Lockout and tagout procedures should be used to

safeguard workers from the unexpected startup or

release of stored energy during service or

maintenance activities like

Lubricating

Cleaning

Unjamming machines

and equipment

Page 3: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 3

Lockout is when a lockout device is

applied to equipment and machinery

Page 4: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 4

Lockout devices hold energy isolating

devices in a safe or “OFF” position

They prevent machines or equipment from

becoming energized because they are

positive restraints that no one can remove

without a key or other unlocking

mechanism

PPT-SM-LOTO 2015 5

Tagout is when a tagout device,

like a tag, is applied to

equipment and machinery

Tags are warning devices that

authorized workers fasten to energy

isolating devices to warn other

workers not to start the machine

while it is being serviced or

undergoing maintenance

Page 6: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 6

Tagout devices are easier to remove and

provide less protection than lockout devices

Page 7: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-DFWP 2015 7

When both lockout

and tagout are used,

it is known as LOTO

PPT-SM-DFWP 2015 8

Companies must make sure workers

Understand the purpose and function of the energy

control program

Are trained in the safe application, use, and

removal of LOTO devices

Page 9: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 9

There are three levels of LOTO training

Authorized worker

Affected worker

Other worker

Page 10: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 10

Authorized workers lock out and tag out

machines or equipment to perform servicing

and maintenance

Page 11: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 11

Affected workers operate and use

machines or equipment that is under LOTO

They do not perform LOTO

or service and maintenance

on machines or equipment

Page 12: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 12

Other workers may be in the area where

LOTO procedures are happening

They are informed about the

LOTO procedures

Equipment that is being serviced or undergoing

maintenance

Locks or tags put into place to prevent the

startup of the machine or equipment

Page 13: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-LOTO 2015 13

Companies will have their own LOTO

policies and procedures

OSHA recommends LOTO be performed

according to a six-step procedure

1 2 3 4 5 6

Page 14: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-DFWP 2015 14

1. Prepare for shutdown by

Getting permission to work on equipment with

a JSA or LOTO work permit

Gathering all written LOTO procedures

Identifying the location of energy isolation

devices

Getting all equipment needed and

information on the type and amount of

energy you are working with

Page 15: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-DFWP 2015 15

2. Shut down equipment using normal controls

3. Isolate the equipment by turning all energy

isolation devices to the “OFF” or closed position

4. Apply LOTO devices by having the

authorized worker put a lock, tag, or both

on each energy isolation device

Page 16: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-DFWP 2015 16

5. Release all stored energy and set up the

machine or equipment so that it cannot collect

energy

Check the machine or equipment periodically

to make sure stored energy is not collecting

Page 17: Lubricating Cleaning Unjamming machines - PEC · 2019-03-08 · Lockout and tagout procedures should be used to safeguard workers from the unexpected startup or release of stored

PPT-SM-DFWP 2015 17

6. Confirm equipment isolation by trying to

start up the machine or equipment using normal

operating controls

Equipment is not isolated if it starts up or if

the lights come on

Confirm isolation using tools like a voltmeter

Do not use tools to confirm isolation if

you are not trained and authorized

PPT-SM-LOTO 2015 18

Certain procedures must be followed before

LOTO devices are removed and energy is restored

to the machine or equipment

The work area must be inspected to make sure

unnecessary items have been removed and machine and

equipment parts are in place and working

Make sure all workers in the surrounding area are

removed or are in a safe position

Confirm that the machine or equipment controls

are in neutral

PPT-SM-LOTO 2015 19

Remove the LOTO devices and notify affected

workers that the devices have been removed

Re-energize the machine or equipment

PPT-SM-LOTO 2015 20

Each LOTO device must be removed from each

energy isolating device by the worker who

applied the device
