MADRAS RACES 2020/2021NOTICES

1. All local horses based at Chennai should be stationed at MRC on orbefore Thursday, 15th October, 2020 and not leave station beforeconclusion of the season except with the prior permission of the Stewards.However local horse/s will be permitted to race at any other centre andreturn to MRC with prior permission from the C.E.O.

2. No stable or course fee will be charged. However, in case a horse doesnot race twice (once in case of horses Rated 80 & Above and Horsesfoaled in 2018) during Madras Races 2020/2021, a stable rent of Rs.5,000/- (plus applicable GST) per horse for the season will be charged in respectof MRC based horses.

3. a) Fodder Subsidy for MRC based Horses under the charge of ‘A’License Trainers will be as follows:

i) Fodder subsidy @ 50% of weighted average cost of Oats & Bran toOwners who own 10 or less horses and 30% of weighted averagecost of Oats & Bran to Owners who own more than 10 horses witheffect from 1st January 2020 Subject to condition 2 of the prospectus.

ii) Horses under the charge of ‘B’ License Trainers will be suppliedOats & Bran at cost price and will not be given any subsidy.

b) An amount of Rs.300/- (plus applicable GST) per horse per monthfor Owners and Rs.200/- (plus applicable GST) per horse per Trainerper month will be levied towards Electricity charges for horses underthe charge of ‘A’ licensed Trainer’s.

4. Horses that will attain the age of 8 years on 1st January 2021 will only beallowed to race till 31st March 2021. Subsidy / Incentive for the abovementioned horses will only be given till 31st December 2020 under MRCRules of Racing.

5. ‘A’ Licensed Trainers under Madras Race Club Rules of Racing shouldhave a minimum of Ten (10) Horses and can have a maximum of Sixty(60) Horses, including a maximum of Twenty (20) Two Year olds perTrainer.

6. a) Permission for Out-Station Horses to race under Madras Race ClubRules of Racing during the ensuing Madras Races 2020-2021 willbe in terms of the Prospectus of the Madras Races 2020-2021.

b) In Terms of the decision of the Stewards of the Madras Race Clubthe following Out-Station Horses will be permitted to participate inraces under the MRC Rules of Racing for Madras Racing Season2020-2021.

i) Classic Races;ii) Sweepstakes Races;iii) 2 / 3 Year old Horses (Foaled in 2018) in the races open forthem;iv) Horses Rated 60 to 85 & Horses Rated 80 & Above.

7. No entry fee/forfeits will be charged except for the Sweepstakes races.However, a service charge @ 0.5% (plus applicable GST) of theadvertised Stakes / Professional Fees to the Winner (Owner, Trainer &Jockey) for races other than Sweepstakes Races will be charged in respectof entries made and scratched at the time of acceptance for the race/s.

8. a) Outstation Horses which are eligible to race under MRC Rules ofRacing in terms of the conditions of the Prospectus will be providedStable accommodation 1 week prior to the scheduled race and theyshall have to leave within 3 days after completion of the race.

b) A stable charge of Rs.1,000/- per day (plus applicable GST) will becharged after the permitted period of stabling for out-station horses.

c) Out-Station Horses will not be eligible for any subsidies during the MadrasRacing Season 2020-2021.

9. Owners, Trainers and authorized agents are advised to keep sufficientfunds in their accounts with the Club to cover any and every liabilityduring the progress of the meeting.

10. It is hereby notified for the information of all concerned that all horsesarriving at the premises of Madras Race Club should possess the followingdocuments without which they will be strictly prohibited from enteringthe MRC premises:a) A valid Entry gate pass issued by the Racing department.b) A valid Coggins Test Certificate negative for E.I.A.c) A Health Certificate from the Senior Veterinary Officer of the

respective club stating that the horse does not show any clinical signsof E.I.A., Glanders, AHS strangles or Equine Influenza at the timeof its departure.

d) An endorsement in the passport to the effect that they have beenadministered with approved vaccination against Equine Influenza.The details of the vaccination such as Date and Name of the Vaccine,Batch No. and Expiry date (Vignette) should be endorsed in thepassport and must be duly signed by the Senior Veterinary Officer ofthe respective club.

11. Horses on arrival should be produced before the Club’s Veterinary Officerand a certificate of soundness shall be obtained.

12. The Club accepts no responsibility for any damage to horses, employeesor property whilst in these stables or within the premises.

13. Owner’s account will be debited by 0.5% from the Stakes money earnedand credited to the Animal Welfare Board Fund to generate funds forretired race horses.The Stewards of Madras Race Club reserve the right to add, amend oralter any of the terms of the conditions of the prospectus at any time evenduring their validity at their absolute discretion. Further, the interpretationof any of the prospectus conditions will rest solely with the Stewards ofthe Madras Race Club and their decision shall be final and binding.

14. COVID-19 PROTOCOLSALL THE PROTOCOLS TO BE FOLLOWED AS REGARDS THECOVID-19 PANDEMIC IN TERMS OF THE GUIDELINESFORMULATED BY THE CENTRAL/STATE GOVERNMENTS,AS ALSO BY THE CLUB WILL BE CIRCULATED TO ALL THEMEMBERS OF THE RACING FRATERNITY SEPARATELY.

GENERAL CONDITIONS1. All Horses taking part in the Madras Races 2020-2021 shall be bound

by the Rules of the Madras Race Club and notifications issued fromtime to time in the MRC Racing Calendar and such other regulations asmay be laid down by the Stewards of the Meeting from time to time.

2. Horses must be registered under Madras Race Club Rules of Racing orunder the Rules of any recognized Turf Authority in India if not alreadyregistered.

4. a) Horses which have raced at Meetings other than under the MadrasRace Club Rules of Racing subsequent to being Rated by theHandicapper, MRC must be re-rated by the Handicapper, MadrasRace Club two days prior to closing of entries for races under Rulesof Racing of Madras Race Club.

b) In the event of a horse having raced at a meeting other than underthe Rules of Racing of Madras Race Club subsequent to its havingbeen entered for a race under Rules of Racing of Madras RaceClub, the entries of such horse/s will be void unless such horse/s isre-rated as stated above and prior to the publication of Handicapfor the race/s for which it is entered.

c) In the event of a horse/s having raced at a meeting other than underthe Rules of Racing of madras Race Club subsequent to its havingbeen handicapped for a race under Rules of Racing of Madras RaceClub, such horse/s shall be withdrawn from the race for which ithas been handicapped.

5. Before a horse is allowed to start in a race for the first time under M.R.C.Rules of Racing, such horse must be produced before the Club’sVeterinary Officer for identification. The responsibility of obtaining acopy of certificate of identity rests with the Owner or the Trainerconcerned.

6. a) Entries, Forfeits & Declarations shall now be electronicallyentered by Trainers by logging in via the Trainers portalprovided in advance. Time for Entry, Forfeits & Declarationsshall be as published in the Prospectus and shall be adhered to.

b) The dates and times at which forfeits/scratchings are advertised tofall due are liable to alteration after closing of entries shouldcircumstances arise, which in the opinion of the Stewards make itdesirable. All horses accepting i.e., ‘left-in’ after the time fixed forfinal forfeits/scratchings must be declared to start unless priorpermission for their withdrawal has been obtained from theStewards.

No horse shall be entered to participate in more than one race on thesame race day, or the following race day, excepting the Sweepstakesraces. However, no horse shall be permitted to run in more than one raceon the same day.

c) In the event of a horse being entered to participate in more than one racein contravention of the above condition, both such entries of the saidhorse shall be rejected and further the person responsible for it shall befined not less than a sum of Rs.10,000/- by the Stewards.

7. Stakes in all handicap races will be disbursed up to Five(5) places subjectto Clause 8 (a) & (b), however Trainer’s/Jockey’s commission will bedisbursed only up to four (4) places.

8. In all Handicap Races & Races for 2 / 3 year olds Terms Races:

The Stakes paid distribution for the 4th and 5th position with respect toactual runners in a race has been restructured to be as follows:

a) Stake money for the 4th place will be paid stakes when there are 8actual runners and 5th place will be paid stakes when there are 9 ormore actual runners.

b) No Stake money will be paid for 6th position onwards in all races.

9. Only such horses which are certified fit for racing by the VeterinaryOfficer of the Madras Race Club will be allotted stables at Madras.

10. a) The full advertised prize will be given in every race except in thecase of a walkover when only half the advertised prize will be givenin accordance with rule and subject to the deductions mentionedbelow in clauses (c),(d),(e),(f),(g) & (h).

b) Stake/prize money/incentives in any race will be credited to therespective Owner/Trainer/Jockeys account, only after the receipt ofthe analysis of the Urine sample of the Winner and placed horses inthat race coming clear of any prohibited substance.

c) 0.5% of Gross Prize money to the owners for 1st, 2nd, 3rd, 4th, and5th places in all races will be deducted as Owners’ Contributiontowards the Tamil Nadu Racehorse Owners’ Association.

d) 13.33 % of Gross Prize money to the Jockeys for 1st, 2nd, 3rd and4th places in all races will be deducted as Jockeys’ contribution infavour of Jockeys Association of India.

e) 0.5% of Gross Prize money to the owners for 1st, 2nd, 3rd, 4th, and5th places in all races will be deducted as Owners’ Contributiontowards the Animal Welfare Fund.

f) 10 % of Gross Prize money to the Trainers for 1st, 2nd, 3rd and 4thplaces in all races will be deducted as Trainers’ contribution in favourof Tamil Nadu Trainers Association

g) The prizes for lower division race/s, if any, will be the same as forthe first division including the trophy. However, the value of theTrophy will be given to the Owner/s in respect of lower divisionsinstead of Trophy.

h) In case the Owner/s of the winner wishes to surrender the Trophy tothe club in any Cup race excepting Sweepstake Races, an amountequivalent to the value of the Trophy will be paid. Request for suchexchange should be made to the Secretary of the Club within sevendays from the date of running of the relevant race.

i) “Any Tax Central/State, liable to be paid on prize money/cup/ trophyis included within the prize money/cup/trophy respectively and shallbe paid by the Owners/ Trainers/ Jockeys/ Breeders or any otherpersons”.

Special attention is drawn to the following:

11. a) The list of entries shall be closed at the time appointed and no entryshall be admitted on any ground after the time.

b) Attention of all owners and trainers is invited to Rule 85 which readsas under: An owner or his authorized agent entering any horse in arace for which he is not qualified to start by the conditions of thatrace may be liable to a fine not exceeding such amount as may befixed from time to time by the Stewards of the Club.

c) If no hour is fixed for closing of entries, the list shall not be closedtill midnight.

d) In the event of any horse becoming ineligible for Sweepstakes Race/s, the Subscriptions will not be refunded, except in the case wherehorses have been rejected or balloted out due to the SweepstakesRace not being divided; only the final forfeit will be refunded.

e) Entries must be made with requisite particulars. If the entries are notsigned by the Owner, they must be accompanied by a written authorityfrom the Owner to the enterer (special attention is drawn to Rule 83)unless such authority has already been filed in the office of the MadrasRace Club, otherwise they will be declined.

f) Note: In case of entry made by any modern mode of communication,confirmation in writing on prescribed form and remittance if anymust be sent as soon as possible.

g) Entries should be made on forms which will be supplied by theMadras Race Club and correct details of all particulars required onthe form should be filled in.

h) Should there be any entrance money the same goes to the Fund,unless otherwise specified in the condition of the race. (Subject toRule 124)

12. The Minimum Acceptors in handicap races to be as follows:

In Handicap Races(Except for Horses Rated 80 & above) - 8 Acceptorsand in Races for 3 year olds (Foaled in 2017)

In Handicap Races for Horses Rated 80 & above,in Races of 1800 Metres and above &Races for 2 / 3 year olds (Foaled in 2018) - 6 Acceptors

13. In the event of the number of acceptors in any race/s (except forsweepstakes races) exceeding 17 and not more than 24, such race/ s willbe divided into two divisions and if the number of acceptors exceeding24 and less than 37, such race/s will be divided into three divisions atthe discretion of the Stewards and the excess number of acceptors abovethe stipulated limits for divisions will be balloted out.

14. a) Unless otherwise decided by the Stewards, MRC the maximumnumber of races for a race day would be 8 (eight) and the minimumnumber of races for a race day would be 6 (six). In the event of there

being more number of races than the above stipulation on a race dayby virtue of division of races and in order to limit the number ofraces as stipulated, the excess number of acceptors in races for thelower rated race/s (first) more than the prescribed field limit of 12will be rejected by ballot. A horse once rejected/balloted out afteracceptance shall not be rejected/included in the ballot on the nextoccasion (except for sweepstakes race) when the horse/s is an acceptorprovided the horse/s has not run after being excluded so as to restrictthe field size for each division to 12.

b) The following order of preference for division will be followed:Handicap – 80 & AboveMaiden Terms Races (2/3 Year olds)Terms Races with PenaltiesHandicap – 60 to 85; 40 to 65; 20 to 45 and 00 to 25.

c) Note – The time and date for the acceptances of two consecutiverace days will be on the same day and in the eventuality of divisionof race/s, the Stewards reserve the right to divide as many number ofraces as into as many divisions (not exceeding three per race) asdeemed fit. Further, the Stewards may Advance/ Postpone any race/s so as to balance the number of races on two consecutive race dayswith a limit of not exceeding 8 races per day.

d) In case of acceptances time being fixed on same day for twoconsecutive race days, the owners’ / trainers are allowed to lodge aconditional prescribed blue form in the scratching box or by anymodern mode of communication prior to the scheduled time anddate fixed specifying in which race they would prefer to accept theirward in case of entry in two races on consecutive race days if a race/s going void/not getting divided or a horse getting balloted out froma race. Further, any horse/s balloted out on the first of the twoconsecutive days of racing shall not be balloted out from the secondday. Scratching forms for each consecutive race day should be lodgedseparately.

e) However, when such race/s (except for sweepstakes) are not divideddue to above stipulation, the excess number of acceptors will beeliminated from amongst the horses belonging to Trainer/ s andOwner/s (i.e. anyone owner either individually or in a partnership)who have accepted the highest number of horses by applying one ormore of the following criteria in that order:-

i) Preference of elimination submitted by the Owner/ Trainer, if any

ii) Descending order of the age of horses.

iii) Descending order of the number of starts of the horses during themeeting.

iv) Descending order of the Performance (1st, 2nd, 3rd and 4th) of thehorse during the meeting

v) In case of a tie, lots will be drawn. This process will be continued tillthe required numbers of horses are eliminated.

f) In case of ballot the owner/trainer will have an option/priority ofrejections where they can lodge on a pink form or other modernmode of communication giving the order of rejection by ballot. Theorder of preference for balloting out must be in sequential order.

15. The procedure for division of race/s will be as under: Division ofHandicap Races: - The procedure of allocating horses in to divisionswill be as under: For example, if a race is left with 20 acceptors; thehorses in each division will be allocated as under:

a) If the acceptors are 20, 10 horses will be assigned to each division.

b) If all the horses belong to different Owner/ Trainer, the first 10 horseswill be assigned to Division I and the remaining 10 acceptors will bein Division II.

c) If any Owner or Trainer has two horses accepted, the higher weighted/rated horse will be allocated to Division I and the lower weighted/rated horse will be in Division II.

d) After separating the horses belonging to the same Owner/Trainer,the balance number of horses required for a particular Division willbe allocated starting from the top weighted horse, till the requirednumber of horses for that particular Division is met.

16. In the event of the number of acceptors in a sweepstakes race/s exceeding18, the number of acceptors will be rejected as under:

a) The rejection of excess number of acceptors will be based on theaggregate value of stakes earned by the horse/s during the currentand two proceeding seasons. Horses having higher aggregate valueshall be given priority to remain in the race whilst horses with loweraggregate value will be rejected to the field as prescribed. If two ormore horses are of equal lower aggregate value of stakes, the horse/s shall be rejected by ballot.

b) In case of Sweepstakes/Terms races confined to maidens the rejectionwill be by ballot.

c) In case of a horse/s being rejected after acceptance stage, or in caseof balloting out in a Sweepstakes race only the final forfeit will berefunded.

d) A horse rejected from a race shall not be rejected/ included in ballotwhen it has been accepted next time provided the horse/ s has notrun after being balloted.

17 a) The time and dates advertised for forfeits are liable to alterationafter the closing of entries should circumstances arise, which in theopinion of the Stewards, make it desirable. All horses accepting i.e.left in after the time fixed for final forfeits must be declared to startunless prior permission for their withdrawal has been obtained fromthe Stewards.

b) The Stewards reserve the right to refuse or to accept the tender of anentry and/or to cancel an accepted entry at any time without assigningany reason whatsoever.

c) The Stewards reserve the right to amend or alter the conditions ofany race at any time and to indicate any race or races to be ridden byIndian Jockeys and Apprentices at the time of publication ofHandicaps.

d) The Madras Race Club reserves the right of paying stakes after sevenworking days or after such longer period at the discretion of theStewards after a race is run.

18. In all Handicaps, a winner of a race after publication of weights to carry5 Kgs., i.e., 10 handicap rating points extra provided if it is otherwiseeligible (i.e., if the winners’ rating exceeds the top rating of the class itshall become ineligible).

19. In all handicap races the lowest weight allotted shall not be less than 50Kgs., and the lowest top weight to be allotted shall be 60 Kgs. Further,unless otherwise specified after final forfeits should the top weightedhorse be less than 60 Kgs., it shall be raised to 60 Kgs., and the weightsof remaining horses will be raised relatively.

20. No horse shall carry more than 2 kgs overweight in any race, exceptwith the permission of the Stewards if the horse is ridden by a Jockeywho is either not entitled to claim an Allowance or cannot claim anAllowance under the Conditions of the race.

However, in case a horse is ridden by a Jockey claiming an Allowance itshall not carry, except with the permission of the Stewards, more than 2kgs in excess of the weight which it would have carried if the Jockey inquestion had claimed in full the Allowance to which he was entitled.Such permission must be obtained before the Starting Declaration boxfor such race is opened.

21. Except in Handicaps, correct weight of any horse/s not struck out mustbe notified not later than the time the final forfeits are due for the race.Any Trainer failing to comply with this condition will be fined a sum ofRs.500 in each case.

22. Unless otherwise specified starting declarations for all races must be10.00 A.M., two days prior to the races or as published in the prospectus.Errors in the starting declaration will render the Owner or person makingit subject to a fine at the discretion of the Stewards [vide rule 141(a)].

23. a) Indian Jockeys 25 years old and below and Apprentices, shall beentitled to allowances in any handicap flat race, on the followingscale viz.,Not having ridden ten winners - 5 Kgs.

Having ridden ten winners,but not ridden twenty winners - 3.5 Kgs.

Having ridden twenty winners,but not ridden thirty winners. - 2.5 Kgs.

Having ridden thirty winners,but not ridden forty winners - 1.5 Kgs.

b) After having ridden forty winners or attaining the age of 25 yearswhichever is earlier, they are not entitled to claim any allowances.Provided, however, that an apprentice jockey/Indian jockey mayclaim the same allowance during the day which he/she was entitledat the beginning of the race day. The change in allowance as per thescale will take effect from the subsequent race day.

24. Note:

a) No Apprentice shall be permitted to ride in any race for three yearolds until he has ridden in at least ten races. No Apprentice shall bepermitted to ride in any race for 2 year olds until he/she shall haveridden ten winners.

b) No rider shall ride in any race unless he/she is wearing a Skull Capand Body Protector of a pattern approved by the Stewards of MadrasRace Club.

25. a) Colours must be declared with the entries unless already registeredwith the Madras Race Club. Unregistered Colours must be declaredin the Office at or prior to the time fixed for the final forfeits andmust be of the pattern as described in the regulations governing theregistration of colours as published in the Racing Calendar. Such orother approved colours must be registered with the Madras RaceClub when notification to do so has been issued. If there be morethan one horse of any one Owner left in a race, a different colouredcap must be declared for each horse. Every person running a horsein colours other than those registered or declared as per above willbe fined in accordance with Rule 118 in respect of each horse so run.

b) In the event of a person being unable to run a horse in colours asdeclared in the Race Card, the Jockey will wear “All Black”. A set ofthese colours may be obtained from the Clerk of the scales.

26. Trainers must ensure that Passport of every horse intended to be racedunder the Madras Race Club Rules of Racing is with the Madras RaceClub well before the time of the race in which the horse is intended to beraced, as a horse without a Passport will not be permitted to race.

27. In view of the introduction of Goods and Services Tax (GST) act w.e.f.1st July 2017, there will be levy of GST @ 18 % on all payments madeby owners to the Club ie: Entry Fees, Sweepstakes, etc., & any otherpayment / deduction as applicable as per law. Any further changes dueto GST will be notified separately.

28. Amount of Stakes payable to Trainers and jockeys, as reflected in theProspectus, represents commission on stake payable by owners to themas decided by the Committee of the Club.

29. All persons taking part in the Madras Races 2020/2021 shall be boundby the Rules of Racing of Madras Race Club and notifications issuedfrom time to time in the Madras Race Club Racing Calendar and suchregulations as may be laid down by the Stewards of the Meeting fromtime to time.

30. The Stewards reserve the right to amend or alter or cancel any of theConditions or Clause/s at any time contained in the General Conditionsof the Prospectus, if the circumstances so warrant at their sole / absolutediscretion.
