Review of Fees and Charges under the Civil Aviation (Aircraft Noise) (Certification) Regulations (Cap. 312A) and

the Hong Kong Air Navigation (Fees) Regulations (Cap. 448D)

Thank you for your letler dated 28 June 2016. As requested by Members at the meeting of the Panel on Economic Development on 27 June 2016, we enclose supplementary information on the charges of several major statutoηr fee items under the Civil Aviation (Aircraft Noise) (Certification) Regulations (Cap. 312A) and the Hong Kong Air Navigation (Fees) Regulations (Cap. 448D) administered by the Civil Aviation Department vis-à-vis similar items charged by the authorities of selected neighbouring jurisdictions at Annex for reference.

2. Under the Government's “user pays" principle, the fee structure and levels of the local statuto月T fees and charges should be conducive to achieving full-cost recovery. As for the neighbouring jurisdictions, the information at Annex is gathered 企om relevant official websites/documents publicly available on the intemet. Without knowledge about the respective jurisdictions' charging principle and basis, the fee levels of Hong Kong and those jurisdictions cannot be directly compared in this context.

3. As reported at the meeting on 27 June 2016, we are in the process of finalising the . review of the fees and charges under the abovementioned ordinances, details of which will be reported to the Panel on Economic Development in due course.
