Russia is the seventh largest economy in the world on purchasing power parity;; GDP currently
in 1985, when Mikhail Gorbachev took power, that reform took off. Perestroika (restructuring) and
Glasnost (openness) liberalised both the economy and the political system.
The global crisis affected Russia’s banking system, which faced liquidity problems. Moscow
responded quickly in October 2008, initiating a rescue plan of over $200bn.
The Russian economy is primarily dependent on energy and other raw materials, leaving it very
exposed to the highly volatile swings in global commodity prices. Russia’s infrastructure requires
large investments and must be replaced or modernized if the country is to achieve broad-based
economic growth.
The government is also having to tackle the problems of a shrinking workforce and a high level
achieved from high commodity prices.

Given the nascent nature of the banking sector, there is usually a blurred line between a wealthy individual’s
corporate and personal assets. Although the number of Russian billionaires depleted considerably in 2008,
