Alfred Street One Way Pair and
Streetscape Project
BESH provided survey and design services
for the one-way pairing of Alfred Street and
Caroline Street between SR 19 and Disston
Avenue, within the City of Tavares. The
scope of BESH’s responsibility included
route survey, roadway design, community
involvement, project management, drainage
analysis and design, and utility
coordination. Project also included
permitting with SJRWMD, FDOT, Lake
County and the City of Tavares, as well as,
land acquisition from FDOT surplus lands
for the construction of a wet retention pond.
BESH handled all of the coordination and
permitting associated with this acquisition.
Project is 100% complete with construction
scheduled to start August 2013. A
streetscape scope was added to this Project
by the City of Tavares that includes
hardscape, landscape, irrigation design,
ADA accessibility, decorative brick paver
cross walks, street furnishings and creating
a standardized template for Streetscape
Design to be carried forward on future
streetscape projects within the City’s
Downtown District.

Streetscape Project
BESH has worked with the City of Mount
Dora and the City’s Downtown CRA
Advisory Board to create a Downtown
Streetscape Master Plan for the City’s
commercial core. This Master Plan
incorporated many of the suggestions of
the City’s recent Visioning process.
Having recently completed the Master
Plan, BESH has completed Phase 1
design on what will be an anticipated 5
phases for the project. Phase I of the
project includes streetscape
improvements to 4th Avenue from Lake
Dora to Alexander Street, Alexander Street
from 3rd Avenue to 4th Avenue, 3rd
Avenue from McDonald Street to Donnelly
Street, and a complete redesign of Child’s
Park. Future phases will be designed
annually and constructed annually during
the slower summer months.
The project also included design and
permitting of replacements to the existing
water, sewer and stormwater systems.
The scope of BESH’s responsibility
includes surveying, civil design,
coordination with the City’s Construction
Manager at Risk and project construction
management.

Sunset Avenue Widening Project
BESH is the Engineer of Record for the
design of 1.2 miles of roadway widening,
repair and resurfacing on this Lake
County Impact Fee Funded project.
Although funded by Lake County Impact
Fees, the project lies within the City of
Mascotte and was managed by the City.
The project consists of milling, widening
and resurfacing of Sunset Avenue from
CR 33 south crossing SR 50 to Palmetto
Street. The scope of work included
utility coordination and adjustment,
stormwater and drainage improvements,
and addition of sidewalks and
pedestrian crossings for safer access to
the new Elementary School.

Hancock Road Construction Project
This project is a Lake County Impact Fee
roadway project, consisting of
constructing a four lane divided urban
road section from Old Highway 50 north
to Turkey Farms Road in the City of
Minneola area. BESH’s role in this
project included preparation of a record
survey of existing conditions which
included location and identification of all
existing improvements and features
within the survey area. Identification and
location of all relevant property
information, such as deed lines, plat
lines, designated roads, right of ways,
easements and other matters of public
record or information referenced in the
title report. BESH also coordinated with
all utility owners located within the
corridor, conducted on-site meetings
with utility owners, prepared utility
adjustment sheets based upon RGB
drawings received from each of the
seven local utilities and coordinated
utility work schedules.

BESH was contracted to provide
engineering design, permitting, utility
coordination and post design services
for the construction of Hartle Road from
the existing terminus at Lake County Fire
Station to the southerly boundary of the
Waterbrooke Project. Design is for
approximately 4,400 LF of 4-lane
roadway with 2 lanes to be constructed.
The scope of services includes
engineering design, geotechnical
investigation, permitting and post-design
services associated with a four-lane,
divided urban roadway section within a
120’ right-of-way in the City of Clermont,
Lake County, Florida.
BESH designed a four-lane divide, urban
roadway with 4 foot bike lanes, 12.5 foot
multipurpose trail and 5 foot sidewalk
within a 120 foot right-of-way. Plans
were designed to meet all Lake County
and FDOT design requirements for 45
mph design speed.

Marjorie Harris Carr Cross Florida Greenway
Landbridge Phase Paved Recreational Trail
This design-build project consists of the
design, permitting and construction of a
12’ wide, multi-use paved trail,
approximately 6 miles long. The trail is
located on the Marjorie Harris Carr Cross
Florida Greenway, and extends from 49th
Street west to SR200. The project also
includes the design and construction of a
tunnel crossing at CR 484. The project
was managed by Marion County, and
designed to meet all FDOT standards for
multi-use trails.
The design lead, BESH handled the
engineering, design, permitting and route
surveying tasks needed on the project.
BESH also hired and managed the
needed, specialized subconsultants for
such disciplines as environmental,
structural and geotechnical work. Given
the environmentally sensitive nature of
the Cross Florida Greenway, much
attention was given to the design, so as
to minimize the potential impacts from
grading and horizontal alignments.
Accommodations for all trail users were
incorporated into the design; from
equestrians to hikers, bicyclists and
horse drawn carriages. Due to the
numerous natural surface trails crossing
the new paved trail, special consideration
given to users safety at all crossings, with
signage and striping. Coordination with
the land manger, Florida State Parks, was
also key to a successful project. Finally,
ease of trail maintenance was a key
factor in the design, as requested by the
land manager.

Streetscape, City of Tavares
The scope of work included final design,
preparation of construction plans,
permitting and construction
management for a complete renovation
of Main Street in downtown Tavares, the
County Seat of Lake County, Florida.
The design included milling and paving
of the roadway with a geotechnical
underlayment (necessary due to poor
subgrade), landscaped islands, brick
paver crosswalks and sidewalks, new
landscaping and irrigation systems,
raised planters, and complete electrical
systems for lighting of the entire
roadway. The traffic pattern was also
altered so as to provide traffic calming
for a “walkable” community, safer for
drivers and pedestrians alike.

planning, utility design, stormwater
permitting and construction management
services. Kimley –Horn provided the
roadway design coordinating with BESH
as the prime consultant for the JB Ranch
project. BESH provided complete route
survey, sketch and legals for right of way
dedication, and utility locates as well as
design for the stormwater management
system, capital water, wastewater
(including capitol lift station and 30 inch
force main), and reuse water utilities and
coordinated the installation of all dry
utilities (phone, power & cable TV).
Construction management services
included weekly construction progress
meetings, minimum of 3 visits per week to
observe construction for conformance
with plans and specifications, review
contractor pay requests, coordinate

This project consists of 3.08 miles of
roadway reconstruction in a area of 12 to
18 percent road grades. The design
includes approximately 2 miles of four
lane urban road section with sidewalks
and bike trail, a mile of two lane rural
roadway section through an area of
limited right of way, and intersection
improvements at US HWY 27. Design of
this road included extreme cuts, fills and
retaining walls to meet FDOT, Lake
County, and Green Book standards.
Included with this project was capital
water and wastewater infrastructure for
the City of Minneola to serve the future
developments in the area. This project
was undertaken by a private developer,
as a requirement of development
approval, on behalf of Lake County and
the City of Minneola.

Improvements
BESH was the Engineer of Record for
preparing intersection modification plans
in accordance with FDOT and Lake
County Standards. Intersection
improvements included the design of a
north bound right turn lane on SR19,
concrete median separator on CR 450
East, curb radius improvements,
modification of Hatfield Drive at CR 450
East to create right turn only movement
north and south bound, extension of
south bound left turn lane on SR19 and
a new intersection at the entrance to
First Baptist Church crossing Hatfield
Drive and connecting to SR19 with left

The scope of work included engineering

Streetscape. This project is a joint City
of Mount Dora/Lake County project on a
County roadway running through the
City. This project is located on Highland
Street, between 5th
Avenue and the Lake
County/Orange County line. Design
included obtaining approval from both
the City of Mount Dora, as well as Lake
County Public Works. Project bidding
assistance included preparation of
construction contract bid documents
and preparation of final bid evaluations
with recommendations to the City.
BESH’s responsibility also included
preparation of final contract documents
between the City and Contractor, as well
as construction oversight. Phase II has
been designed and is awaiting funding
as an FDOT LAP funded enhancement
project.

Improvements
Harris Street Improvements consisted of
the widening of Harris Street, installing
curb and gutter, re-grading, milling and
resurfacing, pavement markings,
landscape islands, two 5 foot sidewalks,
and utility coordination. This project also
included the brick paving of an alleyway
and brick paver pedestrian pathway.
As Engineer of Record, BESH was
retained by the City of Umatilla to
prepare Bid Documents, assist with
Project Bidding, answer RFI’s, conduct
pre-construction meeting, coordinate
with Utility Owners, review shop
drawings, review pay requests, review
testing results, conduct bi-weekly
meetings with Contractor on-site,
prepare as-builts, coordinate with Duke
Energy for street lighting and prepare
final certifications.
Harris Street was a City of Umatilla CRA
Project.
