Oviedo successfully moved from 2/1/1 residential collection services in 2009 to 1/1/1 single stream recycling in 2014. These solid waste collection improvements:

» Reduced customer rates & disposal tonnages

» Increased recycling and

» Improved community aesthetics

Under the right conditions, recycling improvements make

“cents!”

Changing the habits of the residential customer requires the new program to fit the community

» Desires and

» Resources.

Oviedo phased in collection improvements: » 2008 - 2/1/1 (Traditional garbage cans/recycle bin

collection)

» 2009 Bid -1/1/1 (Once per week Garbage carts provided with unlimited recycling bins)

» 2014 Contract Extended - 1/1/1 (Once per week Garbage with single stream recycle carts)

» Customers with twice per week garbage service perceive it as having a greater volume than once per recycling.

» Garbage cans without lids weight more than garbage collected in carts with lids. (In Florida count on rain to add weight to exposed garbage.)

» Two 18 gallon recycle bins only = 36 gallons of recycle space…. One garbage can.

In 2008 City bid for new residential solid waste services.

» Base Bid - 5yrs 2/1/1 Traditional collection

» Alternative Bid-A 7yrs 1/1/1 cart collection with unlimited bin recycling

» Alternative Bid-B 7yrs 1/1/1 carts and single stream recycling.

Low bid was 1/1/1 cart collection

with unlimited recycling in bins

1/1/1 Garbage carts and unlimited bin recycling

» The same amount of garbage can be collected one day per week more efficiently than two days per week.

» Carts with lids mitigate garbage odor issues. (Have hauler maintain carts in contract.)

» Unlimited recycling with “free” bins helps customers perceive recycling as equal or greater than 96 gallon cart garbage service.

» Enthusiastic recyclers will use more than 2 bins.

In 2014, the City asked its hauler how it could avoid a rate increase. The hauler’s response was: » Single stream recycling is more efficient

˃ Trucks collect more ˃ Drive collect faster

» Reduces disposal cost for diverted recyclables » Natural gas trucks are more cost effective » Hauler guarantees single stream processing at no cost. » Contractor buys carts for contract extension

Contract change increased service level at reduced collection cost

» 2014 1/1/1 carts with single stream recycling

1/1/1 with single stream recycling:

» Increases recycling ˃ Accommodates bulky recyclables like cardboard

˃ Cart lid helps eliminate odors, meaning less rinsing for residents

» Easier for resident to move to curb

» Reduces litter in neighborhoods

» More efficient to collect ˃ Hauler trucks collect more

˃ Hauler collects faster

City contract provided standard 96 gallon cart with option for duplex and other limited space residential issues.

» Involve hauler with first line customer education and compliance

» Base contract should address Institutional recycling for city facilities, parks, schools etc.

» Address special needs: ˃ occasional garbage and recycling overage

˃ holiday schedule make-up days

˃ move in and out services…. Rentals

» What is considered the customers average waste and curb
