My name is Tracy Welberg a native of Guthrie County; I graduated from Guthrie Center in 1989 and have lived at my permanent residence 5216 Panorama Point since 1999, with my family Corey, Gracen and Gabriel. I am involved in church, Panora Chamber, Independent Insurance Agents of Iowa and am honorary member of Covington Who’s Who, a member of the Guthrie County Habitat for Humanity; my interests include golfing, boating, sewing, socializing with friends & family and community involvement. I work from home as an independent insurance agent under Valley Junction Insurance Serv., and have worked in the industry for many years prior to becoming an agent. My professional experience in sales, office budgeting, and customer service has allowed me to effectively communicate and relate to the needs of others which will benefit Lake Panorama members for years to come. When elected I will continue to support the RIZ board in their efforts to keep the lake clean, maintain the good quality of drinking water to the members, invest in the infrastructure, and to continue to maintain the good quality of roads at Lake Panorama. I look forward to serving Lake Panorama & its members I appreciate your voting support on May 9, 2015.

Charles Schnack

In 2007, I retired after 37 years of owning private veterinary practices. This is when my wife Judy and I moved to Lake Panorama, where we are able to enjoy family and the great activities the LPA area offers. Judy and I have 4 of our 5 children within an hour of Lake Panorama an ideal location for us to live, and a great place they all enjoy visiting. As an owner of veterinary practices, I realize the importance of having quality people around you, working with you, towards a common goal. This is essential for any organization to be successful and profitable. The LPN and LPA are blessed with quality people in key positions, and I look forward to having the opportunity to work with them and keep the LPA strong. In addition to my work experience, I have enjoyed serving in leadership positions and working with fellow members. This includes serving on the church council, board president of Audubon Golf & Country Club, board president of Meadowbrook Golf & Country Club, and mayor pro-tem for 12 years in Audubon, IA. While president of the Meadowbrook course, we were able to raise $100,000 to purchase watered fairways, all through individual donations, similar to what was accomplished at Lake Panorama “Spikes.” For the last three years I have served on the LPA board. Judy and I have helped sponsor the Eye Opener for the last four years. I believe in using as much volunteer help as possible, because when people volunteer, they become part of the success of the organization, and see the progression as it is happening. I was given the nickname “The Nursery Guy” through my own act of volunteering when Dan and Brandon (our greens keepers) allowed me to start a 550-

(Charles Schnack biographical information continued) tree nursery for the course. These trees are intended to replace normal tree attrition, as well as fill in if and when the ash bore takes our ash trees. So far we have placed 48 sycamore trees onto the course. In the spring of 2015, we plan on moving another 100 + trees on the LPN golf course. With the damage to the LPN trees from the 2014 tornado and normal tree attrition they are greatly needed. Other projects I helped with have all been towards bettering the LPA and LPN, and creating an enjoyable experience. These include organizing with Dan numerous volunteers who brought in 4-wheelers and trailers after the winter ice storm in the spring of 2010, after the winter ice storm in 2014, as well as the tornado the same year to pick up branches and saw up trees. For the last 5 years, I have helped maintain all the white, red, and yellow stakes on the golf course. Another project was in the fall of 2011, I worked in conjunction with the LPA and LPN to remove 100 + stumps from the course. This improved the general appearance as well as saving wear and tear on mowing equipment. The last 4 years I also helped spray the no mow and out of bounds to control the weeds (primarily thistles). The lake and golf courses are primary to the LPA, but I do realize that the LPA does offer a great deal more. We cannot forget the swimming, tennis, beaches, and all of the differing activities that are also available. With all of this to offer I know we can attract people to Lake Panorama, but we must keep it affordable. It will be my goal to keep all dues and assessments as reasonable as possible, which also should improve property values. The Rural Improvement Zone (RIZ) was passed in 1995 by our state legislators. RIZ (also known as a tiff) is money that comes from our county taxes and is used to retire long term debt. The LPA long term debt was $8,000,000 and should be retired by 2016. The LPA has been receiving around $2,000,000 a year from RIZ. About $450,000 has been used to buy collection basins for dredging as well as other expenses for dredging. The balance is being used to pay off long term debt. The RIZ will expire in 2018 if new legistalation is not passed. At that point the amount of money the LPA would receive from county taxes would depend upon the county supervisors but surely would be much less. It will be my goal to extend RIZ as well as getting the LPA in a financial position to succeed if RIZ expires. In closing, I would appreciate your vote of the opportunity of representing you on the LPA board. I have appreciated all of the opportunities thus far in assisting the LPA prosper, and I would thoroughly enjoy this new avenue to continue doing the same. The Poldberg family

My family and I have been full-time Lake Panorama residents since 2001. I live on the west side (6676 Panorama Drive) with my husband Aaron, and our five children; all attend Panorama Elementary School. Some of you may know me from the sidelines at the kids’ activities over the years: soccer, basketball, baseball/softball, and more.

I have served on the LPA Board for three years (one term) already, and have been Board Secretary for each of those years. I am running for a second term on the Board because I love our lake community, and would like to be a part of its continued success. We plan for this to be our “forever home,” and as such, I want to contribute to our community’s long term success.

My priority for the LPA continues to be infrastructure: dredging and lake management, dam maintenance, roads, and golf course maintenance. Each contributes to every owner’s property

value and community enjoyment. I am a “pay as you go, planned improvement” person with my own property, and I would use the same philosophy with your dues money. With our home, we plan for, and assume there will be a need for home maintenance or improvements each year. Whether it is new siding, windows, roof, dock improvement, or erosion issues, we pay for each project along the way, in order of priority, within our family budget.

We love the outdoors. We are regular boaters, and use our beach area and boat nearly every weekend that weather permits. We are golfers (including the kids), mainly utilizing the Panorama West (Par 3) course on our side of the lake. We also regularly take family walks on our 6000 Loop of Panorama Drive. We enjoy sitting on the deck and enjoying the shade. Maintaining our community’s ability to enjoy the outdoors is extremely important.

I have experience which I believe is helpful to the LPA board. I am an attorney, graduating from Drake Law School in 1998. I am the Director of Government Relations for the Iowa Corn Growers Association in Johnston. I work at the Iowa capitol during the legislative session. I grew up on a farm near Atlantic, Iowa, and then lived in the Des Moines area for almost 10 years. Since the lake is somewhat of an urban development within a rural community, I feel right at home. I will continue to utilize my experience in working with rural/urban issues, to work cooperatively with our surrounding communities.

I understand that the purpose of the LPA, and the Board, means being of service to our members. I will try to represent what the members want, and will seek members’ input in decision-making. In my work capacity, I have served on two national boards, and understand the commitment required for Board service, as well as the balance between a Board and its staff. I am currently on the Board and Executive Committee for the National Waterways Conference, a group out of Washington DC that works on water infrastructure issues. I also work as a staff member for the Iowa Corn Growers, and through this experience, I understand that an association exists for its members, and has the purpose of service to - its members. Our LPA association is the same.

If I am re-elected to the LPA Board, I believe it will be important to continue to survey our members on a regular basis to know your goals for our community, or your concerns. At any time, I would welcome any thoughts you have. Thank you for your consideration, and I would appreciate your vote.
