Situated at the intersection of Alderwood Mall Parkway and 40th Avenue West in Lynnwood, Washington, the property is comprised of a 5,165 square foot stand alone Chase Bank and a 5,170 square foot retail building currently occupied by a furniture store and a dentist.

The Chase Bank building includes a two lane drive through. Originally a Washington Mutual branch, this property has continuously operated as a bank since 1981. Chase recently extended their NNN lease for an additional 5 years through June 2020. The adjacent retail building is currently occupied by a dentist office and a furniture store on short term leases. This 0.86 acre site is prominently visible to more than 160,000 passing vehicles on Interstate 5. It is zoned City Center Core which includes a high-rise capable height limit of up to 350 feet and a FAR of 10 with incentive zoning. Less than a block away, construction is scheduled to begin in 2018 on the Lynnwood Link Extension for light rail between Seattle and Lynnwood. The rider projections are estimated between 63,000 - 74,000 riders each weekday by 2035. Today, more than 15,000 cars pass directly by this property every day on Alderwood Mall Parkway and 40th Avenue West.

City Center – Core (CC-C). This zone is envisioned to have the highest intensity uses, especially office buildings, residences, and hotels contained within high-rise buildings. Shops and restaurants would be located along key streets, particularly the principal pedestrian corridor, referred to as the “Promenade” in the city center subarea plan. A major public open space would anchor the zone. Over time, parking would be increasingly located within parking structures. The convention center is located in the northeast corner of this zone.

BASIC DEVELOPMENT STANDARDS

Height

Minimum Building Height. The intent is that the city center zones accommodate dense urban form development and that all new development shall be built to at least the minimum building height. However, due to current economic conditions, in the first five years from the date of adoption of the ordinance codified in this chapter, this requirement is waived and if conditions are not improved beyond this five-year period, the city council may extend this waiver further. New development effective February 27, 2012: three stories at no less than 30 feet. This requirement shall not apply to uses predominantly characterized as places of public assembly featuring auditoriums or meeting facilities including but not limited to religious institutions, movie or performing arts theaters, symphony halls, and convention facilities.

Maximum Building Height. In the city center – core (CC-C) zone, the maximum building height shall be 350 feet

Basic Allowable Floor Area Ratio. The basic floor area ratio (FAR) of buildings in the city center shall be limited as shown in Table 21.60.1. The bonuses are described in subsection (C)(2) of this section.

LYNNWOOD LINK EXTENSION

Overall Purpose

The Lynnwood Link Extension is a key part of Sound Transit’s mass transit system expansion approved by voters in 2008. Targeted for completion in late 2023, 8.5 miles of light rail will extend from the Northgate Station to the Lynnwood Transit Center. Lynnwood Link will carry riders each weekday through some of the worst traffic congestion in Washington state. This extension builds on north-end segments to the University of Washington and Northgate, currently in construction and targeted for service in 2016 and 2021, respectively. Riders will also be able to connect with the East Link extension, targeted for service in 2023. Voter-approved extensions will bring 36 new miles of service to the north, south and east, creating more than 50 miles of regional light rail in 2023.

Sound Transit began the Lynnwood Link Extension in 2010, evaluating a variety of routes to extend the mass transit system from Northgate to Lynnwood. The publication of the Draft Environmental Impact Statement (EIS) in July 2013 kicked off a comprehensive environmental review with extensive public engagement and coordination with partner agencies. After the Final EIS was published in April 2015, the Sound Transit Board of Directors selected Link light rail with an alignment along Interstate 5. In July 2015, Sound Transit received a Record of Decision from the Federal Transit Administration, completing the environmental review of the project. The project is now moving through final design.
