystemsand

    FacilitiesManagersimmediately.

    REQUIREMENTS

    Allnewfacilitiesorrenovationswillberequiredtomeetminimumrequirements.Minimumvoice,data,andvideoconduitrequiredforeach

    buildingshallbe4conduits.

    Two(2)ofwhichshallbe2Schedule40,PVC.

    Two(2),fourinch,Schedule40,PVC.

    Nomorethantheequivalentoftwo90degreelongsweepsallowedinarun,includingoffsets.

    Apullwireshallbeinstalledandtiedoffineachconduit.Pullwiresusedinoutsidefacilitiesshallbenylonandusedtopullheavierropeas

    neededtoinstallcable.Pullwireshallbeinstalledwithnewcabletoallowfutureinstalls.Pullwiresusedinsidefacilitiesshallbenylon.

    UNDERGROUND

    Allundergroundconduitsandducts,rigidorPVC,addedtoaprojectshallbeaddedingroupsof2,4,6,8,10,12ormore.Communicationsduct

    shallbe66.6percentfour(4)inchSchedule40.Undernocircumstancesaresingleundergroundconduitrunsacceptable.

    Allundergroundconduit,ductbankandracewaysshallbesteelreinforced,concrete(3500psiminimum)encasedPVCordirectburiedthreaded

    rigidsteel.Additionalreinforcementistobeusedwhencrossingroadways.

    Allcommunicationsductsshallbeaminimumof12inchesfrompowerductbanksorcables.Allcommunicationsductsshallalsobeaminimum

    of24inchesfromsteampipesandcondensationlinesifcrossingperpendicular.

    Whencommunicationductsrunparalleltosteamlinesaminimumofasix(6)footseparationisrequiredtoavoidconductionofheat.Allother

    ductseparationsmustcomplywiththeNationalElectricCode.

    UNDERGROUNDRigidsteelconduit,encasedinreinforcedconcrete,shallbeusedinanylocationsubjecttoabuse,suchasunderslabsor

    foundations.

    Allnecessaryprecautionsshallbetakenduringconstructiontopreventthelodgingofdirt,plasterortrashinallconduit,tubing,fittingsand

    boxes.Allconduitinfloors,concreteorbelowgrade,shallbeswabbedfreeofdebrisandmoisturebeforewiresarepulled.

    AlldiggingsandexcavationonLongwoodPropertyshallbeapprovedbyFacilitiesManagerandCommunicationsSystems.

    TUNNELS

    Whereconduitorductsareintunnels,theyshallbekeptatleast24inchesfromparallelrunsofflues,steampipes,hotgaspipes,hotwater

    pipesoranyotherutilitylinewhichishotduringnormaloperationofthefacilityitserves.Unlesswrittenexceptionisprovidedbythe

    University,allconduitsectionscrossingsteamlinesshallberigidandshallbeprovidedwithameansofinsulationfromthesteamlines.

    Ductbanksshallbepitchedtodraintomanholes.

    TRAPS

    Allconduit,tubing,raceways,ductsandductbanksshallbeinstalledinsuchmannertoinsureagainstcollectionoftrappedcondensation.

    Racewayrunsshallbearrangedtobevoidoftraps.

    Whenconduitpassesthroughexteriorconcretewallsofanyfacility,theentranceshallbewatertight.Providepipesleevesintheconcretewith

    1/2inchminimumentranceseal.

    Allconduitshallhavewatertightconnectionsandbeslopedproperlysotheywilldrainintothemanholeandawayfromthebuildingentrance.

    TYPES

    Gaspipeandwaterpipesshallnotbeusedforconduitunderanycircumstances.

    Twotypesofconduitareacceptedforundergroundconduitsystems.

    RigidgalvanizedsteelconduitwiththreadedfittingsThisconduitshallbeinstalledwithreinforcedconcretecasing.Ifnotconcreteencased,

    thisconduitshallbepaintedwithtwocoatsofcoaltarbasepaintorhaveepoxycoatingappliedbymanufacturer.

    Schedule40PVCconduitThisconduitshallbeinstalledwithreinforcedconcretecasing.NoPVCconduitisacceptablewithoutreinforced

    concrete.

    Rigidsteelconduitsinstalledundergroundshallbefieldwrappedwith0.01inchthickpipewrappingplastictapeappliedwitha50percent

    overlap,orshallhaveafactoryappliedplasticresin,epoxyortwocoatsofafieldappliedasphalttarspecificallymadeforthispurpose.Where

    theasphalttarcoatingmethodisused,thecontractorshallnotifytheUniversityCapitalPlanningManagerpriortobackfillingsothatthe

    Universitymayinspectthecoatingandapprovebeforetheconduitiscovered.

    Paintingshallextendtosix(6)inchesabovegroundlevelwhereconduitisinstalledbyapoleorsidestructureorinsidepedestal.

    Theductenvelopeshallberectangularinthecrosssectionandbeaminimumconcretethicknessofthree(3)inchesaroundanyconduit.The

    ductenvelopeshallbesizedandplacedasshownonconstructiondocuments.

    Aminimumoffour(4),#4,steelreinforcingrodsshallbeinstalledinallductbankenvelopes.Whereconduitentersabuildingoramanholethe

    rebarsmustbedoweledintotheexistingstructuretopreventshearingoftheconduitsincaseofsettlement.

    Whereaconnectionismadetoanexistingmanholeorbuildingtheenvelopeshallbedoweledintotheexistingencasementstoprevent

    shearingduetosettling.

    Allconduitandductsmustbeterminatedwithbellendsatthemanhole,facilityorotherterminationpoint.Wheretrenchwallsareunstableor

    thetrenchwidthiswiderthantheenvelope,theenvelopeshallbeformedasrequired.

    Ductspacersshallbeprovidedatamaximumofsevenfeetintervals.Conduitshallbeanchoredatthree(3)footsix(6)inchintervalsandat

    eachspacertopreventductfloatingduringconcreteinstallation.

    Eachductrunshallbedonewithacontinuousconcretepour.BrokenpoursarenotallowedwithoutwrittenexceptionfromtheUniversity,and

    provided#4rebarorlargerisextendedtwelve(12)inchesbeyondtheendoftheenvelopeattheendofeachday'spourandatallstubouts.

    TheUniversityusesQuazitboxesinvarioussizestoaccommodatetheconduitseitherassplicepointsorpassthrough.Currentpartnumbers

    are:TopPG3060HH00,BoxPG3060BA36.

    Standards.

    Boxesshallbeinstalledtoallowthetopoftheboxtobeatgradelevelwiththesurroundinglandscape.

    TheBoxesshallnotbestackedmorethantwodeep.Thebottomsixinchesshallbefilledwithgravel,#56insize,andnotexceedpastthetopsixinchesoftheconduit.

    Boxesshallnotbeinstalledinlocationswhereheavytrafficcoulddamagethetop.

    Themaximumdepthofallmanholesshallbeten(10)feetfromthebottomunlessotherwise

    approvedbyCommunicationsSystems.

    OVERVIEW

    DEFINITION

    Telecommunicationroomsarespecialpurposeroomsthathousetelecommunicationsequipment.

    Theseequipmentroomshavestringentrequirementsduetothenature,sizeandcomplexityoftheequipmenthousedintheroom.

    SPACE

    Theminimumdimensionforacommunicationswalkinroomis100squarefeetor150squarefeetwhentheroomistobesharedwith

    computers,telephoneswitches,andequipmentracks,suchasaPBXorlargekeysystem.Otherexceptionsmayapply;Communications

    Systemsshallbecontactedforfinalfootageapproval.

    GENERAL

    Anapprovedfireextinguishermustbeprovidedjustoutsidethedoorofeachcloset.AllworkshallcomplywiththeNationalElectricalCode,

    CommonwealthofVaBuildingCodesandLongwoodUniversityCommunicationsSystemsGuidelinesandCapitalPlanningDesignand

    ConstructionStandards.

    Telecommunicationsroomsvaryaccordingtothesizeofthebuilding,numberoffloors,tenancycharacteristicsandtelecommunications

    servicesrequired.Considerationtothefutureneedsofthefacilityandtheendusersisanecessity.

    Electricalpanelsarestrictlyprohibitedincommunicationsrooms.

    A50percentgrowthfactorshallbebuiltinandprovidedineachriserunlessotherwisespecified,consequentlyanycableorconduitworkthat

    pertainstotelecommunicationsmustbedesignedand/orapprovedbyCommunicationsSystems.

    Tofacilitatetheproperinstallation,routingandplacementofcables,wires,premiseequipmentandterminalfields,communicationroomsshall

    belocatedoneachfloor,inthemiddleofthebuildinginsteadofeitherendandstackedoneabovetheother,unlessotherwiseinstructedby

    CommunicationsSystems.Architectsmustpayextraattentiontoroomlocationstoovercomedistancelimitations.Thetotaldistanceofthe

    conduitpath,fromoutlettothecommunicationsroomshallnotexceed275feetincludingterminationloss.

    An"AsBuilt"drawingshallbesubmittedwitheachjobuponacceptance.

    Allcommunicationsroomdoorsaretobekeyedalike.Locksshallbespringlock(selflocking).Allcommunicationsroomswillutilizeaccess

    controlkeycards.

    Doorwaysshallbedesignedwithminimummeasurementsof3feetby6feet8inchesandshallopenoutwardintothecorridor.

    Floorsshallbesealedconcreteortile,carpetisprohibited.

    Telecommunicationroomsshallbelocatedaboveanythreatofflooding.Roomslocatedinbasementsshallhavefloordrainswithpositive

    drainageotherwisesumppumpsmustbeprovided.

    Firetreatedplywood,3/4inchthick,mustbemechanicallyfastenedtoaminimumofonewallandpaintedwithtwo(2)coatsoffireresistant

    paintofaneutralcolor.Thefiretreatedplywoodistobeginatfour(4)inchesAFFandendat8feet,4inchesAFF.

    Therecommendedceilingheightis8feet,6inches.Avoidfalseceilings,ifpossible.

    Installsleevesbetweenstackedcommunicationsrooms,withsleevesextended4(four)inchesAFFand4(four)inchesbelowtheceilingofthe

    room.

    ENVIRONMENTAllcommunicationsroomsshallbeenvironmentallycontrolledtomaintaintheroomenvironmentatatemperaturerangeof65

    to75degreesFahrenheit,withamaximumrelativehumiditylevelof50percent,24hoursaday,7daysaweek.Communicationsroomsshallbe

    conditionedwithafreshairexchangeofthree(3)airchangesperhour.IfHVACmustbeshutdownthenanexhaustmustbeprovidedto

    removeheat.

    Noplumbing,HVAC,orelectricalconduitshallpassthroughorbedirectlyabovethecommunicationsroom.Thespaceabovetheceilingis

    neededforbroadbandamplifiersand/orassortedequipment.

    ELECTRICALLightingshallbefour(4)feetfluorescentandprovideaminimumof100FC/SFandconnectedtotheemergencygeneratorwhen

    available.

    Multiple,fourplex,ACoutletsmustbeprovidedtopowertelephonekeysystems,computerinterfacesandothertelecommunications

    requirements.Outletsmustbeflushwhencutthroughplywood.Alloutletsshallbeconnectedtoadedicatedcircuitbreaker.Eachdedicated

    electricalcircuitshallbe20amp,110V,60Hz'stype.Allcircuitsmustbetiedtoanemergencygenerator.

    Allbreakerboxesaretobelabeledandidentifiedtoavoidbeingturnedoffinerror.

    *Someequipmentwillrequireadditionalamperage,thiswillneedtobeverifiedduringthedesignstage.

    GROUNDING

    Allcommunicationsroomsshallhaveagroundingbarwhichshallbetwelve(12)inchesbyone(1)inchwithpredrilled1/4inchholes.Thisbar

    shallbeattachedtothemainbuildinggroundingsystemwithawirenotsmallerthan#2AWGcopper.

    Eachdistributionpointshallbegroundedtothemainbuildingground,NECrequirementshallbefollowed.

    Thereshallbeagroundingbarateachdistributionpanel.Thegroundbarshallbeconnectedtobuildinggroundwithamaximumresistanceof

    0.5ohmsorless.

    LABELING

    Communications,computerandtelevisionconduitistobeclearlyidentified,ateveryjunctionbox,viaapaintedsectionorbyuseofconduit

    stickersindicatingeachconduitrun;Blue=telephone,Green=computer,Yellow=television,Orange=fiberoptic.

    AllIntermediateDistributionFrames,BuildingDistributionFramesandconnectingblocksmustbeproperlyidentifiedbydestination.

    Allrisercablesshallbeproperlymarked.Markeristobeaflatpieceofaluminumorstainlesssteel.Thismarkingshallbepermanentand

    indicate:

    TheOrigination(Cableitisfeedingfrom).

    TheDestination(Telecommunicationsroomitisfeeding).

    Allvoiceanddatacablepairsinrisercablesortheentrancecablemustbeterminatedonaconnectingblockandidentified.

    CABLE

    GENERAL

    A50percentgrowthfactorshallbebuiltinandprovidedforunlessotherwisespecified;consequentlyanycableworkthatpertainsto

    telecommunicationsmustbedesignedand/orapprovedbyCommunicationsSystems.

    Eachtelephoneanddatacableshallhaveaminimumoffour(4)pairs;insomecasesalargercablemayberequired.CommunicationsSystems

    willinformthecontractorinsuchcases.

    Plenumcommunicationscablemayberunexposedaboveceilings,providedthiscablingissupportedindependentofotherutilities,suchas

    conduits,pipes,ceilingsupportsystems,andnotlaiddirectlyontheceilingpanels.UseofPlenumcablemustbeapprovedbyCommunications

    Systems.

    AllcablesfromtheBDFmustbe100percentterminatedineachIDFifapplicableandapprovedbyCommunicationsSystems.

    Tofacilitatefuturecableinstallationsanewpullstring,tiedoffatbothends,shallbeinstalledinconduitsimultaneouslywiththepullinof

    cable.

    Ingeneralallcommunicationwiresshallbecopper,#24AWGminimum,Level5forvoice,level6fordata,howeveruserneedsshalldictatethe

    cabletypeandlevel.ThetypeandlevelofwirerequiredmustbeobtainedfromCommunicationsSystems.TheUniversityisutilizingtheAMP

    productlineasthestandardforcampus.

    RACKSANDPANELS

    GENERAL

    Undernocircumstancesshallelectricaloranyotherutilitypanelbelocatedinthecommunicationsroom.Allwallsaretobeusedforblocksand

    terminations.

    Eachdistributionpanelshallhavea3/4inchfiretreatedplywoodbackboardwhichhasbeenpaintedwithtwo(2)coatsoffireresistantpaintof

    aneutralcolor.Thebackboardwillfacilitateinstallationofterminalblocksandassociatedwiring.Eachdistributionpointshallbeidentifiedasabuildingentranceand/orafloorservicepanel.

    Junctionboxesaretobeprovidedonanyconduitrunlongerthan100feet.

    AllvoiceterminationsattheBDF(BuildingDistributionFrame)willbeonstandardraised66M150typeconnectingblocks.Allterminationsat

    theIDF(IntermediateDistributionFrame)willberaised66M150typeconnectingblocks.

    WIREDRESS

    VOICESTATIONWIRESOrganizeandlabelthecablesinnumericroomnumberorder.Forexample;withmultipleoutletslabelclockwiseas

    youentertheroom;A,B,Cor1,2,3.

    Individuallybundleandroutetheunshieldedvoicepairgroupstoeachofthevoicepunchdownblockcolumns,locatedonthewiringsurface

    labeled"Voice".

    TYPEIANDTYPEIISTATIONWIRESDropfromcommunicationsroomcabletraybehindpatchpanelrack.Organizeandlabelthecablesin

    numericroomnumberorder.WhenusingTypeII,separateshieldedandunshieldedpairs6inchesbelowcabletray.Insurethattheshielding

    braiddoesnotcontactthecabletray.IndividuallybundleandroutetheTypeIIunshieldedtwistedpairstothepunchdownblockcolumns,

    locateddirectlybehindtherackorinarackpatchpanel.

    RACKANDPATCHPANEL

    protectivelinerinsidetheconduitandprotectedinsidethemanhole,toallowfutureuseofconduitandalsopreventdamagetothecable.The

    linercouldbeextended,howeverthismayvaryduetocircumstances.

    Allnewoutsideplantconduitshallincludeatleasttwo(2)conduitsleevedforFiberOpticsoruseTeleDuct.Properpartsaretobeused,

    consultCommunicationsSystems.Innerductsareonlyusedonexistingfacilities.

    Allcablethatistobeconnectedordisconnectedfromthecampustelecommunicationsnetwork;telephone,data,video,toinclude,LocalArea

    Network,WideAreaNetwork,CATVcableandfiberoptics,shallbedonebyCommunicationsSystems.

    ContactCommunicationsSystemsforthetypeoffiberopticcabletobeused.

    INSTALLATIONAllfiberopticcablesshallbeterminatedviaaSTConnectorandproperlyconnectedtothedistributionpointsinafiberpanel.

    Jumperorpatchcordsaretobeusedtoconnectdifferentpairsofcablestogetherforcontinuationofservice.
