We approach projects holistically, improving people’s lives by providing a foundation for their future through the improvement of economic, physical, environmental and social infrastructure in fragile states, developing countries and modern economies. This approach helps to reduce poverty and spur economic growth. It also involves developing sustainable energy solutions to reduce pollution and protect the environment.

In this report, we review Louis Berger’s diverse activities across the five focus areas of our philanthropy program: education; environment and sustainability; disaster relief; health and safety; and human services. Activities include a pilot greenhouse gas program at three of our U.S. offices; an employee’s active leadership in a potable water project in his native Sierra Leone; and the establishment of the Louis Berger Cultural Center at the American University of Afghanistan.We also discuss activities and investments made in 2013 to help us adhere to the highest standards of ethical leadership. The path of our compliance and ethics activities demonstrates how we can evolve as an organization to create operational systems and best practices that match the project excellence for which we are known.

Louis Berger management sets the “tone at the top” for a positive ethical workplace environment in all our companies. The President/CEO sets the standard and commitment to a successful best practices compliance and ethics program. Employees enjoy a workplace where training is offered and where concerns are raised, guidance requested, or allegations can be made in a non-retaliation environment.. And where, if allegations are substantiated, job titles do not confer protection from sanctions or modify their severity. Louis Berger understands that our clients and partners expect us to meet all applicable laws and regulations and deliver high-quality professional projects, regardless of where we work.

Louis Berger Code of Business ConductIn 2013, the Louis Berger Code of Business Conduct was completely revised and issued - for the first time - to all the operating companies. The Code underwent significant and meaningful changes, and is now formatted and indexed to make it easier for employees to find information quickly. Sections were added to more clearly address the issues of conflict of interest, no-retaliation and human trafficking. In addition to the English, French and Spanish versions, The Code was also translated into Arabic, Chinese, Hindi, Romanian and Russian to reflect the diversity of the company’s employees and projects. The Code is also available on louisberger.com as a quick reference guide for anyone working on behalf of the company.

Training

Code of Business Conduct TrainingEmployees are expected to take the course within 30 days of employment. Online training was launched mid-2013 to make it easier for employees around the world to meet this requirement. Phase two of the training will be launched in 2014.

Anti-Corruption TrainingIn early 2013, Louis Berger compliance and ethics staff traveled around the world to conduct anti-corruption policy and procedure training to about 1,500 personnel in total. Key Louis Berger staff in the Africa, Asia, Europe, Middle East and North America received this new and important training.

The HelplineLouis Berger uses a third-party reporting provider to administer the Helpline. The provider gathers all the initial contact information from an individual seeking guidance or making allegations about compliance and/or ethical issues and questions. Because national laws vary, the Helpline knows what type of information it needs to gather to comply with the requirements in the country where the complaint originates. Poster displayed in Louis Berger offices remind staff of their local Helpline phone number. Reports on concerns, guidance or allegations can be made in multiple languages.

In addition, employees can also directly contact Louis Berger compliance and ethics staff around the world by telepone, email and in-person.

Investigations and the Louis Berger Personnel Disciplinary FunctionWhenever there is an investigation into an allegation of misconduct, Louis Berger’s Chief Compliance and Ethics Officer (CCEO) files a final field report with the Corporate Compliance Committee (C3). The C3 is composed of technical and management vice presidents who review the report and make recommendations about sanctions to the company President/CEO. Based on the President/CEO’s full concurrence, sanctions can be applied.

Each operating company has its own C3 to comply with local laws. It is highly recommended that each employee read and become familiar with the C3 process in his/her company.

First Global Meeting of Compliance and Ethics Louis Berger held its first meeting for all the compliance and ethics personnel of the closely-held companies in October 2013. Nicholas Masucci, President and CEO, traveled to the Washington, D.C., office to deliver opening remarks on the meeting’s theme: Achieving Success — Putting our Values into Action. He was joined by the chairman of Louis Berger’s Audit Committee via video teleconference. The group also had the opportunity to meet and hear from Carrie Penman, president of Ethical Leadership

Group, an advisor to Louis Berger.“The meeting was an important first step to developing a single, coherent ‘tone at the top’ message for all the compliance professionals to bring back to their companies,” said Tom Nicastro, chief compliance and ethics officer for Louis Berger. “The meeting set the standard for long-term goal setting and world-wide maintenance of standards.”Along with full-time personnel from the Washington, D.C., and Paris offices, other personnel joined from around the world,

including participants from offices in Santander, Spain, New Delhi, Riyadh, Saudi Arabia, New York, Greenville, South Carolina, and Canada offices.

Participants revised roll-out plans for the online e-Learning Code for Business Conduct training; began developing 2014 work plan and training; and compared/contrasted work challenges unique to their work places.

Compliance and Ethics ManagementAs a global firm, Louis Berger employs ethics and compliance personnel in its Washington, D.C., and Paris offices. Additionally, the firm has ethics and compliance liaisons in other offices around the world. Liaison positions will transition to full-time as the company continues to grow.

Helpline posters have been placed in Louis Berger offices around the world to remind employees of the various ways they can use the reporting resources available to them.

Community InitiativesLouis Berger employees are active contributors to the communities in which we do business. We are committed to using our resources and expertise to give back in a wide variety of ways.

Our employees are driven in their jobs because of the positive impact their efforts bring to the people who live in the communities where we work. That drive to improve communities leads our team members to develop a personal stake in the community and a natural desire to extend their contributions beyond their official capacity.

This ethos supplies the foundation for Louis Berger’s community initiatives and corporate social responsibility programs. Our activities not include pro bono work, charitable contributions, volunteer efforts, program sponsorships, and partnerships with worthy local charitable and professional organizations. Many of our community programs are located in fragile states and the post-disaster areas where we work.

Give Back! Campaign As part of the Louis Berger philanthropy program, the company sponsors an annual donation-matching campaign called Give Back! to raise contributions for selected organizations whose mission aligns with Louis Berger’s Vision & Values and the work we do as a company. As part of the campaign, Louis Berger matches employee contributions dollar for dollar.

Previous Give Back campaigns have supported the Red Cross in response to Superstorm Sandy, OxFam’s fight against global hunger

and poverty, USAID’s famine War Drought (FWD) relief campaign to combat catastrophic famine in East Africa, and Engineers Without Borders, for which Louis Berger is a corporate sponsor.

We select organizations based on employee nominations and their relevance to Louis Berger’s focus areas for philanthropy (Education, Environment and Sustainability, Disaster Relief and Human Services). In 2013, we selected the Red Cross for Typhoon Haiyan Relief in the Philippines and The Fisher House, which provides housing and assistance to military families while their wounded warrior is hospitalized.

Louis Berger sponsors memorial trip for families of fallen military engineers

Louis Berger helped defray the costs of a trip to Missouri’s Fort Leonard Wood military base for families of fallen military engineers, so that they could see their loved ones honored and recognized. The trip took place on April 18 during the Army Engineer Association’s (AEA) annual ENFORCE conference, a regimental conference held to help soldiers learn about new technologies used in the Army.

The Fallen Sapper Memorial, which was built through private donations, is composed of three T-shaped walls engraved with the names of soldiers who demonstrated various acts of valor during their time in the service. The memorial was originally unveiled at April 2011’s AEA ENFORCE conference.

Louis Berger’s sponsorship of the memorial trip was given top billing in AEA’s bimonthly magazine and greatly contributed to the success of the ENFORCE conference. Commandant of the U.S. Army Engineer School, Brigadier General Peter “Duke” DeLuca, observed the great passion for the engineering profession that Louis Berger staff demonstrated at the event.

“(Louis Berger’s) team made this year’s gathering one of the best ENFORCE events that I have ever attended,” wrote DeLuca in a note to the team. “Your displays reflected great credit and professionalism.”

During the 2013 holiday season, employees from the Washington, D.C., office participated in the U.S. Marine Corps Reserve Toys for Tots program, which collects new toys and distributes them as gifts to less fortunate children.

Louis Berger introduces corporate social responsibility committee

As part of the Louis Berger’s commitment to stewardship and sustainability, the company developed corporate social responsibility goals to advance sustainable practices that are integrated into business operations and the services offered to clients.

The company’s corporate social responsibility goals are:• To advance socially, economically and

environmentally sustainable practices in the company’s business operations and in the services it offers to customers.

• To boost good corporate citizenship through a philanthropic approach that is more strategically aligned with corporate objectives.

Corporate social responsibility initiatives for 2013 have included conducting a greenhouse gas inventory of three Louis Berger offices (Washington, D.C., Morristown, N.J., and Exton, Pa.) and managing the Give Back! Campaigns. Future plans include developing a Louis Berger office “Green Guide,” preparing sustainability goals for improved company performance, and making recommendations for a new employee commuter benefits program.

The company also conducted a survey in collaboration with the Sustainability Performance Institute to get employees’ feedback on the company’s level of commitment to sustainability suggestions on how it can improve sustainability practices.

Ronald McDonald House Event in Denver, ColoradoEmployees at Louis Berger’s Denver, Colo., office participated in the annual event at the Ronald McDonald House on Feb. 8. Employees shopped for supplies and made breakfast for the families of children being treated at nearby hospitals. As time allowed, employees were also able to sit and talk with the families. Louis Berger-branded water bottles were distributed.

Supporter the United WayKlohn Crippen Berger has been a strong supporter of the United Way. Over the last five years, KCB and its employees have donated over $250,000 to help people in need in Canada.

With a little help from Louis Berger engineers, the Massachusetts initiative DIGITS inspires sixth graders to envision themselves in STEM (science, technology, engineering and math) careers.

In a partnership between science and technology associations and schools, professionals who work in the STEM arena visit sixth-grade classrooms to interact with the students, serve as role models and help students make the connections between what they study in school and the use of math and science in the real world.

Scott Silverstein, structural engineer in the Needham office, was the first Louis Berger volunteer in the DIGITS program. Silverstein said the program was developed because Massachusetts was lagging behind other states in the number of graduates pursuing STEM careers.

Part of the volunteer training is to encourage volunteers to tell their life stories at a level the students can understand.

“We make it fun, leading them to our message instead of preaching it,” Silverstein said. “I’ll draw a basic bridge on the board and ask the kids to name its different parts. Then I’ll use

fractions and decimals, topics they’re currently studying in math class, to show how loads move through the bridge.”

“We’re showing them that there’s a huge variety of exciting and well-paying careers — from engineering and biomedical fields to computer science and telecommunications — that require a foundation in math and science,” he added. “We teach them as much as they want to learn, let them ask questions and try to form a personal connection.”

Sasha Gambarov, a structural engineer in the Needham office, said she loved what the program represented and what it was trying to accomplish, and she hoped to do it again next year.

“The kids’ level of interest and enthusiasm was a pleasant surprise. My ‘prop’ of hard hat and vest entertained the kids, especially the girls, as I was making fun of my wonderful fashion sense in my work gear,” Gambarov said.

“One boy said, ’I learned how many different careers require math and science that I hadn’t even thought of.’ A girl raised her hand and said, ’I now know that girls can be engineers, too’.

“When I heard feedback like that from the kids, I knew that I was positively impacting them and was there for an important reason,” Gambarov said.

Environmental SustainabilityA 1987 report from the World Commission on Environment and Development defined sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

Sustainability has not always been the buzzword that it is today, but the principle has been part of Louis Berger’s work dating back to its first international assignment in the late 1950s. The fabled Rangoon to Mandalay Road built through Burma’s rugged, conflict-ridden terrain began the company’s more than six decades of work improving the environment and building stronger communities across the globe.

We take responsibility for respecting the resources and livelihoods entrusted to us by our clients and in the communities where we live and work.

Louis Berger provides technical expertise in a range of disciplines that contribute to the efficient use and management of resources. Louis Berger draws on its multi-disciplinary expertise to integrate water, energy and materials use into systems that protect these resources as well as the natural systems into which they are embedded. Louis Berger’s collaborative design process involves scientists, planners, designers in civil, mechanical and electrical engineering, landscape architecture and architecture to thoroughly understand the natural and cultural context of each project and to identify solutions that employ, and often exceed, best management practices.

A major renovation of the Lincoln Memorial Reflecting Pool was undertaken to resolve water quality and maintenance issues using an ambitious engineering solution that draws water from the nearby Potomac River. This water source lessens the overall environmental impact by reducing the energy and water use associated with a municipal water source.

Water quality protection is an interdisciplinary endeavor across Louis Berger, exemplified in a watershed protection plan for the Bharalu River in Guwahati, India. The plan integrates stormwater management and wastewater treatment facilities within an urban greenway designed to enmesh water quality protection facilities in a dynamic cultural landscape of streamside paths, access points and water features that promote awareness and stewardship.

Louis Berger’s staff of Leadership in Energy and Environmental Design (LEED) accredited professionals has successfully delivered on challenging projects with complex programs, security requirements and tight budget constraints in designing LEED certified projects for the U.S. Government. The United States Embassy in Belgrade received a Gold certification and is the first LEED certified building in Serbia. The new embassy is one of several that are part of the Department of State “Greening Diplomacy Initiative,” inaugurated in 2009 to advance the

Restoration of the Lincoln Memorial Reflecting PoolBuilt in the 1920s, the Lincoln Memorial Reflecting Pool on the National Mall has been the backdrop for many historic U.S. events. The rectangular pool is 2,028 feet long and 167 feet wide. Its glassy expanse can reflect the Lincoln Memorial, the Washington Monument or the rows of shade trees that line both sides.

Challenge

The reflecting pool was filled with water that came from the city of Washington’s drinking water supply. Due to a deteriorating circulation system, the water often became stagnant and evaporated too easily. Additionally, the dirt paths along either side of the pool were being eroded by millions of annual visitors.

Solution

Louis Berger was chosen by the National Park Service to design and manage renovation of the site. The new design taps the Tidal Basin as the pool’s primary water source, which reduces municipal water consumption by about 17 million gallons a year. Water lost to evaporation is now replenished from the fountain discharge of the adjacent World War II Memorial. The reflecting pool water is now treated and filtered, making it more reflective than ever. Other upgrades include:• New walkways, resurfaced with granite, and

new lighting.• New paths with security walls, which

provide wheelchair access to the Lincoln Memorial

Department into a strong leadership position in sustainability. Also developed this year were construction plans for the Pentagon Secure Access Lane, which will achieve LEED Silver certification once complete.

The company’s work on sustainability initiatives for the U.S. Government includes an award-winning study, the Feasibility of Energy Crops

Grown on Army Lands. The study, completed with funding from the Army Corps of Engineers Construction Engineering Research Lab, addresses one component of the Department of Defense’s Strategic Sustainability Performance Plan and was recognized by the American Planning Association as the year’s Outstanding Sustainable Planning, Design or Development Initiative.

Louis Berger partnered with SolaRover to donate a mobile hybrid solar generator

to provide alternative energy to New York locations without power in the aftermath of

Superstorm Sandy.

Louis Berger is committed to reducing the environmental impact of its operations. In order to better understand the company’s current impact, Louis Berger conducted a pilot greenhouse gas (GHG) inventory for three U.S. offices: the Morristown, N.J., headquarters location, the second largest U.S. office in Washington, D.C., and a representative smaller branch office located in Exton, Pa.

A GHG inventory is an accounting of GHG emissions emitted or removed from the atmosphere. GHG inventories can include Scope 1 Emissions (direct emissions), Scope 2 Emissions (indirect emissions associated with the generation of electricity), and Scope 3 Emissions (any other indirect emissions). Direct emissions result from directly burning fossil fuels or releasing GHGs into the atmosphere through fugitive emissions. Indirect emissions refer to direct emissions that are not under the control (operational or financial) of the organization conducting the inventory, or indirect emissions that result from an activity controlled by the organization.

The pilot GHG inventory included all Scope 1 and Scope 2 emissions as well as the most significant Scope 3 emissions, which include employee commuting and employee business travel.

Scope 3 emissions associated with employee commuting were estimated by surveying employees in each office about their commuting habits. The results revealed that employee commuting emitted 1,522 metric tons of CO2 in 2012; these emissions

are equivalent to annual GHG emissions from 317 passenger vehicles. By taking public transportation instead of driving to work, employees in the Washington and Morristown offices avoided emitting about 140 metric tons of CO2 emissions. Walking, biking and carpooling further reduced total GHG emissions associated with employee commuting.

The survey results not only allowed the company to estimate total emissions from employee commuting, but also provided information that will be used in developing an employee commuting program for the Louis Berger Washington office.

Louis Berger’s total Scope 1, Scope 2 and select Scope 3 GHG emissions for the Morristown, Washington and Exton offices were 5,491 metric tons of carbon dioxide equivalent (CO2e) for the year 2012. Based on a rough extrapolation, emissions from all domestic offices are expected to be approximately 30,500 metric tons of CO2e.

According to the U.S. Environmental Protection Agency’s (USEPA’s) GHG Equivalencies Calculator, this is equivalent to GHG emissions from consuming 70,930 barrels of oil.

Louis Berger intends to expand the pilot GHG inventory to establish a GHG baseline for all Louis Berger domestic offices. This inventory will serve to further direct the focus of the company’s environmental sustainability initiatives under its CSR program.

Founder Dr. Louis Berger served as a member of the engineering faculty at Penn State University, and his belief and commitment to teaching, education and training was fundamental to the company’s operation and growth. The company continues Dr. Berger’s legacy of supporting personal and professional development through several philanthropic initiatives.

The Louis Berger Fellows Program selects graduate students at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University to spend 10 to 12 weeks each summer assisting Louis Berger staff on infrastructure assignments in locations throughout the world.

The company’s formal philanthropic relationship with the Bloustein School began in 1996 to honor the memory and accomplishments of the company’s founder, Dr. Louis Berger. The relationship expanded to the present-day Louis Berger Fellows program in 2009 with a commitment of almost $500,000 over a five-year period from the company.

The fellowship provides financial support toward tuition and related expenses for graduate students during their second year of study. Since 2010, Berger has placed 16 Bloustein students among teams involved in projects in the Philippines, Costa Rica, Iraq, India, France, Qatar, Kuwait, Cameroon, Mozambique and Mauritius with great success.

Louis Berger has honored its commitments from the program’s start, providing financial support and hands-on experience to numerous students who are making important contributions in the planning and engineering fields.

The company’s relationship with Rutgers dates back to the 1970s when many of its current senior managers were students at the university. Since that time, Louis Berger has recruited and retained a large cadre of engineers, planners and scientists whose careers started with an education at Rutgers University.

New Jersey Institute for Technology (NJIT)The Louis Berger International Scholar Award at the New Jersey Institute of Technology (NJIT), established in 1997, provides an annual stipend with added opportunity to participate in an internship with the company to an outstanding undergraduate or graduate candidate who is enrolled in a field of relevance to Louis Berger.

Xiaolu Wang, a doctoral student at NJIT, was named the 2013 recipient of the Louis Berger International Scholar Award. Wang enrolled in the fall of 2012 in the department of electrical and computer engineering at NJIT’s Newark College of Engineering to study carrier transport in nano-electronic devices. Prior to enrolling at NJIT, she had worked for several years in the semiconductor industry. Wang received a stipend of approximately $19,500 to cover tuition and living costs and served as an intern at the company.

To date, the program has provided scholarships through the Dr. Louis Berger Endowed Fund to nine NJIT students enrolled in a field of relevance to the company.

Zhong Sun, a Masters candidate in Mechanical Engineering from Shanghai, China, was named this year’s international scholar.

Louis Berger received the 2013 Outstanding Corporate Partner Award from the New Jersey Institute of Technology (NJIT). Nick Masucci, Louis Berger president and CEO, formally accepted the award at NJIT’s 19th annual Celebration event on November 8.

“I am honored to accept this award on behalf of Louis Berger and all of our employees,” said Masucci. “The award demonstrates our

company’s ongoing commitment to advancing NJIT’s mission and investing in quality education for engineering professionals.” The Louis Berger International Scholar Award at NJIT was established in January of 1997. To date, the program has provided scholarships to nine university students. The purpose of the Dr. Louis Berger Endowed Fund is to provide an annual award to an outstanding undergraduate or graduate candidate.

The NJIT Celebration serves as the university’s most significant fundraising event, raising endowed scholarship funds for NJIT students enrolled in all six colleges. Since its inception, the event has raised more than $4.3 million in scholarship funds.

The majority of NJIT students require some form of financial assistance to complete their education. In 2013 alone, nearly 930 students

New Jersey Institute for Technology (NJIT)Since the beginning of 2013, Louis Berger provided funding for the implementation of the Science and Technology Enrichment Program (STEP). The program is designed to encourage high school students’ appreciation of the wonders of science and technology through interesting lectures and hands-on experience and to inspire its participants to pursue higher education.

STEP is offered free of charge to 100 high school students on Saturdays during four semesters at the NJIT campus in Newark, N.J. Recent courses, which are taught by NJIT faculty, include A Byte of Computer Science, Introduction to Game Development, Computer Animation, Website Development and Introduction to Robotics: Design & Programming.

Science and Technology Enrichment Program (STEP)

received more than $2.6 million in scholarship support. NJIT awards one Outstanding Corporate Partner Award each year. Past recipients have included Turner Construction, AECOM, Hatch Mott Mc- Donald, Verizon, United Parcel Service and Exxon.

Engineers Without Borders USA (EWB) is a nonprofit humanitarian organization established to support community-driven development projects by collaborating with partners to design and implement engineering and infrastructure projects locally and worldwide.

EWB members work with local communities and non-government organizations in more than 45 developing countries around the world on projects involving water supply, renewable energy and sanitation.

Louis Berger has been a corporate sponsor of EWB since 2011, and many employees across the company are active in EWB as members of local chapters, mentors of student chapters and supporters of national initiatives. Participating in EWB projects allows the opportunity to directly and positively impact the lives of others in our global community.

Abdulai Fofanah, principal engineer with Louis Berger, travelled to his native Sierra Leone in the summer of 2013 with the Princeton University student chapter of Engineers without Borders (Princeton-EWB) to conduct a water resources assessment survey that will eventually result in a safe and sustainable source of potable water for Dorma village, a rural community of 1,000 people.

Inspired by Louis Berger’s Give Back campaign, Fofanah expanded his involvement with the global Engineers Without Borders program by becomingva professional mentor for Princeton-EWB. Fofanah, who lived in Sierra Leone until he was 24, used his water resources engineering expertise to guide the students and the Dorma community in conducting the assessment.

Currently, he and Princeton-EWB are collaborating in the design and implementation phase of the project. The Dorma village project is not the first instance where Fofanah has volunteered with EWB to help communities in need. In 2012, he provided technical guidance to the EWB-Lehigh Valley professional chapter that led to a successful project providing clean drinking

water to the Centennial Secondary School, also in Sierra Leone.

To support Fofanah’s efforts, Louis Berger has made a financial contribution to the Princeton- EWB Sierra Leone project.

Louis Berger has been a major partner of the American University of Afghanistan since its founding in 2006 as Afghanistan’s first and only private, notfor- profit, non-partisan, co-educational institution of higher learning.

Louis Berger board member Fred Berger is a founding trustee and chair of the board of the university, which currently enrolls more than 1,300 full- and parttime students, 30 percent of whom are women. The university offers

degree programs in business administration, information technology and computer science, political science and public administration, and communications.

The company provided a $100,000 donation to establish the Louis Berger Cultural Center at the university, a modular space designed to host exhibits, events and performances to highlight Afghanistan’s rich cultural history.

Klohn Crippen Berger (KCB) supported a number of charitable organizations, educational institutions and community initiatives, including the University of British Columbia, the University of Alberta, the University of Calgary, Urban Promise, Ride to Conquer Cancer, Mining for Miracles and Fare Fight for Food.
