PREFACE

This is the Fifth issue of Annual Administrative Report of the O/o Controller of Communication Accounts, M.P. Circle Bhopal. The report is a summary of functions, activities and achievement of this circle during the year 2010-2011. The report introduces and explains the growth in revenue, disbursement of Universal service obligation subsidy, Pensions/pension revisions, Pension Audit, Administration/legal, GPF/loans and advances, Budget, Accounts and Cash Flow. The office has done commendable work in the area of collection of revenue which has increased to Rs. 336.61 Crores in 2010-11 as compared to Rs. 306.32 Crores in 2009-2010. Similarly since the year 2006, when the work of disbursement of USO subsidy was decentralized to this office, more than Rs. 463.64 Crore has been disbursed to Universal Service providers as subsidy from USO Fund. It is our endeavor to maintain efficiency and transparency in our functioning by making public the progress made in various areas of activities through media, updating of website etc. The issue of annual report is one such effort in that direction. Efforts have been made to include detailed information pertaining to the areas under jurisdiction of this office. It shall not be out of place to mention that this Annual Report has been made possible by the dedicated hard work of officers and staff of this office, who richly deserve all the credit for the activities and achievements of this circle during the year 2010-2011. Sincere thanks are also due to Member (Finance), Advisor (Finance) and other senior officers of DOT for their guidance, cooperation and encouragement without which the Annual Report would not have come out in the form as desired.

Suggestion for improvement of the report is always welcome.

THE VISION

To lead from the front as representative and field office of DOT in fulfilling

its commitment towards public at large in making communication facility available in every nook and corner of the country and to each citizen of India by effective implementation of Government policies at State Level.

THE MISSION

To provide world class services to all its stakeholders viz. DOT/BSNL staff and Pensioners, Telecom Service Providers and public at large among others through efficiency, transparency and proficiency in addition to keeping a bird’s view on security as well as in securing the due public share as targeted by Government.

These statements are made on the basis of the Perception by team CCA, Bhopal as an internal motivation driver and hence, has no official endorsement what so ever.

-CCA BHOPAL- – A BRIEF PROFILE-

(1) CCA MP Circle is catering to 8 world class basic and cellular service providers.

Prominent among them are BSNL, Tata Teleservices, Idea cellular Ltd., Bharti Televentures Ltd., Reliance Communications Ltd., Datacom (Videocon) Telecom Ltd. Dishnet wireless Ltd., Allianz Infratech Ltd. (Etisalat D.B.) for collection of revenue. In case of BSNL it is serving 2 circles viz M.P. and Chhattisgarh. During 2010-2011 it collected a revenue of Rs. 336.31 Crores.

(2) For settlement of pension cases and disbursement of pensionary benefits, it is

serving four BSNL Circle viz:

(i) M.P. Telecom Circle Bhopal (ii) Telecom Factory, Jabalpur (iii) BRBRAITT, Jabalpur (iv) T&D Circle, Jabalpur

During the year 2010-2011, it settled 607 pension cases and 755 pension reevion cases and disbursed Rs. 120.62 Crores as pensionary benefits. This circle serves about 9966 pensioners of BSNL and DOT and about 10971 employees of BSNL for GPF, CGEIGS, Leave Salary and pension contributions and Loans and advances.

(3) This office is disbursing Universal Service Obligation subsidy to three USPs

viz BSNL, Reliance communications Ltd. and Tata Telesevices Ltd for various activities such as Rural DELs, VPT maintenance, Broad Band and USO Tower/service support. During 2010-2011, a sum of Rs. 57.14 Crores paid as USO subsidy.

(4) This office is verifying deductions claimed by two licensees viz Tata

Teleservices and IDEA Cellular since 2006-07. Similarly license fee Assessment of ISPs and PMRTS licensees is also decentralized to this office beginning 01-04-2009

(5) CCA, MP circle is representing DOT in legal cases filed in the M.P. Circle

related to service matters, pension and other incidental matters. As on 31-03-2011, more than 50 cases were pending in various courts of M.P. where Union of India/ DoT is made a respondent.

(6) During 2010-2011, a total of 34 applications under Right to Information Act,

were received and replied by this office.

(A) Introduction

The office of the DoT Cell, M.P. Circle, Bhopal was one among the 44 DoT Cells created on 1.10.2000 due to the corporatisation of the Department of Telecom Operations and Department of Telecom Services into BSNL. The nomenclature was changed from “DoT Cell” to % Controller of Communication Accounts (CCA) as the range of functions delegated from the DoT Head quarters were more diverse than mere settlement of pension and related terminal benefits. In due course, the CCA Unit has outgrown its pension focused role and evolved into a critical professional interface between Department of Telecommunications (DoT) and its various stakeholders on various policy issues such as license fee management, USO Fund disbursement, VSAT billing. VPT checks etc. at the ground level. In a short span of time, the CCA units have carved out a niche for themselves by bringing the different stakeholders of DoT – telecom service providers and in particular BSNL employees and pensioners-closer to DoT, with its robust structure and professional working. Most importantly, %CCA remains as a symbolic institutional assurance of the Government of India for the pension assurance given under Rule 37-A to the BSNL employees.

Infrastructure

The CCA, M.P.Circle Bhopal was earlier housed in BSNL Circle Office. After sustained and concerted efforts CCA, Bhopal could get the 1st Floor of Door Sanchar Bhawan, Hoshangabad Road, Bhopal back to DoT. The 1st Floor of Door Sanchar Bhawan is not completely occupied till now since some of the sections of BSNL are still to be shifted to BSNL office from DoT Bldg. Our office is vigorously pursuing with BSNL MP Circle to get the remaining portion. CCA Bhopal needs approximately 20,000 sqft. for its smooth functioning. Therefore Door Sanchar Bhawan having 3 Stories is required in toto for O/o CCA, M.P. Circle and accordingly DoT has earmarked the same for O/o CCA, M.P. Circle, Bhopal.

(B) Management of Claims under USO Fund

USO Fund The New Telecom Policy ’99 (NTP’99) envisaged provision of access to basic telecom services to all at affordable and reasonable prices. NTP 99 provided that the resources for meeting the Universal Service Obligation (USO) shall be generated through a Universal Service Levy (USL), which would be a percentage of the revenue earned by the operators under various licenses. The implementation of USO obligation for rural/remote areas would be undertaken by all Telecom service providers who shall be reimbursed from the fund. The guidelines for implementation of Universal Service Support Policy bifurcated the implementation of USO in Six clearly identifiable streams as detailed below: Stream–I : Provision of Public Access Services :

(a) Operation and Maintenance of Village Public Telephones (VPT) in the revenue villages identified as per Census 1991and installation of VPTs in the additional revenue villages as per Census 2001.

(b) Provision of a second public phone in villages where the population is more than 2000 and no public call office (PCO) is existing.

(c) Replacement of Multi Access Radio Relay Technology (MARR) VPTs installed before the 1st day of April 2002.

Stream–II : Provision of household telephones in rural and remote areas as may be determined by the Central Government from time to time : (a) For rural household DEL (RDELs) installed prior to 1st day of April, 2002

support towards the difference in rental actually charged from rural subscribers and rent prescribed by Telecom Regulatory Authority of India (TRAI) for such subscribers shall be reimbursed until such time the ADC prescribed by TRAI from time to time takes into account this duration of three years for wire line RDELs installed prior to 01.04.02

(b) Support for RDELs installed after 1st day of April, 2002. Stream–III : Creation of infrastructure for provision of Mobile Services in rural and remote areas. The assets constituting the infrastructure for provision of mobile services shall be determined by the Central Government from time to time.

Stream–IV : Provision of Broadband connectivity to villages in a phased manner. Stream–V : Creation of General Infrastructure in rural and remote areas for development of telecommunication facilities. The items of General Infrastructure to be taken up for development shall be determined by the Central Government from time to time. Stream–VI : Induction of new technological developments in the telecom sector in rural and remote areas. Pilot Projects to establish new technological developments in the telecom sector, which can be deployed in the rural and remote areas, may be supported with the approval of the Central Government.

(C) Management of Revenue

(i) License Fee The CCA is responsible for the collection of License Fee, as a percentage of revenue share from all cellular, basic and unified access service licensees, together with the scrutiny of documents submitted by them viz. AGR statements and affidavits. The CCA also maintains the FBGs (Financial Bank Guarantees) submitted by the licensees. The total value of the FBGs maintained in this circle aggregate to about 140.48 crores as on 31.03.2011. A periodical review of FBGs is made and the validity of the all the FBGs maintained is closely monitored.

AGR Verification

CCA, Bhopal is entrusted with the responsibility of cross checking or validating the pass through charges paid by the different operators and claimed as deductions in the AGR statements submitted by them. This office has verified the deductions claimed in the AGR statement in respect of Licensee, M/s. Idea Cellular Ltd. and Tata Tele Services up to the year 2009-10 and appropriate demand raised, wherever needed. License Fee Verification: On transfer of work relating to Licensing Finance functions in respect of ISPs and PMRTS licensees, the M.P. Circle is entrusted with the responsibility of License fee verification of JET-AIU skyline Pvt. Ltd., with effect from 01-04-2009. However, this company has now been merged with M/s Arya Omnitalk Radio Trunking Service Pvt, Ltd., vide DoT letter no.311-134/2008-cs, dated 27.01.2010. The License Fee for the year 2009-10 of the three ISPs of this circle has also been verified by this office in March 2011.

(D) Administration & Authorization of Retirement Entitlements Pension Contribution & Leave Salary contribution : The CCA circle collects Pension Contribution from the BSNL for the period of Service that the employees render in the company. This will apply not only to those officers who are working on deemed deputation basis in the corporation, but also to those who have opted to get absorbed in the corporation. Apart from this leave salary contribution is also collected from BSNL in respect of staff on deemed deputation to BSNL.

Pension Payments: The CCA Circle is responsible for budgeting of Retiral benefit Expenditure and authorization and issue of Pension Payment orders for Telecom Pensioners as well as BSNL Pensioners. Pension Vouching

The CCA Circle has been exercising Post Audit on the disbursements made by the designated Banks and the Post offices on account of the Pension and allied benefits to the Pensioners of DoT and BSNL. The exercise involves a comprehensive check on the amount disbursed which yield realization of excess disbursements. The work had been in arrear in the Circle since the formation of circle and efforts were made successfully during the year under review to bring it up to date with the deployment of special team for the purpose. Maintenance of Broad Sheets

In the financial year 2009-10, we had planned to prepare the GPF Broad sheet and GPF Monitoring system for the four BSNL circles and DOT offices under the control of CCA Office Bhopal.

For this purpose, in February, 2010, a Software had been developed for GPF Monitoring System. This Software generates the Broad sheets of the unit wise and circle wise. In this Software, the data of GPF is required in the MS Excel format. For this, this office took up the matter with the CGMs of four circles and requested them to forward the schedule in MS Excel format by e-mail. With the co-ordination of the circles, we have prepared the Broadsheet of the units and circles. The Broadsheets also tally with the monthly schedule of the unit concerned and the CAC booking.

At present, the Software is under development stage. Some other features like preparation of the Ledger card of individual employee, Inward-Outward transfers and other kind of transactions through general entries is under progress. 2. GPF final payments and DLI cases on retirement of BSNL/DOT employees are also settled by CCA office. 4. Status of Broad Sheet Maintenance as on 31.03.2011

(F) Legal

The CCA takes up the legal cases where Union of India/Dept. of Telecommunications is one of the respondents, with the Hon’ble CAT and High Court of Jabalpur with its benches at Gwalior and Indore on all matters . At present 115 legal cases are in hand.

(G) RTI

During the year under review, 34 applications were received under Right to Information Act. The information seeked was supplied timely and cases were settled within the prescribed time period.

(H) INITIATIVES

We have crossed a mile stone to settle the pensioner claims through Pensioner friendly environment. The following measures have been taken during the year: A Pension Adalat was held in the month of July on 30.07.2010 and a total of 25 cases were received in the Adalat and settled on spot.

The following further measures are under the way:

• Proposal to conduct Pension Adalats in different cities. • Participation in the Pensioner Association Conferences for better

understanding of their problems. • Proposal to conduct free health camps to pensioners. • Matter has been taken up for opening of ‘Pensioners helpline’ number with

BSNL M.P.Telecom, Bhopal.

CCA, MP is one among the few CCA offices, who has its own in - house developed and maintained website to provide very useful and relevant information’s to its various stakeholders viz. Telecom Service Providers, Universal Service Providers, Pensioners and all the more public at large. The Website is updated regularly and details regarding Pension/Pension Revision/GPF cases settled during the month and pending cases along with the reason of pendancy is exhibited.
