BriefTo procure, deliver, and install N+1 level of LV generator resilience to Blocks 9 & 10 at Radbroke Hall. These generators were to be configured so that both generator sets can support Block 9 & 10, with 48 hours of fuel storage.

OverviewMetropolitan were engaged as the Principal Design and Build Contractor to deliver the first phase of the HV generator controls replacement at Radbroke. The scope of works for the project is summarised as follows:

The existing Blocks 9 & 10 Main LV Switchboard was a four-sectioned switch panel, fed via four separate HV transformers. The sections were labelled A, B, C & D respectively. Metropolitan reconfigured the panel to couple A&B and C&D, followed by isolation of the supply transformers [TX5 & TX6] and the removal of the existing LV cable link. Subsequently, we reconfigured the HV generator control cabling and philosophy, introducing new LV generator PLC controls. A non-paralleling exercise of opening the main LV switch to sections B & C, before closing the associated bus-coupler linking the new coupled sections together was carried out. This ensured that each coupled section was now fed via one incoming supply.

We installed a new LV generator connection panel with associated containment back to the main building. This allowed for the installation and connection of cabling, between the new connection panel/ and the Block 9 & 10 existing main LV switchboard, which had new incoming extensions installed during the panel modification stage.


With the new connection box successfully linked to the building infrastructure, we used this to connect new temporary generator sets for site back up power and performed on-site load generator testing to each set. This met a critical milestone set by the client to give LV back-up by a set date, critical to the client’s business operations. We performed mains failure testing, proving the temporary generators protected the business by local simulation.

Whilst the building was protected by the temporary generator sets, the installation of two new AVK 1350 kVA/ 1080 kW permanent LV containerised generators was carried out. This involved major civil works to provide suitable concrete plinths for the sets, and new security fencing to the perimeter.

Finally, once the new generators were installed, we planned and managed an out of hours change-over from the temporary LV generators to the new permanent LV sets.

A full commissioning plan was produced and executed, which included performing load tests, building mains failure tests and multiple failure scenarios of the local HV to test the new PLC configuration.


ProgrammeThe main challenge faced in planning these works, was that the client facility housed a live global operation centre within Block 10, and this could not be interrupted. Critical milestones had to be met throughout, and shutdown dates, once approved, had to be achieved to mitigate the client’s business risks. The approval of some key shutdown dates were sometimes very late in being issued, but we successfully achieved these dates on each occasion.

ResultsTwo fully operational 1350 kVA/ 1080 kW generators were delivered and integrated into one of our clients Global Mission Critical facilities. Both sectional handover dates were met, de-risking the potential for mains failure support via the existing HV Generator System.

Meit Consultants have worked with MES successfully over a number of years with one of the most recent projects delivering a central infrastructure project for one of our large financial institutions. The project entailed supply, deliver and installing two new containerised generators that would support their mission critical site and deliver additional resilience. The works entailed not the primary electrical infrastructure works but also the associated structural works necessary to support the generators and their associated bulk fuel tanks.

MES operated as a competent Principal Contractor co0ordinating all other trades and connecting these new generators into the clients mission critical facility during planned change over weekend. The works were completed on time and inline with the clients requirements as a result MES have been selected to undertake the next generator replacement project for the same customer.
