ABout PerakWaterBoardorLembagaAirPerak(LAP)isabodycorporateestablishedunder the Perak Water Board enactment 1988 for the purpose of providing water supplyservicesintheStateofPerak.LAPwasformedon1stJan1990.PriortotheestablishmentofLAP,watersupplyservices inPerakwas initiallycarriedoutbyPublicWorksDepartmentofPerakandsubsequently,WaterSupplyDepartmentofPerak.PerakWaterBoardisthe3rdlargestwateroperator inMalaysiaafterSelangorandJohorservingcloseto2.5millionpeople.
TheGeneralManageristhechiefexecutiveappointedbytheBoardentrustedtoplan,execute,managetheoperation,financialandadministrativeaffairsoftheWaterBoard.
RestructuringofMalaysiawaterindustrywascarriedoutin2008tosolveCAPEXfinancing issues. With the restructuring, water operators in Malaysia will beoperatingasanassetlightentity.FinancingofCAPEXworkswillbecarriedoutbyPAABasspecialpurposebodysetupbythegovernment.

Waterisourmostpreciousnaturalresource.Itisvitalto people’s life, an essence to the environmentandcrucialtotheeconomicdevelopmentofanycountry.Water covers 74% of the Earth’s surface.97%ofworld’swater is found in seasandocean.Only3%of theEarth’swater is freshwater.Amere0.3%fromthetotalfreshwateronearthisavailableforhumanconsumption.However,thispercentageisextremelysmallasitinvolvesnumeroususessuchas irrigation mining, commercial, industries anddomesticcompetingforthisfiniteresource.

Rivers are the main source of raw water for LAP.Of this, themain supply comes from Perak River. Itsupplies almost 40% of the total needs. The watercatchment area is 11,098km2 or 54% of the totalareaofPerakState.
Becauseof theabundanceofsurfacewater, therehasbeenlittlereliantongroundwateruntilrecently.New initiatives have been proposed to developgroundwaterasaprimarysourceandasabackupsupplyduringdrought.OurmainsourceofrawwaterisfromPerak,Kerian,BernamandKurauRiver.

Thestateisgeographicallydividedintofiveregionsand has a total of 46 water treatment plants. Ithasacapacitytotreat1,793mld(millionlitresperday). The current production is 1,252 mld andconsumptionof875mld.
Apilotriverbankfiltration(RBF)projectwascarriedoutthebankofPerakRivertoproduce25mldofrawwater toaugment theexisting river supply totheplant.

InlinewiththemissionofLAPanditsobligationunderAct655,treatedwater must comply with the National Standard for Drinking WaterQualityissuedbytheMinistryofHealth(MOH)throughwatersamplingand testing forphysical,chemicalµbiologyparameters. LAPwiththecooperationoftheHealthDepartmentofthestateofPerakcarriesoutwatersamplingundertheNationalDrinkingWaterQualitySurveillanceProgramme. Under thisprogram,thereare540treatedwater sampling points in the distribution system and 55 raw watersamplingpoints inthestateofPerak.ThewatersamplesfromthesesamplingpointsaretakenandsenttotheChemistryDepartmentfortesting.
Themainobjectiveofthisprogrammeistoeffectivelyobservethatthewaterofallportablesuppliescomplieswiththedrinkingwaterstandardandthatanyproblemareawithinthewatersupplysystemisidentifiedandimmediatecorrectivemeasurescanbetaken.
Monitoringofwaterqualityinwatersupplysystemiscarriedoutatthesource,treatmentplant,distributionsystemandatconsumerpremisesin order to ensure supplied water meet the standards. Tests arecarriedoutattheplantsandLAPCentrallaboratory.TheLAPCentrallaboratoryiscertifiedundertheMalaysianLaboratoriesAccreditationSchemeMSISO/IEC17025.

AftertheWaterServicesIndustryAct2006(Act655)cameinto force, the regulatory function of the water supplyservices in the Peninsular of Malaysia and the FederalTerritories of Putrajaya and Labuanwas acquired by theNationalWaterServicesCommission(SPAN)beginningonJanuary1,2008
Pursuant to Act 655, it is duty of the water operators,amongstothers,tomaintainatalltimesthesecurity,integrityand safetyof itswater supply systemandallotherassetsin relation to the systems in an efficient and economicalmannersoastoenabletomeetitsobligationundertheActespeciallytheobligationtosupplywatertoconsumers.

Non-Revenue Water (NRW) is water that hasbeen produced and is “lost” before it reachesthe customer. Reasons for losses include leaks,theft or meter inaccuracies. High levels of NRWaredetrimental to the financial viability ofwateroperatorsbecauseNRWisequivalentto revenueloss.
Toaddressthis issue,LAPhassetupMillineaAquaSdn. Bhd., a private limited company wholly-ownedby LembagaAir Perak to carry out Non-RevenueWater(NRW)reductionprojectsforLAP.
In order to sustain NRW at economic level, theimplementation of a holistic reduction strategyhas been introduced as a practical approachto reduce NRW in the long term. All utilities arerequired to draw up their own holistic NRWreduction strategieswhich is regulated by SPAN.ThepresentlevelofNRWinthestateis30%.SPANhas set the targetof25% tobeachievedby theyear2018.
