Most of them send a majorportion of their salaries to theirfamilies and make do with thebalance and the commissionthey get on sales.

Shop owners blocktraffic

Owners of shops on Ranga-nthan Street held up traffic onUsman Road soon after theirestablishments were sealed byCMDA and Corporation offi-cials on Oct. 31 for violation ofbuilding rules.

They complained that theofficials had not given themtime to remove goods from theshops before they were sealed.They dispersed after police in-tervened. Some of the employ-ees of the sealed shops forcedother shopowners on Ranga-nathan Street to down theirshutters.

Nagar Residents’Association) said that no guide-lines were followed during con-struction of commercial com-plexes. “There is a nexus be-tween officials and store own-ers. Otherwise, these buildingscould not have received clear-ance. I have received manythreats from shop owners forfiling RTIs with Chennai Cor-

poration and CMDA regardingbuilding rule violations,” headded. Another resident saidthat the shops dumped their

rubbish near their houses andflat complexes. Others raisedconcerns about fire and safetymeasures.

The Madras High Court onNov. 1 directed 31 officers in-cluding 4 IAS officers to fileaffidavits explaining their in-action when illegal construc-tions were made during theirperiod.

Passing further orders onwrit petitions relating to illegalconstructions filed by Con-sumer Action Group and T.Solomon, the First Bench, com-prising Chief Justice M. Y.Eqbal and Justice T. S. Siva-gnanam, said that the office-rs should also state as to whythe High Court should not rec-ommend to the Governmentdisciplinary action againstthem.

It adjourned the case by fourweeks on the assurance by theAdvocate-General, A. Nava-neethakrishnan, and theChennai Corporation’s coun-

sel that they would continuetheir action in order to ensurefull compliance of the court di-rections. The matter wasposted for further hearing onNov. 30.

The officers included Md.Nasimuddin, M. R. Mohan,Vikram Kapur and DayanandKataria, all IAS officers. Whilethe first three were formerMember-Secretaries ofCMDA, Kataria is the presentMember-Secretary who tookcharge on April 1 last year.

The other officers includedthree former Chief Planners.

The Bench ordered that the31 officers be impleaded asparty respondents in the writpetitions. The Bench directedCMDA to provide a copy of theorder to all the officers whichwould amount to serving no-tice on them.

When the artistic welcome-address casket was put up forauction at the well-attended dinner-reception to Chief MinisterAnnadurai, Meiyappan began the bid with Rs. 5,000. Soonothers chipped in with higher bids and the going rate shot upfast! Six thousand, seven thousand and then the rate zoomedforward fast to fifteen thousand rupees! And then the tidestopped. Eager and keen that he should have a hand in the firstDravidian Party Chief Minister’s Fund, Meiyappan bid Rs.16,000 and it was accepted as the winning bid amidst loudcheers and applause. The successful bidder felt happy that hehad done his humble bit for the welfare of the less blessedfellowmen and women of his home state.

Speaking on the occasion, Annadurai praised Meiyappanand his services to cinema and of his fame and name in thecountry. In his inimitable oratorical style he said, “Recently Itoured northern India by car with some friends. I do not sleepearly at night and go to see movies. We broke journey in a smalltown and went to see a film. As soon as the screening began,people in the cinema hall cheered with loud hand-claps! Whatdid they cheer? It was the logo-emblem of AVM Productions! Ihad thought that people normally clapped only when they sawtheir favourite star’s name on the screen. But here NorthIndians were cheering the name of a South Indian Companyand I felt very happy!” A creditable praiseworthy achievementfor Meiyappan indeed!

Inspired by the popular signature tune of All India Radio(AIR), R. Sudarsanam composed a signature tune for AVMProductions played on the clarinet. Its melodious tune andfacile rendering became popular serving as the clarion call tomoviegoers for wholesome, clean, entertaining family-orientedcinema.

1960s saw the growth of Meiyappan and the AVM moviemoghuldom. Successful and memorable movies in Tamil, Teluguand Hindi rolled out of AVM Studios. The decade also witnessedhis sons Murugan, Kumaran and Saravanan joining the familyenterprise as producers under the guidance of their father. Italso saw Meiyappan encouraging talent and giving breaks tonon-family persons who would soon make marks in SouthIndian cinema. One such was the talented and successfulfilmmaker with an impressive track record, A. C.Thirulokachandar. Indeed Meiyappan ever remained the ac-tive talent-scout and impresario.

A person of much creative talent and many skills of commu-nication and Meiyappan’s right-hand man, ‘Javert’ N.Seetharaman worked on many screenplays for his boss andAVM Studios. One such movie proved a major hit of 1960 andrepeated its success when it was remade in Hindi. That was‘Kalathur Kannamma’ (‘Mein Chup Rahungi’ in Hindi, made in1962). It was also dubbed in Telugu in 1960 as ‘MaavooriAmmayi’.

The ‘back story’ of this film is interesting. The screenplaywritten by Javert Seetharaman had much in common with theMoral Rearmament Army’s Play ‘The Forgotten Factor’. In thefilm, a rich feudal landowner’s city-educated son (GeminiGanesh) meets a poor but educated girl (K. Savithri), thedaughter of the feudal bigwig’s lowly servant (S.V. Subbaiah)and they fall in love, not aware of the identity and backgroundof each other. After knowing the truth, they marry in secret.She becomes pregnant, with her husband away studying inLondon without being aware of his wife’s condition. Soon shegives birth to a son in secret. Her father, who has no idea of theidentity of the child’s father, leaves his grandson at an orphan-age at night. She had promised her feudal father-in-law (T. K.Bhagavathi) that she would not reveal her marriage and wouldalso keep out of her husband’s life. The hero returns and nowmore complications ensue leading to more emotional situa-tions until the tangles are solved leading to a ‘they lived happilythereafter’ fade out ….

The establishments thatwere sealed include ChennaiSilks, Jeyachandran Textiles,Saravana Stores, ArchanaSweets, Rathna Stores, Shan-muga Stores, Harihant Sara-vana Sweets, N. S. Ramana-than Jewellery, Sree KumaranThangamaligai, Sreedevi GoldHouse, Babu Shoe Mart andTextile India.

The action came a day aheadof the directive of the MadrasHigh Court to CMDA, ChennaiCorporation, MetrowaterBoard and Electricity Board tofile affidavits on Nov. 1 report-ing compliance of an earlierorder on taking action against

unauthorized constructions.The sealing was done under

Sections 56 and 56 (2A) of theTamil Nadu Town and Coun-try Planning Act, 1971 afterthe commercial establish-ments failed to respond satis-factorily to notices issued byCMDA and the Corporation.

Many structures had bla-tantly violated setback norms(space around the building),parking rules and fire safetyrules. As against the autho-

rized floor space index (FSI)(ratio of land to built-up area)of 1.5, the buildings had an FSIof 9.

The Corporation officialswere led by D. Karthikeyan(Corporation Commissioner)and accompanied by morethan 350 police personnel.

The crackdown began atdawn and went on for morethan 4 hours.

According to Corporationofficials, about 40 more build-

ings are likely to be sealed.The High Court had ap-

pointed a committee in 2006 tolook into building norm viola-tions in T. Nagar after reportsof infringements by influentialtraders. It recommended thatthe Corporation and CMDAtake action against the viola-tors and identified 64 buildingswith gross violations.

The Director of Ratna Sto-res, located on Usman Road,which was sealed by theCMDA on Oct. 31 for violationof building rules, has movedthe High Court for removal ofthe seal to enable him to re-sume his business.

The First Bench, comprisingChief Justice M. Y. Eqbal andJustice T. S. Sivagnanam, be-fore whom the matter came upon Nov. 3, adjourned hearing toNov. 11.

S. Ravishankar contendedthat the commercial buildingwas bought in 2004 through acourt auction for Rs. 12 crores.

He said that the building wasoriginally constructed by anerstwhile jewellery firm be-tween 1988 and 1995.
