the NAB Spring show in Las Vegas

that Digital Audio Broadcasting is

gathering real momentum, both at the

regulatory level (where Harris ex-

pects the FCC to start considering a

DAB standard later thisyear), and the

technological level (iBiquity Digital

ran some strong demonstrations on

the exhibit floor). Harris commit- ted to building DAB transmitters, and Impulse Radio talks about giv- ing broadcasters a new revenue stream from piggybacking wireless

data. The NAB says attendance at

this year's show was about 112,000

- not a record, but a solid showing.

WASHINGTON THIS WEEK

The Bush FCC is shaping up - very slowly.

New Chairman Michael Powell did earn strong

reviews from his first "Chairman's Breakfast"

interview in Las Vegas with Sam Donaldson.

He looks businesslike, market -friendly, but firm

about abiding by the FCC's rules. Some rules

he'll be changing as soon as he can, we predict

(the newspaper- broadcast cross -ownership

ban). And Powell did earn a strong endorsement from the Bush White House, in

the form of a nomination for a second full 5-

year term that should keep him at The Portals

through June 2007.

Seven-year FCC Commissioner Susan

Ness will pack up by June I. Seven years

is a very long tour of duty by today's standards - partly because Senate Commerce Committee

Chairman John McCain doesn't think any

Commissioner should serve more than a single

5-year term. Michael Copps will eventually

take Ness' Democratic seat on the FCC - though Bush still hasn't sent the necessary

nomination papers to McCain's committee for

Copps, or the two Republican appointees. Still

no exit plans announced by the FCC's other

departing Democrat, Gloria Tristani.

FCC Chairman Powell will finally get a

2 -I Republican majority when Ness goes.

We haven't heard Tristani's position on

newspaper -broadcasting cross- ownership. But

it may not matter in the final tally, with

Republicans Powell and Harold Furchtgott-

Roth voting.

Cross -ownership ban on newspaper - broadcast will be on the FCC's May 10th

agenda. Speaking on an NAB panel. Mass

Media Bureau Chief Roy Stewart says in the

26years since the ban was instituted "the world

has changed and there are many more voices"

in the media. Brokers tell M Street that they're

expecting a new cadre of potential radio buyers

to surface very quickly: family -owned media

companies with deep roots in local and regional

newspapers. Of course, we could also see the

larger newspaper chains get interested in radio

- M Street's even heard speculation about

Gannett returning to radio.

The NAB may have taken some hits on

membership - but Las Vegas was a sellout.

Every square foot of the vast exhibit floor is

revenue for the NAB. Las Vegas pays for a lot

of bills at the NAB, even if Viacom/Infinity,

NBC and Fox have pulled their memberships,

and Disney /ABC continues to respectfully

disagree with the TV Board's position on

ownership caps.

There seemed to be fewer non - engineering radio managers in Las Vegas,

but (as one vendor noted) "good Quality." In

the mid -1990s the NAB moved the Crystal

Awards for Community Service out of the Fall

Radio Show to the Spring Las Vegas show, to

encourage attendance by radio in Vegas. It's

hard to tell if that strategy has boosted

attendance.

"Census" - It's every Hispanic GM's favorite word. Arbitron will begin filtering in the new 2000 U.S.

Census data effective with the Fall 2001

book. and that's going to change the

perspective of many operators and

media buyers. The Census showed an

average 13% jump in the number of Hispanics ii the U.S. since 1990, and

some markets are going to be very

surprised. Speaking of Spanish, Arbitron's going to be asking an

important new question of diarykeepers

beginning with the Winter 2002 survey - doing what researchers call "language enumeration" during the

placement interview. M Street was

checking out rumors that Arbitron's decided to go to "language weighting" - making sure the in -tab sample conforms to the population, and

weighting the sample up or down to

fit. That would be a big methodological

change, and Arbitron says it hasn't

made any decisions on weighting.

With hundreds of new Low Power FMs being created, finding the call

letters you want has gotten harder. The first batch of 25 granted CPs is

just the start, and we're sure the Good

News Church of Augusta, GA will start

looking for Good Call Letters. Some

broadcasters have already found that

the U.S. Coast Guard owns call signs

they'd like to have (that happened to

Cox in Houston last year). Now a

desired set of calls may belong to a

Calvary Chapel Church and its new

100 -watt LPFM.

Mel Karmazin always says "they can't put cable into the car ", to

explain why radio is such a great mobile medium. Well, they can't put

cable in yet - but GM -owned OnStar

will be able to deliver audio content

from the Wall Street journal and Dow

Jones (for a fee). And we believe that's

only scratching the surface of the

telematics- delivered information that

drivers will have to choose from in the

next few years. And the Dow features

offered by OnStar will be available hands -free -by voice commands.

Adult standards is in for tough sledding: Crawford bumped it to a

lesser facility in the Denver market,

Clear Channel's WGAY (1260) is gone

from the D.C. market, and New York's

WQEW is still merrily running Radio

Disney instead of Frank Sinatra and Ella

Fitzgerald, with no replacement in

sight. We're not saying the format is

disappearing, but like classical music,

it's often being shuttled onto less -

available facilities. Non -coms have

stepped up to claim classical in some

markets (like Denver), but adult standards may have a more difficult time

finding a new home in some places.

We expect the satellite services (Sirius

and XM) will try to capitalize on the

lack of availability of formats like

classical and adult standards. All the

Sinatra you want - for $9.95 a month.

Klotz Digital buys audio mixer Graham -Patten, as one of the engineering- related deals announced at

NAB 2001. This one brings Klotz Digital the manufacturer of the Emmy-

winning D /ESAM digital edit suite mixer.

Harris acquires European digital transmitter -maker Hirschmann MCN. That positions Harris to service

the European- standard digital radio and

TV market - which Harris estimates

will top $1 billion in sales over the next

10 years. Hirschmann MCN is a

division of Hirschmann Austria.

No Marconis for Infinity stations thisyear. It's just begun hitting some

Infinity managers that Viacom's pullout from the NAB means they're no longer

eligible to compete in the Marconi best -

of competition, where the winners will be announced at the NAB Radio Show

in New Orleans. Only NAB members

can vote for the annual Marconis, and

only NAB member stations can receive

the award. Lastyear's Marconi winners

included several Infinity stations, and

WOMC, Detroit hauled home two Marconis.

Deal flow is at a trickle

Heck, the Weather Service could almost declare a drought. Broker

Doug Ferber tells this joke to would -be

station sellers: "If you find a buyer - tackle him." There are deals getting done in some special situations: Greater

Media is acquiring the 4 stations of New

Jersey Broadcasting in a surprise move

between two privately -held companies.

Ed Atsinger at Salem is methodically

adding stations in small bites (paying

$9M for John Douglas' KBZS at 1220

KHz for a third facility in San Francisco).

Regent is buying Bud Walters' cluster in

Peoria for $20M. Theoretically, Alan

Greenspan's continued interest -rate

cutting should help: analysts consider

radio a rate -sensitive industry, and when

radio companies' stock prices are

trending up, they're more inclined to

think about acquisitions. But stock prices are in the doldrums along with

station prices. Going into 2001,

everybody talked about this being "the

year of the operator ", not the consolidator and how right they were.

The recovery will be gradual No "snapback" in the second

half. M Street has reviewed all the QI

statements and the guidance going forward. The roaring second -half recovery people were expecting just a

couple of months ago will not materialize.

One sign is the very fragile TV

"upfront" selling season that's underway

now. The upfront is important to radio

because dollars that don't get committed there because of high prices

often wind up in radio. Group execs

continue to be very conservative with 2001 expectations and have re -done

budgets again and again. Even Viacom's

Mel Karmazin has been quiet lately, an

unusual sign. Revenues and business

will get better but gradually.

Get ready to explain satellite radio toyour customers

It's coming and soon, even if Sirius is hamstrung by slow deliveries of receivers (and is raising its subscription

price from $9.95 a month to ogismio% $12.95). XM was there for 00101 the May 17 Grand Opening #111114

of Nashville's Country )(AA Music Hall of Fame and

Museum and will produce

at least 5 hours a day of programming from the Hall. And XM

finally succeeded in getting its second

satellite ( "Roll ") into orbit and functioning.

M Street notes a continuing fascination in the consumer press (newspaper, magazines) with satellite radio, as an alternative to local broadcasting choices. So our advice is:

Make sure everybody on your staff is fully

briefed on satellite radio, and can discuss

it knowledgeably when the subject comes

up in sales calls and other interactions.

Satellite radio won't be a commercial threat

for a long, long time if ever. But its

"buzz value" is as high as one of those

satellites.

WASHINGTON THIS WEEK

The FCC postpones dealing with the newspaper -broadcast cross -ownership rule. Less than 24 hours before the May IO monthly

meeting, Chairman Michael Powell yanked the

issue from the agenda. We

believe that at the last minute, Powell couldn't get

the Notice of Proposed p Chairman Powell

Rulemaking. Fletcher, Heald & Hildreth attorney

Harry Martin tells M Street "this is a very

controversial issue, and there are many powerful

forces on both sides of it." Both the NAB and

the newspaper publishers strongly favor repealing the 26-year-old rule. But they face

opposition. The Commission could still launch

the NPRM "on circulation ", before the next

scheduled monthly meeting on June 20. But

Powell's got time on his side: He'll soon have a

Republican majority on the Commission, instead

of the 2 -2 stalemate.

Moving Day on the 8th floor at the FCC.

7-year Commissioner Susan Ness is ready to hit the "down" button on the elevator and make

way for new Democratic Commissioner Michael

Copps. Harold Furchtgott -Roth is packing up,

too. While new Republican Commissioners

Kevin Martin and Kathleen Abernathy are ready

to set up shop. Watch for news about their key

staff appointments, and soon. It can't come

soon enough for Chairman Michael Powell,

who's chafing to get his Republican majority in

place so he can move on issues like the newspaper -broadcast cross -ownership ban.

The forecast is for more enforcement. More FCC fines for peeling paint on towers,

EAS violations, on -air indecency, unauthorized

transfer of control all the things the FCC has

traditionally issued NALs for. But - more of them. A veteran Washington communications

attorney grumbles that "now that there's a

separate Enforcement Bureau, it's going to make

sure and justify its existence, like any

bureaucracy." He's seeing more and more fines

from the Commission and while it's good for

his legal practice, its a real nuisance for station

operators.

Former Chairman Bill Kennard continues to cash in. Showing that yes, even regulation -

minded Democrats can make big money (and

wield influence) in their life after the

Commission. For Kennard, the first move was

joining the board of PDA manufacturer Handspring. Then a major

score joining the D.C. -

based investment super-

group named the Carlyle

Group, which boasts heavyweights like former President George Bush.

Now Kennard agrees to join the board of the New

York Times, which owns radio and TV stations

along with the Boston Globe and the flagship

Times. Kennard's still way behind his

predecessor, Reed Hundt, who's joining the

board of chipmaking giant Intel. We'll be

watching the next moves of departing Commissioner Susan Ness: She, too, could be

on the way to the pot of gold at the end of the

rainbow.

The T -Man (Seattle -based Bob Tepper) joins the I -Man in morning - show syndication - which gets us

wondering: Will syndicated morning shows start to swallow up local shows at an even faster clip? Early syndication

successes like Bob & Tom, John Boy &

Billy, Tom Joyner and Doug Banks have

been joined by Rick & Bubba, Lex &

Terry, Bob & Sheri, and now Charlotte - based Ace & T.J. The latest is that Premiere has signed KOBE -based Bob

Tepper, and the supply of ready -made

morning shows on the shelf grows again.

Ifyou're an aspiring morning talent,you might start thinking twice about your prospects. Case in point: Ousted WWIN -FM, Baltimore morning personality Randy Dennis lost his job to ABC's Tom Joyner, then lost again in

court when he tried to break his 50- mile non -compete with Radio One. Dennis tells the Baltimore Sun "Right now I'm a little gun -shy (about working in radio), especially when they talk about moving. I don't want to become a

statistic to Tom Joyner again."

Pay attention to ABC's station -by- station return to streaming: Because it's worried about both independent - label music fees and international rights. That's why ABC is methodically working on an ad- insertion solution that allows

"gating" to would -be listeners outside the U.S., and also recognition of small-

label, unlicensed tunes. ABC Radio

EVP/New Media Geoff Rich is building on a new insertion and substitution solution with Canada's Media Touch/

Goodbye, Bruce. Yes, Bruce Williams and syndicator Westwood are finally parting ways,

though we expect word about a new

syndication deal for the pioneering advice -giver any second now. Bruce's

early -evening show has been a staple

on talk stations since the 1980s - but it lacked major- market clearances, and

that's what Westwood needed. Meanwhile, Westwood's Joel Hollander does re -sign Bruce's stablemate, Jim

Bohannon, to a new 3-year contract. As for Bruce, we'll say what he himself might say: Good luck, tiger.

Arbitron had a good year last year: Revenue topped $200 million for the first time in 2000. Here's more from Arbitron's recent proxy

30 annual meeting: 1998 revenues were

$174M. 1999 revs were $190M. Year -

2000 revs were $207M. Arbitron mentions the contract impasse with its

largest customer, Clear Channel, but reveals nothing new. Ever wondered

how many people work at Arbitron? The

most recent tally is 656 full- timers in

the U.S., plus another 347 part- timers.

As for executive salaries, CEO Steve

Morris is doing okay. As the head of the newly- independent Arbitron, Morris gets a pay hike from a base salary of $329,992 in 2000 (plus $288,988 in

bonus), to $435,000 in base salary plus

a "target annual bonus percentage" of another 70 %. Potential total: $740,000, plus a nice parachute in case

the company gets sold.

Salem continues to consolidate in the syndication world by acquiring Dame -Gallagher. Mike Gallagher's talkshow adds another "family- friendly" show to Greg Anderson's stable at Salem Radio Network. Actually, it's more than just

Mike Gallagher's daily gabfest. Dame -

Gallagher shows include "Online Tonight with David Lawrence" and

"CopNet: The Police Radio Network." Salem says Mike Gallagher's show clears

on more than 190 stations and has a

listenership of 2,250,000. Salem will keep D -G's New York office. Salem's

own lineup of conservative talkshow hosts includes Michael Medved, Dennis

Prager, Hugh Hewitt and Janet Parshall.
