Authorities in Aba prefecture had moved 72,000people living in “highly dangerous terrain” inWenchuan county, the epicentre of the quake, to saferareas ahead of downpours on Wednesday night, Xinhuanews agency reported on Thursday.

“The three-day mass relocation concluded at 8 pm,just two hours before heavy rain hit the county,”Xinhua quoted local disaster prevention authorities assaying. DHAKA, 19 June — Bangladeshi Customs officialsseized huge quantity of mobile phone sets and othermobile instruments worth about 10 million taka (about142,000 US dollars) at Zia International Airport hereearly Tuesday.

The airport police said some passengers travellingfrom Hong Kong abandoned four bags on their landingat the airport. The bags contained 1,000 mobile phonesets, 1,177 digital music players, 8, 140 memory cardsand 197 mobile batteries.

TOKYO, 19 June — The June 14 strong earthquakehas badly damaged 22 of the 146 public elementaryand junior high schools in Iwate and Miyagi, KyodoNews reported on Wednesday, citing data jointlycompiled by local governments and the news agency.

Let’s nurture the sapling of democracy

The seven-step Road Map or Democracy Road Maphas completed its four steps making much headway. Inother words, it is marching towards the fifth step withmomentum. In the fourth step, the entire people wereable to successfully hold the National Convention, thewide and subtle work programme. In the nationalreferendum also, the constitution was approved by theentire people. We should recognize that they are indeedhistorical records as well as national victories for theState and the people.

All the national people want democracy. Since 1988when the single party system broke down, the peoplehave wanted democracy and market economy. That waswhy the existing government abolished the single partysystem and is heading for the multi-party democracy. Italso abolished socialist economic system and startedpractising market economy. To practise democracy, aconstitution is needed. Without a constitution, democracycannot be shaped. We can say that public approval of thenew constitution has opened the way to shapingdemocracy speedily. This is the true wish of the peopleand we should understand that.

There may be a question on my explanationsmentioned above. I would like to make a review of theacts of a party that is in total opposition of our seven-stepRoad Map. It has been known to all that NLD issuedspecial announcement No. 14 on 18 June 2008. At thesame time, groups of so-called veteran politicians,dancing to the tune of their master, issued theirdeclarations. As they are NLD followers, theirannouncements are not different from the NLD’s.

It was NLD that constantly opposed the existinggovernment and issued countless announcements. Ithas never been positive about everything thegovernment does. It always tried to exaggerate evena small weak point the government happened tomake. That party is always treating the rulinggovernment as an enemy taking advantage of thelatter’s kind patience and understanding.

Saying about NLD it seems it is endless. But I willsay it in brief. NLD criticized the National Conventionsaying it was a sham. And it created as if the basicprinciples and detailed basic principles laid down by theNC were only rubbish to be disposed of. Similarly, whenthe time came to hold the national referendum for theapproval of the constitution, NLD accused that thereferendum would not be fair and free and the peopleshould cast ‘no’ vote as the constitution was unilaterallydrawn by the military government.

However, today’s people know the fact. They areable to distinguish between right and wrong. They willaccept what is right but refuse what is wrong. Why didthe people accept the Tatmadaw government? Well, letme recount.

Since its assumption of State duties, the Tatmadawgovernment tried to ensure peace and stability of theState, built all-round development infrastructures acrossthe nation including border areas, constructed roads,bridges, dams, reservoirs, schools, hospitals and marketsto improve the socio-economy of the people. Varioussectors such as political, economic, social, educationand health affairs have improved more than ever.Moreover, with a view to ensuring the perpetuation ofthe Union, the government built national reconsolidation.These are the great victories of the Tatmadaw governmentand objective conditions.

Needless to say that everyone should know howhard the government tried to build nationalreconsolidation and ensure peace and stability andprosperity of the State and how much risk it had to take.Despite the opposition of internal axe-handles andpressure and economic sanctions of some foreign nations,the State hand in hand with the people and the Tatmadaw

Kyaw Min Lu (Shwepyitha)overcome all difficulties with might and main. We allpeople have understood that the fruitful results of todaycame not because of normal goodwill, unity and effort.

Therefore, realizing the genuine goodwill of theTatmadaw government, the people throughout the nationincluding rural and urban regions approved the constitutionin the national referendum. When nearly cent-per-cent ofthe people gave a green light to the constitution, NLDshockingly issued announcement No. 13 recently. Asbefore, it said that the referendum was not fair, that therewere force and power abuse, that authorities broke rulesof the referendum and the people were forced to cast ‘yes’vote, that the true wish of the people could not beexpressed and that thus, NLD opposed the constitution. Itmade groundless accusations. It seems that NLD tried toguard against the lightning with a toddy palm. It is alsolikely that the announcements of the groups of so-calledveteran politicians were the copies of the NLD’sannouncement demanding tripartite talks. Although theannouncement opposed the existing government, theNLD’s attempt amounts to insulting the people as theywere to make a final decision.

Without authentic support of the people, it wasimpossible to gain that percentage and results even ifcrooked and deceitful acts were made and authoritymisused. The people voted for the constitution not becauseof fear, ignorance or deception. Today’s people areknowledgeable enough, so such ways and means wouldnot work. In reality, the people are capable ofdistinguishing between right and wrong and betweengood and bad. So, they cast ‘yes’ vote, standing by the fairside. I would like to make a positive suggestion on behalfof the people that NLD accept the true facts and prevailingsituations and stop issuing announcements that cantarnish the image of the people. I would also like to callon the party to respect the desire of the people.

Again, it has issued its announcement No. 14. Theintroduction of the announcement is about the stormNargis. As usual, the announcement features repeateddemands, saying that the constitution (2008) is absolutelyunacceptable to NLD; and that so, it is required to holdtalks for reconciliation with political parties, ethnics, anddemocracy forces. It also calls for holding a hluttawsession as soon as possible according to the 1990 electionresults. It is very disappointing. Moreover, it derogatorilysays that the people are now poverty-stricken with a lowliving standard; and that inflation rate is very high and theprices of consumer goods are going up sharply.

It is easy to make accusations such as the people areimpoverished with a low living standard, and inflationrate is getting high. I would like to ask what NLD hasdone to deal with those situations and if it hascooperated with the government in nationaldevelopment tasks in the interests of the nation andthe people. What we people have realized is that NLDis just a destructive force that constantly destabilizesthe nation. It was very foolish of the NLD leader to laydown the policy of economic sanctions against themother country. NLD is a sort of organization that hastried to get the nation and the people into troubles. Itis common knowledge that the nation has been able toovercome the sanctions and showed resilience withself-reliant efforts in the natural disasters.

After the approval of the State constitution, boththose who support and those who oppose the governmentwill be vested with the rights to set up political parties, toorganize the people, to canvass for votes, and to stand forelection in accord with the law. These rights represent agiant step for the drive for introducing democracy inaccordance with the people’s desire. Soon, the peoplewill enjoy the rights to form political parties, to canvassfor votes, to take organizing measures and to stand forelection in accordance with the relevant laws. The parties

will stand for election in the multi-party democracygeneral elections due to be held in 2010. After beingelected by the votes cast by the people, a candidate willbecome a representative to a hluttaw (parliament). Then,representatives will be vested with the rights to holddiscussions about the State’s political, economic andsocial affairs at the hluttaw. So, these rights are nowwithin the reach of the people.

If one ignores those opportunities and sticks towrong ways, one will miss those unique opportunities.If one clings on to the demands for implementationof the 1990 election results, tripartite talks, andestablishment of a parallel government, one’s effortswill never bring fruitful results to any of the people.They may pose a great threat to the entire people bymisfortune. Here, I want to warn those who always givelip services only and talk big that there are severalsayings such as “Talking a lot, some words may discloseinnate nature of the speaker”, “A bad singer sings likesquawking” and “One suffers because of one’s ownboastfulness”.

I would like to hold some discussions about the1990 election results. In the run-up to the 1990 election,political parties were mushrooming. The number ofpolitical parties stood at 235, and that implied that thepeople were not mature enough in the party politicswithout any political experiences. How could the peopleknow at that time that if the number of political partieswas that high in a small area and a low population of thenation, democracy to be introduced by the parties wouldbring many consequences and few fruitful results?

At that time, 93 of the parties stood for election. Ofthe 93 parties, NLD won the majority of the seats in themulti-party democracy general election. However, thenumber of the seats it had won was not as many as thatto represent the people. At that time, the nation’spopulation was 42 million, over 20 million of whichwere eligible to enjoy the rights to vote. NLD won thevotes of over seven million voters, accounting for onlyone-third of the voters. The National Unity Party (NUP)won nearly three million votes, accounting for one-fifthof the voters. Frankly speaking, any parties includingNLD did not win the public support or the support ofabove 50 per cent of the voters. NLD won seven in every20 voters. So, it was clear that it did not represent half thenumber of the total voters. In other words, any partiesdid not win the mandate of the people. However, it wasvery brazen of NLD to claim itself to have won themandate of the people.

NLD and NUP won the support of nearly half thetotal number of the voters, but there was a great gap ofseats between the two parties. There was not a great gapof public support between the two parties, howeverNLD won many more seats due to the election system.

Then, NLD became arrogant and consideredwrongly. It is nearly two decades NLD has cried outanti-government slogans such as “defy all orders as aduty”, mottos designed to incite riots such as “the bravenever die”, given ultimatum of “which way thegovernment will choose—dialogue or utter devastation”,dissuaded foreign tourists from visiting Myanmar,demanded international community for economicsanctions against Myanmar at the expense of the nationand the people, and exercised the policy of confrontation,utter devastation, and sanctions against the nation in allsectors. It has become crystal clear whether the policyNLD practices is right or wrong. What have NLD and itsfollowers become now? What have they done in theinterests of the nation and the people? Now, NLD hasrealized what the people’s attitude towards it is, becauseeven bystanders have understood well about that.

First, we made aninterview with U TunThein, Daw Hla Yi andson Maung Thein Htwewho arrived back from therelief camp inMyaungmya. They saidthat they are working infishery sector. On 25 May,they arrived back inPyinsalu fromMyaungmya relief campof their own accord, they

said. They added that therelief camp provided themwith many relief itemsincluding rice, edible oil,various kinds offoodstuffs, blankets andmosquito nets. Theauthorities transportedthem together with therelief aid fromMyaungmya to Labutta bycar and then to Pyinsaluby boat, they said.

They continued to saythat on arrival at Pyinsalu,they reported to Pyinsalurelief camp. They saidofficials set up a tent at a

CANBERRA, 19 June— Australia’s Prime MinisterKevin Rudd faces the biggest test of his six-monthLabour government with a battle this week to get keybudget measures past a hostile Upper House controlledby rival conservatives.

450 kilos ofheroin seized

in Netherlands BRUSSELS, 19 June—

The Dutch authoritieshave seized more than 450kilos of heroin, one of thelargest drug haulsintercepted in WesternEurope, the Dutch PublicProsecution Service (OM)said on Monday.

The drug, which washidden in large batteriesfrom Turkey, has anestimated street value of11.5 million euros, the OMsaid on its website. Dutch,German and Romanianauthorities were involvedin the investigation.

Two suspects werearrested last Wednesdaywhen the drug wasintercepted in the Dutchcity of Tilburg. The twomen, aged 38 and 39, comefrom the cities ofEindhoven and Almere,the OM said.

Two Czechs die in planecrash

PRAGUE, 19 June—A small ultra-light plane crashednear the Czech village of Krasno, west of the country,claiming the lives of its two-man crew, local emergencyservice spokesman Lukas Hutta said on Tuesday.

Two men, aged 52 and 54, perished in the cockpit,the Czech news agency CTK quoted Hutta as saying.

The plane collapsed a few tens of metres from therunway into deep grass. The fall and fire entirelydestroyed it, he added.

The plane flew over the airport and suddenly crashedto the ground and started burning, eye-witnesses said.

Red wine’s resveratrol may help battle obesity WASHINGTON, 19 June

— Resveratrol, a com-pound present in grapesand red wine, reduces thenumber of fat cells andmay one day be used totreat or prevent obesity,

according to a new studypublished Monday at theannual meeting of USEndocrine Society.

Past research has foundthat resveratrol protectedlaboratory mice that were

fed a high-calorie dietfrom the health problemsof obesity, by mimickingthe effects of calorierestriction. Researchers atthe University of Ulm inGermany wanted to knowif resveratrol could mimicthe effects of calorierestriction in human fatcells by changing their sizeor function.

The German team useda strain of human fat cellprecursors, called preadi-pocytes. In the body, thesecells develop into maturefat cells, according to thestudy’s lead authorPamela Fischer-Poso-vszky.

In the cell-based study,they found that resveratrolinhibited the pre-fat cellsfrom increasing andprevented them fromconverting into mature fatcells. Also, resveratrolhindered fat storage.

Shanghai reports first child death of HFMD SHANGHAI,19 June —

Shanghai Health Bureauon Tuesday confirmed thecity's first child death ofhand-foot-mouth disease(HFMD).

The two-year-old boywas sent to the ShanghaiPublic Health ClinicCentre for treatment onthe evening of 14 May,where he was diagnosedas having HFMD.

Emergency treatmentfailed and he died a fewhours later, according tothe bureau.

The child, a native innorth China’s HenanProvince, lived with hisfamily in Songjiang

District of Shanghai, saida bureau statement.

Medical experts werestill studying the case.

Shanghai reported10,340 HFMD cases in thefirst five months. The cityis not on the HealthMinistry's list of theregions worst hit by theepidemic.

The ministry reportedearlier last week that therewere more than 176,000HFMD cases reportednationwide last month.Daily reported casesdeclined from 11,501 atthe peak on 14 May to3,922 on 5 June.

MANILA, 19 June — Islamic militants released twoPhilippine journalists and their guide after holdingthem for more than a week on a remote southern island,police and the journalists’ employer said on Wednesday.Those released by the Abu Sayyaf group were Ces Drilon— one of the country’s best known television journalists— cameraman Jimmy Encarnacion and a professor,Octavio Dinampo, who was acting as their guide whenthey were abducted on 8 June.

Another cameraman, Angelo Valderama, who waskidnapped with the group, was released last week.“Ces, Jimmy, and Angelo are finally all free,” ABS-CBN, the Philippines’ largest TV network, said in astatement.“We cannot wait to bring them home.”

CANBERRA, 19 June— Australia said on Tuesday ithad approved the first locally made vaccine to protecthumans from future bird flu, giving the nod to Panvaxmanufactured by CSL.

“The vaccine, Panvax, protects humans against theH5N1 influenza virus, which has been responsible foroutbreaks of bird flu in Asia, the Middle East, Europeand Africa,” Health Minister Nicola Roxon said in astatement.

Experts fear the H5N1 virus, which has led to theslaughter of many poultry populations worldwide,could mutate into a form easily spread among peopleand spark a pandemic. The virus has killed 241 peoplein a dozen countries since 2003.

Roxon said Panvax would provide Australianswith safe, effective coverage against being infected bya human strain of avian influenza, and was developedwith government backing.

Three randomised, double-blind clinical studieswere conducted to assess the safety of the vaccine inadults aged 18-64, and older adults aged 65 years andover, she said.

LONDON, 19 June — Former Wimbledon championLindsay Davenport withdrew from the EastbourneInternational on Tuesday with a knee injury.

The injury would have raised doubts about herparticipation in Wimbledon, which begins on Mon-day, as she has now not played competitively sinceApril.

The 31-year-old American, who won Wimbledonin 1999 and Eastbourne in 2001, also withdrew fromthe French Open because of personal reasons.

Volkan was red carded by Swedish referee PeterFrojdfeldt in stoppage time in Turkey’s dramatic 3-2Group A victory over Czech Republic on Sunday afterhe pushed striker Jan Koller to the ground in an off-the-ball incident.
