Ansari, 75, polled 490 first

preference votes out of 728

valid votes cast in the election

held on August 7, while

Jaswant Singh polled 238

votes. Ansari got more votes

than he had secured in the

2007 election. He had the

backing by the

Congress and its

allies in the UPA,

including the

Nationalist Congress

Party, DMK and the

National Conference.

The Trinamool

Congress, which had

not announced its decision,

also later indicated it would

support Ansari. Outside sup-

porters of the UPA, including

the Samajawdi Party,

Rashtriya Janata Dal and

Bahujan Samaj Party, had

also indicated their prefer-

the state working committee

“The Congress is also

ready to contest the polls on

its own strength. This deci-

sion was taken unanimously

to chalk out the blueprint for

the three-tier rural polls.

In a public rally on July

21, Ms Banerjee had

announced her decision to

dump the Congress for the

panchayat election which she

indicated would be held

towards the end of the year —

much ahead of its schedule in

2013.

“It does not make any dif-

ference for the Congress

whether the polls are held on

time or before time,” Mr

Bhattacharya said.

Mr Bhattacharya, howev-

er, hastened to add that the

Congress-Trinamul Congress

alliance was not over.

“It will be not correct to

say that the jot has collapsed.

The alliance has been forged

for the Lok Sabha and

Assembly elections. Rural

and civic polls are outside the

ambit of alliance,” he added.

The Congress leaders also

voiced their apprehension

that the panchayat polls may

not be violence-free. Mr

Bhattacharya recalled that in

the past, the CPI(M) used to

unleash terror against

Congress workers. “They

used to terrorise our workers

so much so that the Congress

was not able to field candi-

dates in all seats. In short, the

CPI(M) snatched our demo-

Stress on Prospects for Cross-Cutting Technologiesfor New and Renewable Energy Sector

In an attempt to give a boost to new andinnovative technologies in the field of newand renewable energy applications,theMinistry of New and Renewable Energy(MNRE) organized a two-day “R&DConclave on New and Renewable Energy-Prospects for Cross-Cutting Technologies”from 9-10th August, 2012 at VigyanBhawan, New Delhi.

The Minister for MNRE, Dr. FarooqAbdullah, while inaugurated the workshopsaid that the vision of Ministry of New andRenewable Energy is to develop new andrenewable energy technologies, process,materials, components, sub-systems, prod-uct and services at par with internationalspecifications, standards and performanceparameters, and deploy such indigenouslydeveloped and manufactured products andservices in furtherance of the national goalsof energy security and energy independence.A large broad-spectrum programme cover-ing the entire range of new and renewableenergies is implemented in the country. Heplaced special emphasis on developing reli-able storage technologies and doing directedresearch that would improve the lives ofpeople. Speaking on the need for going forresearch to cut costs, Dr.Chaidambaram,Principal Scientific Adviser to Governmentof India gave the example of polysiliconproduced at economical cost will be criticalto the development of solar power in India.

Shri B.K.Chaturvedi, Member (Energy),Planning Commission said that the PlanningCommission is supporting fasterdevelopment and deployment of renewableenergy technologies in the country. The 11thFive Year Plan witnessed an impressiveprogress in research and development anddeployment in renewable energy sector. Itmay be mentioned that MNRE has spon-sored 169 R&D projects in the area of solarenergy, bio-energy and hydrogen and fuelcells with a total outlay of about Rs.525crore. He said that renewables contributedto nearly 14,660 MW power during the 11thPlan and they will become more importantin future.

The two-day Conclave was attended byeminent Scientist and Technologists from allover the country. In all, about nineteenScientists presented the outcomes andresults of their projects. The discussion dur-ing the session focused on solar photovolta-ic and solar thermal, new fuels and bio-ener-gy technologies and provided an insight intopossible projects to be taken up in the 12thPlan.

The Conclave concluded with a PanelDiscussion under the Chairmanship of Dr.R. Chidambaram, Principal ScientificAdviser to the Government of India. Thepanel included Dr. T. Ramasami, Secretary,Department of Science and Technology,Shri Gireesh B Pradhan, Secretary, MNRE,Prof. R. Natarajan, Former Chairman, AIC-TAE and Director, IIT Madras, Prof. VikramKumar, IIT Delhi and Prof. S. SrinivasaMurthy of IIT Madras.

The panelists commended the efforts ofMNRE to promote R&D in new and renew-able energy and the achievements thereof bythe respective project Investigators. Theymentioned that the workshop was timelyand recommended that R&D efforts need tobe scaled up along with industry`s involve-ment. Dr. R. Chidambaram, stressed thatwhile directed research need to be given apriority, for innovation the basic researchshould also be encouraged. Since the stor-age of renewable energy is critical, hence,R&D in this area should be vigorously pur-sued. Secretary, MNRE in his concludingstatement acknowledged that the two dayR&D conclave provided an opportunity toall research professionals to share theirexperiences and exchange their views on theon-going R&D efforts. In view of the con-straint of funds, the Secretary emphasized toprioritize the areas for directed research andpartnership with industry.

Narendra Modi attacks UPAon cow slaughter 'promotion'

Ahmedabad: Ahead of

the Gujarat Assembly elec-

tions, Chief Minister

Narendra Modi on Friday

accused the UPA government

of promoting cow slaughter

for beef exports. On the occa-

sion of Janmashtami, Modi

appealed to the people to

reject pink revolution pro-

moting slaughter of mother

cow. "It saddens me that pres-

ent UPA government led by

Congress is promoting

slaughtering of cows and

exporting beef to bring Pink

Revolution," the BJP strong-

man wrote on his blog while

extending Janmashtami greet-

ings. "Sadly, the UPA seems

unbothered about the rich

ethos of our culture. It wants

to make India the biggest

exporter of beef," he said.

Assembly elections in

Gujarat are due in December.

Modi said we not only revere

Lord Krishna but also every-

thing associated with him.

The Makhan Chor is always

remembered as Sakha

(friend) and protector of cows.

"Our future generation is not

getting sufficient milk and this

Government wants to kill

cows that provide us ladder for

life," he said on his blog.

"Should we feel proud of this

endeavor of UPA government

led by Congress, which is

founded on the killing of our

mother cow," Modi asked the

netizens. Lauding the role of

his government for protecting

cow progeny, Modi said in

Gujarat, we have left no stone

unturned to protect Gau Mata.

"We are the only state in India

to enact a law for protecting

the cow?s progeny and ban

cow slaughter," he said. But,

our work does not stop at pre-

venting killing of mother cow

but to also ensure their well

being. This inspired us to

organize cataract operations

for cows, Modi stated. He also

extended warm greetings to

people on occasion of

Janmashtami.

Keshubhai promises unemployment allowance to youths

Ahmedabad: Former

Gujarat Chief Minister

Keshubhai Patel, who has

launched a new political party

after quitting the BJP on

Sunday promised to take a

slew of welfare measures if

voted to power in the forth-

coming assembly polls.

Keshubhai, who floated

Gujarat Parivartan Party last

week, today said that his

party would take measures

like giving allowance for the

unemployed youth (upto Rs

2,000), pass a new law to reg-

ularise pastoral land holdings

and form special police

squads for protection of cow

progeny if voted to power.

Assembly elections in

Gujarat are due in December

this year. Alleging that Modi

government has adopted

'anti-youth policy' Keshubhai

said, "even after getting

costly education, youths in

the state are struggling to get

decent jobs. We will give

allowance to these youths for

two years."

Commenting on

the contentious issue

of cow slaughter, Patel

said that increase in

cow slaughter cases

was fallout of deterio-

rating law and order

situation in the state.

"If my party comes

to power, we will cre-

ate special police

squads for the protec-

tion of cow progeny in

every district," he

said. According to Patel, the

proposed measures will cost

the state exchequer around Rs

4,100 crore which could be

arranged by collecting pay-

ments overdue to the state

from big industrial groups

like Essar. Keshubhai

slammed the state Chief

Minister Narendra Modi for

indulging in publicity

blitzkrieg, while certain pock-

ets of the state were passing

through drought like condi-

tions.

"While more than 80 per

cent of area has deficient

rains and we are facing

drought, our Chief Minister is

wasting money on fairs,

yatras and inauguration

ceremonies," he said.

Keshubhai Patel, who had

brought BJP to power in

Gujarat in 1995, had resigned

following differences with

Modi and launched a new

party.

taken to strengthen the sector

in view of the setbacks it had

suffered in the past, he said,

and congratulated the Coir

Board for organising the

expo, the first of its kind in

the 59-year history of the

Board.

products made by the coir

sector should be appealing to

years. But this was not

ment on Thursday extended by one year the

ban on the Communist Party of India (Maoist)

and six of its affiliates while declaring the

Revolutionary Democratic Front (RDF), a

front organisation of CPI(Maoist), as an

"unlawful association". "The government has

reviewed the matter and is of the opinion that

the Communist Party of India (Maoist) is con-

tinuing to indulge in unlawful activities. Its

unlawful activities, if not stopped, will

constitute a serious danger and menace to

public order, peace and tranquillity," state

Chief Secretary Minnie Mathew said in a

Government Order issued this afternoon.

The ban on CPI (Maoist) has been

extended as per the provisions of the Andhra

Pradesh Public Security Act, 1992 and would

come into effect from August 17, the order

said. CPI (Maoist) offshoots Radical Youth

League, Rythu Coolie Sangham, Radical

Students Union, Singareni Karmika

Samakhya, Viplava Karmika Samakhya and

All India Revolutionary Students Federation

have also been declared as "unlawful" for a

further period of one year from August 17.

The Andhra government had banned the CPI

(Maoist) for first time in 2005 and has been

extending the ban every year.

The state DGP V Dinesh Reddy had writ-

ten to the government seeking ban on RDF as

well. The RDF came into being upon the

merger of All India People's Resistance Forum

and Struggling Forum for People's Resistance.

According to the Chief Secretary's order,

RDF, which is part of the Tactical United

Front, has been indulging in numerous unlaw-

ful activities against the state. The activities

included: "Urging people to fight against the

police and join the Maoist movement.

Opposing and demanding stoppage of

anti-extremist combing operations of the

police and security forces in the left wing

extremism-affected areas of the states, and

thereby abetting the violent activities of

Maoist and opposing lawful actions of police

and criminal justice system. Inciting people to
