1 INTRODUCTION The Environmental Protection Agency (EPA) issued Fingal County Council with Waste Licence Reg. No. W0127-01 for its landfill at Dunsink Lane, Finglas, County Dublin on 9 January 2004. The facility is situated in west County Dublin, approximately 8 km from Finglas village. The landfill is located just inside the M50 motorway and is bounded to the south by Elm Green Golf Course, Dunsink Observatory and to the north by Cappagh National Orthopaedic Hospital. Fingal County Council retained Fehily Timoney & Company (FT) to carry out the routine environmental monitoring required under the conditions of the licence. As part of this appointment, FT carried out weekly, monthly and quarterly landfill gas monitoring at 24 no. locations in accordance with Condition 8 and Schedule D of the licence. The headspace in the Finglas Sewer is monitored for landfill gas on a weekly basis. The 3 monthly events took place on 25 July, 09 August and 05 September 2016. The quarterly monitoring event was undertaken on 09 August 2016. Results of monitoring the landfill gas engine inlet (monthly) and continuous monitoring of the engine outlet are included and discussed in this report. The results of Quarter 3, 2016 monitoring period are presented and discussed herein. Unless otherwise specified, monitoring was carried out at locations set out in Table D.1.1 of the licence and in Drawing W0127-01 Gas Monitoring Locations which is included in Appendix I.

2 LANDFILL GAS MONITORING 2.1 Monitoring Locations FT carries out landfill gas monitoring:

• weekly at the Finglas Sewer • quarterly and monthly in the perimeter gas monitoring wells • monthly at the Inlet to Landfill Gas Utilisation Plant and of the headspace at the leachate sump

This in accordance with Table D.1.1 of the licence and amendments, as per Drawing W0127-01 Gas Monitoring Locations Appendix I. 2.1.1 Perimeter Wells, Finglas Sewer & Leachate Sump Weekly monitoring is carried out in the headspace at the Finglas Sewer. Monthly monitoring is carried out at the following locations: landfill gas monitoring boreholes (G23, G35, G36, G37, G38, G39, G40, G41R) and at the headspace of the leachate sump. In addition, perimeter landfill gas monitoring wells G3, G6, G7, G8, G9, G10, G12, G13, G18, G21, G42, G43 and G44 are monitored on a quarterly basis. 2.1.2 Inlet to Landfill Gas Utilisation Plant Weekly monitoring at the IPS inlet and continuous monitoring at the engine outlet commenced during Q1 2006. The monitoring at the IPS inlet is now monthly. It was agreed with the Agency during the first quarter of 2006 that reporting of incidents for this monitoring could be included in the quarterly reports. A gas sampling system to include chilling and filtration for the protection of the portable infrared analyser was installed. This facilitates monitoring of methane, carbon dioxide and oxygen using portable landfill gas analysers, which are used for borehole monitoring. It also provides a sampling location for annual monitoring of total sulphur, total chlorine and total fluorine. 2.1.3 Outlet from Landfill Gas Utilisation Plant Continuous monitors on the outlets of the gas engines are installed. Carbon monoxide and nitrogen oxides are monitored continuously. The analysers have proven to be effective on other landfill gas utilisation plants. An appropriate data management system has been installed. This provides for data logging and data storage. The historic emission points were (as shown in Figure 2.1):

• UP1 Utilisation Plant Input 1 (no longer in use) • UP2 Utilisation Plant Output Engine 1 • UP3 Utilisation Plant Output Engine 2 (no longer in use)

The analysers are able to measure and report at a sufficient resolution to register the emission limit for carbon monoxide (CO) (1,400 mg/m3). The source of the engine emissions for Q3 2016 is identified as UP2. Engine #2 was removed and UP3 is no longer used (see Figure 2.1).

Figure 2.1: Dunsink Landfill Gas Utilisation Plant 2.2 Monitoring Parameters 2.2.1 Perimeter Wells, Finglas Sewer, Leachate Sump & IPS Inlet In accordance with Table D.2.1 of the licence, methane (CH4), carbon dioxide (CO2), oxygen (O2) and atmospheric pressure were measured using a Geotechnical Instruments GEM5000 Landfill Gas analyser. These parameters are monitored at perimeter landfill gas wells, IPS inlet, headspace of Leachate Sump and the headspace of Finglas Sewer. 2.2.2. Outlet from Landfill Gas Utilisation Plant Continuous monitors on the outlets of the gas engine were installed. Carbon monoxide and nitrogen oxides are monitored continuously. Additionally, a gas sampling system to allow for annual monitoring of total VOCs as carbon, total non-methane VOCs and particulates, hydrochloric acid and hydrogen fluoride, and, quarterly monitoring of nitrogen oxides has been installed. Emission limit values for the landfill gas utilisation plant are as per Schedule C.5 of the Waste Licence W0127-01, outlined in Table 2.1. Regular checks of the monitoring equipment are carried out throughout each quarter of the year to ensure that the equipment is turned on and is monitoring the emissions (procedure put in place following previous downtimes that were only discovered when analysing data for the quarterly report). 2.3 Monitoring Results Methane, carbon dioxide and oxygen levels are summarised in Tables: 2.2, 2.3, 2.4, 2.5 and 2.6. The trigger level for landfill gas outside the waste body as per the licence is 1% v/v for methane and 1.5 % v/v for carbon dioxide. 97% of all 30-minute mean values taken continuously over an annual period shall not exceed 1.2 times the emission limit value.

Zero No. 30-minute mean values or 0% of samples taken continuously over this quarter for Carbon monoxide exceeded 1.2 times the 1,400 mg/m3 ELV. Zero No. 30-minute mean value or 0% taken continuously over this quarter for Nitrogen Oxides exceeded 1.2 times the 500 mg/m3 ELV.

No 30-minute mean value shall exceed twice the emission limit value

Zero No. or 0% of 30-minute mean values taken continuously over this quarter for Carbon monoxide exceeded twice the 1,400 mg/m3 ELV. Zero No. or 0% of 30-minute mean values taken continuously over this quarter for Nitrogen Oxides exceeded twice the 500 mg/m3 ELV.

2.4 Interpretation of Results 2.4.1 Perimeter Wells Exceedance of the trigger level for carbon dioxide (CO2), occurred at 14 perimeter monitoring wells on site during Q3 2016. A total number of 24 no. CO2 readings were recorded above the trigger level of 1.5% v/v during the monitoring period. This was less than the number of exceedances recorded during the last monitoring period, Q2 2016. However, levels of carbon dioxide recorded were overall broadly similar in concentration range to results when compared to previous results in 2015 and 2016. High concentrations of CO2 can occur naturally at shallow depths of up to 2 m due to microbial activity associated with the roots of many types of vegetation. Methane (CH4) was not detected above the trigger level at any perimeter wells during this monitoring period. The EPA was notified of the above incidents through Eden INCI009527 for the CO2 exceedances. 2.4.2 Finglas Sewer No elevated concentrations above the trigger level for CO2 or methane were detected at the sewer during the weekly monitoring rounds in Q3 2016. 2.4.3 Leachate Sump In August, elevated levels of methane (1.0% v/v) and CO2 (1.4% v/v) were recorded. No elevated concentrations of methane or CO2 were recorded in the leachate sump in July or September 2016.

2.4.4 Inlet to the Landfill Gas Utilisation Plant The results from the monthly sampling at the inlet are reported in the results above Table 2.2, Table 2.3 and Table 2.4. Gas readings have been relatively consistent throughout the Q3 period. 2.4.5 Outlet from Landfill Gas Utilisation Plant The results above in Table 2.7 show compliance with Schedule C.5 and condition 6.3.3.1 of the waste licence during Q3 2016. As agreed with the Agency, a full dataset from continuous monitoring at the outlet is available in digital or hard copy format upon request, but due to the sheer volume of data involved, is not presented in this quarterly report.

3 SUMMARY Carbon dioxide (CO2), an odourless gas, was detected at 14 perimeter monitoring wells above the trigger level of 1.5% v/v, with a total of 24 readings in exceedance of the trigger level over the monitoring period. Methane (CH4) was not detected above the trigger level of 1.0% v/v at any monitoring well. No elevated levels above the trigger level for of Methane (CH4) and carbon dioxide (CO2) were detected in the Finglas Sewer. In August, elevated levels of methane (1.0% v/v) and CO2 (1.4% v/v) were recorded in the leachate sump. Continuous monitoring of the landfill gas engine outlet was fully compliant with licence conditions for the period. Monitoring will continue in Q4 2016.
