The 70th meeting of Operation & Coordination Committee of MP was held on 09th July 2019 at 11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0.

ShriK.K.Parbhakar, C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 70th OCCM of MP. Chairman OCC stated that,MP Govt. & MPPMCL is expecting a demand of approximately 16000 MW. To met this demand all the generators of the state shall ensure the healthiness of generating unit by conducting the unit maintenance at present during the off peak/pre monsoon so that units can be taken ON bar on full load RTC during peak season as load reduction on units will not be tolerated and ensure maximum availability during the ensuing rabi season.

Further, possibility to increase banking power is being explored and banking tie up’s is also under process, in case of short fall power will also be purchased from the market to mitigate 16000MW demand. He also stated that during ensuing rabi season MPPTCL shall also be alert to handle the increased demand & substation staff should be well trained with load management procedure so to divert the load during any contigencyto manage the loading of lines and transformers. He also stated that Discoms shall also be alert and monitor their line loadings.

Chairman OCC stated that Discoms shall also be alert during rabi season and shall divert their load in coordination with transmission company to avoid overloading in transmission network due to diversion of load and avoid tripping & unnecessary interruption.

Chairman OCC also informed the committee that,in 38th meeting of WRPC held on 28.06.2019, it was decided that Second Phase of Third Party Protection Audit has become due for the substations of Western Grid and requested all the constituents to carry out the Protection Audit of substations at the earliest in compliance to CERC directives. The MP-SLDC has been entrusted with the responsibility for carrying out Protection Audit in the state of Madhya Pradesh. To carry out Protection Audit of 220 KV Substations and Generating Stations it is proposed to constitute teams consisting members from various entities of the state grid i.e., T&C-MPPTCL, MPPGCL, NHDC, JP Bina & SLDC. Further he stated that the discrepancies recommended to the concerned agencies by the protection audit team shall be complied by the agencies within the stipulated time period as recommended by CERC. It is proposed to conduct the Protection Audit in MP after the Rainy Season i.e., by September 2019 and requested the concerned entities to nominate member for the Protection Audit team having expertise in testing.

In monsoon season the demand will be less but the return banking will be high for the power which is taken in rabi season. If there is dry season the demand is high in the months of May-August and return banking is also high and it would be difficult to fulfill the demand balance during such time as the Generating units are also under maintenance& hydel units are also restricted due to low reservoir level. During May-July the wind generation is high hence the demand is managed &committed return banking is fulfilled with the support of wind generation. But from August onwards the wind will also be less hence the demand will be managed by optimum utilization of available resources. He stated that demand will increase from September, hence all the generators are requested to complete the maintenance by September-2019. Thereafter he requested Shri. R.A.Sharma, Addl. CE, SLDC & Member Secretary OCCM to take up the agenda points.

ShriR.A.Sharma, Addl. CE, SLDC stated that Chairman OCCM has discussed the complete gist in his opening remarks. He showed his concern about to meet the demand of 15500MW to 16000MW which will be managed by making arrangements in transmission network hence the critical pockets shall be identified and shall be addressed in advance. He stated that the generators shall provide the availability well in advance & shall commit a realistic target/figure so that MPPMCL may arrange the shortfall of power in advance. He intimated that all the entities shall prepare for meeting the 16000mw demand. Discoms shall also strengthen the network & explore the possibility & ensure continuous power supply without overloading. Thereafter he requested the guests & participants for introduction. Thereafter the agenda points were taken up, which are narrated here under: -

ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 68thmeeting of Operation & CoordinationCommittee of MP held on 25th APRIL 2019 at HotelKalchuri, MP Tourism , South Civil Lines, Jabalpurwere forwarded to the committee members vide No. 07-05/SG-9B-II/1767 Jabalpur dated03.07.2019. No comments have been received. Committee confirms the minutes of 69th OCCM ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL2019 TO MAY 2019. 2.1. Frequency Particulars: The committee was apprised that during APRIL 2019 the system frequency was below 49.90 Hz for 7.09% of time against 8.26% of time during MAY 2019. The system frequency was above 50.05 Hz for 20.14% of time during APRIL 2019 against 19.14 % of time during MAY 2019. The system frequency was within the IEGC range of 49.90-50.05 Hz for 72.76 % of the time during APRIL 2019 against 72.60 % of time during MAY 2019. The average monthly frequency was 50.00 Hz during month of APRIL 2019 and 50.00 Hz during month of MAY 2019.

It was also intimated that 400KV S/s Kirnapur is a critical substation regarding high voltage and maintaining voltage within permissible limit at Kirnapuris a concern. Further generators were requested to absorb maximum MVAR from the system according to their capability limits as per their capability curve to support the system in maintaining the voltage within safe limits. It was also intimated that the switching of reactors & lines in the system is being also done as per the system requirement. Line opening for voltage control is last option after exercising all resources.

2.2.3 Status of Capacitor Banks in sub-transmission system: The committee was apprised about the updated information of the status of capacitor banks in sub-transmission system as on 31thMAY 2019 as submitted by DISCOMs is detailed below:

The details has not been provided by East Discom& Central Discom and the data mentioned in the above table is of 69th OCC. East Discom& Central Discomis requested to provide the updated details. The committee may like to discuss.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: Theupdated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.05.2019 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The committee was apprised the various ongoing Transmission Schemes completed during the financial year 2019-2020 (up to MAY 2019) and plan for completion of various ongoing Transmission Schemes for the Year 2019-2020as indicated underAnnexure 2.2.5(i) and 2.2.5(ii), was briefed to the committee.

2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during APRIL2019 and MAY 2019.

There was no df/dt operation during the same period. MPPTCL informed that under Frequency Plan for all the stages have been implemented and in operation.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt and U/F relays are in operation,

where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at 132KV S/S Chapdathe df/dtprotection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy &working condition.

2.3 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to

33 KV feeders: (i) Details of DISCOM wise Power supply given to various domestic categories during the period APRIL2019

and MAY2019 is enclosed at Annexure 2.3(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations:-The region wise list of 33 KV

feeders emanating from various newly commissioned/existing EHV substations for which groups have not

been allocated is given in Annexure 2.3 (ii). The DISCOM wise details of pending group allocation to 33 KV

In 67th OCCM, Chairman OCC stated that the matter is under dispute, as MPPTCL has shown reluctance for decommissioning of ICT looking to system constrain and proposed to commission GIS at STPS with 500 MVA ICT in service in review meeting of Energy department.It was apprised to the committee that as decided MPPGCL will purchase &

Acetylene gas. DGA test of transformer oil of

reactor was carried out by M/s CPRI, Bhopal.

MPPGCL informed that NIT has been uploaded on dtd-20.08.2018 & enquiry has been opened on 19.09.2018 and certain queries on techno commercial issues have been sought from M/s GE(T&D) India(OEM). Price bid opened on 05.12.2018 & order was placed on 01.03.2019. MPPGCL informed that GE team will reach Sarni by end of July 19.

Any transmission element/EHV elementunder outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same.The utility may submit the latest status.

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF APRIL 2019 AND MAY 2019:The committee was apprised about the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.

The matter has been discussed. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:-The committee was apprised about the present status

regarding schedule and commissioning of reactors /transmission elements is as below:-

In 68th OCC, MPPGCL informed the committee that reactor will be commissioned by October 2019. MPPGCL was apprised that considering commissioning of unit 3 and 4 at SSTPS stage II, early commissioning of 125 MVA reactor is required to ensure secure operation of grid. MPPGCL informed the committee that reactor will be commissioned by OCT-19.

6.2 PREAPAREDNESS OF 16000 MW ANTICIPATED DEMAND DURING ENSUING RABI SEASON:-The committee was apprised that

• TheDiscom shall identify low voltage pocket and shall arrange additional capacity addition of capacitor

bank to handle low voltage.

• The Discom shall carry out correct load forecasting so that advance planning of load generation

balance could be ensured.

• All Discoms/Transco shall ensure availability of Capacitor banks in healthy condition.

• Outage on 132 kv elements should have availed in coordination with Discomauthority , so that under

any contingency needed remedial action could be taken for safeguard the system.

• Post monsoon maintenance shall be completed well before rabi season.

• The SE (T&C) of respective circle shall make necessary arrangement for ensuring secure and reliable

supply under normal condition as well as under during contingency in coordination with SLDC.

• SPS (SPECIAL PROTECTION SCHEMES) shall be identified considering anticipated peak demand ,

installed and commissioned to operate the transmission system closer to its limits and to protect the

same against voltage collapse, cascade tripping and tripping of important corridors / flow gates.

• The coordination with all generating utilities to ensure optimum utilization of available resources,

efforts shall be made so that maximum units are available ON Bar. The units are run on technical

minimum capacity where coal shortage problem exists & constant generation are made available.

• MPPMCL shall make arrangement requisite banking for Rabi season.

• Short Term Power Purchase shall also made during high demand period to mitigate day to day load.

• The MPPGCL shall initiate advance action for stocking of sufficient coal in thermal power stations.

• Optimum & efficient utilization of hydro reservoirs. It is requested that MPPGCL shall make necessary

arrangement to submit the Ten Daily Reservoir Table of hydel power stations in coordination with

NVDA and WRD for optimum utilization of available water

• Generating units are run as per capability curve to provide MVAR Support during peak hours to

maintain voltage profile. Generating units shall have AVRs (Automatic Voltage Regulators) in

operation and PSS (Power System Stabilizers) shall be got properly tuned.

• Optimum use of existing transmission system:- In order to ensure optimum utilization of existing

transmission system T&C wing is requested to review the overloading setting of Transformer/ICT’s, so

that during any contingency load could be managed safely and reliably. Load dropping scheme

required to be reviewed and implemented. The transmission elements which are planned to be

integrated before this Rabi season, should have made available within targeted schedule.

• The following nodes shall be crucial for load management , therefore all stakeholders shall prepare

their plan and needed action shall be ensured in advance:-

400kv s/s Satna(PG) and adjoining substations. The loading of 220/132kv ICT’s at Rewa, Satna,

Maihar shall be under surveillance.

400kv s/s Bina and adjoining substations. The loading of 220/132kv ICT’s at Malanpur, Mehgaon

,Morena shall be under surveillance.

Loading of 220/132kv ICT’s at Narsinghpur, Pipariya, shall be under watch.

400kv Bhopal ,Ashta and adjoining substations. The loading of 220kv interconnector at Bhopal

and downstream 132kv network . The loading at Bairagarh shall be under watch.

400kv s/s Pithampur and adjoining substations. At Indore, North zone- Chambal-South zone

pocket shall be under surveillance.

Loading of ICT’s at 400kv s/s Kirnapur, 132kv Interconnectors at Seoni shall be under

surveillance.

Loading of 400kv ICT’s at Jabalpur(PG) and adjoining substations.

Loading on 220kv Interconnector at Itarsi- Itarsi (PG), 220kv Bina-Bina interconnector I &II ,

220kv Interconnector Gwalior(PG)-Mahalgaon – I & II .

Evacuation of SSTPS under N-1-1 condition with full generation at SSTPS. System Protection Scheme

(SPS) required to installed under outage of 400kv SSTPS-Pithampurckt 3 & 4 and any one 400kv

cktradiating from SSTPS( 400kv SSTPS-Pithampurckt 1 OR 2 OR 400kv SSTPS-Chhegaonckt).The loading

of 160 MVA 220/132kv ICT at Chhegaon shall be under watch and suitable load dropping scheme required to

be installed in case of tripping of 400kv lines from SSTPS under N-1-1 condition. Further as decided by the

committee constituted for this purpose, SSTPS-I &II shall be run under parallel operation for ensuring reliable

and secure operation of the grid. Outcome of committee has already been circulated to all the stakeholders.

Representative from MPPMCL ensure the committee that the planning for rabi season is being done

and maximum return banking is being done at present so that power can be availed under banking in rabi

season.

Further Discoms were also informed that they shall also prepare to meet 16000MW demand & only

Central Discom took the matter seriously and discussed the issues of constraints in the system. It was also

brought to the notice that in East Discom the control room is not RTC and it is very difficult to get any details

like day ahead forecasting, supply hours, capacitor bank details, etc.

Member Secretary stated that East Discom shall take the matter seriously and shall ensure RTC shift

so that the operational issues are addressed timely.

Discoms were requested to provide the compliance report of the issues/points mentioned above in

their perceiveso that the same may be apprised to Govt. of MP.

MPPTCL shall ensure that the circle shall take the O&M consent in case of critical shut down so as

O&M can arrange for alternate supply and avoid huge interruption hours in case of N-1 contingency.

Chairman OCC stated that loading on transformer at 400 KV S/s Kirnapur, 400 KV S/s Pithampur,

400KV S/s Sukha and 220 KV S/s Satna shall be reviewed and preparedness & contingency plan shall be

prepared by MPPTCL. Moreover the staff at the above mentioned critical nodes shall be properly educated

for handling the contingency condition. Further P&D, MPPTCL & EHT-M MPPTCL shall discuss & plan for

diverting load of 220 KV Interconnectors at Bhopal &Itarsi.

It was also intimated that as per the directives of Govt. MP, MPPGCL will install SPS at SSTPS for N-1-1 contingency.

The matter has been discussed.

6.3 REVIEW AND UPDATING LOAD DROPPING SCHEME/ SYSTEM PROTECTION SCHEMS (SPS) AT SUBSTATIONS IN M.P TO HANDLE EMERGENCY CONDITION: -The

committee was apprised that considering the integration of new transmission elements in the grid it is to bring

to the notice that the existing load drop scheme shall also be reviewed and updated timely as per the updated

network. It is also to bring to the notice that at 132 KV S/s Chambal on dtd- 28.05.2019 at 13:04 Hrs. 132 KV

Chambal – North Zone Ckt – I & II tripped as Y-Phase conductor of ckt – II snapped resulting in overloading &

tripping of 132 KV Indore SZ – SatsaiCkt& 132 Kv Indore SZ – E.Complexckt even after operation of load drop

scheme. Hence it can be gathered that after up gradation of 132 KV North Zone S/s to 220 KV S/s North Zone

the load drop scheme has not been revise accordingly. It is also to intimate that the load drop scheme shall

also be reviewed according to the increasing 33 KV load. MPPTCL is requested to review the existing load drop scheme (SPS) and to implement new load drop

scheme as per requirement as per undated network and submit to SLDC.

In view of the above it is requested that the complete details of all SPS commissioned in MP by

MPPTCL along with load shed quantum, may be submitted to SLDC so that the copy of the same could be

placed in Control room of SLDC and concerned substation / power station for reference & record and the

same can also be submitted to WRLDC.

MPPTCL was requested to review the load drop scheme at every nodes shall be reviewed and revised

accordingly and intimated to SLDC at the earliest.

The matter has been discussed.

6.4 WRLDC TRIPPING PORTAL:- The committee was apprised that it was intimated by WRLDC in

529th WR-OCCM, that WRLDC has started a tripping portal from 01.06.2019 for uploading FIR, DR/EL and

other details related to the tripping of all 400KV elements, important grid elements, inter-state/inter-regional

links and lines connected to PGCIL. Further details major Grid Disturbance resulting in significant load

loss/generation loss is also required to be uploaded on the WR-Portal and as per IEGC 54.2(r), utilities need

to submit the data within 24 hours of the event. The link

(https://portal.wrldc.in/Trippingnew/Account/Login.aspx) , common user ID & password for the entities of MP

has been shared with all the entities vide this office letter No.07-05/RPC-51/ 18.06.2019.

As advised in 529th WR-OCCM, all Utilities are requested to use and submit the data through the

WRLDC tripping portal. Therefore, entities are requested to use and upload the FIR, DR/EL and other details

related to the tripping of elements mentioned above, in the Tripping Monitoring System of WRLDC within

stipulated time.

The matter was discussed & MPPTCL was requested to upload the DR/EL files on WRLDC portal for

the trippings.

6.5 FREQUENTTRIPPING OF EHV ELEMENTS:-The committee was apprised about the

tripping:- 1. AT 400 KV S/S PITHAMPUR 02.07.2019 & 03.07.2019:- On dtd 02.07.2019 at

21:50Hrs. 400 KV Pithampur-SSTPS Ckt - III & IV tripped from Pithampur end only. The line was

charged at 22:08 Hrs. (02.07.2019). At the same time, 400 KV Pithampur – BadnawarCkt – I, was

also got tripped from Pithampur end, while this circuit was shifted on TBC. The 400 KV Pithampur –

BadnawarCkt – I charged at 22:11 hrs( 02.07.2019). Thereafter, on dtd. 03.07.2019, 400 KV

Pithanpur-SSTPS circuit III & IV were again tripped from Pithampur end only at 15:38 Hrs. The lines

were charged at 15:43Hrs.(03.07.2019). In this context it is indicated that 400 KV Pithampur - SSTPS Ckt - I&II are already under

prolonged outage due to collapse of tower. Thus, such reoccurrence of trippings in present scenario

are not desirable, this may cause power evacuation problem from SSTPS Power House.

The frequent trippings of lines from Pithampur end is dangerous to system security and healthy

system operation, which requires thorough investigations to rectify the cause. Hence MPPTCL

&MPPGCL were requested to ensure the healthiness & availability of the said elements for safe,

secure & reliable system operation.

The matter was discussed in the meeting.

2. AT 400 KV S/S ASHTHA ON 26.06.2019 & 27.06.2019:-On dtd 26.06.2019 at

13:16Hrs.315 MVA ICT - II tripped without any indication at 400 KV S/sAstha and the same was

taken into service at 17:22 Hrs. on 26.06.2019. However, at 17:46 Hrs. on dtd 26.06.2019, 315 MVA

ICT - I&II again tripped. The transformer No II & I was normalized at 18:14 hrs and 18:42 hrs

respectively, on the same day.

On dtd 27.06.2019 at 17:24 Hrs., 315 MVA ICT- I&II tripped from 220 KV side without any

indication. The transformers were normalized subsequently on the same day. The frequent trippings

of 315 MVA ICT No. I & II is dangerous to system security and healthy system operation, which

requires thorough investigations to rectify the cause. MPPTCL is ensure the healthiness and

availability of ICT.

It was intimated by MPPTCL as informed from site the above tripping occurred due to earth of

CMR relay there was DC leakage & the issue was resolved and if the issue is still persisting then

the it will be addressed at the earliest.

6.6 ACCURATE LOAD FORECASTING SYSTEM FOR M.P:-The committee was apprised

about the importance of load forecasting in System Operation, concern is the proper forecasting of demand. In

past it has been observed that demand forecasting by Discom and MPPMCL is different viz -a viz actual

demand. In case of vast difference between actual & forecasted demand, it is very difficult for SLDC to

manage the grid in real time and it is also difficult to plan the schedule for hydel generators. . It is presumed

that the deviation/variation allowed between actual and forecasted demand shall not be more than 100MW.

The proper & accurate demand forecasting is one of the most important factors. Therefore it is desired that all

the concerned entities shall ensure for proper & accurate forecasting of generation or demand as per their

province.Further, it is observed that data from East Discom are not being furnished timely. It is gathered that

no any official is present during night shift of DCC Jabalpur, resulting operational difficulties.

In 69th OCCM East Discom was requested to address the matter and instruct the shift incharge on

duty to provide the data timely to SLDC. Further it is to inform that in spite of regular reminders no action has

been taken by East Discom and data from East Discom are not being furnished timely due to absence of

official during night shift at DCC Jabalpur, resulting operational difficulties.

East Discom is requested to adhere with the regulations and ensure the availability of official at DCC,

Jabalpur during night shift.

Chairman OCC stated that in the meeting with MD’s it was intimated that load forcasting of West

Discom is much more accurate than Central & East Discoms. Hence Central & East discom shall coordinate

with West about the procedure of load forecasting.

6.7 PROTECTION COORDINATION DURING INTEGRATION OF NEW INTRA-STATE ELEMENTS:-The committee was apprised that in compliance to the IEGC & WRLDC operating procedure

the protection coordination of the existing elements & adjacent substations shall be prior to integration of new

intra state elements.All the concerned entities were requested to ensure/review the protection coordination of

adjacent substations/elements and confirm the same along with the first time charging documents for intra

state elements also.

6.8 ABSORPTION OF REACTIVE POWER BY GENERATORS: -The committee was

apprised that during the ensuing monsoon season the voltage profile is expected to be high due to less

system demand and low line loadings. The problem of high voltages becomes severe during night/off peak

hours. It is observed that during these hours MVAR absorption by generating units is not significant and not as

per CEA Technical Standards for connectivity to Grid Regulations-2007. The voltage profile of many

generating stations remains on higher side, however on many occasions it has been found that the generators

also inject reactive power into the grid. He requested the generating stations to ensure absorption of reactive

power from grid with their capability curve to maintain voltages within operational limit whenever the necessity

arise.

In the OCCM of WR the WRPC also stated that it is imperative that generators will absorb maximum

MVAR when asked by SCM/Shift In-charge, WRLDC/SLDC.

In view of the above MPPGCL, NHDC and JP Bina shall instruct their generators, or on instruction of

SLDC, to absorb or generate MVAR within their capability curve. In the ensuing monsoon season grid voltage

may prevail high and sometimes may rise beyond the operational limits. Under such circumstances, all the

generators connected with the grid should absorb maximum MVAR from the grid within their capability curve. It

is also to inform that if instructions of SLDC for absorbing MVAR are not complied by the generators the same

may be treated as violation of SLDC instructions. Further in order to monitor the responseof generators, the

capability curves of new commissioned generators at SSTPS PH-2 (i.e., SSTPS Unit # 3&4) shall be provided

to SLDC/WRLDC. It is also to intimate that it is observed the voltages at 400 KV S/s Kirnapur is high and MPPTCL is

suggested to install reactors at Kirnapur end to control high voltages at Kirnapur.

Representative from MPPGCL provided the capability curve of SSTPS Unit # 3&4.

Further, P&D, MPPTCL was requested to explore the possibility & plan for installation of reactor at 400

KV S/s Kirnapur seeing to its persistent high voltages profile and to avoid over voltage tripping & avoid failure

of equipment’s.

Voltage recorded at 400 KV S/s Badnawar, 400 KV S/s Chhegaon& 400 KV S/s Julwania were also

high & requested SSTPS to provide its support by absorbing MVAR at generator end and speedy installation

of reactor at SSTPS.

6.9 AVAILING SHUT DOWN ON NON-ISTS ELEMENTS (ELEMENTS FOR WHICH ONLY APPROVAL OF MP-SLDC IS REQUIRED) AND OUTAGE MODULETHEREOF:-The

committee was apprised that the parallel run of the ABT, OA & MIS system is in progress and the outage

module has already been initiated (link:- http://223.31.122.117:8080/EltrixPortal/login.jsp). Further it is to

inform that the User ID and Password for all the circles/generating stations/EHT-M/EHT-C along with user

manual of the outage module has already been provided vide this office e-mail dtd-14.01.2019. Also vide this

office letter no. No No.07-05/174-B/Kalki/131 dtd-15.01.2019all the concerned entities/authorities were

requested to communicate the User ID/Password & issue necessary directives to the respective authorities to

initiate the use of web based outage module.

In view of the reliability and safe & secure grid operation entities are requested to follow the outage

procedure and submit the outage request well in advance i.e., on D-3 basis by 17:00 Hrs. only the emergency

shut down request shall be made on D-1 day or in real time.

In view of the above all the concerned entities are again requested to submit/process the outage,

tripping, generator outage, generator start/stop, new element charging request through web based outage

module in addition to the existing practice. It is also to mention that from 01.04.2019 it will be mandatory to

process the outage request through outage module only, hence all the entities shall approach for approval of

shut down through outage module. In case of any queries/addition of element/etc the entities can write to us

on e-mail:- [email protected], [email protected] and can coordinate with Shri. Manish Tamrakar, Mob.

No. 7999535347&Shri.G.Rakesh – 9606796709. It is also to mention that WRLDC has developed a separate

portal for WR-OCCM approval of outage of ISTS elements which shall be discussed separately.

The matter was discussed.

6.10 WEB BASEDOCC OUTAGES SOFTWARE FOR REPLACING THE EXISTING GOOGLE SHEET:-The committee was apprised that WRLDC has prepared Web Based Application

Software for planned outage coordination that would replace the existing coordination through Google Sheet.

The Software comprising following features and process:-

a) The proposed outages for upcoming OCC uploaded in web based portal before 5th of every month.

b) Compiled OCC outage could be viewed and commented before the OCC meeting.

c) Outage after approval in OCC, will be used for further processing.

d) The readiness of D-3 days will be filled in Web portal by concerned utilities through their login

credentials.

e) Non-OCC outages will be updated and same is presented to WRPC for approval, before being

considered for approval.

f) Anyone could comment and give their feedback before D-3 days.

g) The necessary utility concurrence may be availed before processing any outage.

h) The outage considered for approval could be viewed on D-2 days.

i) The outage approved by WRLDC on D-2 days could be viewed on web portal.

j) The final approved outage after NLDC concurrence is available on D-1 days in individual login

credential.

k) The re-schedule of outages is also done as per the approved guideline.

l) Everyone could view the outage approval status online.

The utilities are requested to adhere with guidelines framed regarding OCC outage procedure.

MPPTCL, MPPGCL & ISP were requested that to provide the shutdown details for WRPC-OCC approval in the format provided by WR so as to avoid unnecessary confusion & delay in shut down procedure.The matter was discussed.

6.11 MAPPING OF FEEDERS: -The committee was apprised that it has been requested to initiate the

process of mapping of AUFLS feeders in SCADA system, however no any progress in this regard noticed so

far. In 8th NPC, it has been decided that WRPC would submit the details / progress of feeder mapping to NPC

Secretariat on regular basis (quarterly).

In view of above, it is requested quarterly details/ progress of mapping of feeders may kindly be

furnished so that same may be communicated to WRPC for onward communication.

The matter was discussed.

6.12 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: -The committee was apprised that for safe & secure

operation of integrated system, the under-frequency relay should be connected in the system in healthy

condition. Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of relays of

Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office

various correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of

relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be

communicated to WRPC. Inspite of repeated request vide various correspondence, moreover the matter had

been raised in OCC meeting of MP in time to time, however the desired information are still awaited from

utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of

Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested

periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall

visit the sub-stations to ascertain the healthiness of under frequency relay.

Member secretary OCC stated that SE(T&C) shall inspect &self certify and further provide the

details to SLDC timely. Further it is the directive of CREC to inspectt& certify the automatic under frequency

load shedding shall be done regularly.

6.13 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL

AND AT ALL POWER HOUSE: -The committee was apprised that as per Grid Code, thesynchronization

facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV

sub-stations in the path of black start. In 60TH OCC meeting MPPTCLrepresentative informed the committee

that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been

delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has

been discussed. However, no any fruitful progresshas been observed so far. In the above context it is

indicated that at Manikheda HPS and Rajghat HPS synchronization facility is not available. It is felt that every

Hydel Power station should be equipped with synchronization facilities invariably for system reliability and

Crises Management. Also at Manikheda HPS &Rajghat HPS single bus system exists, hence MPPGCL is

requested to explore the possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is

requested to provide synchronization facility at Manikheda HPS and Rajghat HPSand MPPGCL may kindly

provide status of making synchronization facility in aforesaid HPS. The MPPTCL was requested to provide the status of installation and commissioning of

synchronization trolleys at different substations. Further, is also requested to indicate, whether synchronization

facility could be provided at Karera&Pichhoresubstation on priority basis. The matter has been discussed with

officers of T&C wing, it is conveyed that they are making arrangement for installation of synchronizing trolley at

Pichhore S/s at the earliest. T&C may please update the position.

The matter was discussed in the meeting.

6.14 DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- The committee was apprised that as per procedure laid down by NLDC for integration of new

EHV elements into the grid and issuance of certification thereof vide letter dtd-26.05.2014, wherein it is

indicated that all transmission licensees intending to commission any transmission element belonging to them

and which is a part of a interstate transmission system shall submit FTC document for approval of RLDC.

Further WRLDC vide e-mail dtd-02.01.2019 intimated the launch of FTCSoftware along with the user manual. In view of the above it is to inform that, after registration the separate user id & password of

MPPTCL&MPPGCL provided by WRLDC was forwarded to respective entities so that they can upload FTC

documents through this new FTC portal (link-http://ftc.wrldc.in:8080/ftc_wrldc/). Hence all the respective

entities are requested to apply for integration of any transmission element belonging to them and which is a

part of ainterstate transmission system through this FTC portal within the specified time limit (i.e., 10 days prior

to anticipated date of first time charging). It is requested that licensee / utilities shall strictly adhere with time

schedule for documentation of first time charging of new transmission elements of all interstate line and all

EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before

availing outage for integration of element. The authority submitted FTC document should ensure compliance

of protection/ metering/Telemetry issue in coordination with T&C official. It is also desired that all necessary

data should have made available to all adjacent s/s for relay coordination well before targeted date. The

authority submitted FTC document should ensure all formalities have been completed otherwise it would be

difficult to obtain clearance from WRLDC.In general, non-attachment of requisite papers/ SLD/ document of

standing committee approval or approval of competent authority for intrastate elements /approval of Electrical

inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay

in obtaining FTC approval.Therefore, it is desired that FTC document completed in all respect may be

provided in stipulated time schedule so that FTC formalities could be completed within targeted date of

charging.

6.15 TEN DAILY RESERVOIR OPERATION TABLE OF MPPGCL HPS: -The committee was

apprised that In the meeting held in Regional Office of MPPMCLat Bhopal on 24.09.2016 to discuss

availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had

agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro

generators. In last 54th, 55th& 56th OCCM, request has been made to MPPGCL for furnishing the same to

SLDC within a week.

It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of hydel power stations in

coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the

summer season.

It is also observed that MPPGCL is not submitting the details of daily reservoir level to SLDC on time.

Hence it is requested that GCC shall provide the reservoir level by 07:00 Hrs. daily to SLDC. The matter was discussed in the meeting.

SUPPLEMENTARY AGENDA OF 70TH OCCM OF MP

SA-I :- UNEVEN POWER SALE AND EXCESS DRAWAL FROM GRID:-The committee was apprised that the coordination with all generating utilities to ensure optimum utilization of available resources should have made. The quantum of sale / power purchase / power surrendered should be managed such a manner that MP drawal from grid should be maintained within the permissible limit as per provision of grid code. It has been observed that due to uneven power sale / power surrender the over drawl of MP shoot up to dangerous limit, which is not desirable for smooth and secure operation of grid. On dtd. 06.07.2019, at 18:47 hrs over drawal of MP increased upto 1000MW due to uneven sale of power for one block. The variation in sell quantum was observed 270 MW in block 74, 943 MW in block 75, 1721 MW in block 76 and 1220 MW in block 77. Such huge variation in sale of power and drawal schedule in not in the interest of safe and secure operation of the integrated grid. It is desired that considering sale / banking, power surrender should have managed such a manner that drawal from the grid be maintained within permissible limit. MPPMCL is requested to look into the matter so that drawal from the grid be maintained all the time within safe operating limits. Load generation balance required to be maintained invariably otherwise WRLDC may initiate reporting of grid violation to Regulators along with contingency measures by opening important lines which may create problem to our system (ANNEXURE-SA-I).

Representative from MPPMCL ensured that MPPMCL never apply or scheduling uneven sale and explained the reason for such huge O/D & U/D by the state due to uneven sale & purchase.

Member Secretary state that the exchange is planning and looking on the commercial side only & the technical feasibility from operational view is being ignored which is hazardous for the grid operation, hence the matter regarding uneven scheduling from exchange shall be taken up with NLDC. Further MPPMCL shall also plan precisely & schedule in advance to avoid such huge deviations.The matter has been discussed.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- The committee was apprised that during 2019-2020the

proposed / tentative dates for conducting black start mock drill at various Hydel power station of MP is detailed

as mentioned below:-

ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 TESTING & CALIBRATION OF METERS AND NON-RECEIPT OF TIMELY JMR DATA: 1. SLDC representative requested CE(T&C) office to apprise the status of testing / calibration of interface

meters as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter)

Regulation 2010 to the committee. CE(T&C) office representative informed that they have apprached

ERDA for testing / calibration of all interface meters but their prices are high therefore other agencies

are being apprached for testing / calibration of all interface meters.

2. SLDC representative informed that inspite of repeated requests made by SLDC in the previous OCCMs

for issuing instructions to all circle office for furnishing the JMR data in standard format by 7th of every

month, the JMR data was received by SLDC after 10th of July 2019. He again requested the CE(T&C)

office for issuing instructions to field offices for furnishing the JMR data by 7th of every month except

Bhopal, Satna and Ujjain. CE(T&C) office has assured that instructions will be issued to all circle offices

for furnishing the JMR data in standard format by 7th of every month at email id -

[email protected].

3. SLDC representative informed that data of ABT meters installed at the interface points of Open Access

Customers and EHV Consumersis not being downloaded through AMR System of SLDC and site

officials are also not furnishing the load survey data timely. He requested the CE(T&C) office to issue

instructions to field offices for manual data downloading and furnishing the same to SLDC. CE(T&C)

Office assured to issue instructions to field offices.

8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM:

SLDC representative informed that ABT meter data of following TSS of Railways is not being

received through AMR system.

1. Railway TSS Bordhai.

2. Railway TSS Umreth.

3. Railway TSS Mansakra.

4. Railway TSS Khirkiya.

Railway representative informed that Umreth TSS end meter data is being received by SLDC and for

others TSS end the data will be received with in one week. SLDC requested the Railways to coordinate with

M/s Secure Meters Ltd. and MPPTCL for resolving the problems related with downloading of meter data of

above TSS through AMR installed at SLDC. Railways assured for the same.

SLDC representative informed that Railway Control Room officials are not verifying the schedules of

Railway for Day Ahead and Intra Day revisions on regular basis and requested to provide 24x7 Hours Control

Room facility to have regular communication with SLDC Control Room. He requested the Railways to issues

instructions to Control Room officials of Railways to ensure that requisition sent by Railways is being

Scheduled correctly on Day ahead and Intra Day basis. Railway representative assured for same.

8.3 AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL : SLDC representative informed that MPPGCL has provided AMR facility on 107 Nos ABT meters installed at

the interface points and all the meters were successfully integrated with AMR server. He also informed that

ABT meter data of 34 Nos meters were not received through AMR system in the month of June 2019, the

status of data received through AMR system was also emailed to GCC, MPPGCL 19thJune-2019. He

requested MPPGCL to take up the matter with site officials and M/s Secure Meters Ltd. to resolve the

problems related with non readability of meters which were integrated successfully and provide AMC of AMR

facility to M/s Secure Meters Ltd. so that complete data is received by SLDC. MPPGCL representative

intimated that matter is being taken up with M/s Secure Meters Ltd for providing AMC of AMR system.

SLDC representative informed that 15 minutes blockwise data recorded in the meter no. XD435287 installed

at GT of SSTPS PH-II unit-III do not match with midnight data i.e monthly injection data. The issue was

informed to CE, SSTPP and ED(O&M:Gen), Jabalpur vide letter No.07-05/SG-11/SEM/347 on date

14.02.2019, however, no action is taken so far by MPPGCL. The same problem is also observed in the meter

no. XD435284 installed at GT of SSTPS PH-II unit-IV. MPPGCL representative intimated that matter has been

taken up with M/s Secure Meters Ltd. and with M/s L&T for resolving the problem.

SLDC representative informed that in Sanjay Gandhi Thermal Power Stations the injection recorded in the

ABT meters installed at the outgoing feeders generally do not match with the generation recorded at

Generator end and requested MPPGCL to advise the site officials for monthly checking / verification of feeder

wise data with Generator and Station Xmer wise data. MPPGCL assured to issue instructions to SGTPS.

8.4 REAGARDING REAL TIME SHEDULING OF JP BINA THERMAL POWER STATION: SLDC representative informed that M/s JP Bina TPP vide email dated 13.06.2019 requested to SLDC to

include the following agenda points regarding scheduling:

1. MPPMCL asking for extra power in real time in exactly 4th time block and sometimes punching it without

the consent of Generator, hence provision may be made in the eltrix portal which restrict the punching

of schedule without the consent of Generator.

2. Provision for rectification of wrong punch in eltrix portal by SLDC when Generator & Procurer has

agreed.

SLDC informed that as per Grid Code revision in schedule is done from 4th time block and same provision has

been incorporated in Eltrix portal. SLDC further clarified that Buyer can give requisition for upward revision and

same shall be scheduled from 4th time block. Regarding wrong punch data in Eltrix portal, SLDC clarified that

on receipt of request from Buyer and Seller, Ex-post facto revision in schedule shall be done by SLDC.

8.5 NON RECEIPT OF ABT METER DATA OF ISP HPS THROUGH AMR SYSTEM:

SLDC representative informed that ABT meter data of ISP HPS is not being received through AMR system

installed at SLDC. ISP representive informed that they have provided meter, modem & SIM deatls and the

same has been entered in AMR sever, but the modems are not communicating with Server of SLDC. SLDC

informed that problem appears to be of SIMs and requested to replace the same.

8.6 NON RECEIPT OF MONTHLY INJECTION DATA (JMR) OF NEWLY COMMISSIONED WIND & SOLAR POWER PROJECT FOR ISSUANCE OF MONTHLY STATE ENERGY ACCOUNT :

SLDC representative informed that the concerned SE(O&M)’s do not furnish the monthly injection data

of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is

incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done.

i) 15MW Wind Power Project of M/s Tirupati Dhar Renewable Power Pvt. Ltd. connected at 33KV Jaitpura

Dhar. – SE(O&M) Dhar.

ii) 15MW Wind Power Project of M/s Dhar Wind Power Projects Pvt. Ltd. connected at 33KV Dashera

Maidan – SE(O&M) Dhar.

SLDC representative requested DDC Indore to take up the matter with their CE(Comml), office for

issuance of directives to concerned SE(O&M) to furnish the JMR generation data by 3rd or 4th of every month.

DCCs Indore representative has assured to take up the matter with CE(Comml).

8.7 TIME DRIFT IN ABT METER INSTALLED AT THE POOLING STATIONS OF WIND AND SOLAR GENERATING STATIONS AND SLIDING WINDOW PROBLEM: SLDC representative stated that as already informed in previous OCCMs, the following ABT meters

installed at Pooling Stations of Wind & Solar Power Projects has time drift and thus not recording the correct

data. He also informed that SLDC has already requested to Generators with copy to concerned licensee vide

letter no. 3142 dated 29/10/2018 for time synchronization of the ABT meters with GPS so that correct DSM

account of these Wind and Solar Projects is issued by SLDC.

SLDC representative further informed that ABT meters installed at the following Solar Generating Stations are recording the 15 minutes block wise data on slinding window principal thus blockwise data do not match with midnight data. These meters needs immediate replacement. i. 2.55MW M/s Porwal Auto Component (Y050424) connected at 132KV S/s Makdon. ii. 2.55MW M/s Freewings Power & Iinfra Ltd.(Y050422) connected at 132KV S/s Makdon. iii. 4 MW M/s Ramesh Steels (Y0327310) connected at 220 KV S/s Ganjbasoda. SLDC representative requested to DDCs, Indore & Bhopal take-up the issue with concerned officials for time synchronization and replacement of ABT meters. DCCs Indore & Bhopal assured to take up the issue with concerned officials of Discoms.

ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS-

It was informed during the meeting thatintegration of telemetry of Eight Substations(132 KV Pratappura, 132 KV Udaipura, 132 KV Ghatabillod, 132 KV Nowgaon, 132 KV Prithvipur, 132 KV Dongrital, 132 KV Khandwa)with SLDC SCADA ispending.

MPPTCL informed that the telemetry of 132 KV Pratappura has been integrated & telemetry

integration of all the remaining substations shall be done shortly. SLDC informed that 220 KV Sheopurkalan S/s is scheduled to be charged shortly

&telemetry of this substation is not provided to SLDC. MPPTCL informed that the all the required hardware materials have been received & its telemetry integration shall be done shortly.

SLDC also informed that most of the time it is observed that the telemetry of new

substations/elements is integrated with MPPTCL SCADA only & no information is provided to SLDC for its integration with SLDC SCADA. MPPTCL(T&C) informed that for telemetry integration of new S/s, required no. of PLCC Panels are not being provided. MPPTCL (T&C) informed that the matter has been taken up with MPPTCL(Plg&Dsgn.) to ensure proper planning & prepare estimate of the required no. of PLCC panels.

Further, SLDC informed that telemetry of Birsingpur HPS and Zinna HPS is also not

available and same needs to be provided by MPPGCL. MPPGCL informed that order for RTU &cables has been placed & its delivery is expected in 150 days.

SLDC informed that MPERC regularly monitors & enquires about the reason of RTUs

pending for integration & thus SLDC requested MPPTCL & MPPGCL to take up this matter on topmost priority.

9.2 Telemetry of Bus Voltage in DFE RTUs & Suspect tag quality in DFE RTUs:- SLDC informed that in substations having DFE RTUs, the telemetry of Bus voltage is

extended through MFM provided for transformer telemetry. This results in wrong Bus Voltage in case of outage of transformer. The matter was also discussed in last OCCM in which MPPTCL representative agreed to arrange for separate telemetry of Bus voltage in DFE RTUs. The matter was also pursued vide this office UO note dtd.20.03.19. MPPTCL informed that MPPTCL(T&C) & MPPTCL SCADA will take up this matter jointly.

In addition to above, SLDC informed that in substations telemetered through DFE RTUs ,

zero value of any element is not transferred from Dongfang RTUs which results in suspect tag quality in SLDC SCADA. Further the CB status is changed on triggering basis only which leads to suspect data of CB status. This creates confusion in monitoring of telemetered data outage. MPPTCL was requested to arrange for rectification of this issue. MPPTCL informed that the matter will be taken up on priority.

9.3 Providing telemetry of Isolators of 400 KV Substations:-

SLDC informed that telemetry of isolators is required for real time grid monitoring as well as

for better functioning of EMS system. WRLDC is constantly pursuing SLDC for arranging telemetry of isolators of 400 KV Substations. The matter was pursued with MPPTCL vide this office UO note No.246 dtd.20.03.19. MPPTCL, MPPGCL & JP Bina were requested to arrange for providing telemetry of Isolators of all 400 KV Substations/Power stations.

MPPTCL informed that instructions to field offices have been given. SLDC requested

MPPTCL to initialize the process of telemetry integration of isolators of 400 KV S/s on highest priority & then move ahead for isolators of 220 KV S/s. SLDC also requested MPPTCL, MPPGCL,ISP & JP Bina to provide the schedule of telemetry integration of isolators so that same may be conveyed to WRLDC. MPPTCL agreed to arrange for the same at the earliest. ISP & JP Bina informed that isolator telemetry is available in their local SCADA & it will be extended to SLDC. 9.4 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS SLDC informed that the telemetry discrepancies pertaining to MPPGCL generating stations is detailed below :-

SLDC informed that in hydel power stations, skilled manpower is not available for attending the

telemetry issues & considerable time is taken for restoration of telemetry. SLDC further informed that the matter regarding arrangement of RTU/PLCC spares, measuring

instruments & adequate trained manpower at MPPGCL stations has been discussed in last various OCC meetings. However MPPGCL has not taken any actions regarding this matter.

MPPGCL was thus again requested to take following measures to ensure round the clock

availability of real time data to SLDC:- 1. Arrangement of essential spares at power stations and one set of all spares at centralized

location with intimation to all power stations 2. Arrangement of training to persons looking after telemetry work. 3. Arrangement of measuring instruments like level meters wherever not available. 4. Ensuring availability of RTU configuration at all power stations.

MPPGCL agreed to look into the matter.

Repair/replacement of Exchange & Card of PLCC equipment at Satpura TPS side is still pending.

SLDC informed that matter regarding Non Availability/ Unreliable voice communication Between SLDC to Thermal/ Hydel Power Stations was discussed in last various OCC meeting & special meeting on 30.10.18, however 2 wire voice facility extension of Singhaji 1 & 2 TPS, Madikheda HPS, &OSP HPS is still pending. MPPGCL agreed to arrange for the same. 9.7 DUAL DATA CHANNEL CONNECTIVITY FOR POWER STATIONS: SLDC informed that presently most of the Power Stations to SLDC/Backup SLDC only single channel is established. Looking the data availability of Power Stations and recently implemented CERC new DSM regulation w.e.f. 1st January, 2019 it is required that each Power Station shall have dual data channel to avoid any outage/discrepancy in real time data of Generation Station. Therefore to reduce outage due to single data channel failure, MPPGCL & NHDC were requested to arrange / ensure dual data channel from each Power Stations so that continuity of real time data to SLDC/Backup SLDC SCADA all the time may be achieved. MPPGCL representative informed that the matter shall be discussed in proposed separate meeting with MPPGCL field officers. 9.8 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA

SLDC informed that on some instances, it has been observed that the SOE was not received or

wrong time stamping of SOE was received in SLDC SCADA system. The matter was taken up with field for verification for proper configuration /connections of SOE data in RTUs & after long pursuance, the matter was investigated and it was found that the settings “inf code 2” & “inf code 4”

were not correct in Dongfeng make RTUs. These settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS where settings were modified is now receipt in SLDC SCADA/EMS system.

Further SLDC informed that the SOE verification of all RTUs is being done &out of 161 RTUs,

SOE verification of 130 RTUs has been done& requested MPPTCL to expedite the SOE verification of balance RTUs at the earliest. MPPTCL informed that they have instructed all the field offices to coordinate with SLDC for SOE verification. 9.9. UTILIZATION OF W.B NODE AT BIRSINGHPURTPS :- SLDC informed thatdespite constant pursuance utilization of node at Birsingpur TPS is still pending since last two years due to pending work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. It was informed by SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to SGTPS around two years back. The matter is pursued by SLDC constantly. However, required converter and laying of fiber optic cable is still pending. MPPGCL informed that the procurement of optical cable & modem is under tendering process & it will be completed by end of July-19. 9.10 MAINTENANCE OF OPGW NETWORK :-

SLDC informed that under the MP portion of Master Telecom project executed by PGCIL,36 No. of

wideband nodes has commissioned. As per agreement between MPPTCL and PGCIL, the subsequent maintenance of these links is to be looked after by MPPTCL. While execution of the project, it was informed by PGCIL that the AMC of the terminal equipments is covered under the equipments contract. However, modalities for AMC payment is to be finalised by MPPTCL with PGCIL. Further, separate arrangement towards maintenance of OPGW cable (upto FODP) involving OPGW restoration, OPGW LILO work, OTDR testing, OPGW shifting during line diversion etc is to be made by MPPTCL, the details for which has already been forwarded by SLDC. SLDC further informed that as per order of CERC, the expenditure towards maintenance under the project shall be done by MPPTCL. MPPTCL (T&C) informed that the matter shall be taken in a separate meeting with all the other departments of MPPTCL. 9.11 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS &INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication channel was discussed in detail:- Sl No.

SLDC informed that the Pichhore wide band node has checked in coordination with M/s Tejas& it was concluded that there is some problem in RTU. MPPTCL was thus requested to attend the RTU problem. SLDC requested MPPTCL & MPPGCL to sort out rectification of above RTU/data channel on top most priority. SLDC further informed that MPERC vide Letter dated 09-08-2017 has directed to submit reason for long outage for RTU & also directed to ensure proper functioning of RTUs. 9.12 TELEMETRY OF RAILWAY TSS SUB STATIONS: -

SLDC informed that the telemetry of existing 38Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP.

SLDC further informed that testing of telemetry for 1 Railway TSS has been done in SLDC

SCADA, however it is currently offline since testing. Railways informed that telemetry integration of 24 Railway TSS shall be done within 2 months.

9.13 ENSURING AVAILABILITY OF AIR CONDITIONER AT WIDE BAND NODES

SLDC informed that availability of air conditioner is essentially required in wide band communication rooms. Accordingly, SLDC is taking up the matter continuously for ensuring proper functioning of air conditioners in wideband communication rooms. In last OCCM, it was also informed regarding non-availability of air conditioner at 220 KV Bhopal & 220 KV Betul. MPPTCL informed that air conditionerhas been installed in 220 KV Bhopal & civil work in 220 KV S/s Betul is under progress and the installation of air conditioner shall be done shortly.

ANNEXURE-5 System Disturbance / System Incidence

1. System ystem Disturbance on 26.04.2019 at 220kv s/s Jabalpur: On dated 26.04.19 at 14.00 hrs.

M.P system was normal and frequency of National Grid was 50.04 Hz, at 14:02, 220KV line side R Ph CVT of 220KV Jabalpur-NSP No.2 feeder failed at 220KV S/s Jabalpur and R & Y Ph LA's also got damaged, resulting tripping of following elements :-

160MVA BHEL Xmer 220KV Jabalpur-AMK No 1 & 2 220KV Jabalpur-Sukha No 1 & 2 220KV Jabalpur-Birsinghpur No 1 & 2 220KV Bus Tie 132KV Jabalpur -Madhotal feeder 132KV Jabalpur-Panagar ckt 132KV Jabalpur -Shahpura ckt

No any system and areas affected as load managed by other transformers and feeders at 220KV S/s Jabalpur .There was no load loss and no generation loss. System Normalized by charging 160 MVA X-mer and the ckts gradually. Faulty CVT and LA’s got replaced.

2. System Disturbance on 15.04.2019 in 220KV S/s Pihampur(Sec-III): On dated 15-04-2019 at 03.50

Hrs. M.P system was normal and frequency of National Grid was 50.04 Hz, at 03.52 Hrs, R-Phase CT of 160 MVA X-mer- I burst at 220KV S/s Pithampur (Sec-III), leading to the Bus Bar protection operation ,resulting in the tripping of following elements :

220/132KV 160 MVA X-mer-III at 220KV S/s Pithampur (Sec-III). 220kv Pithampur I/C - I. 220kv Pithampur.-Dhar ckt 220KV Bus Tie

No any system and areas affected as load managed by other transformers and feeders at 220KV S/s Pithampur (Sec-III).There was no load loss and no generation loss. System Normalized by charging X-mer-III and the ckts gradually. 160 MVA X-mer- I charged at 23.07 hrs.

3. System Disturbance on 15.04.2019 in 400KV S/s Pihampur: On dated 15-04-2019 at 00.45 Hrs. M.P

system was normal and frequency of National Grid was 49.97Hz, at 00.50 Hrs, R-Phase CT of 220kv TBC burst at 400KV S/s Pithampur , leading to the Bus Bar protection operation ,resulting in the tripping of following elements :

No any system and areas affected as load managed by other transformers and feeders at 220KV S/s Pithampur (Sec-III).There was no load loss and no generation loss. System Normalized by charging 220KV Bus Tie at 01.22 hrs and the other elements gradually.

4. System Disturbance on 16.04.2019 in Indore- Pithampur area: On dated 16-04-2019 at 18.35 Hrs, frequency of National Grid was 49.97Hz, due to extremely bad weather and stormy conditions, few towers of 765kv Khandwa-Dhule ckt fell on the following lines:

220kv OSP-Barwaha tap Nimrani ckt 220kv OSP- Barwaha ckt 400kv SSTPS-Pithampur ckt 1& 2 Along with the above, following ckts also got tripped:- 400kv SSTPS-Pithampur ckt 3 220kv OSP- Julwaniya ckt 220kv OSP- Khandwa ckt

A large system affected by the tripping although load remain managed by other ckts in that region. Huge voltage variations seen at that time.There was no load loss and no generation loss. System Normalized by charging 220KV Bus Tie at 01.22 hrs and the other elements gradually. Normalisation status of the affected lines:-

5. System Disturbance on 29.04.2019 in 220KV S/s Seoni: On dated 29-04-2019 at 18.00 Hrs. M.P system was normal and frequency of National Grid was 50.23Hz, at 18.10 Hrs, B-Phase CT of 220kv TBC burst at 220KV S/s Seoni , leading to the Bus Bar protection operation ,resulting in the tripping of following elements :

220kv Seoni-Seoni(PG)-I & II 160 MVA x-mer I & II 132kv Seoni-Seoni-I/C-I & II 132KV Kirnapur-Balaghat ckt-II 132KV Lalbarra-Balaghat ckt 132KV Seoni –Katangi ckt 132KV Seoni –Lakhnadaun ckt 132KV Seoni –Pench ckt I & II 132KV Seoni – Lalbarra ckt 132KV Seoni-Nainpur- ckt 132KV Nainpur-Mandla ckt 132KV Seoni -Amarwara-ckt 132KV Seoni –Chaurai ckt

6. A large system affected by the tripping , causing total interruption at 220kv s/s Seoni ,132KV s/s Seoni , 132KV s/s Lalbarra ,132KV s/s Mandla ,132KV s/s Nainpur . System Normalized by charging ckts and transformers gradually. There was load loss of about 135MW and no generation loss.System Disturbance on 01.05.2019 at 220kv s/s Chichali: On dated 01.05.19 at 07.10 hrs. M.P system was normal and frequency of National Grid was 50.06 Hz, at 07:13, 160 MVA x-mer tripped on differential protection due to B-Ph CT burst, due to which bus bar protection operated, resulting tripping of following elements :-

220KV Chichali-Narsinghpur ckt 220KV Chichali-Pipariya ckt

No any system and areas affected as load managed by 132kv feeders at 220KV S/s Chichali. There was no load loss and no generation loss. Faulty CT got replaced. X-mer charged at 21.15hrs.
