been put up on display. Another
13 paintings donated by artist
Kenneth Zammit Tabona for the
Duke of Edinburgh Award were
on display and on sale.
A number of Maltese
businesses, banks and other
entities took the opportunity to
organize networking and
informative meetings at Harrods
during March.
The support of a number of
other entities was also
instrumental in the organisation
of this event namely Air Malta
Plc, The Ministry of Gozo,
Malta International Airport plc,
HSBC Bank Malta plc, Bank of
Valletta plc, Corinthia Group,
Hilton Malta, The Xara Palace
Relais & Châteaux, Mdina
Glass, Grand Harbour Marina
plc and the Malta Experience.
During the month of March, the
Maltese islands were being
extensively promoted in one of
the world's most renowned
department stores, Harrods in
London. The ambitious
promotion, titled 'This Is Malta',
is the initiative of Malta's High
Commissioner in the UK,
Joseph Zammit Tabona, and was
taken up by three Maltese
government agencies: Malta
Enterprise, the Malta Tourism
Authority and FinanceMalta.
The three entities have jointly co
-ordinated the Harrods
promotion.
The campaign covered diverse
areas of the store. It consisted of
an impressive display in the
windows overlooking Brompton
Road which included national
artefacts provided by Heritage
Malta, Maltese silver, ceramic
pieces by Alka Ceramics and
glass creations by Mdina
Glass—which also held an
extensive exhibition on a
dedicated floor. A number of
flags of Malta embellished the
façade of the store. A
contemporary painting
exhibition of Maltese artists was
displayed in the foyer of the
elegant Georgian Restaurant
while imagery of the Maltese
Islands was on show in various
showcases and screens
throughout the store. The
store's display windows and
screens were all variously
themed, promoting diverse
aspects of the Maltese islands,
especially with regards to
history and culture, tourism,
business and industry as well as
financial services. The display
screens throughout the store
aired a number of sponsored
and/or promotional clips of
Malta and Gozo.
Furthermore, the Harrods Store
Guide for the month of March
also carried full-page
advertisements of Malta-based
companies and banks, whilst the
Harrods magazine March issue,
included a 16 page feature on
Malta and Gozo with a foreword
by Prime Minister Dr Lawrence
Gonzi. All receipts printed at
the tills during this period had
full-colour adverts on the back,
promoting Gozo as a destination
in its own right and the
investment opportunities
inherent there.

Fundraising for The Duke of Edinburgh Award
On 28 March 2012, the
High Commissioner Joseph
Zammit Tabona hosted a
fundraising reception for
The Duke of Edinburgh’s
Award International Associ-
ation and The President’s
Award – as the Award is
referred to in Malta. This
reception was held at the
Official Residence of Malta
in London.
The guest of honour was
His Royal Highness The Earl
of Wessex, in his capacity as
Chairman of the Award’s
International Council. HRH
The Earl of Wessex will be
visiting Malta once again in
November this year to chair
the triennial 2012 worldwide
conference which will be a
turning point for the Award.
HRH The Earl of Wessex has
taken a special interest in the
Malta meeting and this, cou-
pled with support received
from the Government of
Malta, amongst others,
promises to make Forum
2012 the most successful to
date.
The High Commissioner said
he decided to hold this fund-
raising event ‘to encourage
donors to contribute to such
a worthy charity which sup-
ports young people to devel-
op into responsible, active
citizens who in turn contrib-
ute towards society ’. Fur-
thermore he remarked with
pleasure, ‘I believe it is a first
for a member of the Royal
Family to honour us with
their presence at Malta’s offi-
cial residence in London’.
After the reception, HRH
The Earl of Wessex was also
the guest of honour at a pri-
vate dinner at The Residence,
also hosted by the High
Commissioner and Mrs Zam-
mit Tabona. The other guests
included potential donors as
well as the top personalities
at The President’s Award,
the Organising Committee of
the Malta Forum, as well as
former Award Participants.
Prominent Maltese in the UK Martin Scicluna was born in Malta to the late William Scicluna, the former Direc-tor of Ports, and Miriam Scicluna. He came to Eng-land in 1966 on a British Council Scholarship to Berkhamsted School and after working for the Cen-tral Bank of Malta, went to Leeds University where he gained a B. Com degree.
In 1973, he joined Touche Ross (later renamed Deloitte) and qualified as a chartered accountant. He was a Fellow of the Insti-tute of Chartered Account-ants in England and Wales until last year. He was Chairman of the London Society of Chartered Ac-countants, a Member of Council of the Institute and Chairman of its Auditing Committee.
He was admitted to the Partnership in 1982 until he retired in 2008. He was Head of London Audit Divi-sion, a member of the Firm’s Executive Committee and served as Chairman of the Firm for three terms, from 1995 to 2007. He was on the Board of Partners for 16 years and also served as a Member of the Board of Deloitte Touche Tomhatsu for 8 years. He was also one of the Manag-ing Partners of Deloitte Touche Tohmatsu.
Martin served on the DTI sponsored Company Law Review and was a member of its Steering Committee and Chairman of the Finan-cial Reporting Group.
Since his retirement from Deloitte, Martin has been a Governor at Berkhamsted
School and for three years was a member of Council at Leeds University. In 2008, Leeds University awarded Martin a Doctor of Laws (Hon Causa). He has been a Freeman of the City of Lon-don since 1993.
Martin joined the Board of Great Portland Estates plc in 2008 and was appointed Chairman in the following year. He joined the Board of Lloyds Banking Group in the same year and was then appointed Chairman of its Audit Committee. He is an Association Member of Bupa and is a Consultant with Bird & Co, the Board mentoring Firm.
Martin has three children, Mark, Claire and Edward and is a devoted Arsenal supporter.

be shot in Malta. He was also invited to meet with the members of The Production Guild at the De Lane Lea Studios; and over the three days had a series of one to one meetings at the Cortinthia Hotel, London.
In these sessions, Mr Busuttil talked about the portfolio of movies shot in Malta over the last few years. He highlighted Malta's developed infrastructure, the wide range of quality film related services, skilled talent and crew, unique water tank facilities and advantageous financial incentives. In his presentations, he explained the assistance that companies may expect to receive from the Commission and demonstrated how production houses that decide to film in Malta can benefit by receiving back up to 22% of their eligible spend.
He stressed the fact that the Commission’s role is to assist production companies during the early stages of their production
development and help them formulate their requests in line with the Malta's Film Industry Incentives.
The High Commissioner of Malta, Joseph Zammit Tabona was present during one of the information sessions and took the opportunity to speak personally to a number of production companies present. In his address, he highlighted Malta’s wealth in culture, heritage, locations and talent, which make our island such an attractive proposition. He spoke of the fact that although Malta is small there is a big ‘can-do’ attitude, where everyone is accessible and works towards ensuring that the production is a success.
The Malta Film Commission, as part of its programme of initiatives to market Malta as a unique and dynamic film location, was in the UK holding a series of information sessions with a number of film production companies. These sessions were hosted at the world famous Harrods Department Store, as part of the “This is Malta” showcase being organised by the Malta High Commission and coordinated by Malta Enterprise, the Malta Tourism Authority and Finance Malta - to promote Malta's entrepreneurial and business opportunities and strengthen already well-established relations between Malta and the United Kingdom.
During this visit, the Malta Film Commissioner Mr Peter Busuttil hosted a series of information sessions "Filming in Malta: One location fits all", for producers and production houses looking for different locations and attractive financial incentives for future productions which could

thority (LGA) participated in this
year’s International Gaming Exhibi-
tion (ICE Totally Gaming) which
was held between 23-26 January, at
Earl’s Court, London.
For the ninth consecutive year, the
LGA, together with other Maltese
gaming service providers and li-
censed operators, exhibited and
participated in the world’s premier
international gaming expo for gam-
ing professionals.
As in previous years, Malta’s pres-
ence was significant, with approxi-
mately 50% of the exhibited stands
in the remote gaming area being
occupied by Maltese or Maltese
related companies.
A delegation from the Lotteries
and Gaming Authority met opera-
tors and service providers and
assisted them by providing relevant
information about the remote gam-
ing regulatory framework in Malta.
Furthermore Malta Enterprise -
through the branding of thINC
Malta - was also present to provide
overview information with respect
to Malta’s business environment.
Commenting on the outcome of
the exhibition, an LGA spokesper-
son said that “the outcome was
extremely positive and beyond our
expectations. The LGA’s stand was
one of the busiest, whilst in parallel
a series of meetings with gaming
regulators from across the globe
were held with LGA top officials
throughout the expo. The huge
influx of visitors to the LGA stand
reconfirms the vibrant interest in
Malta, which already licenses over
290 operators holding 438 licenses.”
When visiting the exhibition, High
Commissioner of Malta in the UK,
HE Joseph Zammit Tabona re-
marked on Malta’s outstanding suc-
cess in the remote gaming industry
on an international level - adding
that Malta has become the leading i-
gaming jurisdiction in Europe.

DOUBLE TAXATION AGREEMENT

The Commonwealth Journalists Association visits Malta

The Commonwealth Journalists Associ-
ation (CJA) brought together an array
of international journalists and Com-
monwealth experts to Malta from 29
January till 1 February for the CJA’s
triennial conference at Radisson Blu
Resort, St. Julian's.
High Commissioner Zammit Tabona
invited those journalists who travelled
to Malta as part of the delegation, to the
Malta High Commission in Piccadilly, for
a pre-visit reception on 18 January
2012.
The CJA conference heard presenta-
tions from senior members of the Com-
monwealth Secretariat and Canada's
envoy to the Commonwealth, Senator
Hugh Segal, on the future of the Com-
monwealth. Senator Segal was a mem-
ber of the Eminent Persons Group that
presented its controversial report at the
Commonwealth Heads of Government
Meeting late last year in Perth, Australia.
Other participants included Dr Michael
Frendo, Speaker of the House of Repre-
sentatives, leading journalists and civil
rights representatives from Sri Lanka,
Pakistan, Bangladesh and sub-Saharan
Africa.
A panel examining the fallout of the
Murdoch newspaper phone tapping
scandal was made up of former UK
Solicitor General Vera Baird, prominent
Indian journalist Sunanda Datta-Ray,
William Horsley of the Centre for Free-
dom of the Media and others.
The conference was opened by the
Minister of Tourism, Culture and the
Environment of Malta, the Hon. Mario
de Marco.
High Commission is very commit-
ted to facilitating any contact be-
tween the two Parliaments and any
exchanges that might result out of
this liaising.
Chairman Mark Pritchard remarked
that the Malta APPG generated a
lot of interest within parliamentary
circles. In fact, the experience of
other APPGs in the British Parlia-
ment was not so encouraging. He
said that the growing numbers of
MPs who are subscribing to the
Malta Group presents the Group’s
Chairman with a challenge to make
sure it works.
The Speaker invited Chairman Mark
Pritchard to lead a delegation from
this APPG to visit Malta in the near
future, as guests of the Parliament
of Malta. This is a clear example of
how many benefits can be achieved
through such Parliamentary Friend-
ship Groups and ultimately bilateral
relations are further enhanced.
On 1 February 2012, the British All-
Party Parliamentary Group (APPG)
on Malta met at the Corinthia, Lon-
don. This meeting was hosted by the
High Commissioner of Malta, Joseph
Zammit Tabona. The Group was
being led by Malta APPG Chairman
Mark Pritchard. The Guest of Hon-
our for this meeting was the Speaker
of the House of Representatives,
Michael Frendo, accompanied by
Diplomatic Counsellor to the Speak-
er, Gaetan Naudi.
The reconstitution of this group, the
High Commissioner said, comes at a
time when relations between Malta
and the UK are at an all-time high.
The High Commissioner assured the
members of the Malta APPG that his

Business Network met for the first
time since the Rules of Association
were ratified by the members and a
committee was appointed in
December 2011.
A number of initiatives for 2012
were announced, all with the aim to
maximise networking amongst
Maltese and UK business persons. The
Committee decided to host receptions
at the Malta High Commission every last
Tuesday of the month and subsequent
meetings were therefore held on the 28
February and 27 March. The
next meeting is scheduled to be held
on 24 April.
With pleasure, the High Commissioner
noted a significant increase in
membership and attendance over the
past couple of months. “This”, he said,
“can only be interpreted as very
encouraging and reflects the immediate
success the Malta Business Network has
been enjoying, considering it has been
set up for less than a year”.

Book Launch: ‘Two Artists’ On Thursday 19 January
2012, the book ‘Two Artists -
Velázquez-Picasso: Las Meni-
nas ’ was launched during a
reception at the Malta High
Commission, London.
The book ‘Two Artists’ is
written by two scholars, Dr
Marjorie Trusted, senior cu-
rator of the Victoria and Al-
bert Museum, specialising in
sculpture and Spanish art, and
Dr Giuseppe Schembri
Bonaci, artist and lecturer at
the History of Art Depart-
ment, University of Malta
specialising in modern and
contemporary art.
The main objective of the
book is to compare the
works and views of two art-
ists: Diego Rodríguez de Silva
y Velázquez and Pablo Ruiz
Picasso, in relation to one
work – Las Meninas.
During a brief address, High
Commissioner Zammit Tabo-
na praised the book for being
so interesting, enjoyable as
well as informative. He com-
mended such collaboration
between Maltese and British
artists and academics. The
High Commissioner also
made reference to the artistic
richness of Malta and urged
those present who had not
yet visited Malta to witness
this for themselves.

Former High Commissioner Francis Cassar Obituary by Adrian Cassar

My father, Francis Cassar, who has
died aged 77, left Malta for England
at the age of 18 and carved a career
in business and diplomacy. The se-
cond world war siege of Malta and
its aftermath had left him with few
formal qualifications, but he found
success in London while remaining
permanently affiliated to his mother
island.
Francis first worked as a chef at the
Grosvenor House hotel and at
Quaglino's restaurant. With the
capital he accumulated, he secured a
motorcycle business in Whitton,
Twickenham, which he ran for 15
years until 1974. Maintaining a
strong political identity with the
Malta Labour party, he was its rep-
resentative in London for many
years, including the most testing of
times during negotiations between
UK and Malta over military bases
and rents in 1971. As the UK's rela-
tionship with Malta was re-
established, Francis moved into an
office environment, initially at the
London office of Malta Drydocks
and later with the Malta Develop-
ment Corporation, travelling widely
in north Africa and the Middle East.
These posts provided the platform
that was to prepare Francis for his
service as high commissioner for
Malta (1981-87). In many ways he
was the perfect choice, an individual
who had studied the British political
scene at close hand, supported by a
British wife.
Francis left Malta government ser-
vice in 1990, after a tour in Baghdad
during the Iran-Iraq war. After his
departure from office, he could still
be found at national occasions
which commemorate the enduring
relationship between the UK and
Malta, such as the now annual cere-
mony on Tower Hill in memory of
those lost in Operation Pedestal in
1942. His personal knowledge of
the importance of this operation,
which was instrumental in lifting the
siege of Malta, made those occa-
sions all the more poignant.
Francis was a justice of the peace
from 1973 until his retirement in
2004, most recently leading the
bench in Tottenham. He also
worked with the Carr-Gomm Socie-
ty in housing disadvantaged and
mentally ill people, particularly
around Brentford. He was a person
who was satisfied with the smallest
pleasures, for the most part in the
service of others.
Francis's first wife, my mother,
Anne, died in 1971. He is survived
by his second wife, Doreen, their
son Simon, and two grandsons.

Consular News: Emergency Travel Document An Emergency Travel Docu-
ment (ETD) is issued to
European Union (EU) citi-
zens for a single journey
back to the EU country of
which they are a national, to
their country of permanent
residence, or in exceptional
cases, to another destination
(inside or outside the EU.
These travel documents are
issued in accordance with
Decision 96/409/CFSP of the
EU.
Embassies and consulates
will issue an ETD in the fol-
lowing circumstances:
The applicant must be an EU
national whose passport or
travel document has been
lost, stolen or destroyed.
The applicant must be in a
country in which the EU
country of which s/he is a
national has no accessible
diplomatic or consular repre-
sentation able to issue a trav-
el document or in which the
EU country in question is not
otherwise represented.
Clearance from the authori-
ties of the person’s country
of origin has been obtained.
Accordingly, Maltese nation-
als can apply for an ETD at
EU embassies and consulates
in countries where Malta has
no representation.
It is imperative that passports
are not left to expire before
being renewed. Accordingly,
passport holders are urged to
renew their passports before
expiry or immediately after
their passport runs out either
at the High Commission or
the Passport Office in Malta.
