Future Audits

The Executive Secretary reported that the State of North Carolinawill no longer audit the Board of Medical Examiners but that theState will provide a list of approved CPA firms from which the Boardmay choose a private auditor. Mr. Paris also reported that, as ofthis date, he has not received a list of approved CPA firms fromthe State.

June, 1984, Meeting

The President announced that this meeting will begin Friday evening,June 8, 1984, and will conclude Wednesday, June 13, 1984, at noon.

Report on 1984 Federation Meeting

Dr. Pagter reported on this meeting held in San Antonio, Texas. He statedthat the Federation discussed the problems of foreign medical schools,off-shore medical schools, and falsification of credentials, butoffered no solutions to these problems.

Dr. Pagter also reported to the Board that the new FLEX examinationwill become effective in July, 1985, and reported that the Federationexpressed concerns regarding relationships between State Boards andState Medical Societies.

The President informed the Board that Dr. Galusha has accepted theposition of Executive Vice-President of the Federation of StateMedical Boards of the United States, Inc. , succeeding Dr. Jervey.Dr. Pagter stated that the next Federation meeting will be thelast week in April of 1985 and encouraged all Board members to attend.

The Board members discussed changing the wording of regulationsto reflect whatever scoring standards the Board of Medical Examinersrequires applicants taking the new FLEX to meet. The Board also discussedlimiting the number of times an applicant can take the FLEX examination.

October, 1984, Meeting

The Board agreed to begin this meeting on Wednesday evening withdinner followed by a short business session, to hold a short meetingThursday morning devoted to Investigators' Report and Agenda Itemsfor Discussion, and to leave 10:00 a. m. to 5:00 p. m. open.

George McVay Rawlins, M. D. , Leesburg, Georgia

The Board adopted a motion that the proper procedures be institutedto prefer charges against Dr. Rawlins, that he be so notified inwriting, and that he be further notified the Board will hold a hearingon the charges preferred against him.

Bradley James Berquist, M. D. , Hil lsboro, Oregon

The Board reviewed a report indicating that this physician surrenderedhis license to practice medicine in the state of North Carolinaeffective March 22, 1984. The Board adopted a motion that thisreport be accepted as information.

Susanne Stanley Carlan, M. D. , Surfside, South Carolina

The Board reviewed this physician's request for licensure. The Boardadopted a motion that in order for Dr. Wyatt to be licensed topractice medicine in North Carolina he must take and pass in itsentirety the North Carolina examination for licensure (FLEX) andfurnish evidence you are not abusing, and will not abuse, controlledsubstances.

Irving King Bass, M. D. , Rei dsvi I le, North Carolina

The Board reviewed a request that, as Dr. Bass has carcinoma of theprostate and cannot practice medicine, the charges preferred againstthis physician be dropped. The Board adopted a motion thatif Dr. Bass provides a written statement indicating he has retiredfrom the practice of medicine, will not re-register his licensein this state, will not apply for DEA prescribing privileges,and will not practice medicine in any fashion, the Board willtake no further action regarding the charges pending against him.

Thomas Janney Roberts, M. D. , Supply, North Carolina

The Board adopted a motion that the Board of Medical Examiners of theState of North Carolina finds the facts stated in the chargespreferred against this physician to be true, orders that the licensepreviously issued to Dr. Roberts be revoked for a period of twoyears, and further orders that this revocation be suspended on thefollowing conditions of probation: that Dr. Roberts be and remain ofgood moral character, that Dr. Roberts violate no federal or statelaw, that Dr. Roberts practice medicine in accordance with theprevailing standards of physicians in the state of North Carolina,that Dr. Roberts make available patient records for periodicreview as may be directed by the Board, and that Dr. Roberts appear before the Boardannually during this probationary period.

Monroe Gordon Piland, M. D. , Lexington, North Carolina

The Board adopted a motion that the Board of Medical Examiners ofthe State of North Carolina finds the charges preferred againstMonroe Gordon Piland, III, M. D. , to be true and orders that thelicense previously issued to this physician be revoked.

The Board adopted a motion that this physician's application to takeFLEX in the state of North Carolina not be approved.

Abdul Hai Kazemy, M. D. , Atlanta, Georgia

The Board adopted a motion that the credentials veri fyingmedical education presented by Dr. Kazemy be accepted as meetingthe requi rements of the Board of Medi ca 1 Examiners and that thi sphysician be al lowed to take the North Carolina examination forlicensure (FLEX).

Nursing/Medical Acts

The Board of Medical Examiners adopted a motion that it cannotrespond to the general question regarding whether a procedureis a nursing or a medical act and requested more specificinformation concerning this matter.

Meeting with Deans from North Carolina Medical Schools

The Board of Medical Examiners met with Edwin Monroe, M. D. , rep-resenting East Carolina University School of Medicine; Richard Janeway,M. D. , Vice President for Health Affairs and Dean, Bowman Gray Schoolof Medicine; Arthur C. Christakos, M. D. , Dean, UndergraduateMedical Education, Duke University School of Medicine; and StuartBondurant, M. D. , Dean, University of North Carolina School ofMedicine. The Board of Medical Examiners and the Deans ofthese North Carolina Medical Schools discussed mutual concerns.

Decorum at Board Hearings

The Board's attorney presented additional suggestions for decorumduring hearings. The Board members recommended that a session onhearing decorum be included as part of the orientation for newBoard members and that these suggestions be added to the onesalready a part of Board members' notebook packets.

Proposed Legislation

The Board discussed adopting a requirement similar to Florida'sregarding physicians who have not practiced within two yearsof obtaining licensure. The Board referred this matter to itsattorneys.

The Board also discussed including in the legislation requiringone year of postgraduate training prior to taking FLEX, limitingto three the number of times physicians can take this examinationunless they have participated in con!tinuing medical education,such as a residency program, prior to taking FLEX after a thirdattempt.

HICFA

A Board member recommended that the number of physician extenderssupervised by one physician be limited to two. The Board postponedaction on this recommendation and indicated that it should beplaced on the agenda for further discussion and appropriate action.

Federation Ad Hoc Committee Report

The President reported that this committee was impressed with theNorth Carolina Board of Medical Examiners' registration form andadopted it as a model for the other states to use. The Presidentinstructed that the registration form be placed on the June, 1984,Agenda, for further discussion.

Material on the New FLEX

The President recommended that the Board members study the materialon the new examination at their lei sure and return i t when convenient.

Statement on AnorecticsThe President instructed that action on this matter be held in abeyancepending action on the issue by the North Carolina Medical Society.

Emergency Medical Services Report

Dr. Sullivan presented this report to the full Board and furnishedthe members with the following information.

Report on Public Hearing on Advanced Life Support Regulations21 NCAC 32H Changes

Dr. Sullivan reported on the Hearing held on April 25, 1984, atwhich he presided as Hearing Officer. Dr. Sullivan informed theBoard that he received several letters in support of the regulationchanges. Dr. Sullivan stated that there was no opposition to theproposed changes in regulations. The Board adopted a motion thatthese proposed changes in Advanced Life Support Regulations (21 NCAC 32H)be adopted.

Mecklenburg-Stanly Counties Study Project on Need for EMT-CardiacTechnicians

The Board adopted a motion that the request for a continuation of thisstudy project be approved.

Walter Leonard, EMT-P, Forsyth County

The Board adopted a motion that the proper procedures be institutedto prefer charges against Walter Leonard, that he be so notified inwriting, and that he be further notified the Board will hold a hearingon the charges to be preferred against him.
