ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 59th meeting of Operation & Coordination Committee of MP held on 12TH September 2017 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/2402 Jabalpur dated 11.10.2017.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUG 2017 TO SEPT 2017. 2.1. Frequency Particulars: During Aug 2017 the system frequency was below 49.9 Hz for 7.2% of time against 11.77 % of time during Sept 2017. The system frequency was above 50.05 Hz for 15.98 % of time during Aug 2017 against 9.73 % of time during Sept 2017. The system frequency was within the IEGC range of 49.9-50.05 Hz for 76.82% of the time during Aug 2017 against 78.50% of time during Sept 2017. The average monthly frequency was 49.99 Hz during month of Aug 2017 and 49.97 Hz during month of Sept 2017. The system frequency did not touch 49.20 Hz during the above period.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 30.09.2017 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to Sept 2017) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

[Action: Committee may like to note] 2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during Aug 2017 and Sept 2017.

There was no df/dt operation during the same period. [Action: MPPTCL]

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in operation, where the

U/F relays are not available, the numerical relays programmed for under frequency operation. df/dt relay installed at 220 KV Ujjain, 220 KV S/s Badnagar & 132 KV S/s Chapda is being replaced shortly, except this all U/F stages are in good/healthy working condition.

33 KV feeders : (i) Details of DISCOM wise Power supply given to various domestic categories during the period August

2017 and September 2017 is enclosed at Annexure 2.3(i).

ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The annual maintenance /outages of thermal generating units of MPPGCL during November 2017 to December 17 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur.

3.2 Proposed shutdown programme of Transmission lines / Transformers: The proposed shutdown of transmission elements for the period 01.11.2017 to 31.12.2017 submitted by MPPTCL is enclosed as Annexure-3.2.

The latest status in the matter may please be submitted by MPPTCL (T&C/P&D) in the meeting.

Not intimated X’mer failed

The 12.5MVA BBL make Transformer Sl. No. 1428/3 failed and proposed to be withdrawn from system. MPPTCL informed that the de-commissioning proposal of this x-mer is sent to CE(P&D) vide U.O.No.851, dt 11.08.17. further , the matter is atken up by CE(P&D) with CGM(W), Central Discom vide L.No.04-02/PSS/2291 Dt 08.09.17, After receiving approval from competent authority, the transformer shall be de-commissioned. The latest status in the matter may please be submitted by MPPTCL (T&C/P&D) in the meeting.

3. 160 MVA, 220/132 KV Sr. No. 626452037050 BHEL X’mer at 220 KV S/s Jabalpur

30.09.2016 Tripped on Differential indication.

Transformer dismantled and sent to M/s BHEL for inspection / repairs as intimated by MPPTCL. In 59th OCCM, MPPTCL informed that the transformer is expected to be commissioned by November 2017. Latest status may please be submitted by MPPTCL in the meeting.

4. 50 MVA, 132/33 KV BHEL make X’mer, Sr. No. 2042474 at 132 KV S/s Katni

28.05.2017 Tripped on differential indication.

Representative from MPPTCL informed the committee that X’mer failed within guarantee period and it is being sent to M/s BHEL for inspection/ repair. Representative from MPPTCL informed the committee that the X’-mer has been sent to M/s BHEL, Jhansi for inspection/ repair. MPPTCL informed that another 40MVA BBL transformer Sl.No. 5564/2 commissioned on Dt. 16-10-17.

5. 20 MVA, 132/33 KV EMCO make X’mer, Sr. No. HT-1223-11224 at 400 KV S/s, Katni

22.07.2017 Tripped on differential indication.

MPPTCL informed the that the X’mer is to be replaced by another 20 MVA X’mer by November 2017.

6. 40 MVA, 132/33 KV CGL make X’mer, Sr. No. T-8362-3 at 220kv s/s Ujjain.

22.06.2017 Tripped on differential indication.

MPPTCL informed that the internal inspection of the X’mer is pending due to bad weather. MPPTCL informed that the transformer has been declared failed. Latest status regarding further action (replacement) may please be submitted by MPPTCL in the meeting.

7. 20 MVA, 132/33 KV CGL make X’mer, Sr. No. T-8362-3 at 132kv s/s Sonkatch.

09.06.2017 Tripped on differential indication.

MPPTCL informed that the 33 KV bushings are defective and purchase order for procurement has been placed. MPPTCL informed that the 33KV bushings are received for replacement of defective bushings and transformer shall be charged in a week time. Latest status may please be submitted by MPPTCL in

9. 90 MVA (400/11.5/6.6KV) Station X’mer-2, SSTPP, Khandwa

14.09.2016 B Ph. HV side bushing failed

MPPGCL informed that repair work of station transformer is under progress at M/s BHEL, Jhansi. Repair work under progress at BHEL, Jhansi.

10. STPS Unit #9 24.08.2017 GT Burnt

Unit under long forced outage due to GT burnt. MPPGCL informed the committee that Replacement /Purchase work under progress.

11. 400 KV Generator Breaker of Unit # 9 of Satpura 24.08.2017 Fire in Bushing of GT

Replacement completed by Breaker given by MPPTCL, but there is problem in breaker.

12. 400KV transfer bus, STPS, Sarni Aug-17 Problem in Breaker

Replacement completed by Breaker given by MPPTCL, but there is problem in breaker

13. 16 MVA, 132/11KV EMCO X’mer at 132 KV S/s Sanwer.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The present status regarding schedule and commissioning of reactors / transmission elements is as below:-

Work will be carried out under PSDF as intimated by MPPGCL. In 56th OCCM MPPGCL informed the committee that purchase tender will be opened on 31.03.2017. In 59th OCC, MPPGCL informed the committee that the Bus Reactor is expected to be commissioned by June, 2018. Latest status may please be submitted by MPPGCL in the meeting.

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL:- As per Grid Code, the

synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-

stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative

informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no.

synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha.

In last 59th OCCM MPPTCL informed the committee that the status will be intimated shortly to SLDC.

The status of installation and commissioning of synchronization trolleys at different substations to be submitted

by the MPPTCL. [Action: MPPTCL]

6.3 Ten Daily Reservoir operation table of MPPGCL HPS:- In the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54th to 59th, OCCMs, request has been made to

MPPGCL for furnishing the same to SLDC. The Tan Daily programme of hydel power ststions is necessary for planning of Load Generation Balance.

MPPGCL has not submitted the ten Daily Reservoir Operation Table of all the power stations of

MPPGCL for the year 2017-18. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of all hydel power stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during real time operation.

6.4 Updation of Recovery Procedure for Western Regional ( WR ) Grid-2007:- WRLDC has informed that

the Grid Recovery Procedure for Western Region is being updated and the users of WR Grid, STUs and CTU

may kindly convey the relevant details for facilitating timely updation of this document.

In view of the above it has been requested vide letter no 07-05/RPC-38/1951 dated 25.08.2017 to

kindly submit the relevant details as on 31.08.2017 pertaining to respective entity to SLDC as mentioned in

WRLDC letter under reference to this office by 10th September 2017, so that consolidated information could be

forwarded to WRLDC within specified time limit, but no information has been received till date. It is therefore

again requested to kindly convey the relevant details as given below :-

a. Contacts Details (Mobile/Land Line Numbers/Email-Id) of the Nodal officers identified for crisis

management.’

b. List of New transmission elements and generation units commissioned in 2017.

c. Shunt Reactive resources (Line Reactors/ Bus Reactors) in STU system.

d. Traction Supply Details( As per format enclosed at Annexure-6.4)

e. Synchronization facilities at 132 KV/220 KV/400 KV.

f. List of Stations having black start capabilities.

g. Any other relevant information.

The information regarding updation of Recovery Procedure has not been received from any of the

concerned entities. It is requested to submit the details in the meeting.

6.5 MONITORING OF SCHEMES FUNDED FROM PSDF :- It was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is enclosed at

Annexure- 6.5A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure – 6.5B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC . The status of the same is being monitored by WRPC in OCC meeting of WRPC every month. It is observed that MPPTCL and MPPGCL are not submitting the requisite information to SLDC in first week of every month for onward transmission to WRPC. It is therefore requested that concerned official may please instructed to submit the same regularly to SLDC within time. [Action: MPPGCL/MPPTCL] 6.6 Tripping of 400 KV Sarni-Koradi line on over voltage on dated 17.10.2017:-

On dated 17.10.2017 at 23.05 Hrs, 400KV Satpura-Koradi line tripped on B-Ph. over voltage indication

from Satpura end only. In this context it is mentioned that at time of tripping, the voltage at Satpura end was

only 410 KV. It is evident that this line should not be tripped on over voltage indication. It appears mal-

operation.

Vide this office letter dated 18.10.2017, the aforesaid issue was raised and CE, STPS, Sarni has been

requested to ensure healthiness of relay, CVT and associated equipments at Sarni for remedial action to avoid

such mal-operation in future. The setting of over voltage relay at Sarni end are also required to be furnished to

SLDC along with detailed report of aforesaid tripping so that the tripping incidence may be analyzed. Status of

above tripping may please be updated. The Committee may please discuss the matter.

6.7 Grid incidence at SGTPS, Birsinghpur on 7th July, 2017:-

On 7th July 2017 at 18:39 Hrs,, the ICT at Birsinghpur S/s was charged from 220 KV side after shut

down which was availed for bus bar protection retro fitting work and while synchronizing at 400 KV side,

the ICT tripped on differential protection. Differential protection of generator also operated but generator

breaker opened after 310 mili sec. The delayed tripping of generator led to LBB operation. There was

generation loss of 144 MW. Based on detailed report submitted by MPPGCL, the tripping incidence was

analyzed by WRLDC and raised following observations-

(i) Why the lines were not uniformly distributed on 220 KV Bus No.1 and Bus No.2 at 400/220 KV Birsinghpur S/s? What is present status of bus bar arrangement? (ii) What was the reason for tripping of ICT on differential protection? (iii) The reason for differential protection for 220 KV GT 1 is also not clear. (iv) This is very serious that two of the feeders from 220 KV Bus No.2 have not tripped due to wrong bus isolator switch selection. This kind of issue during a bus fault would have led to delayed fault clearance and widespread system outage.

2. MPPGCL may please give suitable justification regarding cause of aforesaid tripping incidence

and discrepancy observed in tripping report.

6.8 REPORTING OF FLASH REPORT, DR and EL FOR 400KV, Interstate Transmission Elements & Detailed Tripping Report:-

As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. It has been intimated by WRLDC wide letter no.- WRLDC/SO-II/1737/2017/1996-2014 dated-21.07.2017 that in case of tripping of Inter State & inter Regional lines of voltage class 220 KV & above level, a tripping report along with the DR/EL files shall be submitted to WRLDC. In the matter it is to mention that the detailed report along with DR/EL shall be submitted to WRLDC/WRPC. Several incidences / trippings which occurred during the month of June-2017 for which the details has not been submitted are as below:-

6.9 Review of important grid elements list of WRLDC in respect of MP:-

MP SLDC has requested WRPC /WRLDC that list of important grid elements (uploaded in WRPC

website in decided 497th OCCM) should be reviewed and only most important elements should be kept in the

list. The outage of such less important / critical element have been given by MP SLDC by taking into

consideration intra-state grid condition. Accordingly, matter was raised in 499th meeting of WRPC in Mumbai.

Thereafter a meeting was conducted with WRLDC official and after discussion, elements to be excluded from

list of important grid elements of WR in respect of MP were decided with following conditions-

(i) For availing outages on aforesaid lines/ ICTs, N-1 contingency should be ensured.

(ii) The outage of element where different licensees are involved to be incorporated in Google sheet for

outage coordination on D-3 basis. No any planned outage shall be entertained if not requested in D-3.

(iii) The SLDC will permit shut down only after getting message from competent authority in D-3 basis. It is

therefore invariably required that all utilities shall ensure that such outage proposal should have forwarded to

SLDC at least 3 days before date of outage.

(iv) All outages more than 2 days shall be approved by OCCM as per practice in vogue.

(v) All such elements which are excluded from purview of OCCM are Annexure-6.9.a & Annexure-6.9.b.

The Committee may discuss the matter.

6.10 Inspection of Relays of Automatic Under Frequency Load Shedding & Certification thereof:- It is

desired that for safe & secure operation of integrated system, the under frequency relay should be connected

in the system in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of

healthiness of relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the

same. Vide this office correspondence No. 1089 dated 08.06.2017 read with 1837 dated 17.08.2017 and

04.01.2017, CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays of

Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to

WRPC. Inspite of repeated request vide various correspondence, moreover the matter had been raised in 59th

OCC meeting of MP, however the desired information are still awaited from utilities, only a few circle has

furnished the detail.

It is therefore desired that the above matter may be treated as urgent and status of healthiness of

Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested

periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall

visit the sub-stations to ascertain the healthiness of under frequency relay.

6.11 Formation of State Level Relay setting group- Review and Coordination of relay setting in state of

MP :- As decided in 128th Protection Committee meeting of WRPC held on 06th & 07th Dec. 2016 , relay

review group for state of MP has been constituted vide this officer letter No.07-05/RPC-14/596 Jabalpur dtd

22.05.2017. In the above context all entities are requested to provide relay settings of all important nodes & all

other nodes where relay settings are required to be examined considering protection issues. As desired by

WRLDC important nodes like Indore PG, Bhopal etc. required to be examined first, which have huge effect on

reliability and security of Grid.

The first meeting of State Level Relay Setting Group convened on 18th August 2017 at SLDC for review the existing relay settings of critical state network and state network incidental to ISTS and to provide necessary interface between utilities/entities.

All the members were requested to make arrangement to furnish details of relay settings of all important nodes,

so that same may be communicated to all members and existing setting of critical nodes could be reviewed &

corrective measures may be taken. Attention was also invited to members that SLDC have made multiple

correspondences in this regard, however except MPPGCL, no any other utility has provided the desired data. It

is accordingly desired that the data may please be provided immediately to SLDC.

During discussions, it was envisaged that relay setting of ISP, OSP nodes required to be examined first, as in

recent past, frequent undesirable trippings were observed due to probable mismatch of relay coordination

issue. Accordingly, ISP, OSP representatives were requested to provide relay setting of ISP, OSP nodes so that

same could be validated by the committee in the next meeting. The issue of relay settings were discussed in

broader prospect.

The consolidated relay setting data has not been received by the entities. The desired data may kindly

be submitted in the meeting by all the entities. Further it is desired that one representative may be nominated

from the office of CE(T&C) for relay setting group so that the relay setting task may be coordinated properly as

far as T&C setup is concerned. [Action: MPPTCL,MPPGCL,NHDC,JP Bina]

6.12 Furnishing the Pending protection audit observation compliances :- As per Hon’ble CERC order

dated 21.02.2014 in petition No. 220/MP/2012 filed by Power Grid, SLDC has regularly submitted the quarterly

Protection Audit Report to the WRPC. WRPC vide letter under reference has intimated that the status of

Protection Audit Observations is being monitored in the PCM regularly. However, it is observed that the

compliances of many Protection Audit Observations is still pending.

The list of pending Protection Audit Observations as submitted by the Intrastate entities updated upto

June 2017 is enclosed as Annexure-6.12. It is therefore requested to take the pending Protection Audit

Observations with site officials and submit the timeline to resolve the pending Protection Audit Observation, to

SLDC so that same could be forwarded to WRPC/CERC.

The matter was discussed in the 59th OCCM and all the concerned entities were requested to submit

the required data at the earliest. The details has not been received by SLDC till date. All the entities are

requested to submit the details in the meeting. [Action- MPPTCL/MPPGCL/NHDC/ISP/OSP]

6.13 Frequent simultaneous tripping of all 220 KV feeders on overvoltage radiating from Omkareshwar

Hydel Power Station:- On dtd. 24.09.2017 at 5:42 hrs 220 KV OSP Khandwa line tripped on Zone –I

indication, thereafter all 220 KV feeders radiating from OSP were tripped on over voltage indication.

Similarly, on dated 07.07.2017 at 04:09 hrs Nimarni –Barwaha, 220 KV OSP – Chhagaon, 220KV OSP-

Khandwa and 220 KV OSP-Barwaha line tripped on over voltage alongwith 220 KV OSP- Julwaniya line.

Such incidents were also occurred at 09:59 hrs on dtd 31.08.2017 and 05:45hrs on dtd 26.07.2017. The

simultaneous tripping of all four 220 KV feeders do affect the stability of system and threatens the grid

security.

MD, MPPTCL has also shown concerned over these frequent trippings. The WRLDC is also perusing the

matter regarding such repeated mal-operation of relay on over voltage, whereas at time of tripping system

voltage was within normal range. Considering importance of Omkarshwar Hydel Power station such unwanted

trippings is not desirable for smooth operation integrated grid, moreover such incidence may lead to a major

grid disturbance.

The over voltage relay setting at Omkareshwar Hydel Power Station has been examined by the CE

(T&C) MPPTCL, Jabalpur and it is observed that the time delay on all feeders is almost the same, which may

be one of the reason of simultaneous tripping of all the feeders under over voltage condition. Therefore, in

order to avoid simultaneous tripping of all feeders, it is necessary to provide time grading in the settings of

different feeders according to the line length, so that over voltage condition may be normalized prior to tripping

of all feeders. Accordingly, the following settings are proposed to be adopted at Omkareshwar Power House

:-

It is also requested all trippings due to over voltage may be thoroughly investigated and if any other reasons (mal operation of relay etc.) behind this trippings, may also be examined and suitable remedial action be taken accordingly and appraised to SLDC positively. The updated status on the matter be apprised to the Committee. [Action:NHDC-OSP] 6.14 Generation target / LGBR preparation for the year 2018-19

… A. Electricity Generation Target for the year 2018-19

The Chief Engineer OPM, CEA, New Delhi intimated vide letter dtd. 21.08.2017 that generation target for the year 2018-19 to be fixed up by MoP in consultation with CEA. The exercise is already started by CEA . All utilities of MP have already been requested to provide electricity generation target to CEA

under intimation to SLDC. Therefore, all utilities are again requested that aforesaid information may be provided to CEA positively under intimation to MP SLDC. B. LGBR preparation for the year 2018-19

As per the regulation 5.7.4 of Central Electricity Regulatory Commission (Indian Electricity Grid Code) ) First Amendment) Regulations 2011, WRPC shall prepared Loan Generation Balance Report for the year 2018-19 in respect of Western Region. In this context all respective utilities were requested to provide desired information upto 10th Oct. 2017 so that same may be communicated to WRPC for necessary action. The desired data still awaited from all respective utilities. It is therefore again requested that following data may be provided to SLDC on priority basis:- 1. Generation Units proposed annual Maintenance programme in respect of your system ( also under your control area) for the year April 2018- March 2019. 2. Annual Maintenance programme in respect of transmission elements in your system for the year April 2018- March 2019. 3. Month-wise restricted an unrestricted requirement of power (MW) and energy (GWH) for the year April 2018 – March 2019. 4. Month-wise minimum requirement of power (MW) for the year April 2018- March 2019. 5. Projected month-wise , unit-wise generation of power (MW) corresponding energy (GWH) as furnished in Generation Target for the above period. 6. Commissioning dates of new generation units during the year April 2017- March 2018. 7. Expected dates of commissioning of new generating units likely to be commissioned during the April 2018-March 2019. 8. Month wise detail of proposed / tied-up bilateral agreements/ Short term open access sought for availing assistance from other agencies during the above period. 9. Expected RES energy (MUs) & corresponding demand (MW) for the year 2018-March 2019. A meeting of Generators SLDC ‘s, RLDC & WRPC is proposed to be held on 14.11.2017 at WRPC Mumbai to finalise Annual Maintenance Programme for the year 2018-19 therefore it is desired that the data may be made available to SLDC up to 30th October 2017 positively.

6.15 THE DEMAND PATTERN OF MP DISCOMS AND STAGGERING THEREOF:- Discom wise MP

Demand of 23.10.2017 is enclosed as Annexure – 6.17. it may be seen that the demand pattern from 11:45

Hrs. to 12:00 Hrs., is changing abruptly and there is dip of about 900 MW. Similarly dip in the system observed

from 17:45 Hrs. to 18:15 Hrs. of about 700 MW. Further it is indicated that the afore-said fluctuation are

observed mainly due to variation in demand pattern of West Discom. It is therefore felt that west Discom may

re-staggered their load so that steep changes in the demand pattern in the vicinity of 12:00 Hrs. & 18:00 Hrs.

may be taken care off. It is to mention that abrupt changes in demand pattern are not desirable for safe grid

operation and causing difficulty in balancing of load & generation. The East & Central Discom are also

requested to address the issue.

6.16 OVERDRAWAL BY RAILWAY DURING CRITICAL SYSTEM CONDITIONS:- It is observed that the

railway is overdrawing number of times viz-a-viz their schedule. It is not desirable for smooth operation of

system. It is also indicated that due to straining the load-generation balance, the cost of short term power is

very high. It is evident that over drawl of railway not only threatening the system security but also impacting

commercial aspect of other entities. Considering above facts railway is advised to keep their drawl within their

schedule and enhance their power availability equal to their maximum requirement. Standby support may also

be arranged by railways to meet out any contingency requirement in case of tripping of generator.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS :

Black Start mock drill of Hydel stations of MPPGCL:- During 2017-18 the black start mock drill successfully carried out at Bargi and Pench Hydel power station on dtd 23.05.2017 and 06.06.2017 respectively. The Black Start Mock drill exercise at Gandhi Sagar Power station was also carried out on dtd 30.05.2017 but synchronization of islanded system with national grid was not successfully done due to problem in bus coupler breaker at Gandhi sagar Power Station. Black Start Mock Drill at Birsinghpur HPS was successfully carried out on 17.10.2017. MPPGCL may apprise the same in the meeting. 8.1 Status of AMR system installed at SLDC:

In the month of September 2017, the complete data of 585 meters was received through AMR system and data of 39 Nos meters (Monthly- 23 & Partial – 16) was not received through AMR system. M/s Secure Meters Ltd. have been adviced to examine the reasons of 39 Nos. meters not read during the month. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. The Committee may like to discuss the following as an action plan for receiving the complete data through AMR system in in a time bound manner.

1. CE(T&C) office is requested to take up the matter with M/s Secure Meters Ltd for resolving the

site related issues of the 23 Nos meters not read during the month of September 2017. Details are shown in enclosed Annexure-8.1.

2. Status of integration of 115 Nos. ABT meters installed at the interface points of newly

commissioned substation / Xmers / HT consumers / OACs.

CE(T&C) office is requested to advice M/s Secure Meters Ltd. and field offices for integrating the balance ABT meters (44 Nos) whose modem and SIM details are received. Further, CE(T&C) office is requested to furnish the details of modem and SIM of 35 Nos ABT meters as per Annexure-II.

3. T&C Circle’s are not sending JMR data (ABC format) to SLDC except Jabalpur and Gwalior

Circle. CE(T&C) office is requested to issue instructions to concerned circle offices for furnishing the JMR data to SLDC on email id- [email protected].

4. T&C office is requested to nominated a nodal officer for coordinating AMR related issues. [Action : CE(T&C) MPPTCL]

8.2 AMR facility for the ABT meters installed at MPPGCL :

In compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated 01.03.2016. The status of September 2017 of ABT meter data (34 Nos) not received through AMR system of SLDC has been emailed to GCC, MPPGCL on 18th Oct-2017. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully. MPPGCL is also requested to instruct the Gandhi Sagar HPS & Silpara HPS officials for considering the ABT meters with AMR facility as main meters and shall furnish the JMR data accordingly. MPPGCL is requested to furnish the meter master of ABT meters installed at the interface points as main, check and standy meters alongwith modem and SIM details as per Annexure-8.2. In case of Bargi HPS, there was no generation in the month of Aug & Sep-17 whereas ABT meters installed at outgoing feeders were showing generation. Similarly, in the month of Aug-17, the meters installed at the outgoing feeders of SGTPS-II were showing generation in some blocks when there was no generation from the Unit No. 5. This may be due to the metering error. MPPGCL is requested to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data. In the month of Sept 2017, the JMR data sent by the Rajghat HPS officials was showing import during the month whereas there was generation from HPS. MPPGCL is requested to instruct the site officials to properly verify the energy balance calculation before sending to SLDC. [Action : MPPGCL ]

8.3 Non receipt of monthly injection data (JMR) of newly commissioned Wind & Solar Power Project for issuance of monthly State Energy Account :

The concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is

furnished by the concerned (O&M) circles of Discoms. The cycle for meter data is from 1st day to last day of the month. SLDC, while commenting on the concept note of Director Comml, West Discom, has requested the Discoms that reading date of RE Generators may be kept on monthly basis i.e. from 1st day to last day of month so as to have uniformity of RE Generation data in monthly State Energy Account. However, Indore & Dewas Circles of West Discom has furnished the injection data upto 23rd of Sept 2017 i.e. for changed reading cycle for preparation of State energy Account. This has lead to partly monthly and partly reading cycle data in the SEA for Sept 2017. The Committee may like to discuss the issue and suggest remedial measures.

[Action : Discoms] ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS-

The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. The integration of around FOURTEEN RTUs (132KV Biora,132KV Arniakala,132KV Kannod, 132KV Poliakala, 132KV Jeerapur, 132 KV Bankhedi S/s, 132 KV Chanera S/s, 132KV Banmore S/s, 132KV Morena S/s, 132KV Mungaoli S/s, 132KV Manjhgawa S/s, 132 KV Semri Harchan S/s & 132 KV Amla S/s,132KV Kothiya S/s) is required to be integrated with SLDC SCADA system. The telemetry of 132KV Kothiya Substation & 132 KV S/s Manjhgawa is also required to be extended by MPPTCL.

In addition to the above telemetry of Birsingpur HPS and Zinna HPS is also not available

and same needs to be provided by MPPGCL.

Further, most of the RTUs commissioned recently is not working properly and functioning intermittently. The telemetry of 132 KV Morwa, 400 KV Satpura Extension, 220 KV Morena, 220 KV Gwalior II, 220 KV Anuppur, 132KV Khilchipur, 132 KV Ayodhya Nagar, 132 KV Harda, 220 KV Betul, 132 KV Betul, 132 KV Khategaon, 132 KV Waidhan is commissioned but functioning intermittently.

MPERC vide Letter dated 09-08-2017 has directed to ensure proper functioning of RTUs.

The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C.

9.3 Extension of RGMO/FGMO signal to SLDC/WRLDC :-

As per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no. 07-05/RPC-27/3739 dated 18-01-2017, letter No. SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34 dated 13-04-2017, letter No. SE/LD:E&T/143 dtd.26-05-17, , letter No. SE/LD:E&T/309 dtd.19-07-17 requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed

The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already completed however the additional communication channel required for dual control centre reporting as per backup SLDC requirement is yet to be commissioned by MPPTCL & MPPGCL .The RTU wise progress may please be provided by MPPTCL & MPPGCL.

The Strengthening of existing wideband communication node is also required to be

arranged so as to ensure reliable backbone communication network. The immediate requirement in the matter has already been submitted by SLDC to MPPTCL and MPPGCL. The present status of the same may please be provided.

The wideband equipment installed and commissioned at SGTPS however,

remains unutilized. The RTU data need to be transferred using wideband link. The scheme for the same is already prepared and forwarded to SGTPS around six months back. The present status may be intimated by MPPGCL. 9.5 MAINTENANCE OF OPGW

The 8 No. fibers had been installed on EHV line section between 220 KV Jabalpur to 220 KV Katni S/s under ULDC project in 2003. Presently three number fibres out of eight number of fibers is not serviceable/ ready to use due to problem in joint box placed at 20 KM distance from 220 KV S/s Jabalpur towards Katni. The SLDC vide letter No.SE/LD:E&T/707/826 dt. 06/03/2017 already requested, SE (EHT:Maint), Jabalpur to arrange for replacement of the Joint box and ensure that all 8 fibers between 220 KV Jabalpur S/s to 220 KV Katni S/s being healthy and ready to use. However, replacement of joint box is still pending. This matter has been discussed in last 3 OCC meetings but the work progress is still to be intimated to SLDC.

9.6 NON AVAILABLITY OF SOE AT SLDC SCADA SYSTEM

WRLDC vide letters dtd. 03.05.17 & 15.05.17 intimated that SOE of grid disturbance at 220 KV

S/s Mahalgaon & 400 KV S/s Indore is not received in Back-up LDC SCADA/Sub-LDC SCADA system respectively. SLDC is carrying out data validation of various substations periodically & it is observed that SOE from various substations like 220 KV S/s Damoh, 220 KV S/s Anuppur, 220 KV S/s Malanpur, 220 KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV S/s Hoshangabad, 220 KV S/s Bhopal, 220 KV Shujalpur, 220 KV S/s Ujjain, 220 KV S/s Badod was not received at SLDC

SCADA system. Subsequently SLDC vide letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange simulation testing for SOE of all RTUs.

Receiving of SOE is very essential for analysis & investigation of major trippings in the grid.

MPPTCL is thus requested to arrange simulation testing for SOE of all RTU’s in coordination with SLDC SCADA/Back Up SLDC/Sub LDC SCADA system & also issue necessary instructions to sort out the issues for ensuring proper receipt of SOE in SLDC SCADA system.

9.7 INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :-

It has been observed that the telemetry of 400KV Pithampur, 132 KV Waidhan, Singaji Super Thermal Power Station, 220KV Sirmore, 220Kv Sidhi, 220KV Maiher, 220KV Tikamgarh, 220 KV Dewas, 220 KV Indore SZ, 220 KV Barwaha, 132 KV Jaora, 132 KV Chapda, 220 KV S/s Shajapur ,220 KV Rewa is intermittent due to heavy noise in the communication channel. Further these noisy channels interrupt the functioning of FEP at the SLDC/Back Up LDC/Sub LDC which leads to inconvenience in system operation & control.

MPPTCL is thus requested to arrange for alignment of PLCC Channel & identify/replace the outdoor equipments which injects the noise in the channel/system.

9.8 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS The long outage of telemetry of following S/s is discussed in detail:-

9.9 Arrangement for Establishment of link routed through 132 KV S/s Pichhore Wide Band Node

It is to inform that 132 KV Pichhore wideband node is installed and commissioned by M/s Tejas recently and ready to use. It is thus requested to arrange to route the telemetry of 132 KV S/s Picchore, Madikheda HPS & Rajghat HPS.

It is already informed through this office letter No. 507 dtd. 30.09.17that telemetry of Madikheda HPS is intermittent and requested to shift the telemetry route through Pichhore Wideband node. [ACTION: T&C, MPPTCL] 9.10 Telemetry of railway TSS Sub Stations:- The telemetry of 36 Nos railway Traction Sub Stations is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. In last OCC, the railway representative informed that the tender for the telemetry arrangement is yet to be floated by railway and railway is planning to float tender for providing telemetry of 20 Railway TSS and not for all 38 existing TSS. Further, MPPTCL representative informed that in addition to existing 38 Nos Railway TSS in MP, planning for establishment of around 25 new TSS is also under progress. Accordingly, Railway is requested to plan for arranging telemetry of all 38 existing TSS as well as for 25 upcoming TSS and expedite the matter. Further Railway officials are requested to provide current progress in the matter along with the timeline. ITEM NO 10 : DATE AND VENUE OF NEXT OCC MEETING :

It is proposed to hold 61st Operation and Coordination Committee meeting of MP on 28-12-2017. The host and venue of the same shall be decided in the meeting.

Annexure-5 System Disturbance / System Incidence

1. System Disturbance on 08.08.2017 at 400 KV S/s Pithampur : On dated 08.08.2017 at

around 03:30 Hrs. M.P system was normal and frequency of National Grid was 49.99 Hz. At around 03:33 Hrs. ‘R’-Phase PT of 220 KV Main Bus – II burst at 400 KV S/s Pithampur resulting in bus fault on 220 KV Main Bus – II and Bus Bar Protection for 220 KV Main Bus – I & II operated at 400 KV S/s Pithampur. Consequently all feeders and transformers connected to 220 KV Main Bus – I & II at 400 KV S/s Pithampur tripped as follows:- 400/220 KV 315 MVA ICT – I. 400/220 KV 315 MVA ICT – II 220 KV Pithampur – Pithampur (Sector- I) Ckt 220 KV Pithampur – Badnagar Ckt 220 KV Pithampur Interconnector – I 220 KV Pithampur Interconnector – II Due to above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 24.08.2017 at STPS: On dated 24.08.2017 at around 21:00 Hrs. M.P system was normal and frequency of National Grid was 49.96 Hz. At around 21:05 Hrs. while synchronizing STPS Unit#9, LBB of 400 KV side breaker of GT operated (due to fire). Consequently Bus Bar Protection of 400 KV Main Bus Operated and resulted in tripping of feeders and transformers as follows:- STPS Unit # 9 STPS Unit # 8 400 KV STPS – ISP Ckt. 400 KV Bus Coupler at STPS. 63 MVAR Bus reactor. 400/220 KV, 500 MVA ICT. Due to above tripping there was no load loss. There was generation loss of about 176 MW and System was normalized in due course of time.

3. System Disturbance on 14.09.2017 in Satna area: On dated 14.09.2017 at around 19:04 Hrs. M.P system was normal and frequency of National Grid was 49.98 Hz. At around 19:05 220 KV Bus – I at 400 KV S/s Satna (PGCIL) got tripped due to bus fault. Simultaneously 400/220 KV, 315 MVA ICT – II & III tripped on inter trip from 220 KV side as 220 KV Tie CB open status was wrong.

During the above tripping Satna, Kotar & Tons was being fed radially. Hence interruption occurred at 220 KV S/s Satna, Kotar, Tons HPS, 132 KV S/s Satna, Rampur Baghlan, Panna, Pawa, Nagod and Majhgawan.

Due to above tripping there load loss of about 200 MW. There was no generation loss and System was normalized in due course of time.

Minutes of Meeting of 2nd VC on Review of List of Important Grid Elements of WR on Dtd.

25.09.2017 with SLDC MP

With reference to Western Region OCCM 498 decision it was decided to review the list of important

grid elements of Western Region in coordination with SLDC’s and WRLDC. For this WRLDC had

reviewed the list of important grid element of Western Region and accordingly reviewed list had been

sent through email to Maharashtra, Chhattisgarh, Madhya Pradesh and Gujarat on dated 11th

September 2017 seeking comments from states. Accordingly first meeting through VC were organized

on 19th Sep 2017 with SLDC Gujarat and SLDC Chhattisgarh, Details of elements which are to be

removed from list of important grid element of WR were finalized and same were sent through email

on 19th Sep 2017. Second meeting was organized with SLDC Madhya Pradesh on 25th Sep 2017 from

12:00-13:00Hrs. through VC. After discussion elements to be excluded from list of important grid

element of Western Region is attached for Madhya Pradesh. Also list of participants are given in

Annexure I.

Following were considered while reviewing the list of important grid elements.

1. All radial feeders within states which having less impact on the system.

2. Lines with both end of state and which are less sensitive / does not affect any important lines

in the system.

3. ICTs in s/s (states) that does not affect adjacent ISTS s/s loading.

4. Bus reactors with in state having less impact on adjacent ISTS/ISGS stations.

For the outages on ICTs/Lines which are excluded from the list, the concerned SLDC shall prepare ‘N-

1’ contingency plan and review reliability and submit that the system is safe under n-1 contingency

prior to availing the shutdown.

The elements excluded from important grid elements list would not appear in OCC approved list for

outages, but SLDCs to take responsibility of reviewing the reliability and ensure grid security and shall

inform WRLDC before taking outage.

The outage of the element where different licensee is involved, to be incorporated in Google sheet

for outage co-ordination on D-3 basis.

All long outages more than two days shall be taken up as per outage procedure agreed in OCCM or

shall be approved in OCCM forum.

All OCCM approved outages will be given first priority and if required unplanned outages to be

deferred in real time to facilitate the OCCM approved outages.
