Energy statistics provides the information on purchase, trade, stocks, transformation and consumption of energy/energy commodities
All data are harmonized with standards of Eurostat and International Energy Agency (IEA-Кey World Energy Statistics, 2006. Conversion Equivalents between Units of Energy), thus being comparable on international level

2. The annual energy balance data for the period 2010-2016, which are published in the previous years, are corrected and available in the database in the field of Energy

4. Data are submitted by March 15 of the current year, for the previous
year and this data are not publicly available
5. Data of Balance of Mineral Resources and Reserves are not linked
horizontally to the data base of the Statistical Office
6. This data of quantity are the basis for the making of National
strategies (strategy of energy, energy balances, ...) which show the
quantity and are publicly available

Accounting (SEEA) to an international statistical standard
3. to advance the implementation of the SEEA in countries
Current situation
1. Statistical data of energy and mineral resources at Statistical Office connected to
statistical EUROSTAT & IEA
2. Statistical data indirectly partially touches over accepted environmental conventions and
conventions of the UN-SEEA
3. Data of quantity from the Balance of mineral resources and reserves not connected to
the UN-SEEA
4. Ecological network shall become part of the European Ecological Network Natura 2000
till the day when the Republic of Serbia accesses the European Union

Does not exist horizontal connection between statistic data at Statistical
Office and physical quantities data of energy and reserves of mineral raw
materials at Ministry of Mining and Energy

Does not exist legal and formal clear procedure for public mutual
harmonization of physical quantities of energy and mineral
resources/reserves at Ministry of Mining and Eneregy to Pan- European
reporting standard (PERC) or UNFC system
The Classification and Reporting Book Regulations… based on PERC, has not
yet been passed - which would bridge the current gap in reviewing data and
reporting on mineral resources and reserves and their statistical data
The statistical data showing that the initial processing of gathered data in
public enterprises and other business entities was not done by qualified
professionals

are publicly available in modified form through Government strategic public
documents (national strategies, strategy of energy, mineral policy…)
Statistical data about energy and mineral resurces fossil fuels and reserves
of solid mineral raw materials from the Statistical Office are often hard to
compare with statistical data about their physical quantities kept in the
Ministry of Mining and Energy
There is not enough information about the qualifications of persons
processing the basic statistical data for the database and strategic
documents creation purposes
There is a smaller scope of information that show that the basic statistical

As a candidate country for EU membership need review and apply these international standards, introduce them
into legal system and ensure their application.
Particular attention should be paid to the standards that have emerged during the years of operation of the
United Nation Economic Commission for Europe (UNECE).
The horizontal connections of authorities and institutions dealing with statistics of physical quantities of energy
and mineral resources in the Republic of Serbia
Legal Mutual harmonization of existing legislation for the purpose of compatibility with EU directives and international
reporting systems and fully provided an adequate overview of statistical data in the international statistical
system
Technical
Introduction of known program and software packets into the initial data processing within business entities for
the creation of the basic database kept in the Ministry
Formal, mutual, electronic and software connection between authorized institutions that process and use
statistical data regarding physical quantities of energy and mineral resources in the Republic of Serbia, for the
public reporting
Human
resources
Rise in the current level of statistical knowledge to a higher degree
( as professionalism, statistical and IT literacy, necessary communicativeness)
Employment of a new number of expertly qualified and educated people for the process of statistics data for
further statistical review and rating of received data in the process of data gathering, processing and public
reporting
Rise in the level of IT literacy of the existing human resources
(regarding the lawfully regulations dealing with statistics data of energy and mineral resources)
Financial
IT – software system for the horizontal institutional connection for the purposes of the public data review (in
accordance with the law)
Additional education of existing staff that are in direct contact with the physical quantities of energy and mineral
resources
The complete harmonization of national legislature and international statistical standards for the goal of the

Employment of a number of professionally educated people in the work of statistics, in positions where there are
gaps (for initial collection, processing of data and sending to the Ministry, Statistical Office, Chamber of
Commerce and other institutions that use data for the development of strategic documents, as well as for
receiving and processing returns information regarding statistics data

3. Possible activities or changes necessary for harmonization of statistical

4. Funds have been stated, such as institutional, legal, technical, human
resources and finance to overcome the main obstacles through the
implementation of various activities
5. The deadlines for overcoming gaps and mutual harmonization, in the
adequate synergy of all participants, can be optimistic in the next 5-6
years (according to the personal opinion of the consultant)
