EARLY SKETCH OFCOMMUNITY CORE

The power of people to organize and trust themselves and each other is stronger than that of any political decision maker. In urban poor communities, a lot can be achieved if people get assistance to organize themselves, define goals, receive knowledge about their basic human rights and receive training in local materials and building traditions. Urban poor communities many times lack economic abilities, but providing money in cash is not a sustainable solution for these communities.Instead participation, coop-eration and long term thinking can be introduced in the development process of urban poor communities. It is more powerful to create an enabling environment for these communities for them to fulfil their own goals and develop their communities. A coop-erative and community driven approach strengthens the sense of ownership, which is a prerequisite for long-term sustainability across sectors.

MAIN AIMS WITH THIS PROJECT:

- DESIGN FOR A GREAT SOCIAL COMFORT FOR THE RESIDENTS.

- REACH A HIGH LIVEL OF PARTI-CIPATION CONCERNING BOTHPRODUCTION AND MAINTENANCE.

- DESIGN AN EASY STRUCTUREWITH VARIOUS POSSIBILITIES FOR EXPANSION.

COMMUNITY PARTICIPATIONThe Community Association has the main responsible for the maintenance of the build-ings. HURA staff can assist during meetings if necessary. HURA will arrange workshops for the Associations focusing on maintenance, participation and the result of a well function-ing society. Participation result in a better social network within the area that leads to a safer environment. Further results of people participation are a better local economy due to the welfare and an environment that are taken care of and developed further. The Association group should consist of no more than 60 households. That is about one in every “dwelling zone”. These could be divided into smaller groups with different responsibilities, such as: buildings, roads, vegetation, garbage collection, recy-cling or arrange social activities and study visits. Important is though that the decision making should be democratic. The commu-nity development considers everyone living in the area.

DAWAG A ,YTREVOP REWO REWOP ELPOEPKALINGA PROJECT IN BASECO, MANILA, FROM 2004. THIS IS AN EXAMPLE OF A PROJECT FOR THE URBAN POOR WITH A HIGH LEVEL OF COMMUNITY PARTICIPATION. THE BUILDINGS ARE WELL MAINTAINED AND THE SOCIAL CLI-MAT GOOD.

SMOKEY MOUNTAINS, HOUSING PROJECT FROM 1998. BAD MAINTAINED BUILDINGS AND LACK OF BASIC FACILITIES.

ARE PARTICIPATION EXPENSIVE??YES, MAYBE IN THE BEGINNING. BUT IT WILL PAY OFF DUE TO A BETTER SOCIAL CLIMATE, ENGAGEMENT AND KNOWLEDGE WITHIN THE COMMUNITY AND ISSUES CONCERNING MAIN-TENANCE WILL NOT COST THAT MUCH IN A LONG TIME PERSPECTIVE.

HOUSEHOLDMEMBERS

INTERIOR: SELF-HELP HOUSING

How many household members?Any income-generating practise within the home?Future requirements?Other relevant questions...

The idea is that the residents, with assistance from HURA staff, design and build the interior of the units themselves. There are some given parameters for the interior such as fixed storage, sleeping lofts and the kitchen/bathroom part. The residents can decide, depending on the household needs, how this should be organized.
