Eventually, the Good Samaritans were able to remove the tape from the dog and animal control tookthe 8-month-old German Shepherd into their care. As of Sunday, the dog was doing well.

Allen says he was raised always having dogs around and can't understand why anyone would want tohurt an innocent, defenseless dog. He says he has a message for the person that did.

"I hope karma comes back around a gets them good, they need to go to jail," he said.
