Centrally located in the ASEAN region with apopulation of more than 600 millionpeople, Malaysia offers vast opportunities

for global automotive and componentmanufacturers to set up manufacturing anddistribution operations in the country. Pragmaticgovernment policies, political and economicstability, sound economic fundamentals, well-developed infrastructural facilities and aneducated and skilled labour force have attractedmajor international automotive and componentmanufacturers to invest in Malaysia.

The establishment of national car projects,PROTON and PERODUA, has transformedMalaysia from a mere motor car assembler into acar manufacturer. The industry has boosted thedevelopment of engineering, auxiliary and

supporting industries and contributed to skillsdevelopment and the upgrading of technologicaland engineering capabilities. These factors havefurther enhanced the attractiveness of Malaysia asa base for global automotive manufacturers.

With an estimated ratio of more than 800 cars forevery one thousand people, Malaysia ranksamong countries with high car ownership ratio inthe region. Honda, Toyota, Nissan, Mercedes-Benzand BMW are some of the global automotivecompanies which have set up their operations inMalaysia to take advantage of the buoyantconsumer demand. International componentmanufacturers, such as TRW, Delphi, VDO, NipponWiper Blade, Denso and Bosch have also madeMalaysia their base to launch their products in theregion.

Reaching New Heights

There are currently 4 National Projects and 9assemblers in the motor vehicle sub-sector, withan annual installed capacity of approximately963,300 units. In addition, there are 11manufacturers/ assemblers of motorcycles andscooters with an installed capacity of 1,069,700units per year where production cateringprimarily for the domestic market.

The production of motor vehicles in Malaysia for2016 amounted to 545,253 units, comprising503,691 units of passenger vehicles and 41,562

units of commercial vehicles. Sales of motor vehicles amounted to580,124 units in 2016 consisting of 514,545 units of passengervehicles and 65,579 units of commercial vehicles.

The PROTON plant in Tanjung Malim is fully automated, employingrobotic technology, and is designed for high volume production andefficiency, using lean manufacturing processes.

Expanding Global NetworkThe National Automotive Policy (NAP) wasintroduced in 2006 to transform the domesticautomotive industry and integrate it into theincreasingly competitive regional and globalindustry network. The NAP was reviewed in 2009to enhance the capability and competitiveness ofthe domestic automotive industry. The NAP 2014aims to spur further growth and improve the long-term viability and competitiveness of theautomotive industry in Malaysia by focusing ongreen initiatives, development on technology andenhancement of the automotive industryecosystem.

National AutomotivePolicy 2014The objectives of the NAP 2014 are to:• promote a competitive and sustainable domesticautomotive industry including the nationalautomotive companies;

• make Malaysia as the regional automotive hubin EEVs;

• promote increase in value-added activities in asustainable manner;

• promote increase in exports of vehicles andautomotive components;

• promote participation of Bumiputera companiesin the total value chain of the domesticautomotive industry; and

• safeguard consumers’ interest by offering saferand better quality products at competitiveprices.

Central to this policy is the vision of Malaysia tobecome an energy efficient vehicle (EEVs) hub.This encompasses strategies and measures tostrengthen the entire value chain of the automotiveindustry and will also lead to environmentconservation, high-income job creation, transfer oftechnology and create new economicopportunities for local companies.

The NAP 2014 consists of three main directionsand strategies. The three main directions areInvestment, Technology and Engineering, andMarket Expansion, while the three mainstrategies are Human Capital Development,Supply Chain Development, and Safety,Security and Environment.

Measures in NAP 2014 • Issuance of new Manufacturing Licence formotor vehicles in the category of EEVsacross all segments.

• Provision of customised incentives to attractstrategic investments in the EEVs category.

• Provision of customised incentives to developkey strategic areas to enhance the domesticautomotive ecosystem. The strategic areasinclude: power train, transmissions andrelated control systems, dies set and mouldbase, aluminium and other non-ferrouscasting.

• Provision of import tax and excise dutyexemption from 1 January 2014 until 31December 2015 for Completely Knock Down(CKD) hybrid vehicles and from 1 January2014 until 31 December 2017 for CompletelyKnock Down (CKD) electric vehicles.

Measures in NAP 2009that are maintained• The freeze on Manufacturing Licenceissuance for rebuilt of commercial vehicles ismaintained;

• Issuance of new Manufacturing Licence forselected segment is maintained as follows:

- luxury passenger vehicles enginecapacity of 1,800 c.c. and above and onthe road price not less than RM150,000;

- hybrid and electric vehicles; - pickup trucks; - commercial vehicles; and - motorcycles with engine capacity of 200

c.c. and above

• Provision of 100 per cent Investment TaxAllowance or Pioneer Status for a period of10 years for the manufacturing of hybrid andelectric vehicles;

• Provision of 100 per cent Pioneer Status for aperiod of 10 years or 100 per cent InvestmentTax Allowance for a period of 5 years for themanufacturing of value added and highlycritical components.

Regional Opportunitiesunder the ASEAN FreeTrade AreaIn line with Malaysia’s commitment under AFTAand to encourage competitiveness in theautomotive industry, import duties on CKD andCBU vehicles from ASEAN countries have beenreduced to 0% and 5% respectively. Forvehicles from non-ASEAN countries, the importduties on CKD vehicles have been reduced to0-10% while import duties on CBU vehicles

were reduced to 30%. To maintain governmentrevenue, excise duties are imposed on all vehicles,both locally manufactured/assembled andimported. The import and excise duties imposedare as follows:

Trade liberalisation within ASEAN has opened up avast regional market, providing exportopportunities for automotive and componentmanufacturing companies. Carmakers will also beable to source cost-competitive components fromASEAN countries and benefit from potentialeconomies of scale.

The elimination/reduction of tariffs on motorvehicles by the Malaysian government leveled theplaying field for all automotive industryparticipants. This is clearly an important stepundertaken by the government towards tradeliberalisation.

While Malaysia has no commitment to reduceimport duty for vehicles imported from non-ASEAN countries, in order to be equitable, theGovernment has also reviewed the import dutystructure on vehicles that are imported from Non-ASEAN countries.

A Growing Automotive Parts& Components Sector

The development of Malaysia’s automotiveindustry has made the country a production centrefor major automotive component manufacturers.Today, there are about 800 automotive componentmanufacturers, producing a wide range ofcomponents, such as body panels, brake parts,engine parts, transmission and steering parts,rubber parts and electrical and electronic parts.

Major component manufacturers includemultinational companies, such as DelphiAutomotive Systems, TRW, ZF, Bosch, AkashiKikai, Continental Automotive, Denso and localcompanies such as APM Automotive, Sapura,Delloyd, TCM Stamping and Ingress.

In addition to supplying to the local originalequipment market, an increasing number ofcomponent manufacturers are exporting theirproducts, especially to ASEAN countries. Chinaand Thailand are also among the major exportdestinations.

The global trend in automotive manufacturing –the modular system – is also fast gainingprominence in Malaysia. Proton has taken thelead in implementing this modular system withthe manufacture of the Proton Waja model. Someof the module manufacturers include Hicom TeckSee Manufacturing, APM Industries Holdings,Delphi Packard Electric, Denso, Autoliv HirotakoSafety and Sapura Automotive.

Benefiting fromStrong EngineeringSupportingIndustriesThe engineering supporting industries havedeveloped in tandem with the development of themanufacturing sector. The rapid development ofthe mould and die, metal casting, machining,metal stamping, surface treatment, finishing andheat treatment industries in Malaysia augurs wellfor the development of the automotive industry.

Mould & Dies

There are about 28 mould and die companieswhich cater to the automotive industry. Thesecompanies can manufacture specific types ofmoulds, dies and tooling to meet the needs ofthe industry.

Metal Casting

The metal casting industry,comprising sand casting, die-casting and investmentcasting, has developed into amajor supply sourcesupporting the automotiveindustry. Currently, about 27die-casting companiessupply the automotiveindustry with die-cast partsand components, such asfront and rear wheel hub,front and rear brake paneland alternator housing andengine parts such as crankcase, crank case cover andcylinder head cover.

MachiningThere are over 170companies undertakingspecialized precisionmachining and over 250small machining workshops.Some of these companiespossess state-of-the-artmachining centres withcapabilities to machineminute precision gears andshafts for engine andtransmission parts.

Metal StampingMetal stamping, anotherimportant supporting industryfor the automotive industry, isa well-established industry inMalaysia, with over 300companies in operation. Anumber of these companiesundertake secondaryprocesses, such aselectroplating or spraypainting and surface finishingtreatment of stamped partsand components.

Metal SurfaceTreatment/FinishingThe metal surfacetreatment/finishing industry,with over 54 companies inoperation, provides a varietyof plating services, such asbatch and continuouselectroplating, precisionelectroplating, electrolessplating, functionalelectroplating, cathodicelectrodeposit, dacrotisedtreatment, phosphating,passivation, anodizing andchromating.

Heat TreatmentIn the heat treatment serviceindustry, there are over 20companies in operation,offering a range of services,covering continuous mesh-belt heat treatment, vacuumhardening, carburizing,carbonitriding, nitriding,annealing and tempering fora diverse range of products.Heat treatment services forhigh carbon steel and alloysteel materials, such ascritical parts for bearing andautomotive components, arethe latest addition to therange of services provided.

A ConduciveInvestmentEnvironment Against a backdrop of steadyeconomic growth, highlydeveloped infrastructure andpro-business governmentpolicies, Malaysia provides aconducive environment formanufacturing activities.

Malaysia is one of the fastestgrowing economies in theregion with gross domesticproduct growing at anaverage of over five percentin the 1980s and over sevenpercent in the 1990s. GDPgrowth in 2016 was 4.3%.

The world-class KualaLumpur International Airport,well-equipped seaports andan extensive road and railnetwork form the backboneof an efficient transportsystem which are vital to thedevelopment of the economy.

Honda Malaysia Sdn.Bhd. is a joint-venturebetween Honda Motor Co.Ltd. of Japan (51%), DRB-HICOM Berhad (34%) andOriental Holdings Berhad(15%). Currently, HondaMalaysia assembles the City,Civic, CR-V, Accord and boththe Jazz Petrol and Hybridvariants at its Pegoh Plant inMelaka. The plant, with atotal built-up area of 13acres, has a productioncapacity of 100,000 units ofvehicles annually, and 400units daily. With theimplementation of No. 2 Lineearly 2014, Honda will beassembling more vehicles forthe growing Malaysia market

Malaysia's collaborative effort with DRB-Hicom Berhad has resulted in the localassembly of some of the world's mostcoveted passenger cars namely theMercedes-Benz S-Class, E-Class and C-Class as well as the Mercedes-Benz andMitsubishi Fuso commercial vehicles.Mercedes-Benz (M) Sdn. Bhd has alsoexpanded its operations to include theestablishment of Apprentice Training Centreand Vehicle Preparation Centre andAutomotive Spare Parts Warehouse in ShahAlam, Selangor.

Volkswagen Malaysia Group Sdn. Bhd. was officially launched inMalaysia on 16 February 2006, with theCorporate Headquarters situated in WismaVolkswagen, Bangsar. The office controlsmarketing, sales and after sales to cater andfulfill the Malaysian customer's wishes forindividual mobility in all situations of life. Atthe end of 2010, Volkswagen and DRB-HICOM laid the foundations for cooperation

by signing an agreement for local vehicleassembly at the Pekan plant, for theMalaysian and subsequently, the ASEANmarket. Denso (Malaysia) Sdn. Bhd., whichwas established in 1980, is one of thelargest automotive componentmanufacturers in Malaysia. A pioneer in thedevelopment of many products, Denso(Malaysia) focuses on the manufacture ofair-conditioning systems: cooling units,condensers, compressors and evaporators;engine management system components:starter motors, alternators and radiators;and instrument clusters and others: meters,windshield wipers, windshield washers,power window motors, flashers and relays.In addition to being a major automotivecomponent supplier to the national car

TRW Automotive, a world leader insteering and suspension systems andnumber one in the global market for electricsteering systems, established TRW Steeringand Suspension (Malaysia) Sdn. Bhd. in1992 to manufacture steering gear boxes.Today, it has diversified into themanufacture of tierods, tierod ends,suspension ball joints, stabilizer bars,steering columns, steering linkages as wellas cold forged parts and components formotor vehicle braking system.

Bhd. is engaged in the research,design, development and manufacture ofexterior automotive lightings andcomponents, making it the only locationfor research and development activities inthe Asia-Pacific region.The company exports more than 60% ofits production, mainly to Japan andThailand for Mazda, Suzuki, Isuzu andDaimlerChrysler while its domesticcustomers are mainly PROTON andPERODUA.
