IntroductionCampWashingtonisoneofCincinnati’smostimportantinnerurbanindustrialandresidentialareas,threemilesnorthofthecentralbusinessdistrict,borderedbytheMillCreekValleytothewest,I-75/CentralParkwaytotheeast,WesternHillsViaducttothesouth,andtheconvergenceofI-75/I-74/MillCreektothenorth.
AsCincinnatigrewintoabustlingcity,CampWashington,favoredbytopography,becameanessentialpartoftheregion’sindustrialandtransitinfrastructure,apositionitstillholds.
Duringthemid-eighteenthcentury,theMillCreekValleycorridorwasapopularroutetotransportlivestockandgoodstoandfromthebasin,hometorivertransport.Inthe1850sand1860s,Hamilton&DaytonRailroadandCincinnati&MariettaRailroadwerebuilt.In1859,ahorsecarlinebetweenBrightonanddowntownbeganoperation,andin1861SpringGroveAvenueopened.
Bythelatenineteenthcentury,CampWashingtonwasthecenterofCincinnati’slivestockandmeatpackingindustry.SupportingindustriesalsolocatedinCamp.Thus,bythe20thCenturytheentireMillCreekValley,anchoredatthesouthbyCampWashington,wasamainhubofindustry.
Drivenbythisindustrialgrowth,CampWashington’spopulationswelledtomorethan10,000residentsby1910.Thispeakedatslightlylessthan12,000residentsin1930,shortlybeforetheGreatDepressionwidelyreducedindustrialemployment.
Asheavymanufacturingbegantodecline,CampWashingtonsawthesameurbanpopulationoutmigrationexperiencedinotherCincinnatineighborhoodsandnationwide.TheconstructionofI-75duringthelate1950’sandearly1960’salsoaffectedCampWashingtonnegatively.Whilethehighwaycreatedindustrialaccesstolocalandregionalmarkets,itisolatedtheresidentialsectorsanddivertedbusinessesandcustomersfromtheneighborhood’spreviouslylivelybusinessdistrict.

By1970populationdroppedunder4,000andfewerthan3,000by1980.Today,mostofCamp’sresidentsareclusteredalongI-75,onbothsidesofHoppleStreetandpopulationis1343perthe2010census.
Atpresent,thereisaremnantofthemeatpackingindustryandaconcentrationofindustrialcompanies,whichstillrelyonrailandover-the-roadshippingtosupportmanufacturingandmovefreight.SituatedbetweentheregionallyimportantQueensgaterailyardsandtheprimaryrailfreightshuntingstation,CampWashingtoncontinuestooccupyacentrallocation,bothfinanciallyandphysically,withinCincinnati,andremainsamajorsourceofindustrialemploymentrevenuefortheCityofCincinnati.
Severalkeybusinesses,suchasQueenCitySausage,MeyerTool,SpringDot,KaoUSA,ReliableCastingsandOsborneCoinage,callCampWashingtonhome.TheCampWashingtonBusinessAssociationhas87membersoutofthe150businessesinCamp.Recognizingthecommunity’sindustrialassets,HamiltonCounty,REDI,theGreaterCincinnatiandHamiltonCountyPortAuthorityandTheCity’sDepartmentofCommunityandEconomicDevelopmentactivelymarketavailablemanufacturingsitesandthereisevidencethattheseinitiativeswillgarnermoreindustrialemployerssoon.Thiswillalsobuildincometaxrevenueforthecityand,withkeystrategicinterventions,couldboostpopulationasworkerschoosetoliveclosetoplacesofemployment.
Meanwhile,CampWashingtonhasalsobecomeathrivingcreativecommunity,hometoartists,galleriesandworkshops,suchasBrushFactory,Hive513andWavePool.Drawnbyaffordablerentsandspaces,whichsupportmakerinitiatives,Campisquietlybecominganartisticpowerhouse.
CampWashingtonmayalsobethesigncapitaloftheUnitedStates,hometotheAmericanSignMuseum,andtheFoundationfortheAdvancementoftheSignIndustry.
CampisoneofCincinnati’sfewneighborhoodswithanactiveurbanagricultureprogram.Thoughstillformative,Camp’surbanfarmisasourceforfreshproducetocommunitymembers,foodpantries,andselectrestaurants.Thefarmhasthepotentialtobecomeanevengreaterpointofcommunitydistinction.
CampWashingtonChiliandUSChiliarealsodestinationdemanddriversandlongtimelocalfavorites.
CampWashingtonhasremained,inmanyways,morestablethanmanyotherlocalinnerurbancommunities.MuchofthecurrentsuccessinCampWashingtoncanbeattributedtotheworkoftheCampWashingtonCommunityBoard,whichhasbeenpurchasingandrehabilitatinghousesthroughouttheneighborhoodsince1975.FundingforthisprogramhasmostlycomefromaBingooperationthattheorganizationruns,thoughtherecentdevelopmentoflocalcasinoshasdiminishedearningsfromthisingeniousstrategy.

TheChallengeForsome200yearsCampWashington,asacommunitywithdepthofindustrialassets,hasbeenanetrevenuecontributortoCincinnati.Manyoftheelementsthatensuredthrivingduringaperiodofurbangrowth,andsurvivingduringaneraofurbandisinvestment,remaininplace.
Thoughdiminished,theSpringGroveCorridorandsurroundingstreetsarestillessentialtoCincinnati’sindustrialbase,especiallygiventheproximaterailinfrastructure.
Industrymeans,asitalwayshas,jobs.
Thecommunityhasarangeofsolidworkforcehousingandawealthofbuildingsandlandsusceptibletoresidentialconversionandinfill.
Thereisaflourishingandgrowingartisticcommunity.Asiswidelydocumented,artiststendtobetheshocktroopsofrevitalization,identifyingundervaluedareasandservingasfirstwavevalidators.
Perhapsmostimportant,thisisacommunitywhichisstronglyself-reliant.Fordecades,committedcommunityleadershiphaspursueddistinctivestrategies(bingoearnings!)tohelpprotectCampWashington.ThereisastrongbusinesscouncilintheCampWashingtonBusinessAssociation,whichhasattracted58%ofthe150businesseslocatedintheneighborhood.Thereisalevelofcommunityengagementnotalwaysusual.Evenwhentimeshavebeentoughandresourcesscarce,CampWashingtonhashadanunwaveringcommitmenttoself-preservation.
Thatprotectiveandself-reliantattitudehasprotectedthiscommunityfrommanyofthedepredationsofurbandisinvestment.Buttimesandtrendshavechanged.Urbanlocalesarenowinhighdemand,especiallythosewhichunderstandanddeliveronthepreferencesofthetwokeydemographicgroupsdrivingchange:babyboomersandmillennials.Inaggregate,thesetwokeydemographicsrepresentsome70%oftheUSpopulationwithpreferencesincreasinglydefined.
WhichpartofthispopulationrepresentsthefutureforCampWashington,andhowdoweensuretheyknowwhatwehaveandthatwehavewhattheywant?

PreviousPlansThegoalofthe2009CampWashingtonIndustrialAreaPlanistoidentifyunusedlandintodevelopableproductiveuses,improvethequalityoflifeofresidents,andconnectexistingandnewbusinessestocityservices.ContinuedgrowthwastocomethroughestablishingandpursuingdevelopmentprioritiesthroughouttheSpringGroveAvenueIndustrialCorridorandotherareasoftheneighborhood.
ThetwokeyareasareinthenorthernportionofCampWashingtonwhichtheplansawappropriatetoattractfreestandingindustrial,flexandR&Dusers.Inareas,theplanproposestodemolishorrenovateobsoleteindustrialbuildings,consolidatesmall,fragmentedparcelsintolargerusableparcels,andexploresharedparkingfacilities.
The2009Planalsotookinspirationfromthe2005CampWashingtonRedevelopmentandMarketFeasibilityFinalReport.Thisfocusedonresidentialrehabilitation,adaptivereuse,businessdistrictredevelopment,andindustrialandmanufacturingretentionandredevelopment.
The2009Plancreatedactionstepsforcitystaffanddevelopmentandbusinesspartners.Itidentifiedgoalsinfivecategories:jobcreationandretention,sustainabledevelopmentpractices,transportationandinfrastructure,cleanandsafe,andbufferingofresidentialuses.
Inthisreportweseektousethegroundworkofgoalsandrelationshipsdevelopedinthe2009plantofurtherdevelopandgrowCampWashington’scharacter.
PublicInputandEngagementOverseveralmonthstheUrbanFastForwardteamengagedtheCampWashingtonCommunity,businessleadersandindividualstakeholdersbeginningwithakick-offmeetingwithCampWashingtonCommunityBoardStaffinJuly.
OnAugust8th,UrbanFastForwardengagedtheCampWashingtonCommunityCouncil.Overtwentypeopleattendedtheinputsession,whichfocusedonidentifyingcommunityassets,challengesandopportunities.Attendeeswereencouragedtofilloutabrieffourquestionsurveyandparticipatedinastructuredconversationontheassetsandchallengesfacingtheneighborhood.
OnAugust10th,theteammetwithmembersoftheCampWashingtonBusinessCommunitytoconductafocussessionsimilartotheCommunityCouncil.InadditiontoidentifyingtheAssets,ChallengesandOpportunities,participantsusedmapsofthecommunitytoidentifytargetareasorimprovement. Figure1:Top3CommunityAssets

CampWashingtonCommunityBoardleadershipdisseminatedasurveytocommunityandbusinessleaderswhocouldnotmakethesessions.Thenthestudyteamreceivedthisinputoverthecourseofthefollowingweeks.
TheteampresentedpreliminaryfindingstotheCampWashingtonBusinessAssociationonNovember16th.Feedbackfromtheaudiencewasintegratedintothereport.
Additionally,theteamdiscussedandreceivedinputfromcityagencies,departments,businessownersandothercommunitygroups.TheseincludetheCityofCincinnatiDepartmentofTransportationandEngineering,CityPlanningDepartment,CincyRedBike,QueenCityBike,METRO,WavePoolandtheAmericanSignMuseum.
Figures1to4aregraphicalrepresentationsofthetotalinputreceivedfromtheAugust8andAugust10communityengagementsessions,includingsurveysdistributedviaemailandonpaper.Thegraphicillustrationisnotindicativeofpercentages.Fromtotalcommunityinputthroughpublicengagement,themostvaluedassettothecommunityislocationandaccessibility.TheneighborhoodhasexcellentaccesstoI-75andI-74andisadjacenttodowntownanduptownCincinnati,thelargesttwoemploymentcentersintheregion.Anestimated100,000jobsarelocatedwithinafive-minutedrivefromCampWashington.
Thesecondhighestperceivedassetsistheneighborhood’shistoriccharacterandcharm.Emergingcreativeassetsrankedaclosethird.
AsindicatedinFigure2,communitychallengesrangefromsubstanceabuseandprostitutiontostreetlitter,highvacancyratesandalackofamenities.However,theoverwhelmingmajorityofconcernsrelatedtodrugsandprostitutionwithoverhalfofrespondentsindicatingitasaproblem.Aquarterofrespondentsindicatedvacantandblightedbuildingsasaconcern.
Morethanhalfofthecommunitylikedrehabilitatinghistoricindustrialbuildingsintolofts,Whileathirdindicatedtheypreferredrenovationofexistingsingle-familydwellings.

HoppleStreet,whichismarkedbyExit3atI-75,isofprimaryimportancetotheindustrialactivitiesofCampbutalsoservestobisecttheresidentialportionsofthecommunityandimposestricturesonwalkabilityandurbanconnectivity.
Awide,fastmovingandheavilytraffickedroad,itispopulatedatthecommunitygatewaywithstronglyautoorientedandconveniencebusinesses.TrafficfeedsinfromindustrialusersalongColerain,SpringGroveandsupportingstreetscreatingbothoccasionalandregularbottlenecks.
Colerainistheneighborhood’smaincommercialcorridor,originatingintheWestEndandrunningnorthtoNorthside,Mt.Airy,andbeyond.TheconstructionofInterstate–75inthe1960ssplitthisimportantcorridorintwo,effectivelydestroyingtheneighborhood’sbusinessdistrict.
SpringGroveAvenue,historicallyconnectingtheindustrialLowerWestEnd(Queensgate)toCamp,NorthsideandSt.Bernard,continuestoserveastheindustrialspineofthearea.
Ofequalorgreaterimportancetothisstreetaretheraillinesandfacilitiesabuttingit.Some70milesoftrackservicetheareawithinandbetweentheQueensgateYard,oneofthelargestinbound/outboundfreightfacilitiesintheUS,andtheCampWashingtonHumpYard,arailclassificationcenterofprimaryimportancetotheregion.TheselinesareincontinuoususeandamajorassetforCamp’sindustrialcore.

DemographyCampWashington’scurrentpopulationis1,343people.Ofthese65.8%areCaucasianand30%AfricanAmerican.
Themedianincomeoftheneighborhoodpopulationis$27,669,whichisbelowthecitywidemedianincomeof$33,681.
44%ofthepopulationhasahighschooldiplomaorequivalent.Only7.6%ofthepopulationhaspost-secondarydegrees.
Accordingtoananalysisofthe45225and45214zipcodeswhichencompasstheneighborhoodusing2011-20155-YearACS,theaverageageofthecommunityresidentsisestimatedtobeat29.5yearsold.Themarginoferrorforbothdatasetswas+/-2.8years.
Perthe2010U.S.Census,thelargestdemographicgroupinCampisbetween25-34yearsold,whichis23%ofthecommunity’spopulation.The
secondlargestisthe45-54-year-oldgroup,whichis17.3%.Approximately7.5%ofthecommunitypopulationiscomprisedofseniorcitizens,those65yearsandolder.Childrenundertheageof19makeup17%ofthepopulation.
2010Censusnumbersalsoshowthat181residentswerereportedtoliveinpovertyorhaveincomesbelowtheFederalPovertyLevel(FPL).Thisis13%ofCampWashington’spopulation.Citywidepovertywasat21%indicatingthatCampWashingtonisbelowthecitywideaverage.
OftheavailableemploymentdataprovidedbytheU.S.CensusCenterforEconomicStudies2014report,thereareapproximately3,949jobholdersinCampWashington.64ofthosejobholdersalsoliveinthecommunitywhiletherestcommute(3,885).Thereareatotalof423residentjobholdersinCampWashingtonand359ofthemleavethecommunitytoworkelsewhere.
AreportfromCincinnatiPoliceDistrict5showsthequarterendingFebruary4th,2017having86violentcrimes,770propertycrimes,and856totalcrimescommitted.Totalcrimewasup1%versusthethree-yearaverage,whileviolentcrimesweredown15%versusthethree-yearaverage.Yeartodate,violentcrimeisdown18%andoverallcrimeisup6%in2017.

WorkforcePerthe2014AmericanCommunitySurveyinformationprovidedbyonthemap.gov,thereare3,780intheCampWashingtonworkforce(aslightdeviationfromthe2010census’numberof3949).CampWashington’sjobdensityperacreisexceededonlybytheCentralBusinessDistrict,Over-the-RhineandthosepartsofMt.Auburn,CUF,andCorryvillewherehospitals(Christ,GoodSamaritan,andUCHospitals)andtheUniversityofCincinnatiarelocated.
With3,780totaljobs,thereare~2.8jobsinCampWashingtonforeveryresidentofthecommunity,denotingthiscommunityasanetexporterofincometaxrevenuetotheCityofCincinnati.
EmploymentisdominatedbyCaucasians(85.3%)andmales(71.1%).
Overhalftheworkforceisbetweentheagesof30and54and30%isaged55orolder.Roughly15%ofworkerswere29oryoungeratthetimeofthe2010census.
Thereisalmostanevensplitforpayrates,with49.9%ofjobsearninglessthan$40,000and50.2%ofjobsearningmorethan$40,000annually.
Intermsofeducationalattainment,fewerthan10%donothaveahighschooldegree,30%terminateathighschool,27%havesomecollegeorassociate’sdegree,and18%haveabachelor’sdegreeorhigher.
Manufacturingisthelargestjobsector,comprising49.7%ofalljobs,followedbyRetailTrade(10.8%),Transportation&Warehousing(9.9%),andWholesaleTrade(8.6%).
CampWashingtonretainsitshistoricroleasamanufacturinghub,asthissectorhasamuchsmallershareinCincinnati’soveralljobmarket(7.0%)thanitdoesinCamp(49.7%).
RetailTrade,Transportation&Warehousing,andWholesaleTradeareothertopsectorswiththeCampshareinthesesectorsexceedingtheCincinnatimarketoverallby200-300%.
Lastly,accordingtheNAICSanalysisoneadditionallargegroupisPublicAdministration.Thecity’sPublicWorksDivisionisheadquarteredinthecommunity.(ItshouldbenotedthatNAICSemploymentnumbersdifferslightlyfromthoseintheACS.)
Itisimportanttoobservethatpotentialisgreatforworkforceexpansioninthearea.Inthelasttwodecades,severalkeymanufacturingoperationsinthecommunityhavegoneoffline.However,thecleanupofkeysitesandamodestrebirthofurbanmanufacturinghavecreatednewvalueforthesepropertiesandtheyarebeingaggressivelymarketedtopotentialnationalandregionalusers.
AnotableexampleistheformerKahn’sSite.LocatedalongSpringGroveAvenuenorthoftheHoppleStreetViaduct,thisformermeatpackingfacilityhasbeencleared,remediatedandpreparedfornewlife.Justlessthan17acresandwithdirectaccesstorail,thesiteiszonedManufacturingGeneralandthepreferreddeveloperindicatesthatheispresentlyfieldingcompetingoffers.

ThosetotalsincludebothparcelstakenforInterstate75expansionandthosededicatedtorailfacilities.TherailyardanditsassociatedfacilitiesarethelargestlanduseinCampWashingtonencompassingapproximately241acresor31%oftheentirelandareaoftheneighborhood.
HeavyandLightIndustrialandManufacturingparcelscomprisethesecondlargestblocat708,approximately23%ofallprivatelandwithintheneighborhoodorapproximately155acres.
Comparatively,only2.9%ofalllandparcelsinCampareresidential,justlessthan20acres.Thisincludessingleandmulti-familybuildings.
Parklandcomesinatthelowestpercentage,just1.8%oftotallandarea,or37parcels,includingasmallpocketparklocatedonColerainandpartsoftheMillCreekRecreationalTrailonthenortherntipoftheneighborhood.

GiventhatterrainisrelativelyflatfromdowntowntoNorthside,employmentintheareaishigh,thereisanetworkofbikelanesandcarownershipislow,thecommunityisprimeforgrowthinbiking.

Millennialpreferencedatatellsusthatthispopulationgrouplikestoliveclosetoworkandlifestyleamenities,andisdrawntourbansettingswherewalkabilityandbikeabilityprevail.
Whileasubstantialpercentageofthisgroupisstillrenters,thereisashiftunderwayastheyage.Ahighpercentageintendstoownahomeandbelievethatownershipisstillagoodvalue.Ofthissubgroup,some35–40%valueandwishtocontinuetoliveasownersinanurbanenvironment.
Itisimportanttonotethoughthatatthemomentmostofthesepotentialownersarestillrenters.
Accordingtothe2010Censusthereare704housingunitsinCampWashington.Asubstantialmajorityofthishousingwasconstructedpriorto1940.Medianhomevalueis$73,300,incomparisontheCityofCincinnati’smedianhomevalueis$121,900.
Asshowninthechart,morethanhalfofthehousinginCampisrenteroccupiedand27%ofthetotalunitsarevacant,asurprisinglyhighnumberforasampleofthissize.
Abreakdownofhomeandrentalvalueindicatesthatthemedianhomevalueat$12persquarefootandrentvalueat$4persquarefootisbelowtheaveragehomeandrentalvaluesof$14and$16persquarefootforCincinnatiandtheregion,respectively.Thisdistinctionismostvisiblewhenlookingattherentalrates.ThisindicatesthatCampWashingtonhasrelativelylittlerentalhousingofsuperiorquality,whichwasborneoutbysiteanalysis.
CampWashingtonhasanarrowrangeofmultifamilybuildings,primarilyof8unitsorfewer.Housingtypeisprimarilyconcentratedinsinglefamilydetachedonsmallurbanlotsinboththenorthandsouthsectorsofthecommunity,withresidentialhousingweightedtothenorthsideof

MostofCamp’sexistinghousingstockhasseennewresidentmove-inssince2000withonly31%ofresidentsfrompriorto2000.Whilethistrendhasintroducednewresidentsitleavesrelativelylittlegoodhousingstockavailableforturnover.Thecommunityshouldconsidercatalyticstrategiestobuildhousingtypeinventory.
Lastly,becauseofitsindustrialhistory,CampWashingtonhasadeepinventoryofindustrialbuildings,someofthemcandidatesforresidentialconversion.LocatedinthenorthernsectionofCampWashingtonalongColerainAvenueandacrossthestreetfromValleyPark,MachineFlatsisarenovatedformerhomeofFashionFrocksManufacturing.Theindustrialbuildingoffers60loftstyleapartments.Mostareone-bedroomwiththeaverageunitsizearound1,160squarefeet.Eachincludesspaciouslayout,stainlesssteelkitchensandlargewindows.Rentsrangefrom$700-$1300.Thebuildingwasconvertedin2005atacostof$7millionandiscurrentlyabout90%occupied.

Theprojectwillhavean80%affordablehousingcomponent.However,at60%AMIthismeansthatasinglepersonearningupto$29,700willqualifyforresidence.GivenCamp’scurrentmedianincome($27,669)anditsstrongwishtoremainaworkforcecommunity,thisrentalstructureguaranteesthathousingatCrosleywillbeaffordablefortheartists,craftsmen,tradespeopleandmanufacturingworkerswhohavebeenthetraditionalbackboneofthiscommunity.
Qualityrentalhousingnotonlybringsnewtemporaryresidents,italsohelpsgrowhomeownersbyintroducingthoserenterstotheassetsoftheareaandembeddingthemintheneighborhood.
Assumingtheirlifestylepreferencesareaccommodated,theserentersoftodayarethebuyersoftomorrow.
CampWashington’sprofileasacommunityinwhichtobuyhasclearlyriseninrecentyears.DatafromtheU.S.Censusshowsmorethan250residentialtransferssince2005.Thisisastronganecdotalindicatorthatasubstantialshiftinownershipisalreadyunderway.

GatewayThenaturalgatewaytothisbifurcatedcommunityisattheintersectionofColerainandHopple.Unfortunately,thisisalsotheintersectionofhighwayramps,agasstationconveniencestore,astripcenterandtwolocalchilirestaurants.
TheHoppleStreetportionoftheintersectionnotonlydividesColerainandtheneighborhoodbutissome98feetwide,negativeforbothwalkabilityandconnectivity.
Butoncepastthispedestrian-hostileintersection,especiallyinthefirstblocksouthofHopple,theremainsoftheneighborhoodbusinessdistrictarevisible.Itisinthisareathataneffectivegatewaycouldbecreated,visiblefromthelargerintersectionbutwithadistinctandpleasantneighborhoodfeel.
Withoutdevelopmentofsuchagatewaythecommunity’spresenceasadesirableplacetolive,workandplaylikelywillcontinuetobenegativelyaffected.ThesignalsentbytheconcentrationofbusinessesatHoppleandColeraindoesnotrepresentthemoreauthenticandlivelycharacterofthegreaterneighborhood.

CommercialDistrictHistoricallyCampWashingtonhadathrivingneighborhoodbusinessdistrict,andtherearestillkeyassetsinplace,includingabankandahardwarestore.

AtpresentCampcannotoffertheamenitiessoughtbyitstargetconsumer.Restaurantsarelimitedtochili,pizzaandfastfood.Thereisnocoffeehouse,thatnow-universalsignalofurbanenergy,thoughplansareunderwayforonetobeinthenorthandpotentiallysouthsectionsoftheneighborhood.Andwhileagatewayisimportant,itmustbetheentrypointTOsomething.
Repopulatingstorefrontswithbusinessesthatwillenabletheneighborhoodtorepositionitselfandmeetatleastsomeoftheneedsofthecontemporaryconsumerisabigchallenge.Itwillrequireinvestment,goodrelationswithlandlords,arecruitingstrategyandtime.Buttomovetheneighborhoodforwarditmusthaveabetterfacefortheworldandthesmileonthatfaceistheneighborhoodbusinessdistrict.

SchenzTheatricalOfficialcostumesuppliertotheWhiteHouseandtheEasterBunny,SchenzTheatrical,anotherquirkylocalinstitution,maintainsaninventoryoftensofthousandsofcostumes,plussupportingproducts.MembersofCincinnati’stheatrecommunityareregularvisitors,alongwithschoolchildren,re-enactors,romanticsandaspiringpirates.
BrushFactoryLocatedatthesouthendofCampWashington,whereColerainAvedeadendsintoAlfredSt,theBrushFactorydesignsandmanufacturescontemporaryfurnitureandcasegoods.Historically,theyhaveprimarilyworkedwithrestaurants,boutiques,andofficesinOver-The-RhineandtheCentralBusinessDistrict,buttheyhaverecentlyreleasedalineoffurnituredesignedtosatisfyneedsofresidentialcustomersandopenedastoreinOver-The-Rhine.

ZoningReviewCampWashingtonhasamorethanusuallydiverserangeoflandusesandclassifications,someofthemofdecliningrelevancetocurrentconditionsandfutureaspirations.Asshownontheattachedlandusemap,someparcelsshouldbereviewedand,potentially,reclassified.

DemographicsforCampshowalowerpercentageofcarownershipandmorecommutingviawalkingandotheralternatives.Theactualparkingneedfortheneighborhoodmaythereforebelower.Ifnotsotoday;itwillcertainlydecreaseinthefuture.
Conversely,thereareareaswhereparkingmayneedtobeenhanced.Thebusinessdistrict,forexample,ispresentlydepopulated.Butasitrevitalizes,meteredon-streetparkingisimportanttosmallbusinesssuccess.Notonlydoesitprovideconsumerconvenience,italsointroducesadegreeofpedestriancomfortasparkedcarsserveasabarriertomovingtraffic.Evensuchsmalladjustmentscontributetosuccessinarevitalizingurbanarea.

CASESTUDY:Franklinton,Columbus,OhioAnexampleofarevitalizingindustrialneighborhoodistheFranklintonneighborhoodclosetoCincinnatiofColumbus,OH.Franklintonlocatedwestofdowntown,acrosstheSciotoRiver,andwasthefirstsettlementincentralOhioin1797.In1983,FEMAdeclaredtheareaafloodplain,aftermajorfloodsin1913and1959.In1993,theCityofColumbuspartneredwiththeUSArmyCorpsonanelevenyear,$129millionprojecttobuildafloodwallalongaseven-milestretchoftheSciotoRiver.
Followingthisinitiative,theFranklintonDevelopmentAssociation(FDA),alocalCDCfoundedin1993,hasworkedonbrandingEastFranklintonasanartsdistrict.Twokeyorganizationshavehelpedthemgaintractionasanup-and-comingneighborhoodinColumbus:
• 400WestRichStreet(picturedbelow),amulti-useartcomplexthatfeaturesartiststudios,musicstudios,galleries,aco-workingspace,offices,andexhibitionsthatareopentothepublicmonthly.
• ColumbusIdeaFoundry,builtina100-yearoldshoefactory,isnowa65,000sqftmakerspace,
wherememberscanutilizetoolstocreatejewelry,3Dprintedprototype,firedpottery,andotherproducts.
Since400WestRichbecameanartcomplexmuchnewgrowthhasoccurred.StrongwaterFood&Spirits,arestaurant,bar,andeventspacelocatedinthe400WestRichbuilding,openedin2014.Acrossthestreet,LandGrantBrewingalsoopenedin2014whileRehabTavernopenedjustdownthestreetin2012.OnlyablocksouthofthesethreebusinessesisTheVanderelliRoom,anartgallery,newin2014.
TheFranklintonDevelopmentAssociation(FDA)hasbeenakeyplayerindevelopingbothanartscommunityandprovidingattractivehousingoptions.TheFDAhelpedsecurea$350,000grantfromArtPlaceAmericatorehabawarehousefortheColumbusIdeaFoundryanddevelopedseveralartseventsinthearea.
ManyartsbusinessesrelocatedtoFranklintonspecificallybecausetheywerepricedoutofpreviousneighborhoods.Ontheresidentialfront,FDAhasrehabbedandbuiltover150single-familyhomes.
Inrecentdays,privatedevelopmentplanshaveemerged,withthemostrecentcomingfromKaufmanDevelopment,nowplanninga241-unitmixed-usebuildingwith80,000squarefeetofoffice,commercialandretailspace.Previously,KaufmanhadfocusedonDowntownColumbus,butaftertrackingtheworkoftheFDAovertheyears,theyfeltthetimewasrighttomoveintoFranklinton.

HoppleStreet/ColerainAveIntersectionImprovementsTheintersectionofHoppleStreetandColerainservessome26,000vehiclesadayincludingasubstantialvolumeofheavytrucktraffic.Italsosaw18trafficaccidentsinjust2016alone.Atpresentthistrafficisnotadequatelymanagedforeithervehiclesorpedestrians.PedestriancrossingsareuncomfortableandthewidthofHoppleStreetaccommodatesfastmovingcommutertrafficoverothermodes.ForCampWashington,thisintersectionisthecenterofaneighborhood,butforthelargercommunityitisahighwayconnector,primeindustrialcorridorandmajorurbantransverse.
Thisintersectionneedsrepair.
Hopple,bisectingColerainandthusthenorth/southportionsoftheneighborhoodis~98feetwide.Atamoderatepedestrianpace,ittakesapproximately20secondstotraverse,anuncomfortablepassageinthemidstofheavytraffic,andpushingupagainstlightchangetiming,whichiscurrentlysettoanoldertimingstandard.Changingthetimingtomeetthecurrentstandard(3.5’/sec)wouldgivemoretimeforpedestriancrossing.
Initialinvestmentinpedestrianenhancementssuchasnarrowingthecrossingwithbumpoutsandneckdownsmayhelp,butanintersectionofthisimportance,withhightrafficvolumeneedsmorethoroughstudyandintervention.
Astheneighborhoodrevitalizes,newbusinesseswillestablishinthesouthsectionofColerain.MeanwhiletheconversionoftheCrosleyBuildingwillbringhundredsofnewresidentstothenorthsection.It’slikelymanyoftheseresidentswillbeMillennialsforwhomurbanwalkabilityisacorevalue.TheycannoteasilymanageColerain,andespeciallythisintersection,incurrentconditions.
Anearlyandsimplefixisaleftturnarrowaddedtothelightatthenorthernside.ThiswouldmovetrafficmorefreelyfromMeyerTool,eliminatingdriverimpulsetobeatthelightratherthanwaitthruanothercycle,andimmediatelyimproveconditionsforpedestriansaswellasdrivers.
TrafficspeedsalsoneedtobemonitoredonbothColerainandHopple.Anecdotalevidencesuggeststhatspeedsonbothcorridorsareoftenexcessive.Asthebusinessdistrictrevitalizesandnewhousingiscreated,thiswillbecomeaserioussafetyhazardforColerainpedestrians.
ThecommunityshouldworkwiththeCity’sDepartmentofTransportationandEngineeringtodoadeepdiveonspeedingandpedestriansafetytodetermineandimplementeffectivelong-termchanges.
CrosswalksNodiscussionofintersectionrepairwouldbecompletewithoutreferencetocrosswalks.AsvitalityreturnstoCampWashington,itwillbringanincreasingnumberofpeopletoneighborhoodstreets.EventodayCampWashingtonisawalkingcommunity.Residentswalktojobs,childrenwalktoschoolandrecreation.

Doesthecommunityhaveenoughcrosswalks,andaretheybothwelllocatedandeasilyrecognizedbybothpedestriansanddrivers?
Crosswalksshouldbeclearlyandstronglymarked,and,givenvolumes,inhightrafficareasflashersmaybeneeded.But,asoutlinedinPlacemakingrecommendations,inacommunityoffamiliesandchildren,theycanalsobeusedtosignifyadistinctplayfulnessandcommunitycharacter,servingbothsafetyandcommunityprofile.Othercommunitieshavesuccessfullyworkedwithtrafficandengineeringdepartmentstoworkwithinguidelinesbutachievehighimpactresults.

Theidea?Decorativecrosswalks.
Athens,hometoOhioUniversity,hasthousandsofdailypedestrianstravelingfromcampus,tosurroundingneighborhoods,MainStreetandbeyond.Creatingcrossingsthataremorethanjusttypicalisastraightforwardwaytoemphasizewalkabilityandaddsomethingappreciatedbymanyinthecommunity.
Decorativecrosswalksareusedbycitiesandtownsacrosstheworld.Differentmethods,textures,colors,andpatternsareasimplemeanstocelebrateanideaorofferartinthepublicrealm.InAthens,localcultureinspiresdesigns.Onespells‘OHIO’intheuniversity’srecognizableblocklettering.Foranother.theformerinsaneasylum,nowdecommissionedandownedbytheuniversityoffersastrikingdesigninthegrillworkforitswindows.Thatpattern,seenhere,hasbeenreplicatedandpopsouttothosepassingby,helpingenhancesafecrossing,whilealsofosteringasubtleappreciationoflocalarchitecturalassets.
EmbellishedcrosswalkssuchasthesewouldbealivelycreativeandrelativelyinexpensivewayforCampWashingtontoencouragesafepedestriancrossingswhilealsocelebratingtheneighborhood’sassetsandrichmanufacturingandsignagehistory.

WerecommendthatthecommunityinitiatediscussionwithMETROtoexploreaBRT-litestylecrosstownroutethatwouldprovideconsistentservicefromEastWestwoodtoMadisonvilleviaHoppleStreet,MartinLutherKingandMadisonRoad.ThiscanbeaccomplishedbyrunningaMetroPlusstyleservice,possiblywithspecial“BusOnly”lanemarkings,ticketvendingmachines,sheltersandreal-timearrivalinformation.NoothercommunityinCincinnatihassuchaserviceatpresentbutitiscommonplaceinothercitiesandshouldbeexplored,asthebenefits,especiallytoCampandneighborhoodstothewest,couldbesubstantial.
Suchaservicewouldneedtobeimplementedwithastrongplan,andasustainedmarketingeffortbyMetrotopotentialriders,allowingtimeforestablishment.Butithaspotentialtobenefitmultipleneighborhoods,createmorecustomersforMetroandpositivelyaffecttrafficflowtoandthruCampWashington.

BicycleInfrastructureImprovementsCampWashingtonhasanassetmanyotherCincinnatineighborhoodscannotclaim:itisrelativelyflatfromtheCentralBusinessDistricttoNorthside.Camphasbegunthecreationofbicycleinfrastructure.AnincompletelaneexistsonSpringGroveAvenuenorthofAvonPlace,runningtoNorthside.Theregion’sfirstprotectedbicyclelanerunsalongCentralParkway,thewesternboundaryofCampintodowntownCincinnati.
Buildingonthesetwoassets:flatterrainandearlystagebikelanes,CampWashingtoncouldeasilybecomeoneofCincinnati’smostbikeableneighborhoods.
Additionalroutesinclude:

CASESTUDY:DavidByrneBikeRacks–NewYorkCityIn2008,theNewYorkCityDepartmentofTransportationincollaborationwiththeartgalleryPaceWildensteinconductedadesigncompetitionfornewtemporarybikeracksinthecity.Thecityeventuallyselected9designsbymusicianandbicycleenthusiastDavidByrne,(ofTalkingHeadsfame),whichwereinuseforoneyearbeforebeingauctioned.
Thebrightandstrikingdesignsweremeanttoshowcasethepersonalityofanareawhilealsogivingbeautytoafunctionalobject.Therackswereconstructedwithweldedtubesofsteelandpowdercoatingtohaveasimilarfeelandappareancetoatypicalcitybikerack.ItwasimportanttoByrnethatthebikeracksweredesignedtobefunctionalratherthanmistakenformodernartpieces.

CASESTUDY:DetroitShoreway,Cleveland,OhioMuchlikemanyurbanneighborhoods,DetroitShorewaysawmanyofitsresidentsmovetothesuburbsafterWorldWarII.Atthesametime,thisneighborhoodbegantoattractimmigrantgroupsandpeoplefromruralregionsintheU.S.—Mexicans,PuertoRicans,Asians,Romanians,andthosefromtheAppalachianMountainregioninPennsylvaniaandWestVirginia.
MajorchangeoccurredwhentheCityofCleveland,despiteprotestsbybothresidentsandCityCouncilmembers,decidedtobuildI-90throughthecommunityintheearly1970s.WhilethisdisplacedmanylivinginDetroitShorewayatthetime,residentsdidachieveavictoryinpreventingtheconstructionofaninterchangeproposedtolinktheshorewaywithI-90.ThislandwassubsequentlyrepurposedfortheMichaelZoneRecreationCenter,anexpansiveparkwithanindoorpool,weightroom,gym,baseball/softballfields,playgrounds,andotheramenities.

CASESTUDY:EdmontonSignMuseumInFebruary2014,Edmonton’sSignMuseumwasilluminatedforthefirsttime.WhatmakesEdmonton’smuseumuniquetoothers,suchasoneinVancouver,isthatthesignsaredisplayedoutside,makingitfreetothepublic,andastrongvisualplacemaker.
Inthe1970s,Edmontoncreatedby-lawstorestricttheuseofneonsigns,acommontrendacrossNorthAmericathateventuallypushedbusinessestomoreenergy-efficientLEDlights.Intheearly2000s,DavidHoldsworth,anurbandesignerwiththecity,begancollectingtheseneonsignsafterpassingoneinthetrash.In2014,themuseumbeganwitheightsignsondisplayat104thStreetand104thAvenue.ThatnumberhadgrowntonineteensignsasofOctober2016.
