8 August 2006 Gas Vehicles Report

Europe has well over passed thenumber of 600,000 NGVs. Italy continues to be the #1 countrymarketplace. This year expectation isno less than 50,000 more NGVs ofwhich around 50% will be OEMNGVs. It is also remarkable thegrowth of NGV buses in the peninsula.Germany expects to see 360,000NGVs on the roads by 2010. In themeanwhile, 2 or 3 new refuellingstations are opened every week.Currently there are almost 700 stations. By 2007, the nation willachieve the number of 1,000 refuelling stations. The plan is to

have one methane station every 5km in cities, 10-15km in mixeddeveloped areas and from 20 to 25km in rural areas: CNG supply will beensured for around 1,000,000NGVs. Also NGV marketing and promotion goes on, as for exampleduring the last World Football Cup and the successful participationof an NGV in the famousNürburgring race.In Eastern Europe, we find 87% ofthe total NGV trucks in the continentand 84% of methane buses -a fleetof 64,500 and 38,500 respectively-operating in Ukraine and Russia.

Sonooperative a Przemysl, Rzeszów, Inowroclaw, Wroclaw eTarnów.

More than 600,000 NGVs in Europe

Next September, in Moscow, theGasSUF 2006 event will take place, the leading Russian exhibitionfocused on gas distribution and alternative fuels, NGV being the#1 alternative. In Poland the use of NGV buses isincreasing. They are working inPrzemysl, Rzeszów, Inowroclaw,Wroclaw and Tarnów. Methanebuses have been introduced recentlyin Radom, and the capital cityWarsaw comes next in line. Savings, ecological reasons and supply security: NGV will go on growing in our whole Old Continent.

14 August 2006 Gas Vehicles Report

The page of European NaturalGas Vehicle Association

As we approach the turn of the third quarter of 2006we have to begin looking forward to the activities thatstill need to be accomplished to the end of 2006 andthose that will move the European NGV strategy into thenew year 2007. Politics tend to drive markets and markets are driven by economics.Today European market economics are driven by thehigher price of oil and the uncertainty of oil supplies, which is complicated by the current political circumstances in the Middle East. The great Russian supply of oil and natural gas, andEurope’s access to those supplies in the medium andlong term is another source of strategic consideration.Meanwhile the European Commission’s targets forreplacing fossil fuels with renewable biofuels remains onthe agenda, coupled with concerns about CO2 andmeeting the short and medium-term requirementsprescribed by the Kyoto accord. The European NGV strategy is complicated by theincreased interest in liquid biofuels and hybrid vehicletechnologies being aggressively advocated by the carmanufacturers.NGVs, meanwhile, represent the technology that shouldbe scoring highest on the list of alternatives that mosteffectively can address the concerns about energy supply, economic competitiveness relative to oil, and theneed to reduce CO2 and other harmful emissions.

But NGVs are not at the top of the policy makers’ thinking because methane is a gaseous fuel, presentingperceived challenges (particularly the development of afuelling infrastructure) that are not associated with acontinuation of the ‘status quo’ liquid fuel strategy. It is against this background that ENGVA moves forward with its NGV strategy.

Raising the Political Stakes

Awareness at the European Commission. On 25thApril 2006 ENGVA held a highly successful PoliticalRound Table in Brussels, followed by the 12th AnnualENGVA European NGV Conference. (You can visit the re-structured ENGVA website at www.engva.org. andsee the various Round Table presentations, photos, andextensive press coverage we received.)This represented the beginning of a refocusing of thepolitical agenda favoring and recognizing that natural gasand NGVs will be a clean, economical competitor that isnot only a fossil fuel but also a renewable fuel thataddresses related problems associated with waste management and water quality through increased use of biogas upgraded to biomethane for vehicles.

Enlisting the European Parliament’s Support. ENGVA now is preparing another Political Round Table to be held on 20th June 2007 in Strasbourg, France, in conjunction with the Annual ENGVA Conference andGeneral Meeting of the Members (19-21 June 2007).The purpose of this new focus on the EuropeanParliament is to bring together positive policy positionsthat will affect the thinking of the European Commissionwhen it comes to fuels and transportation technologiesthat recognize methane and NGVs.

To highlight the availability of NGV technology ENGVA isplanning an NGV exhibit in the central courtyard of theParliament offices, special tours of Parliament, andopportunities for table top exhibitions in the conferencearea. (More information about this will be coming shortly but you may want to ‘mark your calendar’because early registration this year will be imperative due to a shortage of hotel space in Strasbourg.)

Better Visibility for Renewable Biomethane. ENGVAhas responded to the call for stakeholder comments onthe redrafting of the Biofuels Directive (2003/30/EC),which we felt currently is biased toward liquid biofuelsand which hardly addresses the potential of biogas-to-biomethane for the transport sector.ENGVA will work to ensure that the next biofuels directivefocuses on biogas not only as an electricity generatingfuel but also as a fuel potential for vehicles.

Support for the Clean Vehicle Initiative. ENGVA willcontinue to support the draft directive that would require25% of heavy duty municipal vehicles in Europe over 3.5tonnes to be Environmentally Enhanced Vehicles. The current language supports all EEVs regardless of itsfuel. ENGVA has advocated that the initiative apply onlyto non-petroleum EEVs, thus laying the groundwork forheavy duty NGVs since they lead the way in low emissions, although diesels with exhaust after-treatmentalso may catch up enough to be allowed.

Non-Methane Hydrocarbon Standard. Still on theagenda but now closer to reality than ever before, theNMHC standard for light duty vehicles is under consideration in the now-developing Euro 5 standard.ENGVA is part of the working group on Euro 5 that, hopefully, will include enough support to eliminate a regulatory barrier that continues as one of the regulatoryissues that can inhibit the marketing efforts of NGVs.

Supporting Vehicle Markets for Methane

LNG will be emerging on the European agenda asincreased imports from diversified sources make theirway into Europe. Currently there are concrete plans toadd as many as 17 new LNG receiving terminals to theexisting 11 around Europe. This will make LNG moreavailable, thus easier to encourage the L-NGV market.ENGVA will continue to support the development of standards for L-NGVs as well as LNG and Liquid-to-Compressed natural gas (LCNG) fuelling stations (as maybe required). ENGVA will offer an LNG VehicleWorkshop in Amsterdam on the 5th and 6th ofDecember 2006 in order to identify the most recentLNG activities and to help create a more organized effortto support LNG, LCNG, and the very broad LNG marketpotential, from trucks to ships that potentially can befuelled by cryogenic methane.

Biomethane is taking on new importance as a moreefficiently produced and lower well-to-wheel emissions biofuel than the increasingly popular ethanol. As mentioned above, the political vision of biogas as avehicle fuel needs to be asserted and the incentives forbiogas as an electricity generating fuel need to be broadened to apply to biomethane as a vehicle fuel aswell. ENGVA is involved in the four year EuropeanCommission-sponsored BiogasMax program and will beproducing a Decision Guide for Biogas and, later in theprogram, provide training for municipalities and otherslooking to implement the technologies and develop themarkets for biogas/biomethane as a vehicle fuel.

Communicating the Messages

ENGVA’s European Gaseous Fuels Training Institute willcontinue to serve the training needs of the NGV marketthrough its individual training sessions as well as by offering specialty trainings for individual countries andcompanies. Interest in expanding the Gaseous FuelsTraining Institute to new, developing NGV markets hasbeen expressed. Courses on vehicle technologies, fuelling, safety (including hydrogen) currently are scheduled for October 12th, and 13th, 28th November, and 7th December, all at ENGVA headquarters inHoofddorp. (Please see details on www.engva.org.)

Last but not least, the continual enhancement of theENGVA website will provide a new information portal toEuropean NGV activities and information. ENGVA’splanned NGV History section will allow companies tochronicle their NGV development activities and retain apermanent record showing their contribution to thedeveloping NGV technology and markets. ENGVA isoffering a wide range of options for sponsoring the website and increasing corporate visibility on a sitewhose ‘hits and visits’ continue to grow.

The Erdgas Racing Team achievedits goal at the Nürburgring 24-hourendurance race on 17 and 18 June. They wanted to make it to the finishing line and that's exactly what the four drivers and team manager Christian Görke did withthe assistance of eight other team members.

Finishing in 160th position in theoverall classification the four driversChristian Eigen, Julia Drewes, MarcHoyer and Timo Frings achievedtheir target with a natural gas-powered Golf V with startingnumber 244. "We didn’t come here to win the race", explains teamleader Christian Görke. "We wanted to prove that it is possible to race with natural gastechnology and that the vehicles arehighly stable, even under extremeconditions. The natural gas technology workedsafely, reliably and above all efficientlyfor the entire race. After the failedattempt by the Abt-Team in 2000,we are the first to reach the finishing line of the 24-hourendurance race with an NGV."

The team was able to get out of thestarting grid thanks to a natural gasrefuelling system which they set upat the Nürburgring especially for theevent. The facility was provided bythe team’s main sponsor, "DasErdgasfahrzeug" (initiative for gasvehicles). After a successful start, the NGV completed laps of the 25kilometre course through the "GreenHell" clocking times of betweeneleven and twelve minutes.

The natural gas racing car held itsground against other vehicles in the‘Alternative Fuels’ class, which alsoincluded vehicles running onbioethanol and LPG, which ultimatelydidn’t finish the course. Also competed in this class werediesel vehicles, which the NGV wasunable to keep up with. But noteverything went to plan for theErdgas Racing Team. An electricalfault in the cooling fan caused theengine to overheat, which then needed to be replaced. After threeand a half hours the racing car was

able to continue with a replacementengine, but was once again broughtto a halt with a flat tyre early onSunday morning. The radiator andwing that were damaged in theprocess also needed to be replaced.Once this was sorted out it was plainsailing right down to the finishing line.

Christian Görke: "We are overjoyedto have achieved this. The hard workpaid off. We have now shown thatNGVs are both suitable for racingand safe"

Dear NGV people:

We are getting closer to the 10th.International NGV Conference andExhibition which, on next November7 – 9 will congregate in Cairo theNGV activity of the world. Timeruns fast and allows us to provethat some of our premonitions andforecasts have turned to be atough reality. In some of my previous letters I’ve tried to pointout the unstable future of oil availability and price. This is thefuture; we are all standing on it.The search of a replacement foroil derivatives liquid fuels is beingintensified, what is good , the useof the only clean, economic andready available fuel, NGV, expandsfirmly everywhere, what is better. We will have the chance of beingimmersed in the Conference andtake advantage of information onnew technologies and new opportunities for NGV projects. There is one application of compressed natural gas that, to myknowledge, is looking for its placeunder the sun and has very goodchances to find it. It is the DualFuel (CNG-Diesel) application. There are companies that throughR&D have reached to interestingresults which allow the conversionof diesel engines to work under aregime of diesel plus gas injection. There is no power loss and theengine works either 100% diesel orwith a proportion GNC-dieselwhich averages 70% - 30% andpeaks of 85%-15%. This happensbecause the energy provided (BTUs)remains unchanged throughout therange of operation. In countries likeRussia the dual fuel has been usedlong time since. There are thousands of them. The heavy dutytransportation, including medium

The cost of conversion is about1/3 of that of repowering the unit. The conversion can be performedon used or new vehicles. The elements of the conversion kitcan be easily dismantled to bemounted on another vehicle.Besides, the DF operation extends the life cycle of the engine since gas generates lesssoot than diesel avoiding lubricating oil contamination. As President of the IANGV I amconvinced that the harder the oilcrisis hit our everyday life the harder our attention will be focusedon available fuels. Natural gas isnumber one option because of it’sintrinsically characteristics and theexperience in its use accumulatedin a quarter of a century. The DFwill fill a gap in the medium andheavy load transportation. DF willbe perhaps the appropriate answerto economic and geographic circumstances as, for instance, inlocal Blue Corridors or in inland busservice. Our target of 50 MillionNGVs for the second decade of thiscentury will have a parallel one toinclude HD vehicles. No doubt, DualFuels will contribute to consolidatethis new target.

and long distance buses, is the natural objective of dual fuel application.Vehicles that run long distances witha steady rpm and power requirement allow the engine towork most of the time burning gas.The ability to transfer from diesel toCNG.-diesel and vice-versa is managedby electronic digital technology. An adequate software programmingadapts the conversion equipment topractically any diesel engine. The dual fuel characteristics to betaken into consideration include thelower cost of overall fuel since natural gas replaces an importantvolume of diesel oil. In some casessavings may be as high as 10.000pounds/year. Experience says thateach litre of diesel is replaced byone cubic meter of natural gas.Another one is that it can be usedwith CNG or LNG and reduces pollutant substances as NOx, CO2,CO, NMH and PM.The Chief Executive of Clean AirPower commented that …"If thewhole of the UK´s articulated lorryfleet were to be equipped with theDF product of the company the totalCO2 saving would be approximately3.5 million metric tones per year -almost 2% of the UK ´s total CO2output …..". No doubt DFs canmake a significant contribution tothe future of any clean air policy.Additional positive DF features:

highlighted that the company isstrongly exporting equipment for natural gas for vehicles toBangladesh, India, Pakistan, Malaysia,Thailand, and other countries, eitherthrough their distributing companies orthrough carmakers using their prod-ucts.But there is no doubt that the majorgoal for 2006 is to formally startoperations with AEB branch office inAmerica. It is a plant that the

This company is manufacturing in Italy a complete line of electronic devices for NGVand LPG vehicle conversions. Since 1984 it experienced a sustained growth, whichaccompanied that of the industry it belongs to. Their products are currently exported all over the world and it will soon have a branch office in Latin America.

History of growth

A.E.B. started in Reggio, Emilia, in 1984, thanks to the will of twopartners who wanted to create aproduct (timing advance processor)which would allow converting gasoline automobiles to natural gas.

Once its presence was consolidated in the Italian market,it started its expansion abroad, reaching and strengthening itsposition as world leader in

projection and production of elec-tronic devices for the NGV andLPG segments.

Now their products are distributedto more than 50 countries in several continents as for instance,Germany, Argentina, Australia,Brazil, China, Colombia, The Netherlands, India, Iran,Mexico, Poland, United Kingdom, and Russia.

company set up in Argentina, moreprecisely in Pacheco, 30 kilometersfrom Buenos Aires city. It will manufacture a great variety of products to compete directly withmanufactures in Latin America, cutting down transport and tax costs. The company is also permanentlyapproaching new business opportunities like Bolivia, Costa Rica, and Peru, where NGV is still starting. According to Ferretti, "the natural gas for vehicles segmentis more important every day since itis the cheapest and best positionedfuel in terms of environment, due toits low polluting emissions."

Info from The United States

CNG Receives Major Tax Boost in New York State

New York Governor George Pataki recently signed legislation exempting CNG used as a motor fuel from:(1) the New York State motor fuel tax of 8 cents pergasoline gallon equivalent; (2) the New York State andlocal sales tax of approximately 20 cents per gasolinegallon equivalent and (3) the Petroleum Business Tax of15.9 cents per gasoline gallon equivalent. Theseexemptions go into effect on Sept. 1, 2006; they expireafter August 31, 2011. This savings will make a hugedifference with respect to the economics of NGVs inthe State. For example, the current cost of gasoline inthe New York metropolitan area is about $3.30 per

gallon. A GGE of CNG sells foran average of $2.51. With therecently announced tax cuts, theprice would now be reduced to$2.07. If the customer ownshis/her own station and takesthe 50 cents per gge federalexcise tax fuel credit, which goesinto effect on October 1, 2006,the customer’s cost of a gge ofCNG will be: $1.57 -- $1.73less per gallon than gasoline.

LA Ports Unveil Pollution Plan; NGVs to Play Key Role The ports of Long Beach and LosAngeles unveiled an unprecedentedplan to decrease air pollution. Theplan, which could cost upward of$2.6 billion, calls for modernizingcargo container trucks. The ports'plan, crafted with the help of stateand national air-quality agencies, calls for: cargo-handling equipmentand boats to meet stiffer emissionsstandards; railroad locomotives toswitch to cleaner running enginesand fuels; and oceangoing vesselsto fully comply with what's now avoluntary speed-reduction programthat cuts noxious emissions. Theoverall goal of the "San Pedro BayPorts Clean Air Action Plan," billedas the first effort of its kind at amajor seaport and in the UnitedStates, is to reduce public healthrisk from toxic air contaminants toacceptable levels, and to reducethe risks residents’ face of gettingcancer from port pollution.Measures in the plan would reducediesel particulate matter emissionsby more than 50 percent within fiveyears, and nitrogen oxide by morethan 45 percent.

One of the biggest goals is a $200million component to eliminate andreplace "dirty" trucks at the terminalswithin five years of its adoption. Bythe end of 2011, the plan calls for alltrucks that visit the port frequently(seven or more times per week) or

semi-frequently to be replaced orretrofitted to be cleaner than 2007EPA on-road particulate matter emissions standards, and be thecleanest available for nitrogen oxideemissions at the time of replacementor retrofit. Trucks older than modelyear 1993 would be required to usecleaner diesel or alternative fuels.Over 16,300 individual trucks, about80 percent of those that visit the twoports, would be affected.

Since thousands of truck ownersand operators do not have the financial resources to acquire cleanertrucks on their own, government-backed loan guarantees for gettingthe cleaner trucks could be a way tosolve that problem, the plan says.In addition, Ports will pay for infrastructure improvements, assistingwith turnover of owner/operatorand fleet-owned trucks to alternativefuel or clean diesel models, andinvestment in a technology advancement program. The SCAQMD has committed tofunds for 2006 and proposedmoney through the next five fiscalyears. In addition, Clean Energy haspledged to build three new naturalgas fueling stations that will be conveniently accessible to cargo container truckers serving the Portof Los Angeles and the Port of LongBeach, and they will offer specialfinancing packages to fleets and

independent owner-operators tohelp them acquire new natural gaspowered trucks. But even with thatfunding, plan writers acknowledgethey will have to search for moneyelsewhere, especially to pay fortruck-fleet replacements.A Novemberbond package that would includemoney for port infrastructure andtrade-related air-quality improve-ments could be an answer if votersapprove the measure.

The plan will be presented to har-bor commissioners at both ports inSeptember after suggestions fromagencies, port tenants and thegeneral public during a series ofpublic hearings starting in July.Port tenants, railroads and thetrucking industry will be expected tosign on and participate in theaction plan beginning Jan. 1,2007. The report, released in fivelanguages, including Chinese andKorean, was developed by staffs atthe two ports working with theSouth Coast Air QualityManagement District, the CaliforniaAir Resources Board and regionalofficials with the U.S. EnvironmentalProtection Agency. It evolved aftera March 2006 meeting of officialsfrom the ports and the air qualitydistrict. They concluded that toeffectively reduce pollution, therehad to be a coordinated, joint effortthat combined resources.

New York Town Mandates CNG Trash Trucks

On Wednesday, the Town of Smithtown, New Yorkbecame the first municipality in the state to requireall contracted garbage carters to use only vehiclesthat run on CNG. Town Supervisor Patrick Vecchiosaid the move will save the town money, and thenew trucks will be better for the environment andreduce dependence on foreign oil.

Smithtown will put out bids for refuse collectioncontracts in the next few weeks. The five-year contracts will start in January. Winning bidders willneed to purchase new trucks that run on CNG. Toease the transition, Smithtown entered into anagreement with Clean Energy, which operates anNGV fueling station in Hauppauge, to set fuel pricesthrough 2012. The price for carters will start at$2.335 per DGE through 2008 and conclude at$2.947 per DGE in 2012.

Local environmentalists praised the town's decision."If the contractors buy in, I can see other towns following suit," said Andria Adler, executive directorof Greater Long Island Clean Cities Coalition, anenvironmental advocacy group."Over the life of our contract, we'll displace overtwo and a half million gallons of foreign oil, and we'lldo that while achieving major air quality improvements and protecting our residents fromthe costs of an unstable oil market," Vecchio said.

Ron Gulmi, director of KeySpan's Natural GasVehicle program, said the company will work withClean Energy to expand pipeline and gas service toaccommodate the commercial trucks. "This is anexample of KeySpan’s new market strategy to workwith our trade allies to build and expand the NGVmarket," Gulmi said.

Smithtown's contractors use 30 diesel-fueledgarbage trucks to collect solid waste and recyclables from approximately 35,000 households. The town says the converted fleet will reduce yearlyairborne emissions of nitrogen oxides by 177 tonsand particle matter by 173 tons.

regional and world epicenter of thisthriving industry.

Positive balance

Jockey Plaza Center has receivedexhibitors from several latitudes andfrom all segments of the NGV industry. Sports, street, prototype, vans, heavy-duty NGVs, valves andaccessories, (classic and new light)cylinders, compressors, dispensersand other products offered by suppliers for refueling stations, third, fourth, and fifth generation conversion kits, and much more, were exhibited at this show.

The slogan "NGV, in favor of savingand environment," summarizes perfectly well why Peru decided to bea part of this alternative. It is the possibility of gaining independencefrom oil fluctuations, saving money, having lower energy cost and in a widerange of products since freight serviceis cheaper. Moreover, the air quality isbetter and, consequently, the entirepopulation has health benefits.

3,300 people visited ExpoGNV Peru,Peruvian officers, businesspeople, and experts from different sectors ofthis industry. The success of theshow, which was the only meetingheld or to be held in Latin Americaduring 2006 and exclusively dedicat-ed to natural gas for vehicles, wasthe evidence of the development ithas had in the country that openedits doors to a cheaper and ecologicalternative.

ExpoGNV Peru 2006 opened aseries of possibilities even bigger for the growth of NGV in the country. It was a unique opportunityto do business in a market where everything is to be done and eagerto learn about the latest technological developments of this industry.

Visitors to the Exhibition were alsoable to have direct contact withproducts existing in this marketplace, attend live vehicle conversions, and a technical touraround NGV stations and workshops. Simultaneously, the 1stBrief Seminar on NGV allowed the population to get to know basic concepts of this fuel, and the scheduled conferences gave a strict

information framework to the event. On the other hand, the symbolic ribbon cut, with which the show wasofficially inaugurated, was performedby the Minister of Transport andCommunications, José Javier OrtizRivera, and the Minister ofProduction, David Lemor Bezdin. This highlights the political significance of ExpoGNV Peru 2006and the importance given to this fuelby the government.

Less then 2 years ago, natural gasarrived to this country and since theend of 2005, it started its sustainedgrowth. There is no doubt thatExpoGNV Peru 2006 helped to fuelthat engine which continues workingstrongly day by day. Therefore, Lima–during the three days- became the

In situ conversion and in real time

Irsagas stand became highly attractive at this show, when the conversion to NGV of a Nissan Zuñí car wasperformed there. In order for the people to observethe process in detail, a camera was recording theprocedure, which was displayed on a giant screen, meanwhile, the workshop staff –equipped with microphones- explained the steps to be followed andanswered the questions to potential users.

The kit installed in the vehicle belongs to the Argentinatrademark Tomasetto Achille and it is closed-looped. Ithas a Mat cylinder with 71 liters of capacity. In order to carry out the conversion at the JockeyPlaza Center, authorization from the Ministry ofTransport and Communication was needed, which alsorequired an extension of workshop the insurance poli-cy to do it at the fair.

Another requirement and distinctive characteristic ofthis procedure was the constant presence of a certifi-cation agency as Bureau Veritas. At the same timethe conversion was performed, more people gatheredat the stand, which shows the interest people have inthe use of natural gas.Although some work was advanced at the workshopdue to technical and infrastructure reasons, theprocess of conversion in the fair took around 4 hours. It was then certified by the control agency, tests wereperformed and now the vehicle is one of the 1,500which are powered by natural gas and ready to bedriven on Peruvian streets, roads, and highways.

As the United Arab Emirates (UAE)owns the 4th largest reserve of natural gas in the world, it has beena natural decision to introduce NGVsto their people. Thus, a pilot projecton AFVs is being organised. AdnocDistribution is responsible for theproject: building a NG distributionnetwork in the UAE, which includeNGV expansion programme. The firm is a leading Marketing andDistribution Company of refinedpetroleum products including Natural Gas and associated servicesin the UAE, also distributes naturalgas and provides filling station facilities throughout the country.

The project has been started by constructing the first public NGfuelling station in the Emirate of AbuDhabi and the UAE, which was completed in May 2005. The company will also carry-out conversions of a limited number ofgasoline vehicles to bi-fuel vehicles.During the pilot project, 40 cars hasbeen converted to NGVs. In 2006,Adnoc Distribution is planning toopen more NG fuelling stations,

vehicles conversion centres, and setting-up a NGV training centre in the UAE.

Adnoc Distribution engaged TUVSaarland from Germany to carry out comprehensive analysis andreview of international NGV standards to recommend codes and

standards for Adnoc Distribution toadopt for its NGV Business. At the same time Coordination continue to take place betweenAdnoc Distribution and the EmiratesStandardization & MetrologyAuthority for recommended standards and codes to be adoptedfor the United Arab Emirates (UAE).
