WASHINGTON/NEW YORK (Reuters) - The U.S. government reported more catastrophic economic fallout from the coronavirus crisis on Friday as the pandemic pierced the very walls of the White House and California gave the green light for its factories to restart after a seven-week lockdown.

A day after the White House confirmed that President Donald Trump’s personal valet had tested positive for the virus, Trump told reporters that Katie Miller, press secre-tary to Vice President Mike Pence, had also been infected. She is married to senior Trump aide and immigration policy hard-liner Stephen Miller and travels frequently with Pence.

The back-to-back diagnoses of individuals close to Trump, Pence and the White House inner circle raised questions about whether the highest levels of government are ade-quately safeguarded from infection.

“We’ve taken every single precaution to protect the presi-dent,” White House spokeswoman Kayleigh McEnany told reporters.

Earlier in the day, the Labor Department reported the U.S. unemployment rate rose to 14.7% last month, up from 3.5% in February, demonstrating the speed with which the

workforce collapsed after stay-at-home orders meant to curb the outbreak were imposed across most of the country.

Worse economic news may be yet to come. White House economic adviser Kevin Hassett said the unemployment rate was likely to climb to around 20% this month. The jobless rate for April already shattered the post-World War Two record of 10.8% set in November 1982.

The economic devastation has heightened the urgency of governors’ efforts to get their states’ economies moving again, even though infection rates and deaths are still rising in parts of the country.

WASHINGTON (Reuters) - While President Donald Trump traveled to the battleground state of Arizona this week, his Democratic opponent for the White House, Joe Biden, campaigned from his basement as he has done throughout the coronavirus pandemic.

The freeze on in-person campaigning during the outbreak has had an upside for Biden, giving the former vice pres-ident more time to court donors and shielding him from on-the-trail gaffes.

But the coronavirus lockdown also has deprived Biden of chances to showcase what allies see as his major asset contrasting with Republican Trump in a time of crisis: his empathetic personality.

“I personally would like to see him out more because he’s in his element when he’s meeting people,” said Tom Sacks-Wilner, a fundraiser for Biden who is on the cam-paign’s finance committee.

With Biden badly overshadowed by Trump and a few national opinion polls showing his lead ahead of the Nov. 3 election slipping, some Democratic operatives are urging the Biden campaign to boost his profile, worried the broadcasts from his basement in Delaware are falling short.

Onetime campaign advisers to former President Barack Obama penned two op-eds this week calling on Biden to raise the tempo of his campaign through more robust digital operations and help from celebrities, former rivals and Democratic governors at the forefront of the pandem-ic response.Several allies also are encouraging Biden’s team to con-sider visits such as to essential workers, if those could be done safely and in line with public health guidance.“The Biden campaign is going to have to think about ways in which they can drive the news every day, and that is a challenge during the crisis,” said Joel Benenson,

Biden, a classic retail politician whose social media following pales in comparison with Trump, himself has expressed frustration with the limitations of communicating with voters remotely.

At the same time, he has routinely bashed Trump’s push to reopen the U.S. economy more quickly despite the concerns of public health experts who fear a second wave of

coronavirus cases if social distancing is relaxed too soon.

Though his team wants to campaign in person as soon as doing so is safe, no im-minent public appearances are planned.

“The health and safety of our supporters, staff and the American people is our top priority, and our decision-making on how to campaign will be guided by pub-lic health experts with that in mind,” said Biden campaign spokesman TJ Ducklo.

‘CANDIDATE OF SANITY’While Trump’s stop in Arizona on Tues-day was not an official campaign trip, it demonstrated the advantages the presiden-cy affords him.

State health officials reported 25 new coronavirus-related deaths Thursday, bringing the Texas death toll to 973.And 968 new COVID-19 cases were re-ported Thursday, according to the Texas Department of State Health Services, which releases its daily coronavirus count by 1 p.m. each day. The new cases brought the state’s cumulative count to 35,390 known cases.The state’s rate of infection Thursday, meaning the percentage of positive tests in a day, was 5.9% Thursday.Abbott often points to low hospital-ization rates, which remained steady through April, and a declining percent-age of positive tests as reason to reopen Texas businesses.But the Texas Democratic Party said the state’s plan to reopen business has come too fast, noting the state’s rising daily cases and models which have predicted that if states reopen too early, deaths will

More than 1 million people around the world have recovered from COVID-19, according to data collected by Johns Hopkins University. Data compiled by Johns Hopkins - which has tracked the pandemic since it began - shows the milestone was hit last week. Around 154,000 people in the United States have recovered from the deadly virus.

More than 3million people have been infected with the virus worldwide,

and around 230,000 people have died - meaning there has now been around four times more recoveries than deaths.Statistics show the US has seen more than 153,000 people recover from the deadly illness, followed by Germany (123,000) and Spain (112,000). However, the true number of infected patients who have recovered could potentially be millions more because the true size of the pandemic remains a mystery. Dozens of countries around the world, including the UK, are clueless as to how many people have really been infected because of a lack of testing. More than a million people diagnosed with COVID-19 have now recovered from the disease. The World Health Or-ganization said last week that one-time infection of the coronavirus has not yet been proven to result in immunity.The U.S. currently has the most con-firmed COVID-19 cases of any nation, with more than 1 million. It was just less than a month ago when the disease crossed the 1 million case threshold worldwide. Globally, there are more than 3.27 mil-lion confirmed cases. Spain, Italy, the United Kingdom, France and Germany have each reported more than 160,000 COVID-19 cases.Deaths caused by the coronavirus total around 235,000 globally. In the U.S., more than 60,000 people have died because of the coronavirus.New York City and surrounding areas have been hard-hit by COVID-19: More than 18,000 people have died in the country’s largest city. The UK does not even keep a daily track of how many patients have recov-ered from COVID-19. For example, the most recent toll given by officials for how many infected Brits have recovered is just 859 out of

171,253 cases. Britain’s lack of data suggests that only around 0.5 per cent of patients recover - but that is wildly inaccurate.Germany, praised for its robust testing regime, has a recovery rate of around 75 per cent, according to the Johns Hopkins website. Spain’s recovery rate is around 52 per cent, while it is closer to 36 per cent in Italy and 30 per cent in France. Using these percentages, it would sug-gest that between 50,000 and 130,000 Brits have really recovered.

Of the 1.07 million people in the US who have been diagnosed with coronavirus, at least 128,141 are con-firmed to have recovered - double the number of Americans who’ve died, which is 62,547 (above)

基金投資。如果從投資風險上來評估的話,股票是其中風險最高的,但是高風險也對應著相對高的回報。其次是風險相對低一點的基金,風險最低的則是債券。另外,大部分投資產生的利息收入(interest income)是算作普通收入(Ordinaryincome),個別投資項目可以享受免稅福利。

1. 債券:

美國主要的債券類型有分別是企業債券(corporatebonds),市政債券(Municipal bonds),和政府債券(Govern-ment bonds)。

最受歡迎的理財方式,它已經有一百多年的發展歷史,是一種非常成熟的大眾理財產品。從馬克•默比烏斯 Mark Mo-bius的《共有基金投資實用指南》可以瞭解到:最基本形態上來看,共有基金是將錢從那些具有共同投資目標的一群人手中彙聚而後用于購買股票、債券、貨幣市場工具、投資工具組合甚至其他基金的一類公司。

按照交易方式可以分為:開放式基金、封閉式基金、股票交易所基金(簡稱ETF)。

ETF具有共同基金的好處,例如投資多樣化(Diversified),同時還有許多勝過共同基金的地方。例如,它可以像其它股票一樣全天交易,可以賣空(Short),可以用保證金(Mar-gin)購買,管理費極低,避免不必要的資產增值稅等等。

3. 股票:美股一般就泛指美國紐約證券交易所的股票市場,主要

的指數有道瓊斯指數,標準普爾指數和納斯達克指數。一般的交易市場有紐約股票交易市場和納斯達克交易所。股票市場可以說是追求財富的人所嚮往以及夢寐以求的地方,充滿神秘而又金碧輝煌的殿堂。每天在這些地方,都是不計其數

的美國股票交易著。從時間上講:分長期,中期,短期,超短期。長期一

般為數月到數年不等。中期一般為數周到數月。短期為幾天到數周。超短期是指從幾秒鐘到數小時。時間的化分,十分重要,入場前,一定要搞清楚。

對于股票市場一般有三種分析類別:基本投資:對公司的經營,財務,人事調

動,產品開發等一系列基本設施進行深入細緻的調查研究。這樣的分析手法比較適合與長期投資者。

技術分析:側重于對股價過去的表現進行分析,來短期預測股價的未來走勢。它適用于中短期的操作。

看盤分析:是通過對股票現時的交易量,價格及參與者進行快速分析,從而預測股價的瞬間動態,來決定入場與出場的時機。

適合于超短期及短期交易的人群,急買急賣十分果斷。

股票和基金一樣,會有股利和資本收益的收入。股利如果是滿足部分條件的話,可以享受15%或0%的稅率,如果是不滿足條件的則按照常規收入納稅。資本收益是在賣出的時候才有稅收,短期來講會按照常規收入進行徵收,長期而言是可以享受15%或0%的稅率的。

4. 如何進行金融投資?其實主流的證券交易平臺可交易美國股票、ETF基金、

共同基金、期權、債券、CD,退休基金(後文會提及)等。直接投資美國國債的同學,美國財政部的網站(http://www.trea-surydirect.gov)可供民眾直接購買國債,只要提供有效住址、社會安全號碼SSN、銀行帳戶及電郵,就可以登記開戶並進行交易。

二、退休基金美國在退休金投資項目上種類還是比較多的,有社會保

險福利(Social Security Benefit)、部分公司和政府機構提供的退休金(Pension Plan)、個人養老金賬戶(401K和IRA)。由于現在社會保險福利和退休金的日益減少和淡化,對于年輕的工作者來說更多的還是依靠401K以及IRA賬戶作為投資理財方式。

1. 個人養老金帳號(401K & IRA)一般進了公司之後,公司 HR 都會給你提供由公司

sponsor的福利計劃,其中的大頭就是所謂401K(企業退休福利計劃)。401K只適用于私營公司的雇員,對于非盈利組織(學校,研究機構等)也會提供類似401K的福利項目403B。如果小公司的福利計劃裏面並沒有401k,那麼一般大家也可以選擇自己開設一個個人養老賬戶,稱為IRA(Individual re-tirement account)個人退休賬戶,一般來說有任何收入的個人都可以開設IRA賬戶。

①. 401K及IRA賬戶一般有4種選擇:A. 傳統型(Pre-Tax):帳號資金預先存入,日後提取時再

進行交稅。傳統型401K傳統型IRAB. Roth型(After-Tax):資金存入前先進行交稅,日後提

Roth型401KRoth型IRA401K投資人在50歲以前每年的投資金額限制為19500

美金,50歲以後為26000美金,IRA投資人在50歲以前的每年投資上限為6000美金,50歲後為7000美金。具體投資上限金額會根據當年的通貨膨脹進行調整。而投資資金一般在投資人退休時才可以自由取出,否則會被要求繳納高額的罰款金(10%)以及相關稅款,特殊情況除外。401K和IRA在稅收優惠上都有相似的福利,投資人投資暫時不需要繳納資本利得稅(Capital Gain Tax)以及股利稅(Divi-dend Tax)也就是說本身需要繳納的稅費可以繼續用于額外的投資呢,只不過最後取出的時候全按照普通收入(or-dinary income)交稅。

②. 401K與IRA還是有不少的區別的:A. 對于401K而言,一般情況下401K只能用于投資基金,

沒辦法直接投資股票等。賬戶裏一般會提供十多種不同的基金選擇。而IRA的投資方向則更為廣泛,投資人可以通過現階段主流的證券投資平臺進行股票、債券等金融投資行為。

B. 401K一個比較常見的福利是,公司會對自己的員工進行401K Match的行為,即員工自主選擇將一定百分比的工資存入401K賬戶,而公司也會對此數目進行Match作為替代退休金的福利。一般來說個人可以選擇自己要存入40K1賬戶的月工資比例(例如6%),公司也會根據所設定的上限進行匹配,如果正好公司的match上限是6%那麼與員工自己選擇的數目相同就很划算啦。如果公司設定上限為5%,則超出部分不予match。

C. 401K對于抵稅並沒有設立收入限制,但是傳統型IRA卻有著明文規定:

家庭收入在124000美金或個人收入75000美金以上的投資者:存入IRA賬戶的資金是不能抵稅的,一般來說會推薦將資金直接投入Roth IRA賬戶。

家庭收入在206000美金或個人收入139000美金以上的投資者:無法直接將資金存入Roth IRA賬戶。(當然還是有辦法來規避這個限制的)

③. Roth 401K和 IRA帳戶與傳統型相比哪個更好一點?推薦:因為一般來說大家在未來的工資肯定會比現在高

,所需支付的稅率也會相應增高,所以Roth型的早付稅模式可以相對多省一點錢。當然,大家也別擔心離職以後自己現有的401K和IRA帳戶的資金問題,這些是可以輕鬆轉入自己新公司的401K賬戶或個人IRA賬戶的。Roth還有一點好處就是可以隨時取出你自己的contribution那一部分,而不是一定要等到59.5歲才行。

三、保險理財1. 醫療保險

在美國生存和保險打交道是不可避免的,例如醫療保險,車險等等。多數小夥伴們肯定都遇到這樣的情況,國內的親朋好友都覺得美國是不是天氣、生活特別好,感覺自己在美國不怎麼生病、或者看醫生。其實只有小夥伴們自己才知道,這當中更多的是看不起病才對。

不說動刀子的大病,就算是很簡單的小病都“輕輕鬆松“能上千美刀。沒有醫療保險不管你辛辛苦苦攢了多少錢,基本上一下子就被挖走了。不過一般公司都會給為員工購買很好的醫保計劃作為員工福利,而就讀學校也會需要學生提供醫保的證明。在美國,各種保險真的不能缺少,否則任何一點小事降臨,對個人和家庭的財務衝擊,都是毀滅性的。

美國主要三大類管控型醫療保險公司:健康維護組織(Health Maintenance Organization,簡

稱 HMO)優選醫療機構 (Preferred Provider Organization,簡稱

PPO)定點服務組織(Point-of-Service,簡稱POS)

2. 人壽保險美國法律規定;人死之後必須交付遺產轉讓稅,資產稅、

增值所得稅、遺產稅、收入所得稅;統稱遺產轉讓稅,此外還要付遺囑法庭費、財產鑒估費、行政費、執行費、律師費等等,幾乎能占全部遺產的15%-60%之多。當然,遺產稅部分每個人都可以擁有五百多萬的免稅額度。然而美國人大都願意保人壽險,因為投保人去世後保險公司賠付的錢是不交所得稅的。投資人壽保險可以在投保人因受傷, 疾病或者年老而去世,保險公司將投保的賠償金交給受益人。

美國的人壽保險分為5大類:A. 定期保險:這類保險只保一定的期限,

如10年、15年、20年和30年。這種保險主要提供死亡賠償金。若保險期滿後被保險人仍然生存,保險公司不承擔給付責任,也即得不到賠款。

B. 終身保險:這類保險有之前提到的延稅功能,屬於保證現金值的保險。投保人每年交付保費,保險內的現金值就會增加。投保人也可提前終止保險並取回一定價值。如若投保人在期限內不幸去世,保險公司會將按照保險價值進行賠付。

C. 萬能人壽保險:這類保險除了和傳統壽險一樣給予生命保障外,還可以讓投保人直接

參與由保險公司為投保人建立的投資帳戶內資金的投資活動。

D. 變額萬能人壽保險:此類保險將萬能壽險的繳費靈活性、死亡保險金的可變性和變額壽險的投資彈性相結合,提供死亡賠償和現金值,但是由保險公司進行管理,保單金額根據投資股票和債券基金的結果而不同。保單所有人承擔了其投資賬戶上資產的全部投資風險。換而言之,最壞的預計現金

價值可能會降至為零。E. 指數型萬能人壽保險:該類保險也屬於萬能壽險的演

變,可以挂鉤三大指數——美國標普500、香港恒生指數、德國30DAX指數,投資收益和這些指數走勢挂鉤,並且現金值是保本的,就算是指數跌了,現金值也可以得到2%左右的收益。

四、房地產買房、尤其是買居住房是美國大多數家庭的投資選擇。

自住房的貸款利率低,房貸利息免稅,升值盈利部分無稅的額度較高,因此有投資少、風險小、預期穩、能積累資產淨值等優點。但其實美國民用房的綜合增長率僅為2.5%-3%,而且部分地區的波動會特別大,且波動周期很長。如果選擇購房的地段處于房產低谷,可能很久都不能等到升值的日子。

另外對于實際賣房的等待周期也是很難預知的,部分城市因為房源充足的關係,可能很久才能等到出手下家。而美國的房產稅以及日後交易時的中介費也是一個不可不談的問題。當然也有不少人選擇投資房產後轉而出租賺取房租費用,收益也是比較客觀的。總體來說,如何正確的衡量購置房地產的投資價值,還是值得多方面思考的問題。

5月6日下午,香港電影金像獎歷史上

首次舉行線上頒獎典禮,主席爾冬升正襟危

坐宣布《少年的妳》獲得了包括“最佳導演

”、“最佳女演員”、“最佳影片”與“最

佳編劇”在內的8項大獎,成為最大贏家。

周冬雨獲得影後時,爾冬升還特意用普

通話說了“恭喜周冬雨”,易烊千璽錯失影

帝獎杯,獲得了本屆金像獎的“最佳新演員

”獎項。拿到影帝的演員叫太保,他憑借講

述兩個老男人愛情故事的《叔· 叔》獲得這

個獎項。

太保(原名張嘉年)今年70歲,曾是

洪家班和成家班的成員,從影50年,拍攝

了近250部電影及100多部電視劇作品。

而在《叔· 叔》中飾演太保角色“同妻

”的區嘉雯,也獲得了“最佳女配角”的獎

項。65歲的區嘉雯是香港知名話劇演員,在

舞臺劇領域曾獲獎無數,本次第壹次出演電

影就獲得大獎,足見演技功底深厚。

因在《麥路人》中表現,獲得“最佳男

配角”的張達明今年55歲,他此前作品中

令觀眾印象最深刻的,莫過於與周星馳合作

的《大內密探零零發》。

“最佳亞洲華語電影”的獎項,則頒發

給了胡波導演的遺作《大象席地而坐》,在

直播中,爾冬升說到胡波已經去世,表達了

對他的敬意,並說希望自己能親自把獎杯送

上門。

《葉問4》作為該系列的完結篇,拿下

最佳剪輯、最佳動作設計、最佳音響效果,

3項大獎。

香港電影金像獎原定於4月19日在香港

舉行,考慮到冠狀病毒疫情的問題,起初計

劃縮小頒獎禮規模,後來決定取消實體舞臺

形式頒獎禮,改為線上直播,這是香港電影

金像獎歷史上的首次。本次頒獎典禮揭曉了

19個獎項的最終歸屬,爾冬升將代金像獎董

事局主持並揭曉最終獎項歸屬。
