It is a privilege to share with you the many
accomplishments o LTRC reported herein. First,
you will note that we have changed the period o
the report rom an annual year to a fscal year basis.
As a result, this report actually encompasses 18
months rom January 2007 through June 2008. Iwill let the articles in this report speak or them-
selves and will draw your attention to a ew items
that I would like to highlight in this message.
I had the extraordinary opportunity to par-
ticipate on an international scan tour which took
me rom Stockholm, Rotterdam, Brussels, and Paris
on to Tokyo and Seoul beore returning home.The nine-person team examined practices o
Transportation Research Program Administration,
ocusing on the themes o Setting the Research
Agenda; Partnership Models and Joint Research
Activities; Conduct o Research: Perormance,
Quality and Value; and fnally, Delivery: Getting the
Research Results into Widespread Practice. There
were wonderul lessons learned that will be ap-
plied here at home.
On a closer level, LTRC conducted a very
successul Peer Exchange with peers rom eight
states participating either at LTRC or via video
conerence. Focus areas concentrated on growth
opportunities or LTRC and the establishment o
our new library.
The 2007 Transportation Engineering
Conerence sponsored by LTRC was attended by
over 1,600 transportation proessionals. Over 60
technical sessions were delivered in this very suc-
cessul technology transer event.
Finally, we welcomed Ms. Sandra Brady as ournew librarian and look orward to expanding our
vision in inormation management, and we recog-
nize the leadership that Dr. Marie Walsh brought
to the National LTAP Association while serving as
their President rom July 2007 through July 2008.
It is always gratiying to see sta succeed at the
national level.

The main objective o this research project is to calibrate the resistance actors needed or implementing the
LRFD design method or both driven piles and drilled shats based on local soil database and Louisiana design
experience.
For LRFD calibration o driven piles, orty-two square precast-prestressed concrete (PPC) piles that were tested
to ailure were included in this investigation. The predictions o pile resistances were based on static analysis, three
CPT direct methods (Schmertmann method, De Ruiter and Beringen method, and Bustamante and Gianeselli [LCPC]
method), and the average o three CPT methods. In addition, dynamic measurements with signal matching analysis opile resistances using CAPWAP, which is based on the measured orce and velocity signals obtained near the pile top
during driving, were evaluated. The Davisson interpretation method was used to determine the measured ultimate
load carrying resistances rom pile load tests. The predicted ultimate pile resistances obtained using the dierent pre-
diction methods were compared with the measured resistances determined rom pile load tests. Statistical analyses
were carried out to evaluate the capability o the prediction design methods to estimate the measured ultimate pile
resistance o driven piles.
Reliability based analyses, using frst order second moment (FOSM) method, frst order reliability method
(FORM), and Monte Carlo simulation method were conducted to calibrate the resistance actors or the dierent pile
design methods used by DOTD. For each pile design method, the target reliability values and the corresponding re-
sistance actors, as well as the e ciency actors, were determined and compared with AASHTO recommended values.
The analysis or drilled shats is in progress.

This program oversees several mandatory super-
visory, management development, and career devel-
opment training programs: the Leadership Training
program, a structured training program or DOTD
employees in a proessional job series; the Engineering
Technician Supervisory Training program, a supervisory
training program or DOTD Engineering Technicians;
the DOTD Supervisory Maintenance Training program,
or trades, crats, and maintenance supervisors; and the
Civil Service Supervisory training program or supervi-
sors not covered by other DOTD training programs.
There are currently 2,234 employees actively participating in leadership training.
The number o employees completing instructor-led courses or this period o time was 2,737.

Peer Exchange Highlights Opportunities or GrowthWhile internal organizational reviews are critical
to progress, periodic critiques rom outside experts can
provide invaluable insight, leading to best practice imple-
mentation. Such is the philosophy behind peer exchange.
In order to manage State Planning and Research
(SP&R) unds, LTRC must conduct a peer exchange every
three to fve years, according to ederal regulations (23
CFR 420 Subpart B). Peer exchange is an opportunity to
review research and development and technology trans-
er activities. Its intent is to strengthen weak programs
while enhancing strong ones.
LTRCs peer exchange team convened in Baton
Rouge or three days in May or an inormal open dia-
logue and exchange o ideas. During the meetings, LTRC
sta presented inormation about current ocus areas and practices, and the invited participants shared their state
practices and took part in brainstorming sessions.
The 2008 peer exchange team included representatives rom Arizona, Florida, Iowa, Mississippi, South Dakota,
Texas, Wisconsin, and Wyoming, along with o cials rom FHWA, LTRC, and DOTD headquarters. With the distance
learning technology available at LTRCs TTEC, remote team members were able to participate in sessions via videocon-
erence. This years peer exchange ocused on the ollowing key areas:Enhancing university relationships
Exploring new research topics
Eectively cooperating with regional peers
Measuring and reporting on the value o research
Developing LTRCs transportation library
The results rom all presentations, interviews, and breakout sessions were compiled into a fnal report that identi-
fed LTRCs strengths in the aorementioned areas as well as opportunities or improvement and growth.
Technical Assistance ProjectsLTRCs technical assistance program provides labo-
ratory testing, feld testing, and orensic investigation
in direct response to Departmental inquiries or expert
analysis on DOTD projects. LTRC also provides assis-
tance to state universities or laboratory or feld testing
on research projects not unded by LTRC. During the
2007-2008 fscal year, LTRC responded to 79 o 80 tech-
nical assistance requests.

Local Technical Assistance Program
LTAP Director Serves as NationalPresident

served as the
president o the
National LTAP
Association
(NLTAPA) rom
July 2007 to July 2008. NLTAPA represents the 58 LTAP/
TTAP state and regional centers to the Federal Highway
Administration and to other external national partners
involved in local transportation management and local
road saety. During her term as president, she was
instrumental in the ormation o the NLTAPA Road Saety
Committee to direct more national-level attention on
the local road saety crisis and to ocus LTAP eorts on
local road saety. Over 60 percent o the nations roadway
atalities occur on rural or locally owned roads, which aremanaged by LTAPs primary customer base. Nation-wide,
LTAP centers are in an excellent position to assist local
customers in improving road saety at the local level and
play a role in driving down the number o deaths on all o
Americas roads.
Dr. Walsh participates in a number o national
road saety committees to represent LTAP and the localtransportation providers. She is also a member o the
TRB Road Saety Work Force Development Task Force
and the Advisory Panel or an NCHRP study on the chal-
lenges and successes o attracting and retaining a skilled
workorce. An active member o the Louisiana team toimplement the Louisiana Strategic Highway Saety Plan,
