Europa ca proiect politic provoacă fără îndoială istoria, tradiţiile politice dar şi

suveranitatea statelor-naţiune, suscitând dezbateri referitoare la formarea unei noi

entităţi. Statele membre angajate în acest proiect depun eforturi variate în a-şi

dovedi „voinţa de a trăi împreună”. In procesul globalizarii statele – natiune au

renuntat la unele drepturi si libertati dar si-au extins altele . Valorile europene

sunt sistematizate prin codificãri ale UE formând un sistem care cuprinde:

normele interne fiecãrui stat în parte, privind drepturile omului,

gândite ca expresie a principiului subsidiaritãtii;

participarea tãrilor membre UE la sistemul international de protectie

a drepturilor omului;

instrumentele specifice elaborate în cadrul UE. Centrul de greutate extra-national

al acestui sistem rezultã din apartenenta tuturor tãrilor membre ale UE la Consiliul

Europei. Pot concluziona că atât identitatea națională , cât și identitatea

europeană , nu numai că se află în strânsă legătură , dar sunt în continuă schimbare

din moment ce societatea se dezvoltă iar cererile populare sunt din ce în ce mai

numeroase și mai complexe. Factori precum creșterea economică, rata șomajului ,

dezvoltarea regională , rolul bisericii în stat și multiculturalismul , devin

conceptele operaționale de înțelegere și studiere a acestei noțiuni. Nevoia de

cunoaștere și dezvoltare au adus societățile moderne în pragul renunțării la tradții în scopul realizării binelui comun , regăsit astăzi în Uniunea Europeană.
