2The establishment of Kuwait Fund for Arab Economic Development in 1961 was an inspired decision reflecting the wisdom and great enlightment of the political leadership of the State of Kuwait
for supporting developing countries in their efforts to achieve economic and social development.
The Funds operations were confined to Arab countries up to mid 1974 when the law of the Fund
was amended and its capital was increased from KD 200 million to KD 1,000 million (about US$
3,400 million), with the scope of operations extended to include in addition to Arab countries other
developing countries.
Later in 1981, the Law of the Fund was further amended to increase the Funds capital from KD 1,000 million to KD 2,000 (about US$ 6,800 million) in response to the increasing requests for
funding projects and the rise in the cost of development operations, in general.
The Fund which is the first development institution in the world to be established by a developing
country has been active in supporting developing countries in their development efforts over the last
fifty years. Over the years, financing of projects has been the principal activity of Kuwait Fund. In
addition to project lending operations, the Fund also extended technical assistance to help countries
and institutions in capacity building to strengthen and accelerate their development efforts. Apart
from those activities, the Fund, acting on behalf of the State of Kuwait, also made contributions to
the resources of regional and international financing institutions, and undertook the responsibility
for administering grants extended directly by the Government of the State of Kuwait to Arab and
other developing states.
Up until 2000, the Funds operations focused on financing projects in such sectors as agriculture,
transport, communication, energy, industry, water and sewerage. In the following years, the Fund
activities included also lending to finance projects in the health and education sectors, with the aim
of reinforcing the contribution of other sectors to the development objectives of recipients, and to
help them in their efforts to achieve the targets of the Millennium Development Goals. Total loan
commitments at about US$ 17.6 billion as of June 30, 2014 benefitted 103 countries, including 16
Arab countries, 40 African countries, 19 in East, South Asia and the Pacific, 17 in Central Asia and
Europe, and 11 in Latin America and the Caribbean region.
In addition to loans, the Fund provided financing for a variety of technical services aimed at
helping recipients to carry out certain activities to facilitate the implementation of development
operations. Such services include, among other things, the preparation of project feasibility studies,
expert services for assisting in the planning and execution of development projects and programmes,
and in training, especially for upgrading the technical skills and capacities of the staff assigned for
the management and operation of projects, as deemed necessary during project appraisal. Hence
training was often included as a component of the financed project.

3The total net value of technical assistance and grants extended by the Fund reached about US$
428 million on June 30, 2014.
Apart from the aid provided directly by the Government and Kuwait Fund to developing
countries, the State of Kuwait also makes contributions to the resources of a number of regional
and international institutions involved in assisting developing countries in their economic and
social development. Over the past years, the Fund made contributions on behalf of the State of
Kuwait to the capital and replenishment of resources of some regional and international financing
institutions.
In certain circumstances, the Government of the State of Kuwait provides assistance in the
form of grants to finance urgently needed projects including schools, hospitals, housing facilities and
other social amenities especially in post-conflict situations or where countries faced consequences
of natural disasters such as earthquakes, floods, and extreme drought. Such grants are normally
administered and supervised by the Fund. All projects financed from the proceeds of government
grants are governed by the procedures applicable to Kuwait Fund supported projects, with due
consideration to the nature and objectives of the former type of projects.
The total value of grants extended by the government reached around $4,490 million on June 30,
2014. The beneficiaries included 16 Arab countries, 18 African countries, and three Asian countries,
one country in Latin America and the Caribbean region, and one institution.
Recognizing the importance of advice and consultation, the Fund has since its inception availed
its partners of the advisory services of its professional staff in the field of engineering, economics,
finance and law. Over time, they have helped recipient countries in the various project cycle activities
including, inter alia, advice on the preparation of feasibility studies, conditions of contract and
tender documents, selection of consultants, contractors, and suppliers, as well as sharing with them
the Funds experiences and lessons drawn in respect of similar operations. The advisory activities
have been a major part of the daily responsibilities, duties, and tasks of the Funds professional
staff.
The Funds activities are guided by flexible policies, simplified procedures, and transparent
practices with the aim of sparing recipients the burden of unduly rigid operational guidelines and
directives. The Funds main concern in applying its policies and lending conditions is to ensure the
timely and orderly implementation of projects and the realization of their expected benefits.
Having been involved in development operations over a relatively long period, the Fund has
gained considerable experience, with lessons drawn leading to the adoption and the implementation
of best practices in executing development projects.
In conjunction with its long standing development efforts, the Fund has over time been able to
maintain close cooperation with its various development partners and contribute to the promotion of friendly relations between them and the State of Kuwait.

Bujumbura - Nyamitanga Road Project:
The aim of the Project is to meet the increasing demand for the transport of passengers and goods on the western corridor of burundi, promoting the increase trade of commercial crops production with the neighboring countries, and to contribute to the economic and social development of the project area. The project also aims to reduce vehicle operation and road maintenance costs, and travel time.
Rwegura Hydro-Electric Kuwait Fund has contributed to Rwegura Hydroelectric Project. The contribution aims at meeting the increasing demand for energy, diversifying its sources, and minimizing reliance on imported energy through increasing the capacity of hydroelectric energy generation from katanga River, as well as providing means of electricity transport and distribution.

M Bali Hydroelectric Dam Kuwait Fund contributed to the finance of MBali Hydroelectric Dam Project. This project represents the best available alternative for fulfilling the increasing demand on electrical power in Bangui city as well as the most cost effective and most compatible with development planning strategy in Central African Republic. This strategy is based on the utilisation of available low cost hydropower. It is forecasted that the project will achieve an average financial return of about 32% and to achieve other economic benefits, notably raising necessary foreign currencies for importation of alternative thermal power in addition to the increase of efficiency of electricity Transmission and distribution, Support of electricity Authority capabilities and correction of its administrative and financial conditions so as to enable the development of its financial administrative performance.
Road Rehabilitation and Maintenance Project: Kuwait fund contributed to the finance of roads repair and maintenance project. This project aims to strengthen and expand the main parts of the road network and upgrade the efficiency to technical and administrative staff of the Public Works Departments and consolidate their ability to maintain the roads and equipment.

Financing Liberation Avenue Project in Kishasa The Project aims to reduce traffic congestion in Kinshasa, by meeting the increasing demand on road transport between the southern entrance of the City and its central and northern districts. The Project will also support the regional economy by reducing vehicle operating cost and journey time, and will improve the Citys environment by reducing traffic hazards and pollution levels resulting from the existing traffic congestion. The Project comprises the re-construction Rehabilitation and improvement of the various sections of the Liberation Avenue extending between the Avenue of 30 June and the beginning of the National Road No. 1 leading to Matadi, for a length of about 13 km and a width of 2 lanes at the southern end increasing to 4 lanes in the city center. The Project also comprises the consultancy services for updating the detailed design and tender documents and the supervision of the construction works and an institutional support for the Office of Urban Roads.

Keren Water Supply Project The Project aims at providing clean and sustainable water supply for the City of
Keren and its environs up to the year 2050 through the construction of a water
supply and treatment systems starting at the Anseba seasonal river about 35
km southeast City of Keren.
Asmara Waste Water Management Project The Project aims at protecting the health and the environment in the project
areas against the adverse effects resulting from polluted wastewater as well as
improving the standard living of the inhabitance of the city of Asmara, in addition
to reducing the flood effects in the Project area up to year 2020 through the rehabilitation and expansion of the combined waste and storm water collection
system, and establishing wastewater treatment facility. The Project will also
utilize the effluent for irrigation purposes in the Project areas.

Nekemte-Bedelle Road Project The objective of the project is to support the economic and social development

Nuno-Modogashe Road Project in the Republic of Kenya
The Project aims to improve transport effectiveness and safety, assist economic
and social development in the north -eastern region of Kenya, and promote trade
with neighboring countries.
Wajir Hospital Project The Project aims to support the social development of the North Eastern and Eastern
regions of Kenya, by meeting the increasing demand for health care services and improving its quality in the Wajir and other surrounding districts.
The Project includes the following components: (i) construction of new buildings
on an area of about 65,000 square meters; (ii) construction of about1600 square meter extension to the existing buildings, namely, the maternity unit, pediatrics unit, surgical unit, and administration building; (iii) procurement and installation of medical and auxiliary equipment for the new and existing hospital buildings; and (iv)
consulting services for the preparation of detailed design and tender documents, supervision of construction and procurement services.

Metolong Water Supply Project The main objective of the Project is to meet the increasing demand for domestic and industrial water in the capital Maseru and three adjacent towns, namely, Roma, Mazenod and Teyateyaneng, through the construction of a dam on the South Phuthiatsana river. The Project would also create work opportunities, and improve health and living condition for inhabitants in the area.The Project consists of the construction of a roller compacted concrete dam, with an impounding capacity of 52 million cubic meters, construction of a water treatment plant and of transmission pipelines and reservoirs, in addition to the provision of necessary engineering and environmental protection services and establishment of the project implementation unit.
Upgrading of Likalanena Thaba Tseka Road Project The Project aims to enhance the economic and social development and poverty reduction by improving the efficiency of the national transport infrastructure particularly in the rural areas of the country, through upgrading the Likalaneng Thaba Tseka Road with a total length 85 Km from the existing gravel road to a Class A bitumen raod standard with a width 7.0 meter carriageway and 1.0 meter paved shoulders on both sides, and constructing two new river bridges; which will reduce transport service level between Likalaneng and Thaba Tseka.

Fort George Power Station: The aim of the Project is to meet the growing demand for electricity in Maritius by securing the supply of electric energy which is one of the economic development priorities of the Government of Mauritius, and to provide institutional support to the Central Electricity Board.
The Project is the first phase of an extension of the existing diesel power station at Fort George near Port Louis, Mauritius which is planned to incorporate two additional units of similar size at a later date. The Project consists of the supply, erection and commissioning of one 30 MW diesel power generating set designed to burn heavy fuel oil, and includes the civil works, main services and co,,on auxiliaries for all three units. Further it includes the training of personnel, technical assistance and institutional support for the Central Electricity Board.

Northern Railway Extension Project
(Tsumeb Ondangwa)The objective of the Project is to enhance the economy of the North-Central Region of the Republic of Namibia by extending the National Railway Network to the said region.
The Project consists of civil engineering works for the construction of a single track railway line of about two hundred forty eight kilometers (284 km) long and 1.065 meter wide, land acquisition, relocation of inhabitants. In addition to six bridges, culverts, six road overpasses, and five stations with access roads and fencing. It also includes procurement and laying of rails with the required sleepers and accessories, in addition, to provision and installation of handling, telecommunication and signaling equipment, consultancy services for the detailed designs, environmental impact assessment and supervision of construction.

Kalabo-Sikongo Road Project The Project aims at facilitating the transport of passengers and goods in the western province of the country by constructing a road, which is accessible for road transport in all seasons including winters, with a view to enhancing the economic development of this region. The project will also enhance connectivity with Angola.
Establishment of teachers Training college Project in the North-Western Province
The Project aims at improving the quality and increasing access to Teacher Training education through establishment of a Teachers Training College in Science, Mathematics and Technology, in the North Western Province of Zambia, which will contribute to meeting the countrys demand for Teachers in the aforesaid disciplines.

Kuwait Fund started its activity in the Republic of Zimbabwe on 25/7/1981. It entered into its first loan agreement for financing the towing forces increase project for Zimbabwe National Railway Authority. The total loans extended by the Fund up till now amount 5 loans with the total amount of about US$ 58.8 million. It also provided 2 technical aids at a total amount of about US$ 1.9 million.

Roads Improvement Project:
The project aims to support the local economies of the Matabeleland, Masvingo and the Midlands provinces of Zimbabwe, by reducing the transportation cost of agricultural, industrial and mining products of the Regions and reducing the travel time between their production and distribution centres, by upgrading the existing Bulawayo-Nkai Road (from Bulawayo Airport Junction at Km 16 to Inyati at Km 65), and the gravel road between Rutenga and Buchwa to secondary roads standards. Additionally the Project envisages the improvement of the Buchwa-Zvishavane road to the same standards.
