MALAYSIAFOCUS 2014C O N T E N T S The transformation programmes undertaken

by the leadership of Prime Minister, Dato’ Sri

Mohd Najib Tun Razak have proven to walk the talk

in successfully translating dreams and aspirations

into practical and innovative programmes for the

rakyat.

One prime example is consolidating the various

channels of information from the various

ministries and government agencies and making

it more accessible to the public.

The Prime Minister, Dato’ Sri Mohd Najib Tun

Abdul Razak has announced the GST (Goods

and Services Tax) when presenting the National

Budget 2014 which was held at the Parliament on

25 October 2013 and will be implemented from

1 April 2015.

GST will overcome the weaknesses in the

present taxation system. It would also make the

country’s tax system more transparent, just, fair

and business-friendly. At the same time, the GST

is also one of the best steps to strengthen the

economy in the long run. The statement which

said that the GST will impoverish the people is not

right. The proposed structure of the GST has been

taking into consideration the people’s spending

patterns, especially the low-income earners.

“The GST will make the country’s

tax system more transparent, fair,

equitable and business-friendly.”

FOCUS

True to his promise made in the 2014 Budget tabled in Parliament in October last year, Prime

Minister Dato’ Sri Mohd Najib Tun Razak launched The 1Malaysia People’s Aid programme or Bantuan Rakyat 1Malaysia (BR1M) 2014 on 22 February much to the delight of all Malaysians.

At the launch the Prime Minister announced another surprise whereby the quantum of BR1M will be increased from RM700 to RM1,200 within the next five years to help cushion the blow of the rising cost of living.

He added the quantum of BR1M would be gradually increased to RM1,200 within the next five years by rationalising the bulk subsidy.

The government has allocated RM4.6 billion to implement all the 2014 BR1M packages, expected to benefit 7.9 million recipients.

Rationalising bulk subsidy and focusing on targeted subsidy is part of the Government’s initiative to ensure subsidies are given only to the deserving.

Since the inaugural launch of BR1M in 2012, hundreds of thousand of Malaysian households which qualify to receive the cash aid have benefitted from the pro-rakyat initiative.

Dato’ Sri Mohd Najib Tun Razak said it was possible to increase the yearly cash aid programme by rationalising bulk subsidy that also benefited the undeserving rich and foreigners.

“We are increasing BR1M not to fish for votes. We are doing it because we are a responsible Government who want to ease the rakyat’s burden,” he said when launching BR1M 2014 at SMK Aminuddin Baki in Kampung Pandan.

The Government, he said, do not make any borrowing from international financial institutions such as International Monetary Fund (IMF) because by doing so will expose the country to conditions that would burden the people and the country such as increasing the interest rate and calling for a cut in development expenditures.

BR1M 2014 FOR RAKYAT

Page 5: Malaysia Focus 2014 Vol: 1/2014

The subsidy rationalisation programme, he said, would ensure that subsidies would benefit those in the lowest income bracket the most.

“This is why we have chosen to cut bulk subsidies in stages, so that we can channel the funds towards more direct forms of aid such as BR1M,” Dato’ Sri Mohd Najib said.

Under BR1M 2014 households earning below RM3,000 are entitled to RM650 cash, while those earning between RM3001 and RM4,000 are given RM450 cash.

Singles earning less than RM3,000 with no dependants are entitled to RM300.

In addition to the above, additional RM50 will be contributed to an insurane programe, Group Takaful Rakyat 1Malaysia (i-BR1M), for all BR1M household recipients.

All BR1M recipients will be entitled for an insurance sum of RM30,000 in the event of death or permanent disability.

Recipients of BR1M 2014 are also delighted to know that those who have furnished and updated their bank account numbers to the Inland Revenue Board would no longer have to endure long wait in a queue to receive their vouchers as in the past.

All payments will be directly paid to the respective recipients’ accounts making payment of BR1M in the future easy and uncomplicated.

Second Finance Minister Dato’ Sri Ahmad Husni Hanadzlah said the payment would be credited into the bank accounts of 5.4 million recipients.

He said the remaining two million recipients who did not have bank accounts will receive their payment in stages starting on 23 February.

“The payments will be handed over to them at ceremonies to be held in all the 222 parliamentary constituencies,” he said.

Visit Malaysia Year (VMY) 2014 was officiated off with a grand launch at the Dataran Merdeka

on 2 January with festivities and cultural activities stretching for three consecutive days.

The launching ceremony culminated in a dazzling display of fireworks, cultural performances and dances with popular artistes including Datuk Siti Nurhaliza, Datuk Jamal Abdillah and Amy Search, while Lim Kok Wing University students performed the VMY 2014 theme song.

In his speech, Tourism and Culture Minister Dato’ Seri Mohamed Nazri Abdul Aziz called on all Malaysians to join hands in unity to make VMY 2014 a great success.

He pointed to the ministry’s “We are the Host” campaign, noting that the acronym HOST (Heart, Open, Smile, Together), formed the essence of being a great host by welcoming tourists with open arms and helping them bring home pleasant memories.

“In order to achieve our targets of attracting 28 million tourists and generating RM76bil tourist receipts in 2014, let us begin by welcoming the world with our open hearts and minds,” he said.

VMY 2014 will contribute to the Government’s target to receive 36 million tourist arrivals and RM168 billion in receipts by 2020, as outlined in the Malaysia Tourism Transformation Plan (MTTP) 2020.

He added that the theme, “Celebrating 1Malaysia, Truly Asia”, was chosen as a reflection of the nation’s rich cultural and heritage diversity, as well as its peace, stability and warm Malaysian hospitality.

Mohamed Nazri said the proboscis monkey, the official mascot, was chosen to raise awareness on the importance of wildlife and nature conservation. He said the new mascot will also serve to instill

interest among tourists towards the gift of nature as a national tourism asset.

The choice of the proboscis monkey as the official mascot of VMY 2014 is prove of Malaysia’s commitment to the protection of its ecological treasures and in particular, the conservation of its many indigenous animals provide a platform of opportunity to share with the world its many fascinating creatures that are so often hidden from the general public.

With its signature long nose, the proboscis monkey or “monyet belanda” (Dutch Monkey) is one of the most endangered of animals listed in the International Union for Conservation of Nature (IUCN)’s Red List of Threatened.

A native to the heartland of Borneo (East Malaysia), this very distinctive species of mammal has some of the most unique qualities that set its biological and physical features apart from other primates.

To ensure the great success of VMY 2014, over 600 international tour packages, 1,001 domestic tour packages and over 200 major events had been prepared and designed to fascinate foreign and local tourists alike.

Throughout VMY 2014, Malaysia will display the wide range of its natural assets and beauty ranging from the depths of her magnificent seas and coasts to the heights of the country’s mountain ranges, mega bio-diversities and 130-million-year-old rainforests.

VMY 2014 will prove yet again Malaysia’s Truly Asia character with endless wonders of events, festivals and activities all-year round. This is indeed the perfect time to see, feel and experience Malaysia.

SPECIAL ISSUE

Background of the Bridge Construction

Although there are ferry and the first Penang Bridge to link Penang and Mainland, the need to have another alternative is essential. This alternative is not only for reducing congestion on the first bridge, but it is also to meet the needs of economic development.

Feasibility study has been conducted since 1998 and the results of the study have identified three sites can be used to build another link to Penang. The proposed routes are the North (requiring the construction of a half bridge and undersea tunnel of 2.1 km because of the constraints from TUDM and also due to the busy route caused by ships from Port of Penang), Middle Passage (which involves half-bridge and half undersea tunnel of 2.6 km because of the same constraints as in the North) and South Pass (the south bridge that link Batu Kawan on the mainland and Batu Maung on the island).

The southern route was finally  chosen because it will  lead to  the  socio-economic  development  in Batu Kawan and Batu Maung which is seen a bit left behind compared to the northern part of Penang.

At first, this project was an initiative of UEM in collaboration with China Harbour Engineering Company (CHEC) from China. However, the Federal Government has taken over this project by establishing Jambatan Kedua Sdn. Bhd. (JKSB) in August  2008 as the concession company that responsible for the design, build, manage, operate

and maintain the Sultan Abdul Halim Mu’adzam Shah Bridge. JKSB later appointed UEM and CHEC as the main contractors of this construction project.

This project  has been launched  officially  by the  former Prime  Minister of Malaysia YAB Tun Abdullah Haji Ahmad Badawi in the 9th Malaysia Plan on 30 March 2006. This construction project started in November 2008 and completed at the end of February 2014 with construction cost RM4.5 billion. This bridge was finally launched by the sixth Prime Minister of Malaysia, Dato’  Sri Mohd Najib Tun Abdul Razak on 1 March 2014.

ECONOMY

What is GST?

GST is a multi stage consumption tax levied on goods and services at all levels of business transactions. GST replaces the current Sales Tax and Services Tax (SST). GST is aimed at making our taxation system more effective, efficient, transparent and business friendly.

We need to pay taxes so that the government can finance socio-economic development; which includes providing infrastructure, education, welfare, healthcare, national security and etc.

“The concept behind GST was invented by a French tax official in the 1950s. Today, almost 90% of the world’s population live in countries with GST, including China, Indonesia, Thailand, Singapore and India.”

How does GST work?

GST is imposed on the value added along the supply chain from manufacturer down to retailer. Production and sales go throught several stages of GST collection and payment. Everyone in this supply chain pays GST to their suppliers for the goods or services they purchase and charge/collect GST on the goods/services they sell.

Why GST?

GST is a better and fairer tax system compared to SST as GST will:

Lower business costs

Under the current system, some businesses pay multiple taxes and higher levels of tax-on-tax (cascading tax). With GST, businesses can benefit from recovering input tax on raw materials and incurred expenses, thus reducing costs.

Increase global competitiveness

Prices of Malaysian exports will become more competitive on the global state as no GST is imposed on exported goods and services, while GST incurred on inputs can be recovered along the supplies chain. This will strengthen our export industry, helping the country progress even further.

Enhance compliance

The current SST has many inherent weaknesses making administration difficult. GST system has in-built mechanism to make the tax administration self-policing and therefore will enhance compliance.

Reduces red tape

Under the present SST, businesses must apply approval to get tax-free materials and also for special exemption for capital goods. Under GST, this system is abolished as businesses can offset automatically the GST on inputs in their returns.

Equity

With GST, taxes are leveled fairly among all the businesses involved, whether they are in the manufacturing, wholesaling, retailing or service sectors.

Fair pricing to consumers

GST eliminates double taxation under SST. Consumers will pay their prices for most goods and services compared to SST.

Greater transparency

Unlike the present sales tax, consumers would benefit under GST as they will know exactly whether the goods they consume are subject to tax and the amount they pay for.

Not subject to GST

We do not pay GST on goods / services which are:

* Zero-rated supplies

* Exempt supplies

Zero-Rated Supplies

These are taxable supplies that are subject to a zero rate. Businesses are eligible to claim input tax credit in producing these supplies, but cannot charge output tax to the consumer.

Exempt Supplies

These are non-taxable supplies that are not subject to GST. Businesses are not eligible to claim input tax credit in producing these supplies and cannot charge output tax to the consumer.

Benefit to consumers

Suppliers, manufacturers, wholesalers and retailers are able to recover GST incurred on inputs. This reduces the cost of doing business, thus enabling fairer prices for consumers.

Certain basic goods and services are not subject to GST for socio-economic objectives. These included basic foods, residential accommodation, education, health services, public transportation and domestic consumption of water supply and electricity up to a certain limit.

As Chinese communities across the world usher in the Lunar New Year, Chinese Malaysians

continue the traditions of this part of the world by holding open houses to welcome family and friends to join in the celebrations.

Open houses have become so much a part of the Malaysian culture that any festival - from Hari Raya to Deepavali and Chinese New Year - is celebrated by the multi-racial community.

No matter what the social standing of the community, there is always an open house with hosts that extend their welcome with open arms and open hearts to visitors. Rich and poor, young and old - all partake in this friendly tradition. Chinese New Year is celebrated worldwide to mark the first day of the New Year in the Chinese calendar, which differs from the Gregorian calendar.

It is also known as the Spring Festival or the Lunar New Year and celebrations can last for about

CHINESE NEW YEAR 2014YEAR OF THE HORSE

Page 15: Malaysia Focus 2014 Vol: 1/2014

15 days. The Chinese New Year for 2014 is on 31 January and marks the start of the Year of the Horse.

Chinese Spring Festival, also called Lunar New Year, has more than 4,000 years of history. Being one of the traditional Chinese festivals, it is the grandest and the most important festival for Chinese people bringing whole families to get together.

Also, plenty of food is prepared and new clothes are purchased. Like any other event, family members from out of town and far away will come home for the gathering.

On Chinese New Year day, everyone is abuzz with various activities, including decorating with duilian (a pair of scrolls with poetry written), giving red packets or  angpau or ang pow  containing money, visiting friends and families, having family meals and gatherings.

While each country may celebrate the New Year in an almost similar way, the concept of open house is normally practiced in Malaysia where the homes are open for friends and family to visit, regardless of race and religion.

True to Malaysia being a multicultural and multireligious nation, the Lunar Year of the Horse, is also celebrated jointly by othe races and religious faiths as a show of strengthening the bonds of friendship, inter-racial and inter-religious harmony in the spirit of 1Malaysia.

Building understanding and respect among the diverse ethnic groups based on the provisions in the Federal Constitution and the Rukun Negara

is key to peace and harmony in a multi-racial and multi-religious country like Malaysia.

Respect for another’s culture and religion has been the hallmark of our multi-racial society. It is the duty of every Malaysian, irrespective of race and religion, to keep building respect among the various religions in our nation.

The country’s leaders organize open houses too on a larger scale, often held at a community hall to accommodate the crowds of locals and foreign visitors who come to greet their leaders and tuck into festive goodies. This year’s official celebration the Lunar Year of the Horse is hosted at a national level in the historical town of Taiping, Perak.

Once again it is celebrated with much enthusiasm and homes are again decked in brightly decorated lights and legend has it that young and unmarried women could throw tangerines into the sea if they wish to get a good husband. Once Chap Goh Mei has passed, daily life resumes with each hoping to have a prosperous year ahead.

Looking at the serious situation of the racial and religious polarization in a serious situation

in the country, I believe that Malaysians must take responsibility in building and strengthening national unity and not merely just hand over this responsibility to the politicians. It is the people who will decide the fate of our beloved nation.

If politicians failed to build unity then the people need to rebuild the construction of unity as it is transcend beyond politics and politicians.

Being the multi-racial country with different culture and religions like ours, ethnic unity plays a vital role to instill better relationships among the people and how they perceive and communicate with each other.

Politicians have been pressurized to ensure racial harmony among the people. However, it is very disappointed when some irresponsible politicians playing the racist sentiment to gain their own popularity.

What is more alarming is the emergence of race-based politics that play racial issues without realizing the consequences and repercussion.

This is the time for everyone to take an initiative further enhance relationship and bridge any gaps that exists between the races and work toward national unity.

People from all walks of life must come forward to educate the young in order to prevent polarization among the Malaysian regardless of race and religions for the future of our country.

The most important task for all Malaysians to play their role irrespective of race, religion and political affiliation is to ensure the integrity of racial and religious harmony by rejecting all forms of extremism ideology that could threaten peace and harmony between communities and religions.

It is due time for all Malaysians to come forward to pursue the good cause by uniting the people of Malaysia.

This is not the time for anyone to make the provocative and could lead to conflict and racial tension with serious consequences affecting peace, harmony and unity.

As a responsible and patriotic Malaysian, it is our responsible in working together for peace and harmony to refrain from acts of provoking violence which resulting conflict and chaos.

Yayasan 1 Malaysia has stressed out that it is important to build bridged among the ethnics and foster goodwill, mutual respect, peace and prosperity.

It’s time for us to further strengthen the ethnic bridge and emphasize on everyone’s role to seriously practice a closer gap among races ensuring improvement on the race relations in the country.

Living in a multi-ethnic society is a part of our history and heritage. It has become a major source of racial integration for many years and has been instrumental in transforming Malaysia into a harmonious place to live, learn, work and play.

Everyone has their own role and more emphasis should be given to the Union and Togetherness Malaysia based on good values in which it is taught by all religions and races, not with the intention of exploiting ethnic sentiments.

3 April 2009 marks a historic milestone in the country’s political leadership and governance

with the smooth changing of guard from Dato’ Sri (Tun) Abdullah Ahmad Badawi to Dato’ Sri Mohd Najib Tun Abdul Razak as Malaysia’s sixth Prime Minister. It has been five years since Dato’ Sri Mohd Najib also took over the reign as UMNO’s seventh party president and chairman of the ruling coalition, Barisan Nasional.

Dato’ Sri Mohd Najib’s premiership came at a time of fast changing political and economic trends in the country that demands his astuteness as an experienced national leader to manage and handle all emerging issue with care and finesse. Although at times political and economic uncertainties including racial harmony can pose great challenges to his new leadership role, the Prime Minister took it in good stride and confidently overcame such tribulations.

It was in the scope of this new reality that the concept of 1Malaysia was launched on 5 April 2009 that will serve as the platform to build self-confidence based on the understanding, realization and adherence to the common unity among the people. This concept is turn is driven to meet its objectives by the Transformation Plan that encompasses the Government Transformation Plan and Economic Transformation Plan, New Economic

Model and the 10th Malaysia Plan which will be the mainstay of the Prime Minister’s administration in the next five years.

In the last five years since the promotion of the 1Malaysia concept, Dato’ Sri Mohd Najib has unwaveringly ensures the people’s interests and welfare are at the core of his social and economic development efforts. This vision is hence translated into pro-active programmes such as Tabung Amanah Saham 1Malaysia, Klinik 1Malaysia, Tabung Penyelenggaraan 1Malaysia, 1AZAM (Akhiri Zaman Miskin), Kedai Runcit Kecil (TUKAR), Kedai Rakyat 1Malaysia (KR1M), Bantuan Rakyat 1Malaysia (BRIM), Projek Perumahan Rakyat 1Malaysia (PR1MA), Pusat Transformasi Luar Bandar (RTC), Teksi Rakyat 1Malaysia (TR1MA), 1Malaysia For You (1M4U), 1Malaysia Privilege Card, Pusat Panggilan 1Malaysia (1MOCC) and Program Kebajikan Rakyat 1Malaysia (KAR1SMA).

The roll out of these programs is the culmination of the introduction of the Key Performance Index that measures the parameters of strength, weaknesses and opportunities to ensure continued support of the people. The six National Key Result Areas namely to reduce crime rate, fight corruption, educational opportunities, uplift standard of living of poverty group, improve rural infrastructure and public transport remain the main priorities

5 YEARS OF NAJIB’S LEADERSHIP

of his administration. This in turn is in line with the Government Transformation Plan launched in January 2010 with the first performance report in March 2013.

Dato’ Sri Mohd Najib also announced the formation of the Parliament Select Committee to bring the transformation in the election process with active participation of members of the Opposition.

This vision was apparent in the signing ceremony as a show of commitment to the Transparency International Malaysia Election Integrity Pledge in March 2013.

Changes were also initiated in the realm of national security and rights of citizens whereby the Internal Security Act (ISA) was abolished, review of Printing Presses and Publication Act and Police Act 1967, abolishment of Restricted Residence Act, passing of the Peaceful Assembly Act and amendments to Section 15 of the Universities and University Colleges Act 1971.

From the economic aspect, new approaches were introduced to liberalise the sector with appropriate dynamic mechanism. Malaysia chalked up a world record by becoming the first country to operate an Islamic financial system with a USD1 trillion capitalization.

This is further enhanced with the setting up of Danajamin Nasional Berhad to facilitate access to the bond market. Comprehensive guidelines to foreign investment were also strengthened to attract greater flow of investments. The New Economic Model and Pemerkasaan Ekonomi Bumiputera programme launched in September 2013 reflects the prime minister’s seriousness and commitment to fortify the position of Bumiputera’s economic position in parallel to other national agenda.

On the international scene, the Prime Minister has amplified greater diplomatic efforts to secure continuous support from global friends. This is to ensure that a balance in the country’s foreign polices regionally and internationally. Dato’ Sri Mohd Najib’s success in forging a lasting peace in southern Philippines region have won accolades not only from ASEAN members but also United States of America, Britain, France, Australia and Turkey. His historical visit to Gaza, Palestine further strengthen the position of Malaysia vis a vis in its global peace efforts, and as a role model to the Islamic world.

Indeed the high position of respect earned by Malaysia has tremendously assisted in the search and rescue efforts of the tragic disappearance of MAS flight MH370. The assistance rendered by 26 friendly countries is evident of Malaysia’s important role in the international community that enables it to garner goodwill support in time of crisis and need.

In terms of recognition of Malaysia’s economic achievement under the leadership of Dato’ Sri Mohd Najib in the past five years, positive reports by international financial bodies speak for itself. Among them is the World Bank Report in which Malaysia is listed among the top 20 countries for efficiency in the conduct of businesses. The World Economic Forum report also places the country in the 16th ranking for competitiveness and 14th place in the World Competitiveness Yearbook 2012/2013. Malaysia lands on the 10th place in Kearney’s report on foreign direct investment confidence. Furthermore the World Bank Ease of Doing Business 2013 nominates the country on the 12th place as being among the most business-friendly countries.

Although faced with global economic uncertainties, Malaysia managed climb to the 29th position out 0f 162 countries on the Global Peace Index Research 2013. Maintaining peace, harmony and prosperity for a multiracial country like Malaysia is the utmost important agenda for the prime minister.

Despite several unfortunate incidents, Malaysia is by far very safe and secured as compared to many developed nations and is able to safeguard its stability confidently.

As the ‘Father of Nation’s Transformation’, he holds the trust to continue to steer the country to a far better place than it is today. His leadership has been test by others but he managed to overcome those conflicts and it could be better if everybody come forward join hand in hand to combat crisis.

The people themselves must ensure that the prosperity agenda can be achieved together despite having different ideology and it is far beyond the nation-state of interest whatsoever in realizing the agenda and the idea of his administration which needed a balanced across geography, ethnic.

FEATURES

The Acting Minister of Transport, Dato’ Seri Hishamuddin Tun Hussein described that the

tragedy of the loss of the aircraft MH370 has its own wisdom during a press conference on 26 May 2014 that was held at PWTC. According to him, this tragedy has strengthened the unity of the people of this country. True be told, as disclosed by him as Malaysians, regardless of race, religious beliefs and political ideology also share the same feeling of hope for aircraft which was carrying 239 lives could be found in any way that is possible.

MH370 which was carrying 227 passengers and 12 crews have disappeared on 8 March 2014 while in the passage from Kuala Lumpur to Beijing, China. Since its disappearance, the entire Malaysian society irrespective of religion prays the best for MH370. In fact, the whole world has also expressed sympathy for this unexpected tragedy. In addition, this peculiar loss of MH370 also attracted the attention of 26 countries to participate in the Search and Rescue (SAR) operation and some are willing to set aside their egos for the sake of humanity and awareness of the tragedy that befell the aircraft.

People are showing their concern

Since its announcement on 24 March 2014 by our Prime Minister, Dato’ Sri Mohd Najib Tun Razak that MH370 ended in the South Indian Ocean, Malaysians continued to show sympathy to the families of passengers and crews of MH370. This is the most heartbreaking moment for the passengers’ and crews’ families and also for all Malaysians. The unbearable news touches people’s hearts and attention regardless of race, religion and political ideology.

This heartrending moment has pushed up the Malaysians of all races to unite and show sympathy to the victims’ family and pray for their perseverance. Condolences sent by Malaysians through all forms of media, including social media has been pouring down on them. Furthermore, we deeply hope that the family members of the passengers from China would calmly understand the situation and will not accuse our Government of any ill thoughts. May they also be given calm and perseverance in this mayhem.

Bad intention by foreign media

Yet we feel frustrated when there are some negative news and speculations about the loss of MH370 that intentionally made by foreign media to create tensions between Malaysia and China thus caused eruption to some family members of passengers MH370, specifically from China. The attitude of some foreign media that implicitly have some evil agenda have influenced the victims’ relatives to throw unfounded allegations to Malaysia and Malaysia Airlines (MAS) to the extent that they are overwhelmed by emotion and accuse Malaysia for being responsible.

The relationship remained closely intact

We are convinced that the Chinese Government is matured in reviewing this evil agenda. We also believe that through the diplomatic relations with China, the Government is able to provide ample explanations in convincing the Chinese Government. On 26 March 2014, our Prime Minister received a visit from Special Ambassador of the President of China, Zhang Yesui, in which China gave a full commitment to continue to help finding MH370 and are committed to strengthening bilateral relations was a clear proof of the close cooperation of the two countries.

Unity is the key element

In a country that is still dealing with this challenging situation, certainly, support and unity of the people become an integral element to encourage the Government to continue to search for the MH370. According to Dato’ Seri Hishammuddin who is also the Minister of Defense, solidarity and support of the people that give him and operating team strength to continue to search for the MH370. At the media conference, he says,

“That’s (solidarity and prayer) something that helps us to not give up and continue to give our full focus although there are much speculation since the first day.“

The support and solidarity of Malaysians towards this tragedy has also proven when all members of the Parliament, either from the Government or the opposition party are in support of special motions presented by the Prime Minister to disclose a sense of sadness and regret for the unfortunate aircraft.

In conclusion, solidarity and support showed by Malaysians in the tragic loss of MH370 has provided high level of strength and determination for the Government to continue to search for the aircraft. Malaysia is not alone in this effort because many countries including those who are holding powers participated in the unfortunate aircraft operations.

WAU BULAN

Page 23: Malaysia Focus 2014 Vol: 1/2014

MALAYSIA FOCUS | APRIL 2014 23

WAU BULAN

Wau Bulan can be said as one of the popular traditional kites in Malaysia. It is known

for its easy handling and stability during strong winds. Its popularity is dominated by the people of the east coast of Peninsular Malaysia especially Kelantan. There is also a song regarding Wau Bulan in Kelantanese dialect and it is one of the folk songs there. This proves how popular Wau Bulan is in Kelantan.

The origin of Wau Bulan has been said to be related with Sri Wijaya Empire. A young prince named Dewa Muda from this empire mapped out the districts that he had conquered on the body of the Wau, before he displayed it to the people. According to fabled beliefs, it is said that Dewa Muda had a spiritual link to his Wau and he also gained spiritual guidance as well as spiritual relationship with the inhabitants of another world.

Wau Bulan got its name from the shape of its body which resembles the crescent moon on the front and a semi-circle on the tail, thus, the kite looks like a rising moon in the sky when. In terms of size, Wau Bulan formed with a size bigger than the other kites. Normally, the size is over 2.5 meters in width and 3.5 meters high. This is to ensure that the patterns on the kites seem obvious, prominent and visible when it is flown. In order to highlight the attractiveness of Wau Bulan, it is decorated with large, floral motifs and strong-coloured patterns.

The main materials for making Wau Bulan are bamboo, wool, paper, glue and a knife. Although the materials seem to be easy to get, to produce a large kite, attractive and beautiful is not an easy job.

One must have the skills, diligence and patience as it is a complicated job especially on the wings and spine. Furthermore this Wau Bulan is bigger than any other kite in size.

Wau Bulan becomes one of Malaysia’s national symbols and the decoration of Wau Bulan with a hummer on top has been featured at the reverse side of the previous fifty-cent coin of Malaysia.

SPORTS

Myanmar has become the host for the 27 SEA

Games which has been held in few places such as Nay Pyi Taw, Yangon, Mandalay and Ngwe Saung. Myanmar became the host again after 44 years. Back then SEA Games was known as SEAP Games or Southeast Asian Peninsular Games and six countries such as Thailand, Malaysia, Cambodia, Myanmar, Laos and Vietnam were joining at the beginning of the Games. That is why the logo of SEA Games has six connected rings. It was agreed then to hold friendly games every two years to improve the friendship among SEAP Countries. Year by year the new addition of members of the Federation grew and automatically the participants of the Games also increased. After the 8th SEAP Games, the Games became known as Southeast Asian Games (SEA Games) and East-Leste (East-Timor) became the last nation to be added to the Games in 2003.

The theme for 27th SEA Games is “Green, Clean, and Friendship”. The Games lasted from 11 to 22 December 2013 and the Opening and Closing Ceremonies was held in Wunna Theikdi Stadium

in Nay Pyi Taw. Myanmar hosted 37 sports, less than the number of sport in 2011 Southeast Asian Games  in Indonesia. Myanmar awarded total of 1557 medals; 460 golds, 460 silvers and 637 bronzes to athletes. Athletics awarded 46 gold medals with maximum ones in this year’s SEA Games. Thailand won this SEA Games by winning 107 gold, 94 silver and 81 bronze, followed by Myanmar with 86 gold, 62 silver and 85 bronze. Vietnam placed third with 74 gold, 85 silver and 86 bronze. Malaysia finished fifth in the campaign by collecting 43 gold, 38 silver

and 77 bronze behind Indonesia, 65 gold, 84 silver and 111 bronze medals.

Aquatic remains a goldmine for our contingent since Malaysia athletes were successfully collected 12 medals, eight from diving and four from swimming and karate was also just as good as aquatic with seven gold medals. Other sporting events that also contribute gold medals for the country were athletics (4), equestrian (3), wushu (3), archery (2), muay (2), hockey (2), sailing (2), silat (2), shooting (1), bodybuilding (1), snooker / billiards (1) and badminton (1). Malaysian diver, Ooi Tze Liang, became the best athletes for our country by collecting three gold medals.

The appearance of young athletes and junior team this time was a success and several athletes from less popular sports such as equestrian and muay respectively successful giving away three and two gold medals. However, the failure of Harimau Muda squad to defence the medal in football was quite disappointing.

Overall there were no issues arose throughout the organization in Myanmar SEA Games. Singapore will be the next host for the 28th SEA Games to be held in 2015.

AGRO

Chips refer to a kind of junk food that is cut thin and fried until crisp. Chips are made of

various materials and are named according to the type of material used to produce the chips. Say if the chips are made of banana, the chips will be called as banana chips and if the chips are made of potato, then the chips will be called as potato chips. Usually, the chips will come with various flavours depending on the request from the consumers and as for example, salted, spicy and sweet flavours. Agro chips can be said as the authentic snacks product 100% from Malaysia.

Potatoes are rich in phytonutrients, particularly fibre, vitamins and minerals. Perhaps not many people know a medium sized potato weighing 148 grams is rich in vitamin C. In addition, it also provides nutrients potassium when eaten with the skin and the potatoes have just 110 calories and less than nine percent of the daily value of carbohydrates. It provides fibre by eight percent when taken together with the skin and contains no fat, sodium and cholesterol.

Sweet potato chips originally comes from America and normally the potato chips that are available here are imported from outside Malaysia, but since our agro industries are developing really well this day, our local people can now compete and produce our own local sweet potato chips under the label of Malaysia product. It is something to proud of when incomes that come from agro industries help our economic growth.

Sweet potato chips become one of the favourite chips today in Malaysia since it can be eaten anywhere and even while watching television or during tea time with family, sweet potato chips are among the meal. Since it is crunchy and crispy, it becomes the people’s choice. Besides, the price offered for this sweet potato chips is reasonable and affordable; range between RM 9 to RM15. In Malaysia, the prices vary depending on how many kilos the customers want to buy.

In Malaysia, these sweet potato chips can be bought in the shop, market or if the customer wants to buy in the large quantity, it is advisable that the customer go directly to the place where the chips have been produced since they can get the chips with cheaper price. They can go straight to Banting or Hulu Selangor, where lots of chips have been made.

INTERESTING FACTS

Discover the health benefits of one of the oldest sweeteners on earth, plus some interesting

trivia, some great recipes and a few cautions. Bees swallow, digest and regurgitate nectar to make honey; this nectar contains almost 600 compounds. Honey is so good we have included it in our list of power foods that should be in your kitchen right now.

1. Prevent cancer and heart disease

Honey contains flavonoids, antioxidants which help to reduce the risk of some cancers and heart disease.

2. Reduce ulcers and other gastrointestinal disorders

Recent research shows that honey treatment may help disorders such as ulcers and bacterial gastroenteritis.

3. Anti-bacterial, anti-fungal

“All honey is antibacterial, because the bees add an enzyme that makes hydrogen peroxide,” said Peter Molan, Director of the Honey Research Unit at the University of Waikato in New Zealand.

4. Increase athletic performance

Ancient Olympic athletes would eat honey and dried figs to enhance their performance. This has now been verified with modern studies, showing that it is superior in maintaining glycogen levels and improving recovery time than other sweeteners.

5. Reduce cough and throat irritation

Honey helps with coughs, particularly buckwheat honey. In a study of 110 children, a single dose of buckwheat honey was just as effective as a single dose of dextromethorphan in relieving nocturnal cough and allowing proper sleep.

6. Balance the important elements

Honey  has been used in ayurvedic medicine in India for at least 4000 years and is considered to affect all three of the body’s primitive material imbalances positively. It is also said to be useful in improving eyesight, weight loss, curing impotence and premature ejaculation, urinary tract disorders, bronchial asthma, diarrhea, and nausea.

7. Blood sugar regulation

Even though honey contains simple sugars, it is NOT the same as white sugar or artificial sweeteners. Its exact combination of fructose and glucose actually helps the body regulate blood sugar levels. Some honeys have a low hypoglycemic index, so they don’t jolt your blood sugar.

8. Heal wounds and burns

External application of honey has been shown to be as effective as conventional treatment with  silver  sulfadiazine. It is speculated that the drying effect of the simple sugars and honey’s anti-bacterial nature combine to create this effect.

9. Probiotic

Some varieties of honey possess large amounts of friendly bacteria. This includes up to six species of lactobacilli and four species of bifid bacteria. This may explain many of the “mysterious therapeutic properties of honey.”

10. Beautiful skin

Its anti-bacterial qualities are particularly useful for the skin and when used with the other ingredients, can also be moisturizing and nourishing!

BUDGET 2014-REACTION

DATUK SERI AHMAD HUSNI HANADZLAHSecond Finance Minister

DATUK SERI ABDUL WAHID OMARMinister in the Prime Minister’s Department

KHAIRY JAMALUDDINYouth and Sports Minister

“The Budget 2014 will prepare Malaysia to face a more

challenging environment. One of the measures that the

government has introduced is implementing the goods

and services tax (GST). Taxes (services tax and sales

tax) that are currently being exercised may have gone

beyond 6%.

However, the GST introduced falls in the range of 6%

and it doesn’t affect our staple food such as rice. The

government is in view that the basic infrastructure

should be improved and this does not only apply to

urban areas, but in suburbs as well. I am confident

that the implementation of GST would not burden the

people. There are already 100 countries exercising GST

including developed and developing nations.”

“GST is not going to have that big

impact on the people. It is implemented

in more than 170 countries

successfully. In other words, GST

is only the replacement of the sales

and services tax. As for the allocation

made for Sabah and Sarawak, one good

thing is to make the price of goods

between the two states similar to the

price of goods in Peninsular. There is

a big disparity in the price of goods in

Sabah, Sarawak and Peninsular.”

“In preparation for the GST, we have spoken about it for many years. In

December 2009, we have already presented the bill for GST, with ample

notice given to businesses, so that everyone will be prepared. This is not a

new tax but it will replace the sales and services tax. The rate at 6% is not

only same level as the current services tax and lower than some of the sales

tax we currently have at 10%, but it is one of the lowest rates in the ASEAN

“About GST, we have expected to

for us to reform our taxation system.

The 6% tax is reasonable because the

inflationary pressure will be moderate

and will increase our revenue.”
