SUMMARY ----

The Mayor's Criminal Justice Planning Office ( CJPO) submits for your consideration the Grant Application/Awards and Subgrant Agreements for program funding under the Fiscal Year 1988 Juvenile Justice/Delinquency Prevention (JJDP) Act. The Subgrant Agreements are the result of a Request for Proposal ( RFP) approved by the City Council on 10 I 4/88, which solicited proposals from community-based organizations for a comprehensive, citywide juvenile delinquency prevention program. A total of twelve agencies submitted proposals and seven are being recommended for funding.

The total JJDP award to the City is $310,044; $16,130 was allocated for the planning/administrative component in CJPO which w<~.S also approved in the Council action of 10/4/88. SUMMARY

ADDITIONAL INFORMATION

The Juvenile Justice/Delinquency Prevention (JJDP) Program is an ongoing program funded by the United States Department of Education through the State of California Office of Criminal

Justice Planning. The purpose of the program is to provide delinquency prevention and diversion services to youth who are considered pre-delinquent, first-time offenders, and others who are at risk.

The RFP solicited project proposals from non-profit, community-based organizations within three designated areas of the City: 1) Central, South Central, East, Northeast, and Harbor; 2) West Los Angeles; and, 3) San Fernando Valley. The proposal review committee consisted of representatives from the Juvenile Division of the Los Angeles Police Department, the Los Angeles County Probation Department, and the Los Angeles Unified School Dist:· t. ~~

To provide subgrant funds to community agencies for the provision of counselin~, recreational activities and remedial education to City youths.

SUMMARY

The Mayor's Criminal Justice Planning Office (CJPO) has transmitted for approval proposed Grant Proposal/Award documents and Subgrant Agreements for implementation of the Fiscal Year (FY) 1988 Juvenile Justice/Delinquency Prevention (JJDP) Program.

The JJDP Program is a federal program, although funding and administration is handled through the California Office of Criminal Justice Planning (OCJP) . Its purpose is to reduce juvenile crime by providing a comprehensive system of programs to intervene and prevent criminal and antisocial behavior among youths.

After receiving notification from the OCJP o"f the City's 1988 award, the CJPO requested and received Council approval to release a Request for Proposal (RFP) to solicit proposals from community-based organizations to conduct juvenile delinquency prevention programs. Of the City's total grant award of $310,044, $293,914 was made available for subgranting through the RFP process. (The remaining $16,130 is for program administration costs.)

To advertise the availability of the RFP, press releases were issued by the CJPO, council Offices were informed by memoranda, and an estimated 300 agencies on the CJPO mailing list were notified by mail. RFPs were sent to all agencies upon request.

Twelve proposals were received as a result of the RF.P process. A Proposal Review Committee composed of representatives from the Los Angeles County Probation Department, the Los Angeles Police Department

(Juvenile Division), and the Los Angeles Unified School District reviewed and scored each proposal. The proposals were evaluated on the basis of the project statement, project design, organizational qualifications, past and future funding sources, work schedules and , other criteria. Based upon the proposal review scores and compliance with the RFP requirements, the CJPO recommends the seven agencies shown in Attachment A as subgrantees to provide services under the FY 1988 JJDP Program. The CJPO indicates that RFP provided for an appeals process, however, no protests were filed.

The seven agencies recommended for funding have considerable experience in providing services to juveniles. In addition, the majority of these agencies have received funding from the City in prior years under the JJDP Program, as well as from other sources such as the County of Los Angeles. The 1988 JJDP Program awards will contribute to the recommended agencies' operational costs in providing the following services to city juveniles:

drug, truancy and psychological counseling;

educational services;

recreational services;

referral services;

social activities;

vocational guidance and job preparation services; and

family counseling.

The proposed Grant Proposal/Award documents detail the project budget, objectives, services to be provided, and other necessary information. These documents will be submitted to the OCJP for final approval and release of funds.

The proposed subgrant agreements between the City and the recommended agencies incorporate the Grant Proposal/Award documents and specify additional terms and conditions, including payment procedures and insurance requirements.

The CJPO further requests a reimbursable Reserve Fund advance totalling $48,987 to prevent a break in service for some agencies and allow for timely program implementation for other agencies. This amount will fund the seven agencies until receipt of grant funds from the OCJP.

Approve and authorize the Mayor to execute on behalf of the city the Subgrant Agreements between the city and the agencies identified in Recommendation 1, in the amounts and for the periods indicated above, for the implementation of the Fiscal Year 1988 Juvenile Justice/Delinquency Prevention Program, subject to the approval of the City Attorney as to form and legality.

5. Authorize the Controller to transfer $17,733 from the Reserve Fund to the Unappropriated Balance and appropriate therefrom said amount along with the forthcoming reimbursement of $88,664 tor a total appropriation of $106,397, to Fund Number 396, Account Number 8917, entitled Project HEAVY/San Fernando Valley, Inc., with said Reserve Fund transfer to be reimbursed upon receipt of grant funds.

6. Authorize the Controller to transfer $9,427 from the Reserve Fund to the Unappropriated Balance and appropriate therefrom said amount along with the forthcoming reimbursement of $47,134 for a total appropriation of $56,561, to Fund Number 403, Account Number 8912, entitled Project HEAVY/West Los Angeles, Inc., with said Reserve Fund transfer to be reimbursed upon receipt of grant funds.

Transmitted herewith, for consideration by the Grants, Housing and Community Development Committee at its meeting of March 8, 1989, are the Grant Application/Awards and Subgrant Agreements for program funding under the FY 1988 Juvenile Justice/Delinquency Prevention (JJDP) Act.

On October 4, 1988, the City Council authorized CJPO to release a Request For Proposal (RFP) notice for the purpose of soliciting proposals from community-based agencies to participate in a Citywide comprehensive juvenile delinquency program. Agencies selected will implement diversion programs which provide incarceration alternatives to youths. A total of twelve agencies responded to the RFP and submitted their proposals for review prior to the November 14, 1988 deadline.

The Proposal Review Committee consisted of representatives from the Los Angeles County Probation Department, Los Angeles Police Department (Juvenile Division), and the Los Angeles Unified School District. This Committee has recommended 7 agencies as service providers for the FY 1988 JJDP Program period.

It is therefore requested that the City Council and the Mayor:

1. Approve the Grant Application/Awards for the following projects:
