Raphael Angel of Healing

The inspiration for this sculpture was easy. It is based on how I feel about Maldon as a community. We came here 7 years ago and my experience has been that people really take you under their wings.

I have never known another place like it! Maldon is a place you really feel like you are looked after. Like Raphael, it will embrace you under its wings and nurture you until you are well and ready to face the world again.

I know that’s how the patients and residents feel about the hospital.

I feel very honoured to have been given the opportunity to create the sculpture, and of course, to be living in such a community.

I would like to acknowledge the assistance I received with the sculpture from local artisans including Tony Hunt and Michael Paterson.

Report to the community

We are proud to present this report to the community which affirms another successful year by Maldon Hospital in delivering a valuable service to the community.

This year we were especially pleased by:

• the establishment of the front indigenous garden, with the wonderful stone and metal sculpture designed by Daryl Young – symbolising the Hospital’s role in protection of the community

• the installation of sails and paving in the BBQ courtyard area for residents amenity

• the replacement of the transport bus

• the installation of water tanks for garden maintenance, and

• the increased hours of the Activities Worker from �6 to 20 hours per week

It has been just over �2 months since Jan Hutchinson commenced her role as the Nurse Manager, and undertook a range of

development tasks including the review of work practices. Her successful leadership is reflected in the responses we have received in the staff and resident surveys.

The Board continues to be an enthusiastic and hard working team, dedicated to the delivery of the highest quality of care for our patients and residents. Members had attended workshops and forums through out the year organised by the Department of Human Services to enhance their knowledge and skills of governance issue.

Occupancy levels of the Jessie Bowe House and Mountview Home remain consistently high, and the George Ray Wing provided an increased number of bed days for admissions to acute care. Mt Alexander Hospital has continued to ably supply the provision of management and support services. The resource sharing and contribution of management expertise continues to provide mutual benefit.

Our communityMaldon Hospital services the township and outlying areas of Maldon, with a population of �602 permanent residents (2006 Census). The township is located in Central Victoria �7 kilometres northwest of Castlemaine, and 38 kilometres southwest of Bendigo. Known as ‘Australia’s first notable town’, Maldon is a National Trust listed town, and boasts an extensive history of gold mining. The township is now a popular tourist destination, boosting the town’s population at various times.

The Hospital networks with a range of local and regional agencies, including Mt Alexander Hospital in Castlemaine, the Castlemaine Community Health Centre and Bendigo Health.

There is one General Practitioner located in Maldon, Dr Christian Fowler. His surgery is located in the Oswald Wing, making interaction and communication between the Hospital and Dr Fowler convenient and practical for both staff and the clients.

Our servicesACUTE

Inpatient care and treatment for acute medical conditions, convalescence and palliative care is provided in the 4-bed George Ray Wing. There were 75 acute separations for 2006 – 2007.

The numbers of occupied bed days were 8�0, which equates to 55% occupancy. Of these, 46� bed days account for 3 nursing home type clients who remained in the acute wing until a suitable bed became available in either of the residential units.

NON INPATIENTS

Support and assistance is provided to the public who present at the hospital with a medical emergency. Services are limited to basic nursing assessment and medical intervention, due to available resources. Clients are stabilised and receive first aid and emotional support while waiting for transfer to another health service if required. The total number of Accident & Emergency presentations for 2006 – 2007 was �34, accounting for 58 hours and 40 minutes of nursing time.

The Hospital also provides a registered nurse one morning a week to take blood for pathology as part of the medical clinic services, saving members of the community the need to travel to other locations such as Castlemaine or Bendigo for blood tests.

Nursing support provided to the Medical Clinic (in the form of taking blood samples, assisting the doctor with minor procedures, ECG’s and wound dressings etc) for the �2 months totalled 86� episodes, accounting for �67 hours and 25 minutes.

RESIDENTIAL AGED CARE

Long-term residential care is provided in Jessie Bowe House, with �2 low care places, and Mountview Home, with �6 high care places.

The pre-requisite for acceptance for residential care is an assessment by the Aged Care Assessment Team (ACAT), who assess the client’s capabilities and needs and recommends either low care or high care. The length of time a person may be on a waiting list varies greatly and the needs of Maldon locals are given a priority.

While living in Jessie Bowe House and Mountview Home residents continue to access allied health professionals, such as physiotherapist, podiatrist, speech pathologist, dietician, visiting geriatrician and mental health services.

During the year, there was a 99.6% occupancy in Jessie Bowe House and 99.9% occupancy in Mountview Home.

COMMUNITY HEALTH EDUCATION & PROMOTION

Planned Activity Groups, are conducted for those eligible for Home and Community Care (HACC) services and these include:

• Strength Training groups

• Tai Chi

• 998 High Planned Activity Group hours were delivered to 4 clients

• Social Support to people living at home in the community includes; transport to community activities, to medical appointments, shopping, companion walking, visiting, and 39 community clients received social support services from volunteers, whose involvement totalled 460 client-assisted hours.

VOLUNTEER PROGRAM OUTCOMES

Total of 39 Formally Registered Maldon Hospital Volunteers provided:

• Enrichment of resident lifestyle by participation in many and various activities

• Social support to people living at home in the community, as detailed above

Julia and John Fitton Board Member

We moved to live in Maldon three years ago, after buying a weekender back in �995. John joined the Hospital Board to get involved in the community. We are also involved in the local Landcare group with George, where he mentioned that he needed help with the garden at the Hospital. ‘I thought it was a good way for us to keep fit’ so my wife Julia and I decided why not and joined George. ‘Wednesday mornings are wonderful, we have now undertaken a wider range of activities including planting’. ‘We work as a team, but when things go wrong… George is the manager, said John.Our pride and joy is the main entrance. ‘We felt it really needed attention. With the Boards full approval and funding support the garden and sculpture was realised. It was a great project, the community got involved. We are fortunate to have had the garden designed and planted by Robin Haylett of Castlemaine and corporate support Alliance Mines donated the rocks and workers to position them. ‘Membership is open to all and we welcome new members’.

Other groups who regularly visit the Hospital include:

• Clergy and Pastoral Care visitors from the local churches

• Library Volunteers who deliver library services to residents and community clients

• School children from the local primary school

HEALTH PROMOTION

The role of health care providers is increasingly becoming one of health promotion. At Maldon Hospital we offer programs to the community encouraging healthy lifestyle through regular pole walking groups, bushwalking and bike riding held during the year. Diabetes Education was provided at the Day Centre and through the More Allied Health Services Program (MAHS) physiotherapy and Counselling are provided. Volunteers also benefit by being actively involved in providing support to others both physically and socially. The Hospital assisted the establishment of the Maldon Laughter Club by supporting the training of the laughter leader. The laughter club is held weekly.

SOCIAL SUPPORT

Social support is provided for members of the community at the Day Activity Centre one day a week when they attend the Monday Day Club. The program promotes the social and emotional well being and independence of frail aged people as well as adults with disabilities.

Transport is provided for clients to attend a weekly luncheon at the Community Centre, to attend appointments and go shopping on Tuesday afternoons. This service makes it possible for people who may otherwise be house bound, to enjoy the opportunity to go shopping in Maldon and Castlemaine. The social support program also offers companion walking and visiting for clients and respite for full time carers.

DISTRICT NURSING

A team of three district nurses provide nursing care and support to people in their homes in

Maldon and the surrounding district. The service is available seven days a week, with the district nurses liaising closely with the local general practitioner, pharmacist and hospital to ensure clients receive optimum, ongoing nursing care.

A total of 99 clients are on the service register, receiving a total of 2,947 visits through the year. These visits accounted for �,568 hours with �4,757 kilometres travelled to provide this service. Of this total, there were �0 Department of Veterans Affairs clients (970 visits for 508 hours), 87 HACC clients (�968 visits for �,05� hours),and other Post Acute Care and Transport Accident Commission clients for a total of �� visits for 9 hours.

Our staffThe Maldon Hospital employs the nursing staff, an activities co-ordinator and a receptionist, with all other staff being under contract from Mt Alexander Hospital. The contract staff includes hotel services (catering and cleaning) and maintenance, as well as finance, engineering, laundry, safety, stores supply and medical records services.

There are 3 full time and 25 part-time nurses, an equivalent full-time of �7.46 We also have a small group of casual nurses available to cover staff illness or pre-arranged leave.

PROFESSIONAL DEVELOPMENT – STAFF TRAINING

To provide the highest level of care to our clients, on-going professional development is essential to ensure that staff remain abreast of best practice in nursing.

To maintain up-to-date industry knowledge, Maldon Hospital staff are able to access on-going education and training from Mt Alexander Hospital as well as attending external training courses and study days.

During the year, there were 264 attendances at professional development, in-service or education sessions at both internal and external presentations.

George Stolk Board Member

After a long career in the health industry, my wife and I retired to a cosy cottage in Welshman’s Reef.

I was a patient here 6 years ago and I was so well looked after that I really wanted to give something back. So, I started to help with the garden. Originally, I was on my own for a few years and I could only manage the weeding.

Recently Julia and John Fitton joined me. We get together each Wednesday morning for two to three hours. It is nice to have company.

I thoroughly enjoy it and am proud to be involved.

“I trained at Fairfield infectious diseases hospital some 30 years ago.

I have been working here in Maldon for over �0 years as a Div 2 nurse.

I really have found my ‘comfort zone’ or I should really say I am very happy working here’. ‘It’s a fun place, everybody gets on and we really care’! I have worked in different areas of nursing, but what I really enjoy is that you get to know the clients. ‘You really form a bond with them’.

I am busy mum of three wonderful boys and as soon as I find more time I would love to do more gardening and perhaps travelling. I have travelled extensively and my favourite trip was a cruise around the world. I Love being on the water and I promise my self to get back into swimming and scuba diving very ..very… soon, in fact next week!”

Our facilitiesThe original Hospital building was constructed in �859. The Maldon Hospital facilities were redeveloped during 200�, at the cost of $3.7 million, and successfully integrated the acute Hospital and the high and low care residential facilities. The building was also refurbished to include a medical clinic, a therapy room for community based services, boardroom and staff amenities.

Quality of Care

AccreditationIn July 2006 surveyors from The Australian Council on Healthcare Standards (ACHS) awarded full accreditation for the acute services under the Evaluation & Quality Improvement Program (EQuIP) standards. The Hospital’s commitment to continuous improvement in quality, care, services and safety, means it is accredited until September 20�0.

In May 2007 Mountview Home received 3 years accreditation from the Aged Care, Standards Monitoring Agency, complying with all 44 expected outcomes under the 4 standards: management systems, staffing and organisational development, health & personal care, resident lifestyle and physical environment & safe systems. The accreditation period for Mountview Home is until May 20�0, and Jessie Bowe House also received 3 years accreditation in 2006 until June 2009.

Occupational Health & SafetyThe Occupational Health and Safety representatives, Margaret O’Keeffe, Peter Buckler, Natalie Grant and Eileen Grindley have continued to ensure a safe work environment for staff and a safe living environment for our clients.

The successful completion of the ‘hazard alert forms’ has enabled issues to be identified that could place staff, clients and visitors at risk and now allows management to rectify the issue before it becomes a problem. In response to a hazard alert relating to security, a project was undertaken through the year resulting in additional locks placed on doors, a new ‘Lock-up Procedure ’ was developed, with changes to work procedures to provide additional security for staff when checking outside the alarmed area of the Hospital.

Diligently maintaining a safe work environment, along with continued education and awareness of workplace health and safety risks for the Hospital staff, has ensured no major injury or WorkCover claims have occurred and the safety of clients and visitors has been preserved.

Infection Control Infection Control involves reducing the risk of infection for clients, ensuring cleaning standards are maintained, and the provision of immunization for staff. At Maldon Hospital Kath Harding RN Div � monitors infection rates in both the residential facilities and the acute unit and staff hand washing techniques, undertakes cleaning audits and provides education to staff. Once again the Hospital participated in the

“A huge Elvis fan and a real cars man, a Holden man, actually anything with a motor in it.. had Graeme’s attention. His Statesman was his pride and joy,” said his daughter Melissa. “My father suffered an acquired brain injury as a result of a car accident. I did not know him before the accident, I just know he has always been a real family man. He never failed to show us, his four children, �00% love and devotion.

He was thrilled to become a grandfather. He is a great Poppy to Izak. He really enjoys spending time with him.

Living in Melbourne we try and visit as often as possible. It is such a comfort to know that he feels he is part of a family at Maldon Hospital and I know he is so well looked after.

Hand Hygiene project through the Victorian Quality Council (VQC), and as a result of this alcohol hand rub has been introduced into all areas of the Hospital to improve hand hygiene and prevent the transmission of infection. A ‘Glitter Bug Light’ has been purchased to assist Kath with education for staff on proper hand washing techniques, as this is still considered the most important factor in preventing the spread of infection in hospitals.

Continence Management Staff member Karen Adamson RN Div 2 has continued to provide continence programs for residents of Mountview Home and Jessie Bowe House. This requires the assessment of each resident for suitable aids and implementation of an individualised program, along with ensuring appropriate supplies of aids are

always available. Best practice in continence management has been maintained for staff by inviting specialists in the area of continence management to present in-service education sessions.

Clinical Manual Handling The ‘No Lift’ program is all about ensuring safe clinical manual handling work practices when staff are attending to patients and residents. The aim is to prevent injury to staff when attending dependent clients, and moving clients in the safest, most comfortable and dignified means available.

Joan Sartori, Judy Allan, Eileen Grindley and Lyn Dalton make up the team of keen ‘No Lift’ trainers. They ensure staff are adhering to the proper technique of safe manual handling at all times, conduct audits on the lifting machines and equipment, and continuously review and evaluate the manual handling programs.

Activities to Maximise Residents’ LifestyleActivities Co-ordinator Helen Yates continues to provide individually tailored leisure pursuits and activities for the residents of Jessie Bowe House and Mountview Home. During the initial admission process the resident and their family are asked about past and present interests in sport, music, reading, community groups etc so that Helen has a baseline to develop the program on. Annually residents are asked for feedback on the activities program and for any suggestions on activities or outings they may like to participate in.

The activities provided range from board games and armchair aerobics to music, bingo and word games, from happy hour on Friday afternoons to strolls in the garden and the occasional barbeque in the courtyard under the newly erected sails. As a result of a request of one of the residents, a computer has been set up in the Jessie Bowe House for resident use, for playing solitaire and other electronic card games. Performances by local musicians and entertainment by the children from the Maldon Primary School along with outings in the new bus provide a range of enjoyable opportunities for the residents.

Planning and Recording Care

Kellie O’Hara RN Div � has the portfolio of Resident Classification Scale (RCS) Documentation. Through the RCS an aged care home receives Commonwealth Government funding to provide care for the residents, therefore it is vital for the running of the home that all care provided for the residents is documented in an appropriate, clear and precise way to validate the RCS claim for funding. It is Kellie’s role to review resident’s files to ensure assessments are complete and care plans are up to date with documented evidence of effective outcomes and evaluation of care, to meet RCS requirements and aged care standards.

This year the hours of the Activities Co-ordinator were increased from �6 to 20 per week, allowing Helen to spend more one-to-one time with frailer residents in Mountview Home.

Dementia Focus Group The Dementia Focus Group continues to look at ways of enhancing the life of people with dementia, through specially tailored activities for the individuals and education for those who care for them. This year the group made a successful application for a grant of $2000 through the Rusden Foundation for the creation of a ‘Memory Lane’. A series of photos of earlier times in Maldon will be displayed in the Home to provide residents memories.

Continuous Quality Improvement Continuous quality improvement is a major focus of the organisation to ensure that all processes and procedures undertaken by staff

for the delivery of care are at best practice standard.

Clinical and non-clinical data are collected and collated to evaluate the outcomes of the care provided. Throughout the year staff review documentation, care plans and clinical practice to ensure best practice is achieved and the Hospital meets the expectation of government departments and clients. .

During the year �6 quality projects were carried out. These included a review of assessments used in the residential facilities, development of a manual handling information booklet for the staff orientation pack, review of staff performance appraisals, development of a palliative care plan, and the ongoing review and updating of Hospital policies and procedures.

Falls Monitoring & Prevention The Maldon Hospital staff are aware of the risk of falls and make every effort to assist clients to move about safely without denying them the right to take risks and maintain independence.

As a way of informing both the resident and their family about the risks and prevention of falls, an information booklet has been produced and it is included in the ‘Resident Information Package’ that is provided to residents on admission to Jessie Bowe House and Mountview Home. It is pleasing to report a 45% reduction in falls since last year has been achieved. No fractured bones or serious injury occurred as a result of these incidents.

Incident ReportingAcross all staff nursing and hotel services, �5 incidents were reported. Examples of incidents were: scald from hot water, painful knee after bending, strain to back, scratch to arm by client, painful shoulder after attending to client. During the �2 months, 2 days were claimed on WorkCover.

Division 2 Enhanced Scope of Practice Project

In 2006, Maldon Hospital in

conjunction with Mt Alexander

Hospital received a grant to look at

the implications of extending the role

of Division 2 nurses administering

medication as part of their role at

the Hospital. As a result two Division

2 nurses are now registered with

the Nurses Board of Victoria to

administer medications. Another

nurse has completed the course

and is waiting for registration with

the Board and two more nurses are

currently undertaking the course.

Medication Variances Medication administration is an essential part of the professional duty of registered nurses. At the Maldon Hospital over 200 medications are administered to patients and residents on a typical day. To ensure minimal medication errors occur and the correct patient / resident receives the right medication at the right time,audits are carried out regularly on the recording of medication administration.

Medication variances are reported by the registered nurses. These are then investigated by the Charge Nurse and Nurse Manager and subsequently reported through the Quality & Clinical Risk Management committee to the Board of Management. During the past �2-month period, there were �0 reported medication variances. No harm occurred to any patient or resident because of these medication variances, which related to medication not signed for when administered.

Pressure Wound Monitoring and Prevention Assessment for the prevention of pressure ulcers is undertaken by using the internationally recognised Braden Pressure Risk Score on all patients and residents. Prevention of pressure ulcers is assisted by the use of special pressure-relieving mattresses and frequent change of position for at risk people resulting in minimal pressure ulcers occurring at the Hospital. The part of a state-wide survey undertaken at Maldon Hospital, revealed only three (3) pressure ulcers, two (2) of which were present on a resident when admitted.

Responding to client and staff needsFeedback from clients and staff is the foundation for quality improvement at Maldon Hospital. Acute patients, residents of Jessie Bowe House or Mountview Home, visiting family members or friends, or members of staff are all encouragedto discuss concerns or make suggestions for improvement with the Charge Nurse and Nurse Manager.

Over the past �2 months, �� complaints/suggestions for improvements were received either in writing or made verbally to the staff. Results from these suggestions include a separate fax machine for the medical clinic, additional blinds being installed in two of the Mountview Home bedrooms, the refurbishment of Jessie Bowe House balconies, and replacement of and renewed lighting in bedrooms.

Client Feedback On discharge from the acute unit, clients are asked to complete a questionnaire and rate the service they have received whilst an in-patient.

All completed questionnaires over the past �2 months have been positive; with favourable comments about the staff’s professionalism and friendliness, the environment and the quality of care.

To ensure the organization is meeting the needs and expectations of the residents at Jessie Bowe House and Mountview Home, an annual satisfaction survey is undertaken allowing residents to give feedback on how happy they are with the service they receive.

For those residents unable to complete the survey, we ask the appointed next of kin or representative to complete the survey on the resident’s behalf. The areas covered in the satisfaction survey include nursing care, physical environment, staff attitudes, freedom of choice and respect of privacy. Any areas of concern are opportunities for quality improvement.

(66% of surveys were returned from Jessie Bowe House and 57% from Mountview Home)

Staff Satisfaction An internal survey undertaken during the year indicates a high level of satisfaction among Maldon staff. The survey asked questions relating to organisational goals, values and strategy, client orientation, quality improvement, communication, decision making, work relationships, people performance, equity and rewards, occupational health and safety, and supportive leadership. Comments made in the returned questionnaires will be taken into consideration in future planning.

Public Sector Residential Aged Care Services Quality Indicators In 2006 the Department of Human Services introduced a new reporting requirement for all Public Sector Residential Aged Care Services. Data is collected pertaining to five Quality Indicators and reported to the Department every three months. This information is then collated and the aged care facilities receive reports comparing their progress with other Victorian aged care facilities. The five quality indicators are:

�. Prevalence of stage � to stage 4 pressure ulcers

2. Prevalence of falls and falls related fractures

3. Incidence of use of physical restraint4. Incidence of residents using 9 or more

different medicines5. Prevalence of unplanned weight loss.

The Department of Health & Ageing anticipates this information will be available to the public 2007 – 2008.

“I am the hotel services assistant. I have been working here for �� years. I did work experience in year 9 and loved it. The staff are all very warm and welcoming. I applied for the position after I completed my VCE.

I love working here, it has such a family atmosphere. I feel very lucky, don’t think many people work in an environment they love. The residents are all special and I love the fact that they are not just numbers. They are family!

I came to live in the district with my parents when I was 8 years old. I have recently brought land and built a house. It was a major undertaking. I love getting out into my garden. I am looking forward to doing some travelling with my partner Steve. We would love to see Tasmania and New Zealand.”

“I was born in Castlemaine and met and married a Maldon boy in �946 . We moved here after the war when my husband Reg got a job carting wood. We had a wonderful life, raising our four boys. There was never a dull moment. I worked at the local shoe factory for many years and when it closed down, I joined the local craft club to keep busy. I met a lovely group of women, and I was amazed at all the things I learned. Needlecraft is not just my hobby but it has become my passion. ‘Tapestry really got me in, I love it’!

I have Parkinson’s and it has become difficult to do some things, but I have a lovely light and bright room with a large window overlooking the gully. ‘Still being able to work on my crafts is a great joy. . and every one is so nice to me here, I feel very lucky, to be so well looked after.”

Nursing Services

The provision of quality care, effective service delivery, risk identification and management have been areas of high focus over the past �2 months. Data is collected from both clinical and non-clinical areas, collated and analysed to recommend improvements for implementation. These are reported to the two risk monitoring committees that meet regularly at the Hospital.

• The Quality and Clinical Risk Management Committee oversees the clinical areas of care provision. Incident reports, medication variances and client feedback are reported and discussed with members including representatives from the Board of Management (BOM).

• The Safe Practice and Environment Committee monitors non-clinical areas such as maintenance, engineering, catering, safety and security.

The minutes of these two committees are made available to all Board members at the monthly Board meetings. The involvement of Board Members has given them a fuller understanding of how the organisation functions over all areas of care and service.

I would like to acknowledge the staff who take on the added responsibility of portfolios:

• Kath Harding co-ordinates the Infection Control Program, undertakes audits, collects data, provides education for staff, reviews procedures and networks with other infection control nurses to ensure Maldon is inline with current best practice.

• Karen Adamson continues to effectively co-ordinate the continence program for residents, ensuring appropriate products are purchased and available and arranging relevant in-service education for staff.

• The four OH&S representatives Marg O’Keeffe, Peter Buckler, Natalie Grant and Eileen Grindley keep a close eye on possible hazards in the workplace that could place staff, clients and/or visitors at risk.

• The No Lift trainers, Judy Allan, Eileen Grindley and Lyn Dalton co-ordinated by Joan Sartori provide training in safe manual handling, the proper use of mechanical lifting devices and No Lift techniques, and then ensure each staff member has passed a competency test annually.

• Kellie O’Hara fulfils the role of Aged Care Documentation Co-ordinator, ensuring assessments and care plans have adequate documentation to meet the requirements of the Commonwealth funding mechanism.

• Continuous Quality Improvement is managed by Barb Harper, who oversees the collection of data and regular audits for safe practices and evidence that we are meeting the needs of clients, staff and government departments.

During the year we have had several student nurses from LaTrobe University, Bendigo for practical experience both in the Hospital and on the district nurse service. The students tell us that the time spent at Maldon demonstrates the model of holistic care being provided to our clients and the benefits of small community health care.

The Hospital has purchased new equipment during the year to assist staff in their daily routine and to improve the environment for clients. Purchases include, a Mercedes �2 seater bus, rainwater tanks, DVD player for Mountview Home, a computer for residents and a portable CD player to be used when residents are confined to bed. Medical equipment included a new ECG machine, syringe driver, specific refrigerator for vaccines, CPR manikin for staff training and a pulse oximeter and tympanic thermometer for the district nurses. To assist in staff training a mobile white board and projector screen were purchased and the organisation was connected to Broadband, with an additional computer installed for staff use and the existing computers being upgraded.

To assist staff in the daily tasks of client/resident care a tilt mobile shower chair, two shower-commode chairs, additional slings for the lifting machines and a blood collection chair to assist the nurse taking blood for the medical clinic were also purchased. Linen skips with lids, an infection control training DVD and a Glitter Bug light were purchased to support the infection control program.

I am grateful for the ongoing support and encouragement from the departments at Mt Alexander Hospital providing administration, finance, hotel services, engineering, supplies and education etc. No matter what the request or query I have received prompt action with successful outcomes which certainly makes life as the Nurse Manager easier.

I would also like to acknowledge the ongoing care provided to the greater community by the district nurses. They face varied conditions when out on their rounds, but no matter whether it is hot and dry or wet, cold and windy they can be counted on to attend their clients, often undertaking tasks that are not required in their official position description. It is obvious from the results of the satisfaction survey that the three dedicated nurses are well respected and appreciated by their clients.

“I have never forgotten the first time we came to Maldon. It was for the Easter weekend in �957. My husband, Des and I were lent a car and we came with our four children. We stayed with Des family in a miners cottage out at Parkins Reef. I was greeted like family and I fell in love with the people and the town instantly. Even though I came from London I was blown away by Maldon, it had a swimming pool, tennis courts and football grounds, and I thought what a marvellous town!

Before I immigrated to Australia, I trained as a children’s nurse at Birmingham Hospital, where I met Dr Alexander Fleming (the inventor of Penicillin). I feel very fortunate to have had a rich wonderful life. I met and married the nicest man ever, we were married a week out of 50 years. I have four wonderful children and I’m very proud of my grandchildren!”

“I am Receptionist / Ward Clerk. I have been here for just over � year. The job is great, everyone is very supportive and it fits in with my family commitments.

My mother prior to her marriage was the matron of the Maldon Hospital and even though we moved away eventually, the family came back to Maldon and she resumed working at the Hospital until her retirement.

Whilst house sitting my parent’s house some years ago I got a job in with the mine…… and met and married a local electrician, and here I am. I have always been involved in the community and I have worked on a number of committees. It is great life style for a family.

I would not say that I am a local yet … my family only goes back 3 generations.”

Whistleblowers Protection Act

The Whistleblowers Protection Act 200�, designed to protect people who disclose information about serious wrongdoing within the Victorian public sector and to provide a framework for the investigation of these matters.

The Act’s key objectives are to:

• Promote a culture in which people feel safe to make decisions

• Protect these people from discrimination

• Provide a clear process for investigating allegations; and

• Ensure that investigated matters are properly dealt with

Maldon Hospital has a prescribed procedure in place for dealing with disclosure made under the Act.

A copy of the procedures is available from the Hospital’s Privacy Officer to whom all enquiries on this matter should be directed.

Freedom of Information ActThe Freedom of Information Act �982 is the means whereby people may obtain access to information not normally available to them in accordance with the terms of the Freedom of Information Act �982.

Financial Summary

Maldon Hospital’s Financial Statements have been prepared in accordance with the provision of the Financial Management Act �994. These requirements incorporate relevant accounting standards issued jointly by the Institute of Chartered Accountants in Australia, and CPA Australia and other mandatory requirements.

Our Operating Statement for the Year Ended 30 June 2007 indicates a Net Result for the year of $�62,455, and using the generally accepted industry standard for measuring hospital performance, which is Net Result From Continuing Operations Before Capital & Specific Items, Maldon Hospital achieved a surplus of $237,327.

Key features incorporated in this net result include;

• Increased revenue of �0.0% to $2,93� million.

• Increased expenses of 9.�% to $2.694 million.

• Capital Purpose Income of $79,834.

• Decrease in depreciation expense of 8.2% to $�57,069.

• Replacement bus purchased.

The Net Result has improved by $72,589, which is an excellent result. The Hospital is striving to maintain a positive net result to ensure its future viability and to ensure funds are available to maintain the premises and equipment to the highest standard.
