Kindergarten information sessionOur Early Years unit is preparing for 2019 kindergarten enrolments with registrations due 30 June 2018.It’s an exciting time of year where many families start to think about kindergarten for their child. We offer 15 hours of four year old kindergarten and 2.5 hours of three year old activity groups at eight locations across the shire.

the FutureDeakin University’s Centre for Regional and Rural Futures is analysing 255 survey responses from local businesses on how they could be supported to grow and employ more people. Early indications are that all industries anticipate an increase in employment over the next 20 years. The highest growth rate is expected in accommodation and food services, followed by manufacturing, education and training.Based on preliminary analysis of these results, Deakin ran a second survey for residents asking them about their goals, skills and future priorities for local employment. This second survey has now closed and the findings will be published in the Jobs for the Future Blueprint.

Geothermal water and mineral springs draft feasibility studyRegional Development Victoria is undertaking a geothermal water and mineral springs feasibility study investigating options to upgrade existing or develop new mineral spring and spa experiences within the Daylesford and Macedon Ranges regions.The draft feasibility study identifies a number of potential projects across the region. After meeting with consultants in February to discuss the draft study, Council, along with Hepburn Shire Council and Daylesford Macedon Tourism Inc, will now have the opportunity to provide further comment on a revised study.

Macedon Ranges Localised Planning StatementIn late 2017, the Victorian Government released the draft Macedon Ranges Localised Planning Statement for community consultation.The draft statement identifies the attributes of the area and aims to ensure that state significant landscape and the environmental and cultural values of the shire are protected and enhanced for current and future generations. It also includes long term settlement boundaries based on the approved structure plans currently within the Macedon Ranges Planning Scheme.To receive feedback on the draft, an online survey and a series of drop in sessions were held across the shire. A community consultation report summarising the feedback is expected to be released in April 2018.

This phase of community consultation will close on Monday 12 March. The information collected will assist with the identification of policy and planning initiatives as well as priorities for community engagement, on-ground action and monitoring change.

Arts and Culture StrategyAfter receiving the results from a recent survey, we’re now developing a draft arts and culture strategy.The draft strategy will be available for comment during April, and we would like to hear your further thoughts on the direction the local arts and cultural scene should take over the next 10 years.This important strategy will explore cultural programming, collections, venue management, and support for our arts and culture sector.It will seek to guide Council on how it should support and accelerate local small arts businesses that in 2010/11 contributed an estimated $6.1 billion to the Victorian economy; the equivalent of 68,000 full time workers.

Recent figures show that more Australians are attending live performance events than the combined annual ticket sales for the AFL, NRL and the NBL.

The growth in population of the East Ward—Romsey in particular—during the past two years has been remarkable. With the Lomandra Estate now fully developed and Ascot Rise mostly sold, the combined populations of Lancefield and Romsey exceed the number of residents in Kyneton.

This population growth needs to be supported by local jobs creation and business development. Over recent years Romsey has lost one supermarket, the hotel, a service station and the NAB branch. Lancefield has fared better and the main street remains interesting and vibrant. In my view the decline in business in Romsey is largely due to the leakage of patronage to surrounding towns when parents travel to pick up their children after school or sport.Council must work with local business towards reinvigorating the commercial and retail sector in the East Ward. We have been working with Deakin University on a ‘Jobs for the Future’ study, which will help us identify ways to support business growth and employment creation in the shire over the next 20 years.I am also keen to explore whether Council can play a role in advocating for a secondary school in Romsey. This could bring the after-school shopping back to the town and inject many new players into local sporting clubs, not to mention save students significant travel time.Romsey and Lancefield are wonderful towns protected from the hustle and bustle of the growth along the Calder corridor. Their atmosphere is rural and delightful. I encourage residents to share their views on how we can better support economic development in these towns. One of the ways you can do this is through our upcoming budget process, where you can have a say on how we prioritise resources across the shire. For more information, see mrsc.vic.gov.au/budget

I’m writing this in the last week of January, and we have just experienced some really hot and humid days followed by heavy rains and high winds. Our staff, as always, have been on hand to offer prompt assistance when needed. With extreme weather events forecast to increase, Council now more than ever, needs to consider how we affect our environment in all our planning for the shire.

In the last few months, Council and the Victorian Government have been consulting on the proposed Localised Planning Statement, which is specifically aimed at protecting what is special about the Macedon Ranges. We have concurrently been asking what landscapes you value and asked for your input into our draft Biodiversity Strategy.We have a thriving local economy—particularly our agricultural and tourism industries—that are built on the attributes of our spectacular views, vistas, open spaces, passive and active recreation activities, our soils, climate and agricultural landscapes, and appreciation of our natural resources and environment. These all need to be cherished and protected.We cannot achieve things for the community without your input. I would like to thank you all for the time you take, not only to make submissions when we formally ask for them, but for all the times you give us feedback along the way. I would particularly like to thank all of you who volunteer your time to assist others to enjoy all the wonderful things available to everyone in the beautiful Macedon Ranges.

As autumn begins to take hold, it’s time to reflect on how this year’s budget has delivered for the people.

Walking and cycling infrastructure was identified as the most important priority by the community. Many projects delivered by the current Council budget reflect this. New footpaths have been created in Kyneton, Woodend, Macedon, Riddells Creek and Malmsbury, and a new 10 year shire-wide footpath strategy is well underway to direct funding to the next set of priority footpath locations.Advocacy has increased to invite grant funding to contribute to a shared trail network to link many towns across the Macedon Ranges. Works are now complete for the footbridge in the Malmsbury Botanical Gardens, the result of a major reconstruction program.Road construction programs have been achieved in Hamilton Road, New Gisborne and Kilmore Road, Gisborne. Road rehabilitation works have concluded in Portingales Lane, Romsey. Road safety investments in blackspot areas—Ashbourne Road, Woodend and Cobb & Co Road, Carlsruhe—have been delivered, as has a beautiful boardwalk in Nursery Road next to Macedon Reservoir.The Macedon Kindergarten community welcomed a new car park which will save money on maintenance during the winter months. Sporting clubs and local pools have benefited from the current budget and as I write, the IR Robertson Reserve project has begun.Your contribution to walking and cycling (and the health of your community) is a reality and beginning to offer great mobility benefits to neighbourhoods. We look forward to your thoughts on the next budget year, and the focus you want your investment in the shire to take.

Margot StorkChief Executive Officer

Having taken up my role as Chief Executive Officer of Macedon Ranges Shire Council in November 2017, I have enjoyed a busy and productive three months getting to know the staff, Councillors, communities and challenges of Macedon Ranges. Many community members and groups have taken the time to meet with me and share their views on the strengths and opportunities for our beautiful region. I have been grateful for the open and frank conversations and welcome all feedback.Christmas was a busy period with weather-related incidents, high temperatures and key projects such as the Localised Planning Statement process keeping us occupied. As we move into the new year, there are a number of priorities that we are working on including the Hanging Rock Master Plan. With an election looming, the Mayor and I will be alert to opportunities to seek Victorian Government support for key projects.I look forward to the next few months as I meet more community members and groups, and support the Councillors in achieving desired outcomes for their communities.

Kyneton Showgrounds refurbishment worksThe $450,000 project to refurbish the Kyneton Showgrounds’ change rooms and toilets is currently underway. The project, jointly-funded by Council and the Australian Government, will update and improve the existing upper oval football and umpire change rooms, and complete renewal works to the existing public toilet facilities. Works are scheduled to be completed prior to the beginning of the football season.

South Gisborne open spaceGisborne Fields is the temporary name given to the open space on the corner of Tovey Drive, Coop Drive and Rothschild Road, Gisborne. With information received through community consultation, Council has finalised a draft landscape plan which sets out options for playground equipment, paths and landscaping to encourage active recreation for local residents of all ages.

Bluestone Rise playgroundA new playground has been installed on the corner of Patterson Drive and Quinn Crescent, Kyneton. The playground equipment includes a swing set, small rockers, two slides, and various climbing and balance sections.

Major projectsNew Gisborne sports fields studyAt the Council meeting on 20 December 2017, the New Gisborne Regional Sports Field Feasibility Study was adopted, with the decision to formally pursue funding for the proposed site at the corner of Barringo and Hamilton roads, New Gisborne.The study was developed in partnership with local clubs, state sporting associations and residents. We’d like to thank all who responded to the survey and provided submissions which helped inform the study.

Council is seeking state and federal government funding for the first stage of the project, which is estimated to cost around $6.5 million. Council’s 10 year capital works guide allows for $2.8 million of Council funds from 2019-2022 for the project.

Romsey and Riddells Creek kindergartensCouncil has secured $567,000 from the Victorian Government to contribute to the refurbishment of Romsey and Riddells Creek kindergartens.

The Romsey Kindergarten and Maternal and Child Health Centre project will improve the quality of the learning environment and will reorientate the facility’s entrance from Main Street to Station Street, creating improved connection with Romsey Primary School.

The Riddells Creek Kindergarten upgrade will refurbish the facility and increase licensed capacity.

The works to both facilities—funded by Council and the Victorian Government—will begin during the July school holidays.

Funding announcementsSuccessful funding of $100,000 per project under the Victorian Government’s Community Sports Infrastructure Fund was recently announced for the following projects:

• Lighting upgrade at Barkly Square, Kyneton• Redevelopment of training nets, fencing and

• Gisborne Library: renewal and upgrade of roof, and internal fit-out to provide a user-friendly space and help attract more visitors. This project is jointly-funded by Council, Goldfields Library Corporation and the Victorian Government. To be completed by May.

• Riddells Creek Recreation Reserve: replacement of existing hot water services at Riddells Creek Recreation Reserve to improve serviceability and decrease energy and water consumption for environmental improvements. To be completed by end of March.

• Bullengarook Pavilion: renewal works to the kitchen to allow for safe and efficient use by community groups and users. To be completed by end of March.

• Gisborne Scout Hall: internal works are being undertaken to allow for better facilities for user groups. To be completed by May.

Steps towards sustainabilityCouncil has released its first Annual Environment Report which outlines its environmental performance for 2016/2017.Key findings include:

• adoption of the Climate Change Action Plan in June 2017• a reduction of 125 tonnes CO2-e from Council operations • a successful trial of public place recycling at sports grounds• assessment of roadsides for their conservation value to

inform a roadside management plan• distribution of $21,575 in administrative support grants to

27 Landcare and Friends groups across the shire• treatment of over 110,000m2 of noxious woody weeds

along Council managed roads• increases in the amount of general waste, green waste,

and recyclables collected on a per household basis.

We will continue to build on these findings and proactively respond to areas of concern.
