PROJECT OVERVIEW

As part of its support to the Rural Electrification Development Agency (ADER) and in order to support the successful completion of detailed pre-project studies, UNIDO is supporting the installation of hydrometric stations and the drafting of associated hydrological reports for four potential hydropower sites:

The company 3ERAE was selected through a tender for the installation of the stations as well as for the hydrological reports. Since mid-November 2017, all the stations have been installed close to the 04 sites identified jointly with ADER. The sites correspond to the priorities of the Calls for Projects 01 and 02 launched respectively in April and December 2015 by ADER. The equipment installed consists of a recording box powered by a solar panel, a rain gauge, limnimetric scales and rain meters spread over the watersheds belonging to the sites. The recorded data are transferred by satellite and stored. In addition, seven flow measurements are planned over the study year for each sites. These data will be used to update water flows data for the technical feasibility studies.

It is important to underline the close collaboration with the GIZ, which provided the hydrological equipment installed, as well as with ADER and the General Direction of Meteorology (DGM), which actively participated in each of the installations to ensure that they comply with the guidelines of the World Meteorological Organization. A delegation of the Government of Madagascar participated for the first time at the Vienna Energy Forum (VEF) held in Vienna, Austria from 9 to 12 May 2017. As a high-level international exchange platform co-organized by UNIDO on the thematic of "Sustainable Energy for the Implementation of the Sustainable Development Goals (SDGs) and the Paris Agreement", the opportunity offered to Madagascar was taken with interest. The VEF is held every two years in Vienna, Austria. Jointly organized by UNIDO, it is the only high-level exchange forum organized by the United Nations on the thematic of Energy. It brings together actors from the political sphere, research, civil society and the private sector from all over the world involved in the energy sector.

With more than 1,600 participants and over 100 countries represented, the VEF 2017 discussions highlighted the leverage effects of integrated approaches to Sustainable Development at the international level by highlighting the synergies between Energy, Water, Health and Climate as well as the crucial role of innovation as a global power for economic growth and development. A four-person delegation representing the National

Coordination Office on Climate Change (BN-CCC) - the Ministry of Water, Energy and Hydrocarbons (MEEH) - the Rural Electrification Development Agency (ADER) - and the Electricity Regulation Office (ORE) participated in the event. This participation at the invitation of UNIDO enabled the delegation to visit several Austrian hydropower sites, to participate in side events on technical and regulatory issues and to exchange best practices at the international level.

The Energy project implemented by UNIDO is funded by the Global Environment Facility (GEF) through international funds available in the framework of the fight against climate change. Thus the project works closely with the MEEF mainly through the BN-CCC (National Coordination Office on Climate Change). During the year 2017 several activities have been carried out in partnership with the BN-CCC, such as:

• NAMA - Writing of a NAMA (Nationally Appropriate Mitigation Actions) document on "Hydropower Promotion and Watershed Protection" with the setting up of a working group under the leadership and coordination of the BN-CCC in close collaboration with the MEEH. The document is finalized and will be presented in April 2018 for financing and hopes to raise about 20,000,000 EUR.

• MRV - Implementation of a MRV (Measurement, Reporting and Verification) tool for renewable energy / electricity sector. The implementation of a MRV tool is the first step towards a national carbon registry for the energy sector. Its objective is to standardize the reporting of information relating to renewable energy production and to associate calculations of GHG emission reductions to be used on the international scene. It will also serve as a monitoring tool for the objectives set by Madagascar in the National Determined Contributions (NDCs) (Madagascar's commitment following COP21 and the Paris Agreement). The tool will be operational in 2018.

13 April 2017In the framework of the preparation of the Atlas of potential hydropower schemes in the Vatovavy Fitovinany Region supported by UNIDO, a meeting with all the mayors of the Region was organized, jointly with ADER and facilitated by the Ministry of Water, in order to collect information for each commune. This will notably be used by ADER to update the Regional Indicative Master Plan for the V7V region.

20 April 2017Signing of the internship agreements for the two trainees at ESPA for a period of 6 months. A student from IST-Tana also joined the project team in June 2017. An in principle agreement with IST and ESPA is under preparation to establish the basis for further collabo-ration in the project regarding the support of interns and the organization of conferences related to hydropower by UNIDO experts.

28 April 2017The second meeting of the Steering Committee of the UNIDO project was held at the MEEH in Antananarivo. It was chaired by the Director General of the Ministry in charge of Energy, the vice-chairmanship was held by a representative of the MEEF, and the secretariat was provided by UNIDO. It was an opportunity to present and validate the 2017 budget and action plan.

12 June 2017Participation and panelist at the week of renewable energies and rural electrification organized by the MEEH and ADER. This opening day was in particular the occasion to recall the close link between Energy and Environ-ment through the topic of renewable energies as well as the link between hydropower and the protection of watersheds.

09, 10 November 2017Participation in the seminar organized by the French Embassy on the topic "Solutions of the French expertise to the energy problems of Madagascar". A speech by the Representative of UNIDO Madagascar recalled the commitment of our organization for the development of renewable energies and energy efficiency.

28 November 2017Participation in the Public/Private Exchange Platform meeting for the Electrification sub-sector launched by the MEEH and ADER. These biannual meetings initiated by ADER and supported by UNIDO/GIZ/EU are an opportunity for operators to share their experiences and establish a privileged space for dialogue between the Public and Private sectors on the theme of rural electrification.

08 Décembre 2017Inauguration of the "Major project for rural electrification from renewable energy in the SAVA region" with HEM the President of the Republic of Madagascar and HEM the Minister of Energy. UNIDO is closely following the finalization of the detailed studies and is planning to co-finance the two hydropower schemes planned to be jointly implemented with the support of German Cooperation.

We are pleased to announce the arrival of the new UNIDO Representative of UNIDO for Madagascar, Ms. Volatiana RAKOTONDRAZAFY. She took up her duties in October 2017. After having worked 9 years in the food industry and 10 years for the PIC project financed by the World Bank, Mrs RAKOTONDRAZAFY joins the UNIDO team. Tonga soa !

Finalization of Feasibility Studies under CP 01. February 2018 The DPPs for the sites identified in the framework of the Call for Project Number 01 launched by

ADER for the regions SAVA, Sofia, Bongolava, Ihorombe should be available soon. They will then be evaluated with a view to awarding the necessary authorizations/concessions to the operators previously preselected. It is within this framework that UNIDO is financially and technically supporting the finalization of the DPP for the Mandalobe project in BONGOLAVA region with the company CASIELEC.

Finalization of the Atlas of Potential Hydroelectric Developments for the region Vatovavy Fitovinany (V7V). May 2018. The Atlas is intended to identify at the preliminary

stage about sixty potential hydroelectric sites, of which more than 25 sites have been visited by the Hydroconseil /ARAFA consortium during the year 2016. It is based on the work of the ESMAP carried out in 2015 by the World Bank. The atlas is currently at the stage of verification, finalization and editing. Despite some delays, it will be submitted before summer 2018 and will be used to prepare the ADER Call for Projects number 03.

Technical note - Local manufacture of Turbine Banki Michell. March 2018 The first mission of an international expert took place from 4 to 8 December 2017. More than 15 actors

(mechanical manufacturers, academics, researchers, industrialists, NGOs and institutions) were met in the Capital, Antananarivo. A strategic note will be available at the end of March 2018 indicating the steps to be taken to launch the activity relating to the Malagasy manufacture of Banki type hydraulic turbine between 50 and 300 kW planned for 2019/2020.
