Late tenders will not be accepted. If the tender date happens to be a declared holiday the tender process

will be done on the next working day at the same time and same place. The cost of the tender forms may be paid as cash/demand draft in favour of Divisional Manager, KFDC Ltd, Manathavady and is not refundable under any circumstances. Attested copy of relevant page of Contractors Registration Card may also be enclosed. Cheque or any other type of remittance will not be accepted for the cost of tender forms. Tenders are to be accompanied with a preliminary agreement executed in Kerala Stamp paper worth `100/- and EMD at the rate of 2.5% (`.23,900)of the estimate PAC. The EMD shall be paid/ produced in any one of the following.

1. Demand draft on scheduled bank/ nationalized bank made payable to the Divisional, KFDC Ltd, Manathavady .

2. Deposit on scheduled bank pledged in favour of Divisional, KFDC Ltd, Manathavady .

Tender without EMD, attested copy of the registration, cost of tender form, preliminary agreement, without specified details and signatures will not be considered. Further details can be had from the office of the Divisional Manager, KFDC Ltd, Manathavady & Managing Director, KFDC LTD, Kottayam during working hours. If quoted PAC of the lowest tender exceeds local market rate, justifying estimate, work will be retendered. More over if the tender quoted PAC is less than 75% of the estimate PAC, such tenders will be accepted only after assessing the feasibility of carrying out the work.The selected bidders shall produce security deposit equal to 10 % of the contract amount in the form of bank guarantee from any nationalized bank which shall remain valid till 28 days from completion of defect liability period.

All other existing conditions related to the tender of Kerala PWD will be applicable in this tender also.

6. If the contractor has not employed the technically qualified person as per special conditions, the contractor shall be subject to pay daily damage at a rate Rs.673/- per day for one Engineering Diploma holder and Rs.852/- per day for one Engineering Graduate.

7. The contractor shall not without the previous sanction in writing of the authority accepting the tender, execute any power of attorney in respect of any matter, touching in this contract, and it will be entirely within the discretion of the authority accepting the tender either to grant such sanction or to refuse it or to revoke a sanction once given.

8. The contractor will provide his own tools, plants & machinery and store shed to store his own materials.

9. The contractor shall be responsible for the safety of the labour employed by him and he shall be liable to pay the necessary compensation in case of accidents, as per the ‘Workmen’s Compensation Act. The contractor will also be liable to abide by the fair wage clause condition attached separately.

10. Tenders which are not in conformity with this tender notice are liable for rejection.11. This tender notice with the conditions stated herein will form part of the contract

documents.

12. The entries in the bid document issued by the corporation is in no way to be corrected by the tenderers and if corrections are made, such tenders are likely to be rejected.

13. This is a percentage rate contract and all unit rates and percentage rate quoted by the contractor shall not be varied on any account whatsoever and it shall hold good to all items done irrespective of variations in quantities.

I N S T R U C T I O N S T O T E N D E R E R S

1. Sealed tender under two cover system super scribing the name of work addressed to Divisional Manager, Kerala Forest Development Corporation, Mananthavady., on or before, 2.00 pm on 31.01.2013 .

2. Tenderer shall inspect the site, study the specification, drawings, conditions of tender, conditions of contract, and terms of payment etc. in detail before submission of tender.

3. The quantities shown in BOQ (Bill of Quantities) in the tender documents are approximate and shall vary widely. It is likely to delete items which are in the BOQ or add items which are not in the BOQ, if found necessary during execution of work. The owner/architect reserves the right to alter the drawings, specifications, in the interest of the work/project.

4. Tender documents consist of Notice inviting tender, Form of tender, prequalification details ,Article of agreement, General conditions, Conditions of contract, Special condition, Communications for conduct of contract work, Safety code, Labour laws, Fair wage clause, Accident, Schedule of quantities and drawings, Mode of measurement etc. Tenderer shall sign all the pages of the documents in token of having read the tender documents fully.

5. The tenderer shall submit his rate in full without, leaving/altering the BOQ or specification contained in the tender documents. The owner reserves the right to adjust arithmetical or other errors in the tender. Arithmetical error in the event of quoting, if found, the description in words should prevail over figures. In the event of error in the amount column arising out of multiplication of quantities and rates, unit rate of item shall be regarded as firm and the amount appropriated / amended accordingly.

6. The rate quoted in the tender shall remain firm for the entire period of contract and shall be extended till the end of Defect Liability Period. The price shown in the BOQ shall include all items and the rates quoted are for completed work as per specification and to the full satisfaction of the owner. The rate quoted is inclusive all taxes and compensations. The rate quoted is firm for 120 days after the receipt date of tender.

7. The tenderer shall submit a project schedule with a list of machinery to be deployed and key personnel supervising the work. Only approved materials and workmanship are permitted. Design mix shall be allowed, subject to the approval of the architect/owner. No escalation of rate of any sort either on labour or materials will be allowed.

8. Tender documents issued to one contractor cannot be resold or used by any other tenderer. Tender documents drawings shall remain the property of the .KFDC and shall

not be used either in part or in full for any other purpose. The tenderer shall bear all the cost of investigation, site inspection for the purpose of preparation and submission of the tender and such cost shall not be payable by owner to any of the tenderers.

9. The owner reserves the right to accept/reject any of the tender or accept a lowest tender or reject the same without assigning any reason. Owner reserves the right to reject all the tenders. Tenders submitted other than in the prescribed form will not be considered. Tenders received after the due date and time will not be opened / considered.

G E N E R A L C O N D I T I O N S

1. Tender shall remain valid for a period of 120 days from the due date of receipt of tender.

2. 1 Contract will mean the formal work order issued including schedule of rates and other schedules appended thereto, special conditions, general conditions brief specification, drawings and letter of award thereof including notice inviting tender

2.2. Drawings mean the drawings referred to in the contract documents and/or appended with the contract documents, any modification of such drawings approved in writing by the owner and shall include drawings issued for actual construction of the work from time to time by the owner.

2.3. Owner means Kerala Forest Development Corporation Ltd (KFDC).

3. The work shall be executed properly and truly, set to perfect lines, plumbs and levels as indicated in drawings and as instructed.

4. It is deemed that the contractor has thoroughly read, studied and acquainted yourself with drawings, specifications, nature and standard of work and other general/special conditions in respect of this work, besides site conditions, type of soil, water availability etc.

5. The contractor shall make regular payment to his labourers, employees, or sub-agencies and submit the account papers muster rolls duly signed and acknowledged by them regularly and periodically for the scrutiny and record of the owner or his officers.

7. Income tax, sales tax, entry tax, work contract tax, ESI contribution, Labour welfare fund or any other taxes/ duties put by the Government from time to time shall be deducted from all payments as applicable under the prevalent rules and law, applicable during each payment.

8. The owner reserves the right to award the contract to several contractors by bifurcating the scope of work among such contractors. The contractor quoting for the work shall have no claim whatsoever against such bifurcation of work among several tenderers.

9. Prior to the expiry of the period of validity, Divisional Manager, KFDC,Manthavady will notify the successful bidder in writing by registered letter that his bid has been accepted. This letter (herein after referred as the letter of acceptance) shall name the

total contract value and a schedule of item rates and probable quantities will be enclosed. This letter of acceptance will constitute the formation of the contract.

10. Before commencing the work and within a stipulated period, the letter of acceptance of the bid has been intimated to him, the tenderer shall make a security deposit as specified and furnish the same for the proper fulfillment of the contract and shall execute an agreement for the work in required non-judicial stamp paper with the format given under “Articles of Agreement”.

A further time of 10 days shall be allowed to execute the agreement by realizing a fine of 1% of P.A.C subject to a minimum of Rs.500/- and a maximum of Rs.15,000/-.

Bids will be rejected if agreement is not executed within 30 days from the date of letter of acceptance and the work will be awarded to the next bidder as laid down in code rules. The EMD of the defaulted tenderer will be forfeited to the Corporation.

The EMD of the unsuccessful bidders will be refunded after tabulating the tenders keeping only the earnest money of first three lowest tenders .

11. ALL THE DEPOSITS OF E.M.D SECURITY AND RETENTION MONEY WILL NOT BEAR ANY INTEREST WHATSOEVER.

12. Before passing of the final bill the contractor has to produce up to date Agriculture Income tax and Income tax clearance certificates.

13. Taxes as per VAT will be recovered at prevailing rates. The current rates are: for firm/Agency having VAT registration, recovery will be at the rate of 5 % and for those not having VAT registration, the recovery will be at the rate of 13.5%.

14. Contribution to labour welfare fund will be deducted at 1% of the gross value of the work and remitted to labour welfare fund board.

15. The work shall be carried out to the entire satisfaction of the site in-charge and the owners instructions shall be followed strictly.

16. The contractor shall indemnify the owner against any claim of payment of his labourers engaged by him directly and indirectly.

17. Work shall not be considered as finished and completed unless the contractor obtained the completion certificate from the Project In-charge of the work duly approved by architects/ consultants.

17.1 To take care of any institutional delays or delay occurring due to unexpected technical problems faced during execution of a work, a grace period of 20% of this original time of completions will be allowed if found necessary to complete the work. For extension of time of completion beyond the grace period, fine will be imposed at the following rates.

Period of Extension Rate of fineFirst three months 1% (one percent) of the PAC subject to a

minimum of Rs. 300/- and a maximum of Rs.15,000/-

For every three months beyond first three months

2% (two percent) of the P.A.C subject to a minimum of Rs.600/- and a maximum of Rs.30,000/-

18. The contractor shall also be expected to remain within the framework of labour laws and maintain the necessary records as per legal requirement of labour laws. In case of any casualty you should indemnify the owner from all claims, damages arising of that account.

19. The completion time of the work shall be the essence of the contract. The contractor shall carry out and complete the entire project according to the programs and progress chart laid down by the project in-charge.

20. In case if any work is found unsatisfactory from the point of program and progress and found not upto the mark from the point of quality, then the contract can be terminated without any notice and without assigning any reasons whatsoever. No compensation, therefore shall be payable under any reasons or circumstances and the balance work left incomplete by the contractor shall be got executed and completed at his risk and cost through any other agencies appointed by the owner as deemed fit.

21. All skilled and unskilled labour employed by the contractor shall be fully experienced and of class required for the nature of work to be executed by him.

22. No escalation of labour wages or market rate of materials is payable to the contractor.

23. The Contractor shall make his own arrangements of electricity and water supply. However, the same as available at site may be made use of by the contactor without affecting the work of other agencies in any way. The owner takes no responsibility for the supply of either electricity or water.

24. Materials required for labour toilets of temporary construction shall be provided by the contractor at sites for the work without any extra cost.

25. Running bills will be made by contractor every month/ fortnightly on the basis of the work actually done at site by part measurement and the minimum value of such work shall be 15% of contract value.

26. All taxes (direct & indirect), duties & levies such as octroi, sales tax, royalty, terminal tax (presently in force or which may come on force in future) etc. on works and materials shall be payable by the Contractor. The rates quoted by the contractor shall be deemed to be inclusive of all such taxes, duties, levies etc. and any increase there on.

27. The work shall be carried out in accordance with the Indian Standard Specifications, wherever the contract specifications are silent.

28. The owner shall give all instructions in writing and no verbal instruction shall be deemed to be binding, nor any work executed in pursuance to verbal instructions shall be measured/paid.

29. On completion, the site ground shall be handed over by the contractor, free of rubbish entirely in a neat and tidy condition.

30. On commencement of work, the contractor shall submit a BAR chart detailing the schedule for completion of the project, to the owner and get their approval before commencement of work

31 Damage, if any caused by the contractor to the existing services/ buildings shall be made good by the contractor without any extra cost.

32. Contractor will be responsible for making good the defects imperfections, distortions or any faults detected for a period of 18 months after handing over the building to the owner.

33. The contractor at his own cost shall remove from site all the loose stones, bricks, debris, brush wood etc. and keep the work place clean always as directed or otherwise the owner will engage labourers for the same at the contractors cost.

34. Contractors at his own cost shall provide adequate office accommodation with provision of light and toilet facilities etc. to clerk/ labourer of works. The contractor shall properly maintain the same.

35. There will not be any scope for any type of arbitration to the contractor. In the case of percentage rate contracts, the rate for extra items shall be arrived at by applying the percentage excess or deduction to the data rate as per original PWD schedule on which the tenders are invited.

NOW IT IS HEREBY AGREED AS FOLLOWS:

1. In considerations of the said contract amount to be paid at the time and in the manner set forth in the said conditions, the contractor shall upon and subject to the said conditions execute and complete the work shown upon the said drawings and described in the said specification and schedule.

2. The employer shall pay the contractor the said contract amount, or such other sum as shall become payable at the times and in the manner specified in the said conditions as per enclosed schedule of payments.

3. The term “ The Consultants” in the said condition shall mean Engineer / Architect or their representatives. Or in the event of their ceasing to be the consultant for the purpose of this contract for whatever reason, such other persons shall be nominated for the purpose by the owner, not being a person to whom the contractor shall subject for reasons considered to be sufficient by the owner, PROVIDED ALWAYS that no person or persons subsequently appointed to be consultant under this contract shall be entitled to disregard or overrule any previous decisions or approval or direction given or expressed in writing by the consultant for the time being.

4. The said conditions and appendix thereto shall be read and constructed as forming part of this agreement, and the parties hereto shall respectively abide by, submit themselves to the said conditions and perform the agreement on their part respectively in the said conditions contained.

5. The plans agreement and documents mentioned herein shall form the basis of this contract. The rate payable is for the quantity executed as per actual certified measurement, at the quoted rate certified by the consultants.

6. All samples of materials shall be approved by the consultant or such other engineer appointed by the owner

7. The owner reserves to itself the right of altering the drawings and nature of the work by adding to or omitting any items of work or having portions of the same carried out without prejudice to this contract.

8. Time shall be considered as the essence of this contract and the contractor hereby agrees to commence the work soon after the site is handed over to him or from the seventh day after the date of issue of formal work order or letter of intent as provided for in the said conditions, whichever is later and to complete the entire work within time schedule subject nevertheless to the provisions for extensions of time.

9. As per the work contract clauses, the contractor is responsible for the damages to any person and/ or property for which insurance coverage should be there. The contractor shall indemnify the owner of any claim that results out of this contract.

AND WHEREAS Para 13 of the notice inviting tenders stated as follows.Before commencing the work or within a week after the date when the acceptance of the tender has been intimated to him, the tenderer shall deposit a sum sufficient security deposit for the proper fulfillment of the same and shall execute an agreement for the work in the PWD Schedule Form. If he fails to do this or in the case of PWD contract maintain a specified rate of progress ( to be specified in each case of tender schedule ) the earnest money and security deposit shall be forfeited to the Corporation and fresh tenders shall be called for or the matter otherwise disposed off. If as a result of such measures due to the default of the tenderer to pay the requisite deposit, sign contract or take possession of the work any loss to the Corporation results the same will be recovered from him as arrears of revenue, but should it be a saving to the Corporation , the original contractor shall have no claim whatever to the difference. Recoveries on this or any other account will be made from the sum that may be due to the contractor on this or any or other subsisting contracts or under the Revenue Recovery Act or otherwise the Government may decide. NOW THEREFORE IN THE PRESENCE OF WITNESS it is mutually agreed as follows.

1. The terms and conditions for the said contract having been stipulated in the said tender form to which the contractor has agreed, a copy of which is hereto appended which forms the part of the agreement, it is agreed that the terms and conditions stipulated therein shall bind the parties to this agreement except to the extent to which they are abrogated or altered by express terms and conditions herein agreed to and in which respect the express provisions herein shall supersede those of said tender form.

2. any of the conditions of the contract as stipulated in clauses of the notice inviting tenders& documents of tender as quoted above with in the period stipulated, then the Corporation may rearrange the work otherwise or get it done departmentally at the risk and cost of the contractor and the loss so sustained by the Corporation can be realised from the contractor under the Revenue Recovery Act as if it is arrears of land revenue as assessed, quantified and fixed by the Corporation taking into consideration the prevailing PWD rates and after giving due notice to the Contractor. The decision taken by the Corporation shall be final and conclusive and shall be binding on the Contractor.

4. The Contractor further agrees that any amount found due to the Corporation under or by virtue of this agreement shall be recoverable from the contractor from his EMD and his properties movable and immovable as arrears of land revenue under the provisions of the Revenue Recovery Act for the time being in force or in other manner as the Corporation / Government may deem fit in this regard.

5. The contractor further assures that it is clearly understood that the settlements of claims either by part bills or by final bills will be made only according to the availability of budget provision and allotments of funds made by the Corporation under the respective Heads of Account in which the work is sanctioned and arranged and also subject to the seniority of such bills .No claims for interest or for damages whatsoever shall be made for the belated settlement of claims of bills. CONDITIONS OF C O N T R A C T

1. In construing these conditions, the specifications, the priced schedule of quantities, tender and agreement, the following words shall have the meanings herein assigned to them except where the subject or context otherwise requires: -

“Owner” shall mean The Managing Director, Kerala Forest Development Corporation and his (their) heirs, legal representatives, assigns, and successors.

“Contractor” shall mean Mr./Mrs. ………. and his (their) heirs, legal representatives, assigns, and successors of successful tenderer.

“Site” shall mean the site of the contract works for Earth work &basement Construction of Wooden huts (6 nos.) at Kambamala, Wayanad (Dist.)

“Architect” shall mean the Consultant Engineer (Civil)..

“Work” shall means execution of Kambamala, Wayanad (Dist.) as per BOQ and Indian Standard Specification in all respects.

“ Drawing” shall mean construction and drawings attached along with tender schedule as and when issued duly signed.

2. Specification shall mean as per relevant IS adopted for the execution purpose including measurement for part running bills.

3. Payment shall mean amount payable to the contractor on successful completion of work. Contractor shall submit running account bills to the architect for checking and verification. Such running account bills shall be verified and certified by the architect. Seventy five percentage of the running bill amount after all deductions will be released to the contractor within seven days from the date of submission of bill against certificate by the architect. The balance amount will be released only after verification of bill by the architect and will be paid normally within twenty days. All such bills recommended by the architect shall be paid to the contractor after deducting retention Income tax, commercial tax, AST, Work contract Tax and contributions towards ESI and construction workers welfare fund by the client.

4. Schedule of Program shall mean contractor’s detailed work program prepared and submitted before the work.

5. Rate shall be unit rate for each item of work.

6. Safety measures: Contractor shall take necessary insurance for labour ,material and work at his own cost. Contractor shall practice safety measures as per National Building Code. It is the sole responsibility of the contractor to see that equipment/ form work etc is handled by skilled persons with adequate experience.

7. Settlement of disputes: Generally the instructions of Engineer in-charge shall be final and contractor shall carry out works as per his instructions. Any other disputes either in measurements or in quality, consultant’s/architect’s opinion shall be final.

8. Extra item: It is clarified that for all authorized extra items, rates will be worked as per condition given in ‘General Condition’

9. Recovery: Water and energy charges shall be metered and recovered from the contractors. All necessary metering equipments and accessories shall be installed and maintained in accordance with KSEB/KWA Regulations and all the cost shall be afforded by the contractor.

10. Late tender, Email tender etc. Owner accepts no responsibility for delayed tenders, and tender submitted through any other means, other than that envisaged in Notice Inviting Tender. Such tenders shall be treated as rejected.

11. Materials and Workmanship: Materials not confirming to the specification shall be removed from site of work immediately on the instructions of engineer in charge at contractor’s own cost. Skilled workmen in the opinion of site in charge, if found inefficient shall be replaced by excellent regular skilled labour. Contractor shall not employee apprentice worker in the site.

S P E C I A L C O N D I T I O N S

1. The work shall be arranged and executed in such a way that it will not affect the activities in the lower floors in any way whatsoever.

2. All work areas shall be kept reasonably clean for easy movement of men and materials.

3. All approach roads shall be reasonably free for easy movement of vehicles.

4. All debris shall be removed and site should be cleaned every day. If the contractor fails to do this, owner will arrange for the same and the cost will be deducted from contractor’s bill at actuals.

5. Safety apparel and equipment shall be provided to the workmen as the nature of work warrants.

6. Temporary cables and wires should so routed as not to clutter the work areas, temporary electrical lines for power and lighting shall be run overhead and should be high enough not to hinder movement of men, materials and vehicles.

7. All joints in the temporary wires and cables should be properly insulated.

8. All operators of construction equipment and all tradesmen engaged in different construction activities shall be adequately qualified, experienced and proficient to carry out all their jobs in a safe manner.

9. First aid kits and personnel adequately trained to administer ‘First Aid’ shall be readily available for emergencies.

10. Portable hand lamps being used by construction crew shall be preferably connected on 240 volts supply. If 230 volts hand lamps are used, the cables shall be heavily insulated and adequately protected, the bulbs should be protected with safety shields.

11. The contractor shall not in the performance of the contract in any manner endanger safety or unlawfully interfere with the convenience of the public.

12. The contractor shall ensure that all erection/ testing equipment, tools, tackle, apparatus and materials are in good working conditions, fit for the purpose for which they are employed and that all certificates/ permits/ licenses, etc. required under any law or regulation for the same and all such certificates/ permits/ licenses required under any law or regulations for the skilled labour, technicians etc. are available and valid during the entire period of the execution of the work under the contract.

S A F T E Y C O D E

1 First aid appliances including adequate supply of sterilized dressing and cotton wool

shall be kept in a readily accessible place.

2 An injured shall be taken to a Public Hospital without loss of time, in cases where the

injury necessitates hospitalization.

3 The excavated material shall not be placed within 1.5meters of the edge of the trench

or half of the depth of trench which ever is more. All trenches and excavations shall

be provided with necessary fencing and lighting.

4 Workers employed on mixing and handling material such as asphalt, cement mortar or

concrete and lime mortar shall be provided with protective footwear and rubber hand-

gloves.

L A B O U R L A W S

The contractor shall comply with the provisions of all Labour Legislation including the

requirements of:

a. Payment of wages Act

b. Owner’s Liability Act

c. Workmen’s Compensation Act

d. Contract Labour (Regulation and Abolition) Act 1970 & Central Rules 1971

e. Apprentice Act, 1961

f. Any other act or enactment relating the employment of labour and rules framed there

under from time to time.

The contractor shall keep the Owner saved harmless and indemnified against claims, if

any, of his workmen and all costs and expenses as may be incurred by the owner in

connection with any claim that may be made by any workmen.

The contractor shall have to obtain license under the said Act and rules and comply with

all provisions and obligations. The contractor shall furnish all information required by the

owner and also indemnity the owner against any penalties / claims arising from any

default on his part.

F A I R W A G E C L A U S E

The contractor shall pay not less than fair wage to labourers engaged by him on the work.

Fair wages means wages whether for time or piece work notified at the time of inviting

tenders for the work and where such wages have not been so notified the wage prescribed

by Kerala PWD for the district in which the work is done.

The contractor shall, notwithstanding provisions of any contract to the contrary cause to

be paid a fair wage to labourers indirectly engaged on the work including any labour

engaged by his sub-contractor in connection with said work as if labourers had been

immediately employed by him.

In respect of all labour directly or indirectly employed in the work for performance of the

contractor’s part of the agreement ,the contractor shall comply with or caused to be

complied with the provisions of the Contract Labour (Regulations and Abolition) Act

1970, Minimum Wages Act 1948, Payment of Wages Act 1936 and any amendments

thereof and all legislation’s and rules of this State and / or Central Govt. or under other

local authority framed from time to time, governing the protection of health , sanitary

arrangements, wages, welfare, safety, bonus, retirement benefits, retrenchment / lay off

compensations to payment of wages not paid and deductions from wages, recovery of

wages not paid and deduction unauthorisedly made, maintenance of wage register, other

terms of employment, inspection and submission of periodical returns and all other

maters of like nature.

The Owner shall have the right to deduct from the bill money due to the contractor and

any sum required or estimated to be required for making good the loss suffered by a

worker or workers by reason of non fulfillment of the conditions of the contract for the

benefit of the works.

The regulation aforesaid shall be deemed to be a part of this contract.

ACCIDENTS – HOARDING LIGHTING– OBSERVATIONS: WATCHMAN

When excavations have been made, obstacles have to be put in public through fares or in

places where there is any likelihood of accidents, the contractor shall comply with any

requirements of law on the subject, and shall provide suitable hoarding, lighting and

watchman as necessary.

It shall be the contractor’s sole responsibility to protect the public and his employees

against accident from any cause and shall indemnify the corporation against any claims

for damages for injury to person or property, resulting from any such accidents and he

shall where the provisions of the Workmen’s Compensation Act apply, take steps to

properly insure against any claims there under.

On the occurrence of an accident which results in the death of any of the workmen

employed by the contractor or which is so serious as to be likely to result in the death of

any such workmen employed by the contractor, the contractor shall within 24 hours of the

happening of such accident intimate in writing to the owner, the fact of such accident.

The contractor shall indemnify owner against all loss or damage sustained by owner

resulting directly of indirectly from his failure to give intimation in the manner aforesaid,

including the penalties if any payable by owner as a consequence of owner’s failure to

give notice under the Workmen’s Compensation Act or otherwise conform to the said Act

in regard to such accident.

In the event of an accident in respect of which compensation may become payable under

the Workmen’s Compensation Act VIII of 1973 whether by the contractor or by the

owner as principal it shall be lawful for the Architect to retain out of moneys due and

payable to the contractor such sum of money as may in the opinion of the owner/architect

be sufficient for the purpose and the opinion of the owner/architect shall be final in regard

to all matters arising under this clause.

T E C H N I C A L S P E C I F I C A T I O N S

1. CONCRETE WORKS

1.1 Scope

This specification describes the general requirements for concrete to be used on projects using in-situ production facilities inducing the requirements in regard to the quality, handling, storage of ingredients, proportioning, batching, mixing and testing of concrete, the requirements in regard to the quality, storage, bending and fixing of reinforcement and the transportation of concrete from the mixer to I the place of final deposit, placing, curing, protecting, repairing and finishing.

1.2 Construction Safety

IS 3696 (Parts I & II) Safety Code for scaffolds and ladders.

In the event that any state, city or other governmental bodies enforce requirements more stringent than those set forth in this Specification, then such requirements shall be considered part of this specification by reference thereto and shall supersede this Specification where applicable and any additional cost of complying therewith shall be deemed to be included in the quoted rates for concrete work.

1.3 General

The quality of materials and methods and control of manufacture and transportation of all concrete work irrespective of mix, whether reinforced or otherwise shall conform to the relevant portions of this Specification.

The Engineer shall have the right to inspect the source of materials, the layout and operation of procurement and storage of materials, the concrete batching and mixing equipment and the quality control systems. Such inspection shall be arranged and the approval of the Engineer obtained prior to the commencement of concrete work.

1.4 Materials for Standard Concrete

Ingredients used in the manufacture of standard concrete shall consist solely of a standard type Portland cement, clean sand, natural coarse aggregate, clean water and admixtures, if specified.

1.4.1 Cement

Unless otherwise specified or instructed by The Engineer cement shall be ordinary Portland cement in 50 Kg bags. The use of bulk cement will be permitted only with the approval of the Engineer. Changing of brands or type of cement within the same structure

will not be permitted. The Contractor will not be reimbursed for underweight bags.

A certified report attesting the conformity of the cement to IS from the cement manufacturer’s chemist shall be furnished to the Engineer. The Contractor at his own cost in a concrete testing laboratory will test cement before use. However, it will be totally the Contractor’s responsibility to ensure, before use, that cement procured by him conforms to the relevant IS. On no ground will claims for failure of concrete test cubes or any other defects in concrete, plaster or masonry be attributed to the quality of cement.

The institution will not supply any materials. The Contractor shall make his own arrangements for the storage of adequate quantities of cement. It will be issued in sufficient quantities to cover work requirements of one month or more, as deemed fit by The Engineer, and it will be the responsibility of Contractor to ensure adequate and proper storage. Cement in bulk may be stored in bins or silos, which will provide complete protection from dampness, contamination and minimize caking and false set. Cement bags shall be stored in a dry enclosed shed (storage under tarpaulins will not be permitted), well away from the outer walls and insulated 1mm the floor to avoid contact with moisture from the ground and so arranged as to provide ready access. Damaged or reclaimed or partly set cement will not be permitted to be used and shall be removed from the Site. Storage bins and storage arrangements shall be such that there is no dead storage. Not more than 12 bags shall be stacked in any tier. The Engineer shall approve storage arrangements.

Cement held in storage for a period of 90 (ninety) days and longer shall be tested. Should at any time the Engineer have reasons to consider that any cement is defective, then, irrespective of its original date of manufacture and/or the manufacturers test certificate, such cement shall be tested immediately at the Contractors own cost at a National Test or other approved Laboratory and until the results of such tests are found satisfactory, it shall not be used in any work. The Contractor shall not be entitled to any claim of any nature on this account.

1.4.2 Aggregates

Aggregate in general designates both fine and coarse inert materials used in the manufacture of concrete.

Fine Aggregate is aggregate most of which passes through a 4.75mm IS sieve.

Coarse Aggregate is aggregate most of which is retained on a 4.75mm IS sieve.

All fine and coarse aggregates proposed for use in the Works shall be subject to the approval of the Engineer and after specific materials have been accepted the source of supply of such materials shall not be changed without the prior written approval of the Engineer.

Aggregates shall, except as stated above, consist of natural sands, crushed stone and gravel from sources known to produce satisfactory aggregates for concrete and shall be chemically inert, strong, hard, durable against weathering, of limited porosity and free from deleterious material that may cause corrosion to the reinforcement or may impair the strength and/or durability of concrete, The grading of aggregates shall be such as to produce a dense concrete of specified strength and consistency that will work readily into position without segregation

and shall be based on the mix design” and preliminary tests on concrete hereinafter specified.

1.4.3 Fine Aggregates

Fine aggregates, except as stated above and for other than lightweight concrete, shall consist of natural or crushed sand to IS 383. The sand shall be clean, sharp, hard, strong and durable and shall be free from dust, vegetable substances, adherent coating clay, alkali, organic matter, mica, salt or other deleterious substances, which can be injurious to the setting qualities strength and durability of concrete. Silt content in sand will be measured by volume for every truckload before unloading at Site. Only good sand passing the test will be allowed to be unloaded.

Machine Made Sand

Machine made sand will be acceptable, provided the constituent rock/gravel composition is sound, hard, dense, non-organic, uncoated and durable against weathering.

Screening and Washing

Sand shall be prepared for use by such screening or washing, or all objectionable foreign and the sand grains to the required size fractions both, as necessary, to remove deleterious matter while separating size fractions.

Gradation

Unless otherwise directed or approved, the grading of sand shall be within the limits indicated here in below:

Coarse Aggregate

Coarse aggregates for concrete, except as stated above and for other than lightweight concrete, shall conform to IS 383. These shall consist of natural or crushed stone or gravel and shall be dean and free from elongated, flaky or laminated pieces, adhering coatings, clay lumps, coal residue, clinkers, slag, alkali, mica, organic matter or other deleterious matter.

Screening and Washing

Natural gravel and crushed rock shall be screened and/or washed for the removal of dirt or dust coating if so required by the Engineer.

1.4.4 Water

Water used for both mixing and curing shall be free from injurious amounts of

deleterious matter. Potable water is generally satisfactory for mixing and curing concrete. In case of doubt, the suitability of water for making concrete shall be ascertained by the compressive strength and initial setting time test specified in IS 456. The sample of water taken for testing shall be typical of the water proposed for concrete, due account being paid to seasonal variations. Samples shall not receive any treatment before testing other than that envisaged in the regular supply of water proposed for use in concrete. Samples shall be stored in clean containers previously rinsed out with similar water.

An average of 28 (twenty eight) days compressive strength of at least three 15cm concrete cubes prepared with water proposed to be used shall not be less than 90% of the average strength of three similar concrete cubes prepared with distilled water.

Initial setting times of test blocks made with the appropriate test cement and proposed water shall not be less than 30 (thirty) minutes and shall not differ by more than ± 3 minutes from the initial setting time of control test blocks prepared with the appropriate test cement and distilled water. Test blocks shall be prepared and tested in accordance with the requirements of IS 4031.

Where water can be shown to contain an excess of acid, alkali sugar or salt the Engineer may refuse permission for its use. As a guide, the following concentrations represent the maximum permissible values

to neutralize 200m1 sample of water, using Phenolphthalein as indicator, it should not require more than 2m1 of 0.1 normal NaOH. Details of tests shall be given in accordance with IS 3025.

1.4.5 Reinforcement Supply

Steel reinforcement shall be plain round mild steel bars Grade I in accordance with IS 432 (Part I) or medium tensile steel bars in accordance with IS 432 (Part I) or hot rolled mild steel and medium tensile steel deformed bars in accordance with IS 1139 or cold twisted steel bars in accordance with IS 1786 or as indicated and specified on the drawings.

Wire mesh or fabric shall be in accordance with IS 1566. Substitution of reinforcement will not be permitted except upon the prior written approval of the Engineer. Plain round mild steel bars Grade II as per IS 432 (Pad I) may be used with prior approval of The Engineer in writing and with 10% increase in the reinforcement area but its use shall not be permitted in structures located in earthquake zones subjected to severe damage (as per IS: 1895) and for structures subject to dynamic loading (other than wind loading), such as railway and high way bridges, crane girders, frames supporting rotary or reciprocating machinery etc.

Storage

Steel reinforcement shall not be kept in direct contact with the ground but stacked on top of an arrangement of timber sleepers or the like.

If the reinforcing bars are to be stored for long duration’s they shall be coated with cement wash before stacking and/or be kept under cover or stored as directed by the Engineer.

Fabricated reinforcement shall be carefully stored to prevent damage, distortion, corrosion and deterioration.

Quality

All steel shall be of Grade I quality unless specifically permitted by the Engineer. No re-rolled material will be accepted. If requested by the Engineer the Contractor shall submit the manufacturer’s test certificates for steel. The Employer in accordance with relevant Indian Standards may perform random tests on steel. These tests shall be at the Contractor’s own cost. Steel not conforming to specification shall be rejected.

All reinforcement shall be clean, free from grease, oil, paint, dirt, loose mill scale, loose rust, dust, bituminous material or any other substances that will destroy or reduce the bond. Au bars shall be thoroughly cleaned before being fabricated. Pitted and defective bars shall not be used. All bars shall be rigidly held in position before concreting. No welding of bars to obtain continuity shall be allowed unless approved by the Engineer, If welding is approved, the work shall be carried out in accordance with IS 2751 and to the satisfaction of the Engineer. In all cases of important connections, tests shall be made to prove that the joints are of full strength of bars welded. Special precautions, as specified by the Engineer, shall be taken in the welding of cold worked reinforcing bars and bars other than mild steel. Splices in adjacent bars shall be staggered and the Engineer shall approve the location of all splices, except those specified. Bars shall not be lap.

Laps

Laps and splices for reinforcement shall be as shown on the drawings and the bar ped unless the length required exceeds the maximum available lengths of bars at Site.

Bending

Reinforcing bars supplied bent or in coils shall be straightened before being cut to size. Straightening of bars shall be done in cold and without damaging the bars and is deemed to be a part of reinforcement bending fabrication work.

All bars shall be accurately bent according to the sizes and shapes shown on the detailed working drawings and/or bar bending schedules. They shall. be bent gradually by machine or other approved means. Reinforcing bars shall not be straightened and re bent in a manner that will injure the material: bars containing cracks or splits shall be rejected. They shall be bent cold, except bars of over 25mm diameter, which may be bent hot if specifically, approved by

the Engineer. Bars that depend for their strength on cold working shall not be bent hot. Bars bent hot shall not be heated beyond cherry red colour (nor exceeding 845CC) and after bending shall be allowed to cool slowly without quenching. Bars incorrectly bent shall. be used only if the means used for straightening and re-bending be such as shall not, in the opinion of the Engineer, injure the material. No reinforcement shall be bent when in position in the work without the approval of the Engineer, whether or not it is partially embedded in hardened concrete. Bars having kinks or bends other than those required by the design shall not be used.

Fixing

Reinforcement shall be accurately fixed by any approved means and maintained in the correct position shown in the drawings and per the bar bending schedules by the use of blocks, spacers and chairs in accordance with IS 2502 to prevent displacement during placing and compaction of concrete. Bars intended to be in contact at crossing points shall be securely bound together at all such points with number 16 gauge annealed soft iron wire. The vertical distance required between successive layers of bars in beams or similar members shall be maintained by the provision of mild steel spacer bars at such intervals that the main bars do not sag between adjacent spacer bars. Dowels must be left straight and not bent by 90 degrees to avoid making holes in the formwork.

Unless otherwise indicated on the drawings and/or the bar bending schedules, clear concrete cover for reinforcement (exclusive of plaster or other decorative finishes) shall be as follows:

a) At each end of reinforcing bars not less than 25mm nor less than twice the diameter of the bar.

b) For longitudinal reinforcing bars in columns not less than 40mm nor less than the diameter of the bar. In the case of columns of minimum dimension 20cm or under with reinforcing bars of 12 mm diameter and less a cover of 25mm may be used.

c) For longitudinal reinforcing bars in beams not less than 25mm nor less than the diameter of the bar.

d) For tensile, compressive, shear or other reinforcement in slabs or walls not less than 13mm nor less than the diameter of such reinforcement.

e) For any other reinforcement not less than 13 mm nor less than the diameter of such reinforcement

f) For footings and other principal structural members in which the concrete is deposited directly against the ground the cover to the bottom reinforcement shall be 75mm. If concrete is poured on a layer of lean concrete the bottom cover may be reduced to 50mm.

g) For concrete surfaces exposed to the weather or the ground after removal of forms, such as retaining walls, grade beams, for doing sides and top, etc., not less than 50mm for bars larger than 16mm diameter and not less than 40mm for bars 16mm diameter or smaller.

h) Increased cover thickness shall be provided, as indicated on the drawings and/or bar bending schedules, for surfaces exposed to the action of harmful chemicals (or exposed to earth contaminated by such chemical), acid, atmosphere, sulphurous smoke, etc.

i) for reinforced concrete members, totally or periodically immersed in sea water or subject to sea water spray, the cover of concrete shall be 50mm more than those specified in (a) to (e) above.

j) For liquid retaining structures, the minimum cover to all steel shall be 40mm or the diameter of the main bar, whichever is greater. In the presence of seawater and soils and waters of a corrosive character the cover shall be increased by 10mm.

k) Protection to reinforcement in case of concrete exposed to harmful surroundings may also

be given by providing a dense impermeable concrete with approved protective coatings, as specified on the drawings. In such cases the extra cover mentioned in (h) and (i) above, may be reduced by The Engineer to those, shown on the drawings and/or the bar bending schedules.

l) The correct cover shall be maintained by cement mortar cubes or other approved means. Reinforcement for footings, grade beams and slabs on sub grades shall be supported on precast concrete blocks as approved by the Engineer. The use of pebbles or stones shall not be permitted.

m) The 28 (twenty eight) day crushing strength of cement mortar cubes and/or precast concrete cover blocks shall be at least equal to the specified strength of concrete in which these cubes and/or blocks are embedded.

n) The minimum clear distance between reinforcing bars shall be in ccordance with IS 456 or as shown in the drawings and/or The bar bending schedules.

Inspection

Erected and secured reinforcement shall be inspected and approved by the Engineer prior to the pouring of concrete.

Steel Shapes Encased in ConcreteStructural steel columns, beams, girders and bracings to be encased in concrete shall be unpainted, if so indicated on the drawings. The encasing shall be done in concrete with 10mm maximum size aggregate and a cube strength of not less than 150 Kg/cm2 at 28 days unless otherwise specified in drawings. Steel members shall be wrapped with galvanized wire mesh of the size indicated on the drawings. Galvanized wire mesh shall be kept 20mm from the edge or surface of steel members and shall be held securely in position. Steel members shall have a minimum cover of 50mm unless otherwise indicated on the drawings. Where the clear cover to steel is more than 75mm, mild steel bar and concrete with 20mm coarse aggregate may be used.

Procedure for placing the concrete

Before any concrete is placed, the entire placing programme, consisting of equipment, layout proposed procedures and methods shall be submitted to Engineer for approval if so seemed be Engineer and no concrete shall be placed until Engineer’s approval has been received. Conveyor for conveying concrete shall be such size and design as to ensure a practically continuous flow of concrete during depositing without segregation of materials, considering the size of the job and placement location. Concrete shall be placed in its final position before the cement shall normally be completed in its final position within thirty minutes of leaving the mixer and once compacted it shall not be disturbed.

The top surface of each pour and bedding planes shall be approximately horizontal unless otherwise instructed. Before placing the concrete fillers must be placed in the specified position. Specified spacing between the tiles and the reinforcement adhered to the placement

of tiles can be dependent to the progress of the concreting. The concrete should be carefully placed first over the ribs (between the tiles) and only after completion of this the remaining is filled and leveled. At the time of pouring and compaction care should be taken to avoid the tilting and breaking of the tiles. No load should be applied on a leveled concrete slab before 24 hours or with permission of the Engineer.

Compaction

Concrete shall be compacted using the approved vibrating equipment until the concrete has been consolidated to the maximum practicable density, is free of pockets of coarse aggregate and embedded fixtures. Particular care shall be taken to ensure that concrete is well placed against the forms faced and into corners of forms or cavities. The use of vibrators shall be consistent with the concrete mix and caution exercised not to over vibrate the concrete to the point that segregation results. When placing concrete in layers, which are advancing horizontally as the work progresses, great care shall be exercised to ensure adequate vibration, blending and mixing of the concrete between the succeeding layers. The formation of stone pockets or mortar bondage in corner and against faces of forms shall not be permitted. Should these occur, they shall be dug, reformed and refilled to sufficient depth and shape for thorough bonding, as directed by Engineer.

Placement interval

Except when placing with slip forms each placement of concrete in multiple lift work, shall be allowed to set for at least 24 hours after the final set of concrete and before the start of a subsequent placement.Bleeding of free water, on the top of the concrete being deposited into the forms shall be caused to stop the concrete pour. The condition causing this defect should be corrected before any further concreting is done.

1.5 BRICKWORK AND BLOCKWORK

1.5.1 BrickworkBricks shall conform to the relevant Indian Standards and shall be sound, hard, homogeneous in texture, well burnt without being vitrified, table moulded, deep red, cherry or copper coloured, of regular shape and size and shall have sham and square edges and parallel faces.

Bricks shall be free from pores, chips, flaws or humps of any kind. Bricks containing ungrounded particles and/or which absorb more than 1/6th of their weight in water when soaked for 24 (twenty-four) hours shall be rejected. Over-burnt or under-burnt bricks shall be rejected. Bricks shall give a clear ring sound when struck when struck and shall have a minimum crushing strength of 50 Kg/sq.cm unless otherwise specified on drawings. The classes and quality requirements of bricks shall be as laid down in IS 13102.Wire cut bricks shall be 23x11.5x7.5cm of size and shall have a minimum crushing strength of 105kg/sq cm.

Bricks shall be 23x11.5x7.5 cm, unless otherwise specified. Tolerances up to +/- 3 mm in each direction will be permitted and bricks conforming in size to IS 1077 may be used with the approval of the Engineer

Bricks shall be provided with frogs. Only full size bricks shall be used for masonry work. Brickbats may only be used with the permission of the Engineer to make up required wall lengths or for bonding. Sample bricks shall be submitted to the Engineer for approval and bricks supplied shall strictly conform to the approved samples.

If requested by the Engineer brick samples shall be tested by the Contractor at his own cost in accordance with IS 3495. Bricks rejected by the Engineer for whatever reason shall be removed from the Site within 24 (twenty four) hours.

1.5.2 Mortar for Brickwork

Shall be prepared in accordance with IS 2250. Mixes for cement mortar shall be as specified for the respective items of work. Cement shall be ordinary Portland cement as described Specification 8.2.

Sand shall be natural sand in accordance with IS 383, passing a 4.75mm size IS sieve, and shall be free from clay, shale, loam, alkali, organic and other deleterious matter and shall be of sound, hard, clean and durable particles. Sand shall be approved by the Engineer and, if so directed, shall be thoroughly washed until it is free of any contamination,

Gauge boxes for sand shall be of such dimensions that one complete 50kg bag of cement forms one unit.

For the preparation of cement mortar the ingredients shall first be thoroughly mixed dry. Water shall then be added and the mixing continued until a uniform mix of the required consistency is achieved.

Cement mortar shall preferably be machine mixed, though hand mixing in troughs may be allowed with the approval of the Engineer. Mortar so mixed shall be used within 25 (twenty-five) minutes of mixing. Mortar left unused within the specified period shall be rejected and disposed of by the Contractor to the satisfaction of the Engineer. Re-tempering of mortar shall not be permitted.

The Contractor shall arrange at his own cost for tests on mortar samples, if so directed by the Engineer.

1.5.3 Workmanship for Brickwork

Workmanship shall conform strictly to IS 2212. Bricks shall be thoroughly soaked in clean water for at least one hour immediately before being laid. Cement mortar for brickwork shall be as specified in the respective item of work.

Brickwork 230 mm thick and over shall be laid in English Bond unless otherwise specified. Brickwork 115 mm thick shall be laid in Stretcher Bond.

A layer of mortar shall be spread over the full width of a suitable length of the lower course and bricks pressed into the mortar and shoved into final position so as to embed the brick fully in mortar. Bricks shall be laid with frogs uppermost.Bricks shall be laid so that all joints are well filled with mortar. The thickness of joints shall not be less than 6mm and not more than 10mm. Face joints shall be raked to a minimum depth of 12mm by raking tools during the progress of work when the mortar is still green so as to provide a proper key for pointing, plastering or rendering. When pointing, plastering or rendering is not required joints shall be uniform in thickness, struck flush and finished at the time of laying.

Brickwork shall be plumb, square and true to lines and the dimensions shown on drawings. Vertical joints in alternate courses shall laid directly one over the other and be in line. Horizontal courses shall be leveled. The thickness of brick courses shall be kept uniform. For walls greater than 230 mm thick both faces shall be kept in vertical planes. All interconnected brickwork shall be carried out at one level (so that there is uniform distribution of pressure on the supporting structure)End no portion of the work shall be left more than one course lower than the adjacent work. Where this is not possible the work shall be raked back according to bond (and not saw toothed) at an angle not exceeding 45O but in no case shall the difference in levels between adjoining walls be allowed to exceed 1.25 metres. Faces of brickwork shall be cleaned daily and all mortar droppings cleaned off and removed Top surfaces of each course shall be thoroughly cleaned before other courses are laid. If mortar in lower courses has begun to set joints shall be raked out to a depth of 12mm before laying is continued.Brickwork shall be built tightly against columns, floor slabs or other structural members. Where drawings indicate that structural steel columns are to be fireproofed with brickwork, brickwork shall be built closely against all flanges and webs with all spaces between the steel and brickwork filled solid with mortar. Steel members partly embedded in brickwork and not described as fireproofed with concrete shall be covered with a coat of mortar not less than 12 mm thick unless otherwise directed by the Engineer.

Miscellaneous inserts in brickwork, e.g. sleeves, wall ties, anchors, conduits, structural steel, steel lintels and the like shall be installed by the Contractor and these items shall be deemed to be included in the quoted rates for brickwork. The supply of such inserts by the Contractor will be paid separately in accordance with the relevant items of the Bill of Quantities.

Openings, arches, chases, pockets and the like shall be provided as shown on the drawings to receive windows, louvers, doors frames and the like.

Wall ties and flashings shall be built into brickwork in accordance with the drawings and Specifications. It shall be clearly understood that the rates quoted by the Contractor shall be deemed to include for leaving openings, forming arches, cutting chases, pockets and the like in brickwork for various trades.

1.6 FLOOR FINISHES

Scope

This Specification describes the general requirements for flooring finishes and rendering on

projects.

1.6.1 Glazed and Ceramic Tile WorkThe type, quality, size, thickness and colour of tiles for flooring, skirtings and dados shall be of the best quality as described and approved by the Engineer. The Contractor shall provide the Engineer with samples for approval and only approved tiles, skirtings and dados shall be brought on to the Site.

Before laying tiles sub-surfaces shall be thoroughly cleaned and washed of all loose materials, dirt, laitance and the like and then well wetted without forming water pools on the surface.

Tiles shall be laid on lime concrete mortar bedding 12mm thick in the proportions of one part of cement, two parts lime and six parts sand.Tiles shall be laid on mortar beds one after another, each tile being gently tapped with a wooden mallet until properly bedded and level with adjoining tiles. Joints shall be perfectly straight and uniform in thickness. Tiles shall be laid perfectly level unless otherwise specified or directed by the Engineer. After laying joints of tiles shall be finished with white cement or cement of approved colour described. Floor tiles laid adjoining walls shall project at least 12mm under. plaster or render, skirtings or dados. Half tiles and cut pieces shall be avoided as far as possible

After laying flooring shall be allowed to cure undisturbed for 7 (seven) days. Design traffic shall not be allowed on the floor for at least 14 (fourteen) days after laying tiles. Following curing each and every tile shall be lightly tapped with a small wooden mallet. Should this give a hollow sound such tiles, together with any cracked or broken tiles, shall be removed and replaced with new tiles to proper lines and levels.

For skirting and dado vertical surfaces shall be thoroughly cleaned and wetted and evenly and uniformly covered with a 12mm thick coat of cement mortar (1:2). Backs of tiles for skirting and dados shall be covered with a thin layer of neat cement paste and tiles gently tapped against the wall with a wooden mallet. Work shall be done from the bottom of the surface proceeding upwards. Joints shall be as dose as possible and the work shall be truly vertical and flush. Corners and junctions shall be finished true. At the tops of dado work glazed tile borders, if specified, shall be provided.Floor tiling and dados shall be measured in square metres after making deductions for openings and the like. Skirtings shall be measured in linear metres for specified widths; Quoted rates quoted for flooring, skirtings and dado work shall be inclusive of forming angles, corner pieces and approved borders.1.7 WALL AND CEILING FINISHES

Scope

This Specification describes the general requirements for plaster finishes and rendering on projects.

MaterialsCement shall be ordinary Portland cement conforming to IS 269 for all purposes.

Lime shall conform to IS 712.

Sand shall conform to IS 1542. For white and/or coloured render only quartz or silica sand shall be used.

For textured finishes and final or finishing coats sand used shall be screened through 3.35mm and 22.36mm IS sieves respectively. For torn texture a slightly larger proportion of sand screened through a 4.75mm IS sieve shall be used.

Water used for mixing and curing shall be clean, clear and free from silt, oil, alkalis, acids, salts and the like. Coloured cement shall be either ready mixed material or may be obtained by mixing pigments and cement on Site. Pigments mixed with cement shall conform to IS 2114.

Integral waterproofing compound shall conform to is 2645.Expanded metal backgrounds for plastering and/or rendering shall conform to ls4l2.

Neeru shall be obtained by mixing lime putty and sand in equal proportions with chopped jute at the rate of 4kg per cubic metre and ground to a fine paste in a chemical grinder. Ready mixed neeru shall only be used with the prior approval of the Engineer.

Workmanship

Mortar mix shall be measured in volume using gauge boxes or by weight. Mixing shall be done mechanically and each mortar batch shall be used within 30 (thirty) minutes. Hand mixing shall only be allowed with the prior approval of the Engineer and in accordance with his directions.

Proportions for mortar shall be as specified under the respective items of work. Cement and sand shall be mixed dry in the required proportion to obtain a uniform colour and water added to produce the required consistency of plaster or render. Joints in masonry shall be raked to a depth of 12 mm with a hooked tool made for the purpose when the mortar is still green and in any case within 48 (forty eight) hours of laying. Concrete surfaces shall be hacked or chipped. Excess bulges and uneven surfaces must be removed and chipped properly to line and level and no additional payment shall be made for this work.

Surfaces to be plastered or rendered shall be washed with fresh clean water to remove all dirt, loose material, grease and the like and thoroughly wetted for 6 (six) hours before plasterwork or render is commenced. Concrete surfaces to be plastered or rendered shall, however, be kept perfectly dry.

Walls shall not be too wet but only damp at the time of plastering. Damping shall be uniform to obtain a uniform bond between the plaster and walls.

Curing of plaster or render shall be started as soon as the applied coats have hardened enough so as not to be damaged to the satisfaction of the Engineer. Curing shall be done by the continuous application of water in a fine spray and shall be carried out for at least 7 (seven) days.

Where the specification or the item of work calls for waterproofing the Contractor shall add the recommended percentage of waterproofing compound to the mortar mix.

Plaster or render to ceilings shall be carried out before plaster or render to walls and plaster or render to walls shall commence at the top and proceed downwards.

Internal Plaster or Render

12 mm thick single coat cement sand mortar shall be dashed on to repaired wall and ceiling surfaces and finished smooth by toweling on the surface with neeru (lime cream).

Internal plaster shall also be applied to door and window jambs .Also out side exposed brick wall is pointing with c.m !:4.

Waterproof Finishes

Where specified or directed by the Engineer the Contractor shall incorporate approved waterproofing admixtures obtained from reputed manufacturers into the mortar for plasterwork and render.

Quantities to be used and the method of incorporation shall be strictly in accordance with the manufacturer’s instructions subject to the satisfaction of the Engineer. Admixtures shall not contain calcium chloride unless specifically approved by the Engineer and shall conform to IS 2645.

Water proof cement paint

The surface shall be prepared as specified above and thoroughly wetted with clean water before water proof cement paint is applied. The paint shall be prepared strictly as per the manufacturer’s specifications and in such quantities as can be used up in an hour of its mixing, as otherwise the mixture will set and thicken, affecting flow and finish.

The paint thus prepared shall be applied on clean and wetted surface with brush or spraying machine. The solution shall be kept stirred during the period of application. It shall be applied on the surface which is on the shady side of the building so that the direct heat of the sun on the surface is avoided. The completed surface shall be watered after the day’s work. Number of coats shall be as specified in the item.

Painting, Oil/Enamel/Plastic Emulsion etc.

Ready mixed oil paint, flat oil paint, plastic emulsion paint, ready mixed synthetic enamel paint, aluminium paint etc. shall be brought in original containers and in sealed tins. If for any reason thinner is necessary, the brand and quantity of thinner recommended by the manufacturer or as instructed by the Architect shall be used.

The surface shall be prepared as specified above and a coat of approved primer shall be applied. After 24 hours drying approved or specified quality paint shall be applied evenly and smoothly. A filler putty coating may be give to give a smooth finish. Each coat shall be allowed to dry out thoroughly and then lightly rub down with sand paper and cleaned of dust before the next coat is applied. Number of coats shall be as specified in the item and if the finish of the surface is not uniform, additional coats as required shall be applied to get good and uniform finish at no extra cost. After completion no hair marks from the brush or clogging of paint puddles in the corners of panels, angles of mouldings etc. shall be left on the work. The glass panes, floors etc. shall be cleaned of stains.

When the final coats is applied, if directed, the surface shall be rolled with a roller or if directed, it shall be stippled with a stippling brush.

1.9 CARPENTRY (MILL WORK)Scope

MaterialsTimber shall be good quality and seasoned and free from defects such as cracks, splits, shakes, knots, soft spongy spots and waves of injurious open stakes.Timber shall be kiln dried to IS 1141 and conform to IS 287 in regard to moisture content. The maximum permissible limit shall be +3% for the average moisture content of all samples from a given lot and +5% from individual samples from a given lot. This shall apply when the thickness of timber is more than 50mm. Small size timber tolerances shall be +1-2% and +/-3% respectively.

The Contractor shall provide samples of all timber to be used in the work for the approval of the Engineer. All timber brought on to the Site shall strictly comply with the approved samples.Timber shall be treated with a 10 (ten) year guaranteed and approved anti-termite treatment.

WorkmanshipWorkmanship shall be of the best quality and the Contractor shall check all dimensions on Site prior to putting carpentry work in hand. All carpentry work shall be accurately set out in strict accordance with the drawings and shall be framed together in the best possible manner and with the best possible method of jointing. All sawing of timber shall be done in straight lines and planes of uniform thickness.

Joints shall be strong, neat and shall fit without wedging and/or filling.Timber fixed to masonry or concrete shall be painted with hot bitumen coal tar before being placed in position. No timber shall be painted, tarred, oiled or the Engineer has inspected the like before it. Any effort to hide defects by plugging, painting and the like shall lead to the timber being rejected by the Engineer. All rejected timber shall be immediately removed from the Site.

1.9.1 SPECIFICATIONS — JOINERYScopeThis Specification describes the general requirements of joinery to be used on projects.Materials

Timber used for joinery shall be the best of its respective class, seasoned for a minimum of six months by air-drying, of natural growth and free from defects such as cracks, splits, shakes, dead knots, soft spongy spots and waves of injurious open stakes. When one kind of timber is used it shall be of uniform colour to the satisfaction of the Engineer. Grains shall be reasonably larger than 6 square centimeters and the aggregate of all knots shall not exceed 0.5% area of any one piece.Timber shall be kiln dried to IS 1141 and conform to IS 287 in regard to moisture content. The maximum permissible limit shall be +3% for the average moisture content of all samples from a given lot and +5% from individual samples from a given lot. This shall apply when the thickness of timber is more than 50mm. Small size timber tolerances shall be +1-2% and +/-3% respectively.The Contractor shall provide samples of all timber and other materials to be used in the work for the approval of the Engineer. All timber and other materials brought on to the Site shall strictly comply with the approved samples. Timber shall be seasoned, chemically treated and treated with a 10 (ten) year guaranteed and approved anti-termite treatment to render it free from decay and insect attack.Doors shall be paneled or solid flush doors as described, external flush doors being made with weatherproof plywood. Flush doors shall conform to IS 2202 (Part 1).Windows shall be as specified and, unless otherwise described, shutters shall have one pair of hinges, two tower bolts (one 225mm long and the other 150mm long), one handle and one hook with eye and a peg stay. Ventilators shall have two mild steel holdfasts and hinges, one handle and one hook and eye at each end with one tower bolt in the centre.Cupboards, wooden cabinets and the like shall be provided as shown on the drawings. Doors may be either hinged type or sliding type as approved by the Engineer. Dimensions shown on the drawings shall be strictly followed.Railings and architraves shall conform to the shape shown on the drawings or as approved by the Engineer and fixed by means of screws, counter-sunk or otherwise, or bolts.Glazed windows, louvers, ventilators and doors shall be provided with either clear, float or pinheaded glass 5.5mm thick or as otherwise described, shall be free from all blemishes and conform to IS 1761.Fittings and fixtures and other ironmongery shall be as described in the Bill of Quantities and shall comply with the relevant IS Standards and Codes of Practice.All nails, screws, fixings and the like shall be of hot dip galvanized or brass or non-ferrous material as described.

1.9.2 Workmanship

Workmanship shall be of the best quality and the Contractor shall check all dimensions on Site prior to putting joinery work in hand.All joinery work shall be accurately set out in strict accordance with the drawings and shall be framed together in the best possible manner and with the best possible method of jointing.

No timber shall be painted, tarred, oiled or the Engineer has inspected the like before it. Any effort to hide defects by plugging, painting and the like shall lead to the timber being rejected by the Engineer. All rejected timber shall be immediately removed from the Site.Thicknesses specified for wrought timber are, unless otherwise specified, prior to planning and an allowance of 3mm shall be made for wrought faces.Sawing and planning of timber shall be done in straight lines and planes to produce uniform

thickness. Joinery work shall be wrought on all faces and finished off by hand with sandpaper with slightly rounded arises.

Before joining wood frame members shall be planed. smooth and accurate to the final size. Rebates, rounding, moldings and the like shall be made before the members are jointed. Mortice and tenon and dovetailed joints as required shall be strong, neat and shall fit without wedging. Joints of frames shall be pinned with 10 to 15mm diameter hardwood pins and white lead after the members have been glued and pressed together. Door, window and ventilator frames, transoms and mullions shall be rebated. Top frame members of doors and top and bottom frame members of windows and ventilators shall project about 150mm in brickwork. Vertical members of doorframes shall project about 50mm below finished floor levels.

Door and window frames shall be provided on each side with 3 Nos. 225 x 25 x 6mm mild steel flat split hold-fasts which shall be built into masonry or cast into concrete work in accordance with IS 4021.

Frames shall be finished smooth to receive paint, polish or any other specified finish. Surfaces of timber fixed to masonry or concrete shall be painted with hot bitumen coal tar or any other approved wood preservative or primer before being placed in position.Joinery work which splits, fractures, shrinks or shows flaws or other defects due to unsoundness, inadequate seasoning or bad workmanship shall be immediately removed and replaced with sound material at the Contractors own cost.

Door and window shutters shall conform to the requirements of IS 1003 (Parts I and II) and IS 2202 (Part I). If required, flush door panels shall be tested in accordance with the requirements of IS 4020.

1.10.WINDOWS

Providing & Fixing precast RCC frames with fully glazed wooden shutters. The shutters shall be of size 3” x 1 ¼” and it shall be of perfect Industrial products.

MODE OF MEASUREMENTS

The method of measurement for various items in the tender shall be generally in accordance with the IS : 1200 subject to the following

1. Excavation

a) Plinth beam depth of excavation for plinth beam shall be, measured from ground level upto bottom of beam and width equal to width of beam.

b) Where excavation is made in trenches, measurements for cutting shall be taken by means of tape and staff and the width of concrete or rubble packing as shown on the Drawing shall be considered as width of excavation.

c) Where excavation is made for leveling the site, levels shall be taken before start and after completion of work and total quantity computed from these levels in manner approved by the Architect.

d) Where soil including soft rock and hard rock are mixed, hard rock after excavation shall be stacked separately. Measurement of the entire excavation shall be taken as indicated above. Excavation of hard rock shall be measured from stacks of excavated hard rock and reduced by 50% for bulkage and voids. The quantity so arrived at shall be paid for under hard rock. The difference between the quantity of entire excavation and quantity payable under hard rock shall be paid as soil including soft rock.

2. Earth filling

Filling shall be measured from cross sections of embankments, levels of which are record by means of levels before start of work and after completion of work when it is not possible to measure filling from cross sections, it may be measured from loose stacks or lorry measurements with previous written permission from the Architect and 20% deduction shall be made from the measured quantity to arrive at the net quantity payable.

3. Cement Concrete (Plain & Reinforced)

Cement concrete in P.C.C & R.C.C items shall be measured exclusive of reinforcement and plaster thickness but shall include necessary costs of shuttering, centering, hire charges of all equipment, curing, hacking and fair finish. Reinforcement and plaster shall be measured and paid separately.

Items like R.C.C precast jalli, R.C.C pipes and other such items which are normally manufactured in factories as well as those items which have been specifically mentioned in schedule of quantities shall be measured inclusive of reinforcement.

No deductions will be made for openings up to 0.1 sq.m and no extra labour for forming such opening or voids shall be paid.

Beams shall be measured from face of columns/beams and shall include haunches, if any. The depth of the beams (other than raft foundation beams) shall be measured from the top of the slab to bottom of the beam. In case of inverted beams and semi-inverted beams the depth shall be overall depth of beam

Slabs (other than in raft foundation) shall be measured in bays (clear of beams) with deduction for column portion

Staircase: Measurements shall be in Cu.m. staircase comprising of step. Soffit slabs, landing slab shall be measured and paid under this item side parapet walls, railing, finishing of risers and treads and that the reinforcement and plastering etc shall be paid separately under respective items

4. Reinforcement

Shall be measured in lengths of bars as actually placed in position on standard weight basis; no allowance being made in the weight for rolling margin. Wastage and binding wire shall not be measured. Authorized over laps and spacers shall only be measured

5. Brick work:

Except walls of half-brick thickness or less, all brick work shall be measured in cubic metres.

Walls of half brick thickness or less shall each be measured separately and given in square meters stating the thickness

Deduction:No deductions or additions shall be made on any account for(i) Ends of dissimilar materials (i.e. joints, beams, lintels, lofts, griders, rafter, purlins,

trusses, corbels, steps etc) up to 500 square centimetre in section.

(ii) Openings up to. 1 sq.m in section

(iii) Wall plates, bed plates and bearing of slabs, chajjas and the like where the thickness does not exceed 10cm. And the bearing does not extend over the full width of the wall

6. Wood workAll work shall be measured net as fixed. No extra measurement will, be given for shape, joints, splayed, meeting stiles of doors and windows and shall be measured in unit of square metre. Also cost for R.C.C door frame must be included in the rate.

Area over one face inclusive of exposed frame thickness (excluding width of cover mould) shall be measured in case of doors, windows and ventilators when frames are included in the item.

Reduction in quoted rates will not be made for the material used and specified sizes including permissible tolerances as per IS Code. Likewise no increase will be admissible for using material sizes beyond the size specified in the agreement/drawing.

7. Steel rolling, shutters and grills:Clear width between side jambs and clear height between floor and bottom of lintel/beam shall be measured. Hood shall not be measured separately. The rate should be inclusive of the cost of hood.

8. Flooring, skirting, dadoFlooring shall be measured from skirting to skirting and where the wall surfaces are plastered or provided with dado it shall be measured from plaster to plaster or dado to dado.The skirting and dado shall be measured clear from the floor to the top of the tile, and the length shall be between finished tile faces measured along, the floor.

9 Plastering & PaintingAll plastering and painting work shall be measured in square metres unless otherwise described Net area of surface plastered shall be measured. No deductions will be made for ends of joints, beams posts etc. and openings not exceeding 0.5sq.m each and no addition shall be made for reveals, jambs, soffits, sills etc. of these openings or for finishing the plaster around openings, ends of beams and posts etc.

10. Painting, White Washing, Emulsion and DistemperingAll painting work shall be measured in square metresNet area of the surface painted shall be measured. No deductions will be made for unpainted surfaces of ends of joists, beams, posts etc. and openings not exceeding 0.5 sq.metres and no addition shall be made for reveals, jambs, soffits, sills etc of these openings.
