THULAMELA LOCAL MUNICIPALITY
CONSTRUCTION OF THE MALAMULELE TAXI AND BUS RANK
PROGRESS REPORT
SECTION 1INTRODUCTION
1. BACKGROUND
In a letter, referenced Malamulele Bus Rank L01, and dated 7 August 2008, Thulamela
Local Municipality appointed Bigen Africa Services to provide the consulting engineering
services for the construction of the Malamulele Taxi and Bus Rank.
It is required of Bigen Africa, as part of the appointment, to assist the municipality with the
motivation and procurement of funds for this project. This includes the compilation and
assistance with the submission of a Municipality Infrastructure Grant (MIG) Project
Registration Form and any technical reports and/or business plans that may be necessary.
2. INVESTIGATIONS AND SITE INFORMATION
To date the following studies and investigations have been commissioned and completed
to gather information to aid the design and documentation process:
a) TOPOGRAPHICAL SURVEY
A Topographical Survey has been received from Hannes Lerm & Associates. The survey
was done by Mathibe Land Surveyors.
b) GEOTECHNICAL INVESTIGATION
African Geo-Environmental Services Pty (Ltd) carried out a desk-top geotechnical study
for the purposes of determining land use alternatives with regards to town planning. A

detailed geotechnical study is required for detail design purposes.
c) PHYSICAL
The Design Engineer, Bigen Africa Services, have visited the site to determine the
condition of the existing infrastructure and to detect potential design challenges.
Electrical
No potential connection points have been determined on site and an application will have
to be submitted to Eskom.
Civil Services
Existing sewer and water connections have yet to be identified and the various options will
be investigated.
d) SURVEY OF VEHICLES, COMMUTERS AND PEDESTRIANS
No Traffic or Pedestrian studies have been carried out to date. It is recommended that
these studies be carried out before the detailed design can be completed.
e) ENVIRONMENTAL IMPACT ASSESSMENT
Nzumbululu Heritage Solutions have done a desk study for tow ship establishment
purposes. A full Basic Assessment Report will be requested for approval before
construction of this facility can proceed.
3. PUBLIC AND PRIVATE PARTICIPATION
The following meetings were arranged to introduce and discuss the proposed
development:
a) Closed meetings were held with the following parties:
- Project Managers of the Thulamela Gateway Project;
- Consultants working on the Thulamela Gateway Project;
- Thulamela Municipality; and

b) Public meetings were held with the following parties:
- Community Leaders;
- Transport Representatives, i.e. taxi and bus;
- Project Managers of the Thulamela Gateway Project;
- Consultants working on the Thulamela Gateway Project;
- Thulamela Municipality.
The following issues were discussed during the meetings:
- Proposed facility location and layout;
- Impact of facility on surrounding infrastructure;
- Planned services to be provided for at the facility;
- Operational issues such as vehicle, commuter and hawker movements and locations;
- Feedback from previous meetings.
4. SCOPING REPORT
The scoping report has been issued for approval. However, all work to date has been
based on the original town planning layout issued by Hannes, Lerm and Associates in
October 2008.

8. THE WAY FORWARD
From our latest discussions with Hannes Lerm from Hannes Lerm & Associates, town
planners for the Malamulele township development, it is evident that none of the township
proposals have been approved. Bigen Africa Services has however received a verbal
instruction from Mr H. Nemadzhililiha of the Thulamela Municipality, to proceed with the
detail design of the facility. This instruction is based on a new township layout prepared by
Hannes Lerm & Associates in February 2010.
We will confirm this instruction in writing to Mr H. Nemadzhililiha, highlighting the issue
regarding the approval of the township. Upon receipt of a written confirmation from the
Thulamela Municipality to proceed, we will initiate the following processes:
- Prepare a revised project scope for approval;
- Prepare a revised project budget for approval;
- Formalise the above in a revised Progress Document;
- Appointment of the required sub-consultants; and
- Proceed with the preliminary design phase.
