Lucian Blaga University of Sibiu has undertaken the role of major driver for social progress mastering a proactive involvement in designing the future and expanding the frontiers of knowledge in both citizens’ and society’s benefit.
The mission of Lucian Blaga University of Sibiu is to promote excellence in the educational and research processes applied to a wide range of disciplines.
An important part of Romanian higher education, Lucian Blaga University of Sibiu is acknowledgedas an innovative organization regarding academic management, study programs and international cooperation.
In the context of an increasingly dynamic international academic environment, Lucian Blaga University of Sibiu has successfully managed to secure its place at the forefront of events by adopting the European values of education and research. The hundred plus bilateral agreements concluded with European universities, e�ective implementation of the Bologna system as well as the European credit transfer system, and the development of Erasmus – the student mobility program, play a key role in this respect.
LBUS is a vital component of the social life in Sibiu, since the higher education institution is the most appropriate context for shaping the ideals and goals of future experts. It also represents a substantiation of the professional and cultural horizon of the future generations.

President’s address
There is no doubt we are living in a world where information and its availability is growing exponentially and the legitimizing instances on the education market are increasingly numerous and diverse. In such a context the higher education institutions, and especially those from this part of the world, are experimenting various paradigmatic models of existence, striving to (re)gain their social, cultural and economic roles. Most of the Romanian universities have, from this perspective, a protean vocation. They are exploring, in di�erent degrees, a large array of profiles: from technical, medical or music and drama universities to the comprehensive university. They also assume various missions: from those that build around the classical tradition, focused on professional education and vocational training, to those embracing the Humboldtian model, centred on knowledge creation and transmission, and to those that adopt an entrepreneurial model, focused on partnerships with the private sector and transfer of knowledge and technology.
Our university constructs its future in a city of culture (Sibiu was a European Capital of Culture in 2007 and is hosting, yearly, one of the most important International Theatre festivals in the World), rooted in a multi-secular history and grounded in a legendary region (Transylvania). Having a strong anabasic attitude (in Lucian Blaga philosopher’s terms), the University of Sibiu, although young, is not just one of the richest, in terms of the number of the scientific fields and area programs it covers, but also one of the most important and dynamic in Romania. We like to think of it as a citadel of education and know-ledge, a space where Kairos joins Chronos for everyone passing through. Its gates are widely open toward the national and global community and its bridges are firmly anchored in partnerships with the public institutions, non-governmental organizations, industry and multinational business environment.

In a highly interconnected and interactive world, Lucian Blaga University of Sibiu remains in the mainstream of academic events by promoting international cooperation. LBUS has developed a policy of unprecedented academic contacts and partnerships. The manage-ment’s strong conviction was that, among all the state and private universities of Post-Revolutionary Romania, Lucian Blaga University of Sibiu could be successful only by interacting and cooperating with other institutions of higher education.
Consequently, LBUS has established academic contacts and partnership agreements with over two hundred universities and other institutions worldwide. A special place is held by the partnerships drawn with American, German, French and English universities, which have materialized in student exchange programmes, mobilities research for academics, as well as in a mainstream cooperation, that has kept LBUS up to date with worldwide academic events. Acknowledgement worthy are also the new partnerships with Chinese, Russian, Italian, Greek and Polish Universities.

SurveyHistoricalTo inaugurate a school is not a minor event, because education means enlightenment. It means reaching for new horizons and shaping young destinies. It means changing the future by molding the minds of young people. However, opening an educational facility, as early as 1380, is a landmark in the history of a city. The city of Sibiu was the one witnessing the opening of this school.
The truth is that the citadel of Sibiu has found an incentive in the desire to see its residents become more knowledgeable, as knowledge has always meant power. The Church has constantly provided the best conditions for study, gathering under its protective wings the minds most avid for knowledge. Consequently, it was a Theological-Pedagogical School, which, in 1786, marked the beginnings of Higher Education in Sibiu. In 1850, the School changed its profile and became a Theological-Pedagogical Institute for Higher Education. This initially o�ered two-year courses and, starting with 1861, three-year courses, as well as a four-year program in pedagogy.
Yet, the socio-economic realities of the time acutely required specialists trained in law and administration. Aware of these imperious needs, the German population, that enjoyed at that time a privileged status, as compared to the Romanian majority in Transylvania, managed to set up an Academy of Law in Sibiu, in 1844. For twenty years the courses were taught in German. However students did not have to be of German origin to attend the academy. After 1865, as a result of a policy of forced assimilation of the Austro-Hungarian authorities, teaching in Hungarian was imposed in all schools. The Academy of Law in Sibiu was no exception. Consequently, the courses were taught in Hungarian until 1887, when the Academy was forcibly disbanded by the same Austro-Hungarian authorities.
Once again, the hopes and dreams of all those teaching and learning in this Academy of Law were shattered. Still, a large number of the 1,387 students who graduated from this Academy of Law became spokesmen for the Romanian cultural movement in Transylvania. Many of them got involved in organizing the Great Unification of Romania, which, though completed in Alba-Iulia, found its roots in Sibiu, in the very building, which today accommodates the Rectorate.
08 4. Historical Survey
The strivings and the e�orts of the local community to open an educational facility amounted to nothing until a university found its refuge in Sibiu. It was the time of the Second World War when the University of Cluj was forced to relocate to Sibiu due to the Vienna Dictate (1940) which maimed Romania by awarding Northern Transylvania to Hungary. This twist of fate was the new beginning of higher education in Sibiu.
During the hard years of war, Sibiu witnessed and encouraged the ebullience of higher education. Though the times were not friendly, the number of students increased from 2,307 in the academic year 1940/1941 to 3,386 in 1943/1944. However, more important than the numerical growth was the excellent performance of the academics and students who were in exile. They published around 2,000 papers during these four years and held 300 conferences in 25 towns. They even initiated a Literary Circle which was to be remembered. In 1945 the University of Cluj returned home. Another quarter of a century passed by until in 1969 the Faculty of History was founded as a branch of the University of Cluj. Two years later, it became the Faculty of Philology and History, of which Department of Philology included German, English and Romanian sections. In the same year, the Faculty of Public Administration - with a programme of studies unique in Romania - came into existence. The following year, the Faculty of Wood-Processing was set up, functioning as a branch of the University of Brasov.
The impetuous evolution of the higher education system in Sibiu entailed the foundation of the autonomous Institute of Higher Education in 1976. The Institute included the following Faculties: Philology and History, Public Administration, and Mechanical Engineering. The times grew hostile for higher education once more. Despite a prodigious academic performance of national and international repute, the dictatorial regime of the 1980s developed an anti-cultural and anti-academic policy set against intellectual life. This policy gradually suppressed the activity of the Faculties of Philology, History and Law, until they were disbanded. In a twist of fate the Faculty of Law ended its existence precisely 100 years after its former disbandment. Only the Faculty of Mechanical Engineering continued its activity as a Junior Engineering O�cer’s Institute, part of the Polytechnic Faculty of Cluj-Napoca. Out of the total number of students, seventy-five per cent were trained as mechanical engineers. Shortly after the Revolution, the Ministry of Education decreed on March, 5, 1990, in recognition of Sibiu’s potential as an academic center, the founding of a University encompassing five Faculties: Letters, History and Law, Medicine, Food and Textile-Processing Technology, Engineering, and Sciences. It was a new beginning and the University of Sibiu finally proved its use of resources – cultural and financial – by becoming a center of academic excellence and social renewal.

The educational o�er of the Lucian Blaga University of Sibiu is diverse, the study programs are compatible with those of the EU and the requests of the labor force market, and, consequently, its openness toward novelty is not only appreciated, but also demanded by all applicants.
Every year, LBUS opens its gates to approximately 15,000 students, enrolled in various study programs, where they are trained by as many as 650 members of the teaching sta�.
Ensuring a competitive study process, concordant with quality standards regulated by the European Union that allows LBUS graduates to acquire academic and professional international acknowledgement is a strategic goal of the higher education institution from Sibiu. Within the university, unique study programs for the Romanian academic environment are promoted, and the high trust degree recommend LBUS to be a strong institution, commited to increase the quality of the educational process.
Promoting study programs in foreign languages, teaching methods relying on new information and communication technologies implementing the European Credit Transfer System are true warranties in strengthening the teaching process.
Research is one of the most important aspects of academic life in LBUS. Renowned research centers reside within LBUS and academic involvement in innovation and technology transfer has already been highly appraised at various international invention competitions.
Reaching a competitive quality standard of the educational process is directly linked with the quality of the educational infrastructure, which consists of secure material basis, teaching rooms, study and seminar rooms and well equipped research laboratories.
Investment in equipping and organizing study rooms, laboratories and tutorial libraries is one of the main priorities of LBUS. This higher education institution benefits from a state-of-the-art and continuously improved E-learning platform in Romania.
Developing international academic relations is a known strategy of the Lucian Blaga University of Sibiu and it has resulted in hundreds of partnerships with universities all over the world.

LBUS provides students with a prolific environment enabling them to engage in projects and where student activities are strongly encouraged and supported. LBUS students have often attained outstanding results in national and international competitions and symposia. Student associations provide an additional outlet for international, cultural and volunteering activities.Students have significantly contributed to the local, regional and international prestige of the University.

At present the Faculty of Theology o�ers undergraduate (Bachelor) degree programmes in:
Pastoral Studies (4 years), Social Theology (3 years),Religious Music (3 years).
The Faculty of Theology boasts one of the most impressive libraries of the University. It is endowed with more than 2,000,000 volumes, approx. 85,000 titles and around 1,000 periodicals. Its old books and manuscripts are also worth mentioning, some going back to the 14th century.
The Faculty of Theology o�ers the students the possibility to stay in its own hostel, which is situated in the same yard, as well to have their meals at the student cafeteria.
The Faculty of Theology in Sibiu is the oldest institution of its kind in Romania and marked the beginning of higher education in Sibiu.
The students are involved in social and cultural activities considering that ASCOR and PRO-VITA Associations develop their activity within the Faculty. The Theological students’ choir hold concerts throughout the country, including the Romanian Atheneum, and abroad, in Dublin and Lisbon, where they performed famous Romanian songs.
The permanent research activity materialized in a Centre of Theological Research, together with the Department of Protestant Theology, founded the Centre of Ecumenical Research in Sibiu, in 2003.

The programmes in Languages and Literatures and Library and Information Science are carried out in close collaboration with the most important institutions and organisations in Sibiu (companies, libraries, reviews), which facilitates our graduates’ access to the best employment opportunities. The Performing Arts programmes are carried out in partner-ship with the Radu Stanca National Theatre, a partnership which includes participation in international projects such as the Sibiu International Theatre Festival, one of the biggest theatre festivals in the world.
Internationalization is one of the key concepts in our Faculty’s strategy. All our foreign language programmes include subjects taught by native speakers. Programmes such as ERASMUS+, DAAD and CONFUCIUS provide our students with the possibility to study in other major universities all over the world.
The academic excellence of our programmes is o�cially acknowledged by the Romanian Ministry of Education. Following the latest national assessment, the LBUS programmes in Languages and Literatures were ranked first in the region, and the programmes in Performing Arts were ranked first in the country.

The Faculty of Social Sciences and Humanities holds a unique place within Lucian Blaga University of Sibiu through the great variety of study programs. It o�ers 15 study programs at BA level (Communication and Public Relations, Conservation and Restauration, Heritage Studies and Management of the Cultural Assets, History, Human Resources, International Relations and European Studies, Journalism, Political Science, Primary and Pre-School Teacher Training Programme in German Language, Primary and Pre-School Teacher Training Programme in Romanian Language, Psychology, Security Studies, Social Work, Sociology, Theology in German Language), 18 programs at MA level and a PhD programme in the field of History.
We aim to develop responsible and engaged leaders, able to face the challenges of a constantly changing world, and to transform the communities in which they live. We believe in the power of youth to build changes that we imagine all around us, and we want to support them in achieving their potential.
For this reason, we have decided to o�er educational experiences based, on the one hand, on the development of knowledge and, on the the other hand, on the exploration of their passions and the stimulation of their imagination and critical thinking. To optimise the practical implementation of programmes for our students, co-financing of some study programs and the awarding of scholarships on contract basis, the Faculty has developed contract-based scholarships with economic institutions, public administration and other organizations.
The students are involved in research programmes through the Faculty’s two research centers: the Center for Research in Communication Science and Information Technology and the Center for Research in Applied Ecology.
The Faculty relies on an important principle, i.e. the quality of education is an essential condi-tion for sustainable socio-economic development.

Sibiu - a city with a rich and long history and many traditions - is widely acknowl-edged as a promoter of recognized personalities and also as an important medical center. The Faculty of Medicine - as a part of the Lucian Blaga University of Sibiu- emerged and developed in this favorable environment.
The Faculty of Medicine was established in 1990 and further developed by raising the number of trained students, improving material endowment and by adding new medical specializations: General Medicine, Dental Medicine, General Medical Assistance, Dental Technique and Pharmacy.

Courses, seminars and laboratories are meant to develop New Skills for 2020 in addition to those accessed and developed based on practical experience gained in small farms and companies.
We o�er bachelor courses in Agronomy, Food Processing Technology and Control, Environmen-tal Protection and master courses that enhance management and entrepreneurial skills and
competencies as well as the knowledge needed to the well-being of society, manage-ment in farms, food manufacturing companies, restaurants, control authorities, or for
developing their own a�airs. Beside this we support e-learning for bachelor degree programs in agriculture and food production.
Communication and networking between students is further promoted by theinternationalization programs, such as ERASMUS+. Our involvement in the Sibiu European Region of Gastronomy 2019, adds value to our student training in developing skills for communication in the real context of our society.Such a vision is supported by a dedicated sta� recognized for their achieve-ments in education and research ready to educate student as professionals on a fluid and competitive market.

The Faculty of Economic Sciences was founded in 2002 in order
to provide the highest quality education and professional skills in
the economic field and training of future economists, as well as
enlarging the expertise of professionals in the economy.
It is in this respect that the teaching sta� is being employed with full responsibility in preparing undergraduate, postgraduate and doctoral students, or MBA students, to ensure their career prospects in a labor market that has become more and more competitive and as well as the integration into a highly demanding society.

The Faculty of Economic Sciences is rooted in the educational and research system of Lucian Blaga University of Sibiu, testified, among other things, by the excellent relationships of cooperation that we maintain with other faculties (development of joint projects, joint teams for research, cross-curricular teaching, academic exchanges, collaborative doctoral studies, etc.), rendered evident by special achievements that have had a large contribution to increase overall quality of higher education in Sibiu.
Our goal is that graduating an academic program at the Faculty of Economic Sciences endorses a good professional training.
