    The latest revision of ASTM E-1417 included an update of Section 7.1.1,reflecting the ongoing trend moving away from solvents for cleaning. Thenew wording clearly puts aqueous-based cleaning on an even level to thetraditional solvent cleaning and vapor degreasing.

    Solvent cleaning remains the simplest method for preparing a surface forpenetrant inspection. However, there can be several disadvantages, suchas flammability, VOCs, health and safety hazards, high material costs, andhigh disposal costs. All of these issues disappear when using an aqueouscleaning process. When changing over from solvent to an aqueous process,there are new factors to consider:

    Parts must be washed, rinsed, and dried

    Regular laboratory checks of cleaner concentration

    Base material compatibility with cleaner

    Specification compliance

    In addition, aqueous pre-cleaning needs to be setup up correctly to ensurea successful inspection. When alkaline cleaners are not sufficiently rinsed,residues can mask surface flaws and degrade the dyes in both visible andfluorescent penetrant. Adequate rinsing is necessary to ensure all the soils

    and cleaner are removed. Rinsing with RO or DI water would be preferredto obtain a residue-free surface for inspection. Water remaining on thesurface will prevent the penetrant from entering small cracks, so the partmust be thoroughly dry before applying penetrant. Likewise, flash-rustingcan mask small flaws and prevent the penetrant from wetting the surface,so an aqueous cleaner that includes corrosion inhibitors is recommended.

    As always, pre-cleaning should be performed according to the specificguidelines set by the cognizant engineering organization or governingspecification for the inspection.

    Section 7.1.1 (Rewritten to include alternate cleaning methods.)

    One or more appropriate cleaning methods such as solvent cleaning,

    vapor degreasing, ultrasonic cleaning, aqueous-based cleaning, or meth-

    ods agreed upon with the cognizant engineering organization shall be used

    for the removal of oils, greases, and waxes, and as the final step before

    penetrant examination. If etching is required, the parts shall be appropri-

    ately cleaned, then etched and delivered to penetrant examination.

    that have been reported to us by several customers:

    SUBJECT: TOOL STEEL RING

    This letter is being written to bringattention to an issue regarding Tool

    Steel Test Rings (Ketos Rings) and theiradherence to the requirements of the

    AS-5282 specification. When this speci-fication was first developed in the late1990s the machinery used to create the

    table of predicted indications was a onephase FWDC output unit. At this time

    Magnaflux recognized a potential prob-lem, as the original intent of using the

    Tool Steel Rings to analyze sensitivity ofdry powders required the use of a 3 phaseFWDC machine. Three phase and single

    phase FWDC machines perform differ-ently, particularly at low amperage levels.

    The issue at hand is the differ-ence of magnetizing current available

    between single phase FWDC units andthree phase FWDC units, especially in

    the 0 1000 amp output range. Belowyou will find two pictures. Each picture

    shows three rings, one manufactured byMagnaflux and the other two by differ-ent manufacturers. In one picture the

    rings were processed using a single phaseFWDC MPI unit. In the other picture

    the rings were processed using a threephase FWDC MPI unit. In all cases therings were processed at 500 amps using

    the same MPI bath. The differences inthe rings performance are apparent. The

    one phase FWDC unit produces sharper,more distinct indications.

    The results from this evalua-tion identify a problem with current

    specifications regarding Tool Steel TestRings. 500 amps delivered by a singlephase FWDC MPI unit is not necessar-

    ily equivalent to 500 amps delivered bya three phase FWDC MPI unit. The

    Ketos Rings we have evaluated that havebeen manufactured by our competitors

    do not meet the letter of the overridingspecifications at low amperage levels, yet

    they are being shipped as certified KetosRings. Magnaflux has recognized thisissue in our own Ketos Rings, and have

    taken the correct action of stopping ship-ment of Ketos Rings until this issue can

    be resolved.The good news regarding the AS-

    5282 specification is that it has led to theproduction of more consistent Tool SteelTest Rings, which are also more similar in

    performance. In addition, it appears thatRings have become much more consis-

    tent from batch to batch. However, theissue regarding magnetizing current is an

    issue that we feel must be resolved.

    Offered Solution:

    Magnaflux recommends that the tablesin ASTM E-1444 and AS-5282 be

    used as a guide, and that Ketos Ringperformance should not be specifically

    held to these parameters. Actual ringperformance needs to be monitored on aday to day basis (taking into account the

    type of machine being used to providemagnetizing current). Customers should

    then simply monitor any changes to theperformance of the Ketos Ring withinthe controlled environment (amperage

    setting, bath quality, bath timing, etc.)of a specific magnetic particle inspection

    machine or system. In this way theTool Steel Ring will become a useful

    tool similar to the PM-5 Panel utilizedtoday to monitor complete system

    functionality of Penetrant Inspectionsystems.

    Magnaflux Position:

    During the course of attempting to fully

    understand this issue, Magnaflux sus-pended the shipment of Ketos Rings to

    our customers. The only issue we haveidentified with the performance of ourRings is at the 500 amp level. In ALL

    other aspects the rings have met orexceeded specification requirements. All

    rings produced by other manufacturersthat we have evaluated have yielded the

    exact same results.Because Magnaflux understands

    changes to specification language will

    take time, and because we know our ringsare the same or superior to the other

    rings on the market, we have resumedthe Ketos Ring shipments. This letter

    accompanies each ring as an explanationregarding the 500 amp level issue facingthe entire industry.
