Essential use of “Civil Defense Assets” i.e. Military (foreign ) in times of national disaster – dialogue
Early action - - - pre-emptive evacuation and establishment of safe & resilient evacuation centers
Use of indigenous materials (e.g. waterbeds, ice chest, surfing board, etc) to transport victims
Development of disaster risk reduction-sensitive contingency plans
