Main Activities to Improve the Control of Radioactive
Sources and Maintain an Effective Regulatory Nuclear
Systems in Brazil

In 2006 CNEN signed the commitment to the recommendations of the
Code of Conduct on The Safety and Security of Radioactive Sources and
the Guidance on The Import and Export of Radioactive Sources
In 2009 the office responsible for the control of radioactive sources and
authorizations of medical and industrial installations implemented an
“Electronic Management System”. This System integrates the transport
and waste management licensing sectors with the Radiation Facilities
Authorization Office
During the period from 2006 until 2015 the most relevant regulations
related to the control of radioactive sources and authorizations of medical
and industrial installations were reviewed and new regulations were
elaborated and issued
These documents were in line with the Categorization of Radioactive
Sources and the Safety Standard Series, General Safety Requirements
Part 3 (GSR Part 3)
MAIN ACTIVITIES TO IMPROVE THE CONTROL
OF RADIOACTIVE SOURCES
The Electronic Management System and Workflow
Electronic Management System was implemented in order to face
the growing number of radioactive sources and their associated
facilities and maintain an effective regulatory control.
To strengthen the control of radioactive sources and make it
more effective it was also necessary to integrate other regulatory
sectors which are part of this regulatory system like the radioactive
transport and the radioactive waste management sectors

The National Register of Radioactive Sources is very
comprehensive, including all radioactive sources, radiation generators,
associated facilities, in addition to all the occupationally exposed
individuals who work in these facilities

The objective of the implementation of an Electronic Management
System with Workflow and content management was to improve
the control of radioactive sources and optimize and make more agile
all the radiation facility licensing process. Distribution of Facilities

The Electronic Management System allows the updating of the
National Register of Radioactive Sources on line every time a new
authorization was issued or any change in the inventory of radioactive
sources of the facilities
The whole licensing process is supported by requests that the licensee
must submit through the CNEN Portal for a given authorization

The Brazilian system of control of the import and export of
radioactive or radiation sources is based on a joint action between
the Brazilian regulatory body and the Brazilian Customs.
Any imported and exported product is registered and uses an on-
line control system of foreign trade, the integrated foreign trade
system – SISCOMEX
For authorization to import radioactive sources the licensee must
send by electronic licensing portal a license application, through
SLI form, for importing the radioactive source.
The authorization is issued after the licensee is in compliance
with all requirements of CNEN’s regulations

The electronic management system allows obtaining licensing
data statistics.
The figure shows the most relevant radioactive sources that
were imported in the past seven years. We can observe that an
important number of Co-60 was imported.

The application for export authorization of radioactive sources, is
also requested by CNEN in the similar process for import of
radioactive sources.
All the licensing process is supported by requests that the
licensee must submit to obtain a given authorization
In the figure we can have an overview about the numbers of all
kinds of request applied to CNEN in the seven past years

The Process of Authorizations
The requirements for
Authorization of Radiation
Facilities are established in
the main Regulation for
Licensing of Radiation
Facilities and others
addressing specific
practices.
These regulations are in
accordance with the
recommendations of the
IAEA document of
Categorization of
Radioactive Sources
International Cooperation
Major Public Events
International cooperation is also an important
tool for improving control of radioactive sources.
Brazil has established bilateral agreements with Argentina,
Canada and USA in order to facilitate the implementation of
Guidance on the Import and Export of Radioactive Sources.
Brazil also take part of regional initiative “Mercosul Group
Against Illicit Traffic of Radioactive Sources”.
We take part in relevant cooperation projects of IAEA and
Iberian-American Forum of Nuclear and Radiological Regulatory
Authorities
Brazilian Regulatory Authority is also participating of a number of
major public events including Rio Pan-American games, Rio + 20,
FIFA Confederation Cup, Word Youth Day and FIFA World Cup
The actions have included the monitoring of public and areas used
in the events and training of security forces.
The participation of the regulatory Body was supported by IAEA
and other organizations.

Conclusion
In the last decade, a number of strengthening
actions were introduced in the Brazilian regulatory system
We can underline the introduction of an Electronic Management
System, which includes a content management and a workflow, in
the Brazilian Regulatory Authority
The international cooperation established for the strengthening
of the control and security of radioactive sources and
the implementation of the Code of Conduct and supplementary
Guidance on the Import and Export of Radioactive Sources
Challenges are the permanent improvement and updating of the
present control system, including the introduction of new database
with functions customized for the newer electronic management
system
The extension of this electronic management system to all
regulatory branches, including nuclear reactors, fuel cycle and
waste management sectors
