Subject: Notice for the suppliers for supply of books. Dear Sir/Madam, Quotations are invited from the Suppliers for the purchase of Books as per Annexure-I of Rs. 3,90,000/- (Three Lakh Ninety thousand only) . You are therefore, requested to submit your quotations to the undersigned by 11.01.2021 in a sealed cover superscribing “QUOTATIONS OF BOOKS” with the terms and conditions which should include – 1. Quotations are invited from the suppliers for the purchase of books with EMD amounting to 2% of tender value in Demand Draft in favour of Principal, Mahatma Gandhi College, Lalpur,

2. The offers must be in two separate sealed envelopes including Technical bids separately and stated clearly on the face of envelop. Financial bid will be opened only for technically qualified vendor(s). 3. Vendor(s) should not be black listed by any library / institution in the country. A self declaration to this effect of Rs.10/- non judicial stamp paper required. 4. Maximum discount offered on the quoted prices in percent. 5. Preference will be given to the vendor(s) who will provide maximum titles and numbers of books. 6. Vendor(s) must submit acceptance of terms and conditions as stated above. 7. Selected vendor(s) must supply the ordered books at a time within two weeks from the date of issue of work order. 8. Selected vendor(s) must supply at least 80% books from the ordered list. 9. The following documents must be submitted- a) Copy of PAN Card, b) Copy of Current ITR, c) Copy of Trade License, d) Details of your firm’s Sales Tax Registration No. ( Attach GST Certificates ). 10. Vendor(s) may have supplied Books to at least two reputed institutions for last 2 years ( Enclose satisfactory performance report, work order and payment proof by respective Institutions ). 11. Transportation Charges- a) The Books should be supplied at their own cost to Mahatma Gandhi College, Lalpur, PO.-Daldali, PIN-723130, West Bengal. b) Every supply should be accompanied by a delivery chalan, clearly bearing the details of the items i.e. titles,authors in supply, their quantity and price. 12. Conditions for cancellations of the released purchase orders- a) If the empanelled vendor(s) to whom the order has been placed fails to supply the entire order or any part of the order within the stipulated time without providing satisfactory justification, the total order will get cancelled. b) Thereafter, the institute reserves the right to cancel the order and place the empanelled vendor(s) in the black list after providing them an opportunity to represent their side. c) The decision of accepting supply of cancelled titles is at the sole discretion of the institute and the decision of the competent authority of the institute shall be final in this regard. 13. Edition specifications- a) Latest editions of books must be supplied. b) Preferably paperback editions of books be supplied. c) By default, Indian editions of books must be supplied. d) In case of unavailability of paperback and Indian editions, supply of the available editions in lieu of the default accepted. e) The supplier should certify on the bills that only latest editions have been supplied and they are not remaindered titles. 14. Invoicing procedure - a) The invoice should bear the firm’s Tax invoice, PAN, GST etc.

b) Pre-receipt invoice(s)/bill(s) are to be submitted in triplicate (3 copies). c) A revenue stamp should be affixed on the original bill and should be signed by authorized signatory. d) Invoice should be raised in favour of the Principal, Mahatma Gandhi College, Lalpur, Purulia. e) One invoice should be raised against one purchase order (p.o) only. Titles from different p.o.(s) should not be combined and supplied under one invoice. f) The institute may take approx. 3 weeks from the date of the ordered book(s) received for final payment through PFMS to the vendors / suppliers. 15. Mandatory enclosures with invoice- a) For price verification, book seller shall generally produce the publisher’s invoice under which he purchased the book. A copy of publisher’s/distributor’s invoice or copy of printed catalogue of the order period may be also accepted if above is not applicable. b) Every price proof should contain seal and authorized signature of the vendor. c) Proof of Goods Offices Committee (GOC) exchange rates having prices in foreign currencies from valid authority as on the date / month of invoice for the remittance. 16. All disputes and differences arising out or concerning the work shall be subject to the sole arbitration of Principal, Mahatma Gandhi College or his nominee. The decision of arbitration shall be final & binding on both the parties. The empanelment will be interpreted under Indian laws and disputes adjustable within the jurisdiction of court of law of Mahatma Gandhi College. Thanking you,
