and Mineral (Development & Regulation) Act, 1957 for carrying out exploration like MECL & GSI. It was advised that fresh proposal in this regard to be submitted to Ministry of Coal. In respect of need for having permission for 15–20 borehole per km2 from MoEF for ensuring projectisation, it was also advised that trial drilling in block for which permission has been obtained from MOEF and State Govt. should be undertaken quickly and environmental impact assessment report on account of drilling activities in the forest area should be brought out fast to the concerned Authority for relaxing the norm of borehole density to

20 boreholes per km2. Efforts being made by CMPDI in development of coal based clear energy resources were also discussed during the review. Highlights of Achievement of CMPDI during 2009-10 & 10-11Financial year 2009-10 had been a spectacular year for CMPDI. CMPDI recorded excellent all-round performance during the year and achievement in its major areas of operation touched its pinnacle in the annals of CMPDI.

CMPDI was conferred with the status of ‘Mini Ratna’ during 2009-10 and become the sixth subsidiary company of CIL to achieve this feat. CMPDI was also adjudged the ‘Best performing Subsidiary Company of CIL’ for the year 2008-09 as per MoU rating. We have also crossed the barrier of 4 lakh meter of drilling in a year.Highlights:

• CMPDI has achieved a new record in the fi eld of exploration. CMPDI along with various agencies under its supervision has carried out about 5.24 lakh metres of drilling during 2009-10, which is an all time high achievement, registering a growth of 58% over previous year by adopting a multi pronged strategy viz. induction of new drills/high capacity drills, replacement of old drills, opening of new camps, entering MoU with MECL and engaging Govt. and Private agencies for exploration.• During 2010-11, 0.94 lakh metres of drilling has been carried out till May’10 registering a growth of 45% over previous year.• Exploratory drilling has been carried out in 104 blocks/mines spread over 25 Coalfi elds in 7 States by CMPDI and its contractual agencies. Apart from it, GSI & MECL have also taken up Promotional drilling in coal sector and has taken up regional exploration of 16 blocks.• CMPDI drills have achieved 2.65 lakh metres of drilling as compared to 2.28 lakh metre achieved in previous year. The average productivity of CMPDI’s drills has also increased to 416 metre/drill/month as compared to 397 metre/drill/month achieved last year registering a growth of 5%. • One new drilling camp at Korba (in SECL area) has become operational.• 19 Geological Reports have been prepared by CMPDI establishing about 2.6 Billion Tonnes of coal resources to the ‘Proved category’. • 14 Geological Reports have been prepared under Promotional Exploration

(by MECL & GSI) estimating 4.6 Billion Tonnes of new coal resources in indicated/inferred category. • 37 Project Reports have also been prepared with capacity addition of about 111 Mt per year.• During 2010-11, 4 Project Reports have been prepared till May’10 with capacity addition of about 6 Mt per year. 25 Project Reports are under preparation.• 48 Environment Management Plans (EMPs) and 137 Form-I has been prepared.• 14 nos. of R&D and S&T projects have been completed. Fund disbursed was Rs.37.43 crores.• CMPDI has recorded its highest turnover of Rs.453.53 crores in comparison to Rs.329.82 crores achieved during last year registering a growth of about 38%. CMPDI has also earned an estimated profi t (before tax) of Rs.19.61 crores during the current fi nancial year as compared to the profi t of Rs.6.74 crores in the last year registering a growth of about 191%.• 28 work orders worth Rs.30.15 crores have been obtained from outside-CIL clients. 24 jobs worth Rs.6.69 crores have been successfully completed and submitted to clients viz. Reliance Coal Resource Ltd. (Sasan Power), Steel Authority of India Ltd., Neyveli Lignite Corporation Ltd., Tata Steel Ltd., National Aluminum Company Ltd., Manganese Ore (India) Ltd., Directorate of Naval Design (Mazagaon Dock Limited), Chhattisgarh State Electricity Board, Jindal Steel & Power Ltd., etc.• CMPDI conferred with the status of a Mini Ratna : Ministry of Coal, Government of India conferred the status of Mini Ratna (Category-II) to CMPDI in accordance with the provisions of the Department of Public Enterprise’s (DPE's) guidelines vide Offi ce Order No. F.No.38038/4/1997-CA-II dated 29th May, 2009. The Department of Public Enterprise’s directions provide for grant of enhanced autonomy and delegation of powers to the profi t making public sector enterprises (PSEs) as a policy objective, for making the public sector more effi cient and competitive.

The Project will be jointly implemented by CMPDI & Survey of India and completed in 5 years at an estimated cost of Rs.117 crores.

• Topographical survey of 28 coalfi elds on 1:5000 scale with 2 m contour interval is under progress. Area of the coalfi elds to be surveyed for topographical survey has been fi nalized and Survey of India has submitted the coalfi eld maps to NRSA (National Remote Sensing Agency) for getting the Ministry of Defense clearance.

• Land reclamation monitoring of 49 nos. of opencast projects of CIL, based on the satellite data of the year 2009, completed. In addition, land reclamation monitoring of balance 12 opencast projects based on the satellite data of the year 2008 were also completed.

• Land reclamation monitoring of 49 nos. of opencast projects of CIL is under progress during the current year as well.

• Development of Alternative source of energy/Clean Coal Development Mechanism (CDM):

• 7353 metre of drilling has been carried out during 2009-10 for specifi c data generation related to Underground Coal Gasifi cation (UCG) (in Kasta Block) and Coal Bed Methane (CBM) (in Moher sub-basin, Singrauli Coalfi eld & Korba Coalfi eld) under funding from CIL/NCL/SECL. CBM specifi c analytical tests are going on to assess the potentiality of the identifi ed area for commercial development of CBM.

• Under CIL-ONGC Collaboration Project, sale of incidentally produced gas from Jharia CBM Block commenced from Jan’10 consequent to the approval of Govt.• To expedite commercial development of UCG in CIL blocks, an EoI has been fl oated. Six responses received. Draft TSD was deliberated in pre NIT meeting on 17th May’10. Final TSD formulation is under progress.

• For development of VAM (Ventilation Air Methane) in CIL mines, an Expression of Interest (EoI) has been published. EoI opened on 19th March’10 and ten responses received. Respondents meet held on 6th April’10. Draft TSD is under preparation.

• Establishment of 20 nos. of Coal Washeries: Development of Clean Coal Technology in CIL is a priority area for CMPDI. CMPDI is providing its consultancy services to augment the coal washing capacity (addition of 111 Mty in 1st phase) through setting up 18 nos. of Coal Washeries under Build-Operate-Maintain (BOM) concept with CIL funding and 2 through turnkey basis. CMPDI has prepared Model NIT Document for both Coking Coal (NLW) and Non-Coking Coal Washeries. Global tender for construction of 7 washeries have been fl oated. Evaluation of offers of 2 washeries completed and for rest 5 washeries is in progress.

• Common Centralize RFQ (Request for Qualifi cation) document for balance 11 nos. of washeries has been prepared by CMPDI and approved by CIL in March 2010. Global tender for Common Centralize RFQ has been published in the Newspapers as well as in web-site of CIL and CMPDI. Sale of tender document has been closed on 23.04.2010. Pre-Bid meeting with prospective bidders has been held on 03.05.2010. The date of submission of offer has been extended from 17.05.2010 to 30.06.2010 at the request of the prospective bidders.

• Development of a Coal Preparation Plant Simulator Software: CMPDI has entered into an Agreement with M/s Sharpe International LLC, USA for consulting services for “Development of a Coal Preparation Plant Simulator Software” (under the aegis of Indo-US Coal Working Group, Indo-US Energy Dialogue) with CIL R&D Grant during US-India 6th Coal Working Group (CWG) meeting held at Washington DC, USA on 23rd September 2009. The Agreement was signed by Mr. AK Singh, CMD, CMPDI on behalf of India & Mr. Mark A Sharpe, President, Sharpe International LLC on behalf of USA.

• As per President's Address to Joint Session of the Parliament on 04.06.2009, the Activities identifi ed for CMPDI, which needed to be pursued in next 100 days, were successfully completed within time.

• Publishing guideline for Mine Closure for adoption by coal companies: The draft guidelines were submitted by CMPDI to Adviser (Projects) in June’09. The Guidelines for preparation of mine closure plan were published by the Ministry of Coal vide Circular no.55011-01-2009-CPAM dated 27th Aug.’09. The guidelines have also been put on the website of MoC.

• Publishing guidelines for Underground Coal Gasifi cation projects: A meeting was convened by MoC on 03.06.2005 to consider development of UCG in India and as a sequel to the discussions held, a Committee was formed under the Chairmanship of the then CMD, CMPDI. The recommendation of the Committee was submitted to Special Secretary, MoC vide letter no. CMPDI/CBM/UCG/1257 dated 08.08.2006. A brief on this issue has been submitted to MoC vide our letter dated 19.6.2009. Subsequently, the Ministry of Coal (MoC) has formulated ‘Guidelines for carrying out Underground Coal Gasifi cation (UCG) in India’ vide Circular no.34011/26/2006-CRC dated 13th Jul.’09. The guidelines have also been put on the website of MoC.

• Satellite imagery based reports on land restoration/reclamation posting on website (for 35 projects): Reports for all 35 OC projects (WCL: 10, NCL: 10, MCL: 6, SECL: 5, CCL: 3 & ECL: 1) have been completed and uploaded in the websites of CMPDI, CIL and respective subsidiary coal companies on 18.08.2009.

• Identifi cation of ‘Go’ and ‘No Go’ areas for ‘Eco-Friendly’ coal Mining’: CMPDI in collaboration with FSI (Forest Survey of India), Dehradun has prepared Maps for 9 coalfi elds marked with boundaries of blocks in GIS formats superimposed with forest cover maps for identifying ‘Go’ and ‘No Go’ areas for coal mining. Plans for 6 more coalfi elds have been fi nalized and sent to FSI on 22.4.10.

Public Sector Day was celebrated for the fi rst time in the Suvarnrekha Hall of CMPDI on the 10th April, 2010. A talk was organised in the Suvarnrekha Hall on this day. Shri A.K.Singh, CMD, CMPDI described the purpose of celebrating this day as to create consciousness amongst workmen about the valuable contribution of the Public Sector in the national economy and other achievements of the Public Sector.

Addressing the occasion, the Chief Guest, Ex CMD of ECL and BCCL, Shri C.S.Jha, brought out the objectives of Public Sectors, increase in its numbers in the country with time, its performance, contribution of the whole coal industry, specially Coal India Ltd., in energy supply in the country and described the role of the Public Sector Undertakings to be very effective. He stated that apart from fulfi lling the social commitments and taking welfare measures, the Public Sectors are making huge profi ts. During 2008-09, an amount of Rs. 1,51,728 crore was paid by the Public Sectors to the exchequer in the form of dividends, various taxes and interests. Apart from this, the Public sectors have played very effective role in social responsibilities. It was stated that the employees of the Public Sectors are sensible towards their responsibilities for the society apart from their own work for development of the company.

Shri S.N.Singh, Ex CMD, ECL spelt out the comparative advantage in Public

Sector over the Private Sector in terms of equal and more opportunities to all workmen for growth. It was stated that the economic conditions of the Public Sector workers have improved over the years and, due to this reasons, they are able to take their family responsibilities effectively.

Shri S.K.Verma, Ex. CMD of CCL and CMPDI emphasied the need to highlight the achievements and contributions of the Public Sectors before the society. He observed that he felt pride in working in public sector companies also due to the fact that the owner of these companies is the Govt. of India. Shri Verma praised for the outstanding contribution of CMPDI in development of the Coal Sector in the Country.

On this occasion, apart from Shri C.S.Jha, Shri S.N.Singh, Shri S.K.Verma, Shri A.K.Singh, CMPDI's Director(CRD); Shri N.Khurana, Director (P&D); Shri A.K.Debnath, Director(ES); Shri S.K.Mitra, Chief vigilance Offi cer; Shri A.K.Sharma, a good number of offi cers and staffs of CMPDI were also present.
