Voting by mailYour Bylaws state that any member may vote by mail for directors, and the ab-sentee ballot or procedure for requesting the absen-tee ballot shall be mailed with the notice of the annual meeting (Bylaws, Article II, Section 6).

Candidates wishing to run for the Nodak board of directors have two op-tions to have their name placed on the ballot. Th ey can have a peti-tion signed by 15 members to have their name placed on the ballot, or they can ask to be nominated by a Nominating Committee that meets roughly 45 days prior to the annual meet-ing. Th is year, there were no members who fi led a petition to be placed on the ballot, and only the three incumbent directors requested to be placed on the ballot through the Nominating Committee. As a result, we have uncontested elections for each of the three district positions up for election at this year’s annual meeting.

In view of the fact that the election will be uncontested, we have not mailed ballots and return envelopes for the election. In past years, when an election is uncontested, there has been a motion from the fl oor to cast a unanimous ballot for the three candidates. Nonetheless, you are entitled to vote by mail, and we will honor that right if you so wish.

If you want to vote by mail, feel free to call our offi ce at 1-800-732-4373 or 1-701-746-4461 and ask to have an absentee ballot sent to your address. Better yet, we hope you will take the time to come to the annual meeting on April 4. We have a great year to report on, several door prizes to hand out, and we’ll have a fantastic complimentary meal following the meeting.

diff erent facility charge than oth-ers?” Th e answer is that required facilities tend to diff er among diff erent consumer classes.

In high-density urban areas, accounts require less distribution line per account, and they are typically served with multiple ac-counts per transformer. For this reason, urban accounts require a lower monthly facility charge than rural accounts. Commercial accounts require large transform-

ers, more expensive metering, and oft en require three-phase service and specialized equip-ment. For these reasons, com-mercial accounts require a higher monthly facility charge than residential accounts.

Following our recent rate increase, one member asked why his facility charge increased when nothing changed at his account. Th e answer is that the facility charge is an average of the cost to provide facilities for all consum-ers. It covers the cost of owning,

“ ... the facility charge is an average of the cost to provide facilities for all consumers. It covers the cost of owning, maintaining and supporting these facilities.”

Perspective

George BergPresident & CEO

Facility charge: a fair and equitable

way to recover fi xed costs

Without a doubt, the most despised part of our electric bill is the facility charge. Th is is the part

of your bill you pay each month, even if you don’t use any elec-tricity. I was once told it is kind of like having a cover charge to come to Nodak and do business.

Facility or fi xed charges with electric utilities are necessary for rate equity among ratepayers. For each of the 16,000 metering points in our service area, we make a signifi cant investment, and we must maintain that in-vestment to ensure reliability and safety.

We must also have a system of meter reading, billing and cus-tomer service functions in place to take care of customers. Th is system includes trained people, offi ce facilities and state-of-the-art technology to provide the level of service expected by the general public.

Th e cost of all of these fa-cilities and services must be maintained, even if you elect not to buy any electricity during a specifi c period. Th e cost of these services are appropriately billed on a per customer, per month basis rather than in proportion to the amount of electricity pur-chased.

A common question is, “Why do some consumer classes pay a

maintaining and supporting these facilities. Th e total of these fi xed costs does, in fact, increase every year, and this component of our rate needs to be periodically adjusted.

Roughly 10 percent of our annual revenue is billed through the facility charge. If we elimi-nated the facility charge, we would need to increase our rate per kilowatt-hour a proportional amount. While we would receive adequate revenue to pay all of our expenses, there would be some consequences.

Th ose who use at or near average consumption would see little change in their total bill. Minimal users would be getting a free ride, as they would be paying little or nothing for the facilities serving their account, along with the billing and support required to serve their account. Th e free ride would be picked up by the larger users who would pay more than their share for these costs.

As you can see, it is our responsibility to not only have a facility charge in our rate struc-ture, but to do the best we can to ensure it is designed to be fair and equitable among the diff erent rate classes.

6 Nodak Neighbor • March-April 2009

We are l kListed on the following page(s) are the names of past and present members of Nodak Electric that for the last six years have had unclaimed capital credits remaining on our books. In a six-year period, we have made numerous unsuccessful attempts to locate and reissue the capital credit checks to these members. To minimize administrative costs associated with continual publication of these unclaimed capital credit names, after a six-year unclaimed status period, these names will no longer be published and by Dec. 31, 2009, the remaining unclaimed capital credits for the names listed on these pages will revert back to the cooperative as contributed capital. If you recognize any names in this publication, or on the unclaimed link of our Web site, please have that person or their authorized representative contact our offi ce for further instructions on how the unclaimed amounts may be retired. Thank you for your assistance.
