QMy estate agent has suggested that I sell my property using the sealed bid method. What are the advantages and disadvantages of this process?

ASealed bids can be an incredibly effective method of selling, particularly when there are multiple parties interested

in the property. If more than two or three people are

submitting offers, it can become messy, confused and drag on for longer than

necessary, which is advantageous for neither the vendor nor the prospective buyers. We sold a property in August this year which had three buyers all bidding fairly similar numbers and sealed bids offered an opportunity to simplify the situation and draw the best price for the vendor.

With sealed bids, also known as best and final offers, there should be clear rules and set deadlines, so all parties involved know where they stand without confusion. Prospective buyers are encouraged to submit their final offer: the most they are prepared to pay for the property. This then allows the vendor to assess each objectively and decide upon which to accept.

Unfortunately this process can have a bad reputation as some agents fail to have the proper procedures in place and some hopeful buyers end up losing out unnecessarily. We always make sure to lay out clear guidelines and ask for all the necessary information, including the buyers’ suggested timeframes, funding arrangements and their buying position, and whether or not they are in a chain.

In most cases, we will not bring a property to the market with the expectation of selling it using sealed bids, though there are occasions in which it may be prudent to price the property lower than the market value to attract a good level of interest and help the property sell more quickly.

More often than not, the price offered does not decide the winning bid, but the vendor will assess the buyer’s position as a whole. With this knowledge, the vendor can have a clear indication of the prospective buyers and make an informed decision, so we’d always advise buyers to include as much information as they feel relevant.

The other thing we often recommend is for hopeful buyers to bid an obscure number. We have known bids to be won by a matter of pounds and it’s always worth making your offer stand out from the rest.

During the recession, while homeowners in the Home Counties despaired of ever selling their homes and while city centre flats in Liverpool and Leeds sat empty, houses in prime central London were achieving telephone number figures. Scarcely a day passed without news of some oligarch or tech billionaire snapping up a property in Belgravia for some astronomical sum.

Then the music stopped.As the economy improved, the price of sterling

increased and currency controls were imposed in other parts of the world, and the property market in prime central London slowed. Then the Chancellor reformed the stamp duty rules in December ensuring that anyone buying a multi-million pound property was paying tens if not hundreds of thousands of pounds in additional taxes. Suddenly London property didn’t look like such an attractive investment.

Normally in these circumstances, it can be safely assumed that the government is not going to impose any further taxes on property. If the property market is suffering already, the Chancellor would be wise not to stifle its growth even further. The problem is, the property market is taking off again, just not in prime central London. Britain’s improving economy may make London property seem like less of a bargain to overseas buyers, but it has strengthened buyer confidence amongst domestic buyers. The latest Land Registry figures show that house prices are up by 4.6 per cent, with prices up by 1.6 per cent in July, their fastest rise in a year. Where the market is fuelled by British buyers, the market is taking off again.

Those in the London property market can shoulder a slowdown and seasoned professionals understand things tend to go in cycles. The fear amongst us, however, is that the government will look at the Land Registry figures and feel the need to try to slow the market even further. Sometimes in the face of political pressure, it’s easier to bow to the pressure than to make a prudent decision that reflects the true state of the market.

The fact is that the government is going to have an increasingly difficult time regulating the property market. As is becoming increasingly obvious, the London market is now completely divorced from the rest of the UK so one set of rules, one form of taxation and one economic policy is not going to answer the needs of both markets. The Chancellor has a tough job ahead of him.

Square numbersA new boom in garden square properties is driving prices and a 2015 report looking at 64 London garden squares found a price premium of around 25 per cent. On average, a garden square property costs £5m compared to a similar £3.5m property only a few hundred metres away but with no outside space to savour.

Following a fall in the popularity of garden squares throughout the 19th and 20th centuries, the original benefits of greenery, community and space have resurfaced high up on central London buyers’ wish lists.

Guy Passey, director of CBRE UK, says: “London squares are seeing a residential revival. Many were created originally for residential purpose before being converted to commercial use. We have recently seen this process reversed to create extremely rare high-end residential addresses. The idea of a PCL address coupled with green views and a sense of a community, and which feels away from busy roads and noise, has allowed premium values to be achieved.”

In modern times, the focus has shifted away from Regency-style garden squares to more fashionable, previously gritty and artsy areas. Becky Fatemi, managing director at Rokstone, says: “Soho Square has recently come to be considered one of London’s trendiest squares. It is the epicentre of Soho and is bordered by the

stunning St Patrick’s Church, along with many of the legendary bars and thriving restaurants of Soho.”

Projects such as Oakmayne Bespoke’s 10 Soho Square embody the new trend for stylish and luxurious living overlooking the vast greens of the bohemian square. Changes in stamp duty hitting people paying over £1 million are still slowing the

market, says Jenny Knight

While buyers of £1 million pads only have to pay an extra £3750 in tax – £43,750 up from £40,000 under the old system – the tax increases on more expensive homes are eye-watering. Admittedly the tax is now levied in bands instead of one rate applied to the whole price. The tax on the price above £1.5 million has risen to a stonking 12 per cent, enough to make even the rich blink a bit.

The hardest hit are owners of super prime houses in central London, where fears of interest rate rises and the traditional summer lull have also had an effect.

According to Sophie Chick of Savills, buyer caution is most evident at the top end of the market and price falls resulted from stamp duty changes in the 2014 Autumn Statement and uncertainty over mansion tax in the run up to the election.

She says: “Some of the deferred demand from the pre-election period has begun to flow back into the prime London housing market, but the new higher tax rates are being keenly felt by buyers.

“We now expect the prime London housing market to remain relatively subdued over the rest of 2015 as high levels of available stock built up during a period of pre-election caution, and it will take time for this to be absorbed. Nonetheless, we are forecasting price growth to return to the market in 2016 and values to rise by 22.7 per cent over the five years to the end of 2019.”

Michael Swait, of Sandfords in Marylebone, says: “The increase in stamp duty has had some impact and there appears to be less fluidity in the £2 million to £5 million-plus market at this time. Demand is higher in the £1 million to £2 million price bracket and this is where the majority of buying activity is taking place. Anything over this and people are choosing to stay put rather than move.

“Whether this is a short-term trend remains to be seen. Staying put is particularly attractive for owners of a mews house as they have scope to undertake building work that may include a basement excavation to create more space. In spite of this, transactions are happening but buyers are being more cautious.

“This means that vendors have had to be more price sensitive. That’s not to say that a competitive marketplace won’t return. Once the kids are back at school, buyers start coming back out again. We are already taking more booking appointments for valuations from would-be sellers.”

The Knightsbridge market has had

plenty to think about this year, not least the effects of Mr Osborne’s increase in stamp duty, and the ramifications of this are beginning to show. April saw our favoured government come into power, which in turn saw a number of agents hyping up increased demand in central London property.

Whilst demand has evidently slowed, there have still been a fair number of transactions taking place. It is a market where there are variations in activity from office to office in prime central London. This could also be said from agent to agent. It is a hard market to gauge.

The spring market was slow with uncertainty over which government would come into power and thus we did not see a particularly large number of properties come to the market. It may be that we see those who would have been sellers in the spring bring

their properties to the market this autumn. We are currently meeting a large number of potential sellers, so it will be very interesting to see if supply and demand remains in kilter.

On a positive note, we are still agreeing sales on a number of properties where realistic asking prices have been set. Best-in-class properties are still selling well, and always will. We are also seeing a number of overseas buyers favouring the new-build schemes with 24-hour concierge, parking and leisure facilities.

Any agent who can tell you precisely how the market will fare in the run-up to Christmas will have to have a crystal ball. We hope that supply and demand will arrive in equal measures and that we will see a steady number of transactions taking place in the traditionally busy autumn market.

Above all, London still remains a go-to destination for the global wealthy and we welcome them with open arms.

Chinese whisperMan who predicted share price fall turns his attention to cash, reports Duncan FarmerFor one man, the collapse in Chinese share prices that then spread to the

rest of the world came as no surprise – he had been predicting for a long time. Paul Hodges is an expert in the chemical industry, China and the economics of demographics, and his predictions, such as last year’s collapse in the share price of Tesco, have been accurate.

In China, he knew President Xi’s father, who believed in an old-style Chinese centralist economic policy that would be continued by his son. In the oil industry, he believed that prices of well over 100 dollars a barrel were unsustainable because demand was not outstripping supply and therefore a high price was simply a fake. In the world of consumer spending, he believed that the baby boomer generation is now reaching an age – 55-plus – where they own everything they need and, as they retire, their income has shrunk.

He did not just predict a market fall but he put his money where his mouth is and turned all his investments into cash, in the belief that in an era of deflation, which he says is coming, cash will be a hot commodity.

So what else does he predict? Rather worryingly, he foresees a fall in UK house prices of up to 50 per cent. He bases this on the economic law that says after a period of growth and optimism comes a retreat and pessimism. This is certainly borne out in previous booms and busts of the housing market. Since the credit crunch in 2008, property values have risen dramatically way beyond their long-term average. However, the prime central London market has stagnated a bit, possibly because Russian oligarchs have been hit by the falling oil price and have stopped buying.

The good news, however, is that Hodges also believes interest rates may fall rather than rise, in which case, property will remain affordable not only for people who already own, but for the thousands of would-be first-time buyers who are currently locked out of the market by sky-high prices. While Hodges may have moved his investments out of stocks and bonds, for ordinary people Warren Buffett’s advice to over-pay your mortgage as much as you can seems perfect sense.

And if Hodges’ predictions fail to materialise, what have you lost?

Those keeping an eye on the best buy tables would have noticed that over the past few months, interest rates on fixed mortgages have been creeping up. While it’s true that the lowest priced deals have gone, there are plenty of good rates still available.

Although many proclaim to know when interest rates will move, it is not an exact science. However, if you cannot afford for your mortgage repayments to rise, fixing is the only option for you. Console yourself that your rate is probably still cheaper relative to where they were several years ago.

If you need to purchase or remortgage in the next few months, it is worth looking at what is available now and securing a deal in advance. Some lenders will let you secure a rate up to six months before you need it, so you can lock into a cheap fix now.

New low for buyersRecord low interest rates have meant that in the second quarter of this year both first-time buyers and movers were paying a record low proportion of their monthly household income to service the capital and interest rate repayments on their mortgages.

The proportions were at their lowest level since the CML began tracking this data in 2005. Figures from the English housing survey show that homeowners spend 23 per cent of their net pay on mortgage repayments while tenants spend 73 per cent of their income on rent.

Borrowers are locked inLatest figures from LMS show that the number of remortgage loans increased by 47 per cent from 31,600 in June to 46,423 in July. This was 89 per cent higher than the number of remortgages recorded in July 2014 and is the biggest number recorded since November 2008.

LMS estimates that the value of monthly gross remortgage lending increased by 41 per cent to £7.2 billion in July compared to June’s CML figures and also up by 89 per cent from July last year.

Andy Knee, chief executive of LMS, said: “We are confident these levels will be maintained with a steady stream of customers for the remainder of the year as record-low affordability encourages borrowers to lock in competitive rates.”

Rising optimismKnight Frank’s House Price Sentiment Index rose in August for the first time in six years, suggesting that buyers are more optimistic about prices rising. The index also suggests more people plan to buy a home within the next 12 months.

Grainne Gilmore, head of UK residential research at Knight Frank, said: “The strength of the UK economy, rising wages and an under-supply of housing stock on the market are combining to underpin UK house prices. This has resulted in the first rise in the House Price Sentiment Index in August, usually a quieter summer period, seen since 2009.

“However, the expectation of future interest rate rises, something about which the Bank of England rate-setters are issuing more frequent warnings, is having an impact on the expectations for future house price increases. While households still expect the value of their home to rise over the next 12 months, the pace of the expected rise has eased in recent months.”

Buy-to-let revivalFigures from the Council of Mortgage Lenders shows that buy-to-let lending again performed strongly in the second quarter, and experienced larger growth than it saw in homeowner house purchase activity.

The CML says this is partly explained by the continuing recovery from a much more pronounced decline in buy-to-let lending, compared to activity by homeowners, during the downturn. The buy-to-let sector accounted for 17 per cent of gross lending in the second quarter of 2015.

Reaching out to ChinaHarrods Estates has completed trips to Hong Kong and Beijing to build relationships with high-net-worth individuals looking to invest in London’s property market.

Having visited China for the last seven years, Harrods Estates predicts that the Chinese are set to become London’s biggest investors in prime London property as the super wealthy bring their money into the UK.

Simon Barry, head of New Residential Developments at Harrods Estates, said: “There is a huge amount of wealth in China and although we have started to see investment in London property in the last five years, the focus has been on off-plan new-build developments ranging from £500,000 to £5m. This is just the beginning of a vast amount of wealth from China and we expect this will increase dramatically over the coming years, when Chinese billionaires will look to spend anything from £5m to £50m.”

Over the past two decades, wealth generated by China’s incredible rate of economic expansion has flowed into Hong Kong and Singapore through corporate investment, much of which has fuelled the demand for London property. Harrods has seen investors from Beijing, Shanghai, Hong Kong and Singapore, with mainland China still untapped due to an initial focus on the domestic property markets. This is now set to change as a handful of developers and estate agents explore the opportunity to reach out to mainland China.

Harrods Estates says one of the primary motivators for Chinese property investment in London will be education as increasing numbers of Chinese parents choose British educations for their children. London’s culture, retail and lifestyle will also be key contributors.

Shop for propertyOverseas visitors buying handbags, clothing and jewellery in Knightsbridge, Mayfair and Marylebone are also snapping up apartments and houses in the streets off the city’s retail thoroughfares, according to a new study.

Latest sales figures have highlighted the correlation between luxury goods and residential property sales in London due to purchasing by the same high-net-worth spenders from resource-rich countries in the Middle East, Asia and Africa.

Where there have been drops in retail spending by certain overseas countries, there has also been a decline in property purchases. These are the findings of new analysis of the interplay between retail and property sales in London by Rokstone, using sales figures from consumer consultancy Global Blue.

Parkside premiumsNew research from Beauchamp Estates shows a 231 per cent ten-year increase in the average value of properties surrounding Hyde Park.

The Parkside Premium Report by Dataloft uses data from LonRes and the Census to analyse the effect of living near the five London Royal Parks. In the last decade, selling prices of apartments on roads surrounding the five central London Royal Parks – Regent’s Park, Kensington Gardens, Hyde Park, Green Park and St James’ Park – have risen by 172 per cent compared to price rises across the rest of prime central London at 129 per cent.

Hyde Park, which stretches across Central London and is the primary focus of the report, has seen the greatest rises: between 2013 and 2014 alone, the premium commanded by properties in close proximity to the park was 23.8 per cent.

Gary Hersham of Beauchamp Estates says: “London as a city is rightly proud of its green spaces, which define the centre of London and provide more outside public space than New York, Paris or Tokyo. The Parkside Premium Report mirrors our experience of the market, in that living park-side is increasingly a priority for many of our applicants.

“In 2012, for example, an influx of super-luxury developments pushed the premium for living park-side to 32 per cent over other prime central London areas and cemented close proximity to a Royal Park as a pre-requisite of many high-net-worth individuals purchasing in London.

Hyde Park is the most sought-after. The south side, driven by key sales in developments such as One Hyde Park and 4-5 Princes Gate, has reportedly achieved record sales values of up to £9000 per sq ft. You’ll find greater value for money north of Hyde Park at around £3500 per sq ft.

Not enough bricksA shortfall of 24 million bricks is fast becoming the biggest stumbling block for developers across London, reports the Linton Group.

A typical home takes 10,000 bricks, meaning that 660 million bricks are needed to meet the estimated yearly requirement across

London. The 50 active kilns across the UK can only produce 1.7 billion bricks per year, and with new UK housing figures showing demand for 200,000 homes per year across the nation, there may not be enough bricks to go round.

Gary Linton, pictured, managing director of specialist London developer the Linton Group, says: “Official figures recently released state that there is a need for 49,000 new homes in London per year. However, to meet population growth estimates, we actually put that figure at 66,000, which would require an extra 24 million bricks. Currently we’re not producing enough bricks to meet this demand.

“The brick crisis in London is a bubbling undercurrent at a time when a whole host of factors are coming together to create the perfect storm of crisis and complexity for developers across the capital. It can take some time to eventually get on site, and now when we do we’re contending with the possibility of a brick famine.”

Prices still risingLondon house prices continue to rise as market conditions tighten. Price growth in London was reinforced by the continued imbalance between falling new instructions to sell and rising buyer demand, according to the latest RICS UK Residential Market Survey.

In the UK as a whole, the RICS price indicator reached a 16-month high in August, with a net balance of 53 per cent more respondents reporting price rises and firm growth being seen across all areas of the UK.

In London, as both near and medium-term price expectations reflect the imbalance between supply and demand, 34 per cent more respondents saw prices rise over the last three months, with 38 per cent more expecting prices in the capital to rise in the next three months.

Literary locationCheyne Row, a quiet back street in Old Chelsea, was the home of essayist and sage Thomas Carlyle and his wife Jane, known for entertaining the literary giants of their day.

Behind the retained façade of a grand Victorian house on Chelsea’s Glebe Place, a two-year reconstruction project has transformed the interiors into a 4000 sq ft luxury home and art gallery.

The owner has a spectacular modern art collection and wanted to create a family home that would also serve as a ‘private Tate Modern’, with voluminous interiors, high ceilings and professional art gallery lighting.

Stephen Fletcher Architects was commissioned to spearhead the transformation. The Victorian front façade and roof were retained, while the interiors and rear façade were completely remodelled and rebuilt.

To increase volume and daylight, a new three-metre basement was constructed below the existing lower ground floor, creating a home that is now the equivalent of six storeys in height. The installation of a new open plan style central staircase facilitated the creation of large rooms to the front and rear of the house.

Throughout the remodelled five to six-bedroom house, Stephen Fletcher has used full-height doors, clean lines, large windows, polished concrete or light-timber flooring and art gallery style ceiling lighting to create a bright and airy ambience

The spectacular art collection that helped inspire the transformation has as its creative centrepiece works by Georgian artist Tamara Kvesitadze, who was commissioned to design and install 13 new art works for the main living spaces.

One of Tamara’s specialities is creating mechanical kinetic sculptures, such as the 18ft high installation in the principal reception room. The rest of the house contains around 130 works by other notable Georgian artists. The artwork is available to buy by separate negotiation as a whole collection or individual pieces.

Modern house has Queen Anne styleIt is all too easy to be dismissive of houses constructed in the last couple of decades and suggest that we build for today and not for the future. However, this is far from true and building great country houses is not a forgotten art.

Chiltern Firehouse has helped to heat up the local market, says

Over the last couple of years,

Marylebone has really established itself on the global map of London. The undeniable success of the Chiltern Firehouse attracted a great deal of interest to the area and many now see Marylebone as a prime area capable of competing with previously established locations such as Knightsbridge, Chelsea and Mayfair.

As a result, the quality of the instructions has risen considerably as both investors and landlords are refurbishing and dressing their properties to a higher standard to match other prime areas of London. This has seen the average rent rise from a little over £800 per week in 2014 to over £1300 per week this year so far.

A distinctive difference this year is that the family market seems to have been delayed considerably compared to usual. In a typical year, families with bigger budgets will have found a property by the end of spring or early summer, and August is often one of our busiest months. Yet this year we did only half the number of deals made last year.

After the slower summer, the market picked up very suddenly at

the August Bank Holiday weekend and we beat our September average in the first two weeks of the month, with the pace not looking likely to slow down in the near future.

Surprisingly, the tenants who are now looking seem to be a little less organised with very short notice periods, generally needing to move within a week or two of starting their search, rather than the usual period for families of at least a month.

Why this has happened, we’re not entirely sure, though the market as a whole did experience a bit of a hiatus with the election and it may be that many have been waiting to see how it would play out before they committed to one place.

Despite this delayed market, we have had a very successful year thus far, picking up in particular in the latter half. On average in 2015 we have achieved 98 per cent of our asking prices for rents, which proves the benefit of not overpricing the market and valuing our properties realistically.

This has also meant that properties move more quickly once available to let and we expect the busy market to push through to October and the remainder of the year.

Shifts in sharers and conversions

Our Knightsbridge office has been very busy, with plenty of enquiries and a noticeable increase in the number of managed properties we’re taking on.

A couple of clear trends are emerging. Firstly, there’s a rise in the number of sharers looking for

three-bedroom properties. Two-bedroom properties have been popular with sharers for some time, but the increasing popularity of three-bedroom homes suggests tenants are keen to further reduce accommodation costs.

We’re also seeing a shift in the type of property applicants are requesting. One-bedroom period conversions are becoming less popular, creating downward pressure on rents for older apartments, even in previously sought-after areas. Increasingly tenants prefer the gloss of new developments with amenities such as a gym, pool, concierge and preferably parking.

With more developments being built, tenants have greater choice, which means greater competition for landlords who may need to negotiate to secure a good tenant.

Ultimate MayfairMayfair is the ultimate destination for ultra-high-net-worth renters, according to Tunstall Property’s new study of core tenant groups across prime central London. Using latest figures from Lonres, the analysis highlights that Mayfair commands the highest rents, followed by Knightsbridge and Belgravia respectively.

Highest reported rent achieved was in Mayfair for a house in Brick Street at £50,000 per week. An apartment in Chesham Place, Belgravia, commanded £40,000 per week, and another at One Hyde Park in Knightsbridge £25,000 per week.

Mark Tunstall, managing director of Tunstall Property, says: “Our research has found that, perhaps unsurprisingly, the Golden Triangle formed by the neighbourhoods of Mayfair, Belgravia and Knightsbridge command the highest rents, in very much the same way that they do in the sales market. Interestingly, in terms of prime rental investment areas, Marylebone comes out on top. It’s an area that not that long ago was perhaps overlooked but is now becoming a real prime destination.”

In terms of average weekly rents, Knightsbridge is the most expensive district, commanding £1700 per week compared to Mayfair at £1500, Belgravia £1250 and Chelsea £1100. The best area for rental investment returns is Marylebone, location of one of the city’s most fashionable restaurants and a number of new luxury developments set to complete at the end of 2015. The trendy area currently returns average yields of 3.9 per cent.

A three-bedroom duplex penthouse at The Lansbury, overlooking Harrods, is currently on the market. The 3000 sq ft property has two large terraces and access to the facilities of neighbouring five-star boutique hotel The Capital.
