ABOUT THE DEPARTMENT
The Chief Executive Office offers a variety of leadership and management op-
portunities in support of the County's commitment and vision to be "a county
that is respected for its service in the community and is known as the best in
America." Specifically, the office oversees the management of County Resources
and provides for long-range financial, facilities and organizational planning; en-
sures that County departments are producing services and results in accordance
with Board of Supervisors’ goals, priorities, policies, budgets and legal man-
dates; and improves management and business technology to guarantee the
most effective use of County personnel, funding, facilities and equipment. Chief
Executive Office staff work closely with representatives from all County depart-
ments and other stakeholders throughout the community.
ABOUT THE POSITION
This recruitment is intended to identify candidates possessing the demonstrated
ability to perform journey and senior level Human Resources responsibilities in
a dynamic organization. County leadership has identified a need to increase the
level of support services provided through Human Resources and Risk Manage-
ment operations in the Chief Executive Office. This recruitment will result in
an eligible list to support future resource planning and potential organizational
restructuring to address the ever-changing demands of public sector Human Re-
sources programs. This vibrant environment requires successful candidates to
possess strong personal initiative with a desire to generate organizational value
through the application of modern Human Resources practices.
Specific assignment within the Chief Executive Office will depend upon the se-
lected candidate's demonstrated areas of expertise. Interested candidates should
expect potential assignment to work in a variety of Human Resources and/or
Risk Management functions, including: recruitment and selection, labor rela-
tions and EEO compliance programs, benefits administration, workers' compen-
sation and disability management, classification and compensation administra-
tion, personnel policy administration and employee development.
The classification of Senior Management Consultant (Manager IV) is distin-
guished from the Manager III classification in that positions assigned to the
Senior level perform the most complex work assigned to the series under mini-
mal supervision. Both Manager III and Manager IV positions typically report
to an executive within the Chief Executive Office and may provide direct or lead
supervision to subordinate staff, although staff supervision is not a predominant
area of responsibility for incumbents assigned to the classification.
TYPICAL TASKS:
• Manage and coordinate all activities in assigned areas
of Human Resources/Risk Management programs;
• Conduct comprehensive evaluations of administrative
and regulatory issues related to Human Resources/
Risk Management programs, including: investigation,
evaluation and analysis of complex issues, and the de-
velopment and reporting of recommendations;
• Advise executive leadership, managers, supervisors,
and employees in the interpretation and technical ap-
plication of Human Resources rules, policies, and pro-
cedures and State and Federal employment laws;
• Work closely with executive management and other
stakeholders throughout the County on the develop-
ment of strategic recommendations and action plans
impacting the overall administration and operational
efficiencies of large agencies and departments;
• Conduct presentations on assigned areas of responsi-
bility to internal and external entities; and
• Negotiate and administer terms and conditions of con-
tracts and other binding documents; manage and over-
see the contracted services.
SKILLS/ABILITY:
• Analyze complex administrative issues, define prob-
lems accurately, conduct thorough research and make
logical and practical recommendations;
• Prepare and present comprehensive management re-
ports, statistical data and recommendations;
• Review, interpret and provide guidance on current or
proposed County ordinances/policies, State and Fed-
eral laws and regulations;
• Work independently as well as harmoniously with
departmental personnel and other business partners;
• Manage assignments to completion in a timely man-
ner;
• Make public presentations;
• Establish goals and objectives, participate in strategic
planning and outcome measurement;
• Display innovation and creativity in managing opera-
tions and problem solving;
• Facilitate training and group interactions;
• Promote positive relationships with business partners
and the general public;
• Define key business processes and develop recommen-
dations for improving service efficiency and quality;
• Emotional Intelligence (EI) ability to recognize, dis-
cern, guide behavior, adjust emotions in self and oth-
ers;
• Maintain confidential information according to legal
standards and/or County policies;
• Communicate effectively;
• Write clearly and concisely;
• Work such hours as are necessary to accomplish the
requirements of the job;
• Apply sound administrative judgment to analyze and
resolve simple through complex organizational issues;
• Remain abreast of developments in the fields of labor
relations and public administration;
• Lead, facilitate and develop project teams; and
• Sit at a desk for extended amounts of time.
KNOWLEDGE:
• Effective practices in Human Resources and Risk Man-
agement related programs;
• Considerable knowledge of: general, Federal and State
employment laws affecting public sector employers; pro-
gram planning, evaluation, and monitoring;
• Resources available to assist departments in handling
personnel issues, such as law firms, outside investigators,
and medical professionals;
• Formal and informal aspects of the legislative process on
local, State and national levels and their impact on Coun-
ty government;
• Methods and techniques of conducting analytical studies,
developing recommendations and presenting findings;
• Principles and practices of leadership, supervision, train-
ing and personnel management;
• Management and supervisory authority with respect to
enforcement of County policies and procedures;
• Methods and techniques for effectively representing the
County, including public presentations and working with
a variety of individuals from various socio-economic, cul-
tural and ethnic backgrounds;
• Methods and techniques of providing quality customer
service to County staff and members of the public;
• The use of modern computer systems and software appli-
cations relevant to assigned areas of responsibility;
• The role of technology in improving business processes
and efficiencies; and
• Talent acquisition.
PROFESSIONAL QUALIFICATIONS
Management Consultant (Manager III)
• Qualifying candidates at the Management Consultant
level will demonstrate professional level work experience
to support their ability to fully function in this journey
level position. This would typically include a minimum
of four years of progressively responsible management/
supervisory work experience in Human Resources and/
or Risk Management related functions.
Senior Management Consultant (Manager IV)
• Qualifying candidates at the Senior Management Con-
sultant level will demonstrate advanced work experience
to support their ability to fully function in a senior man-
agement position. This would typically include a mini-
mum of five years of progressively responsible manage-
ment/supervisory work experience in Human Resources
and/or Risk Management related functions. Direct expe-
rience supporting and advising executive management in
the application of Human Resources and/or Risk Man-
agement program operations is highly desirable.
DESIRABLE QUALIFICATIONS
• Desirable qualifications include experience in Equal Em-
ployment Opportunity / Equal Rights program manage-
ment, employee discipline, litigation support and employ-
ee labor relations management. Additionally, as this po-
sition will assume a lead role in the Human Resources
Division, applications may be screened on the skills and
abilities of the Manager IV.
EDUCATION/EXPERIENCE
• All positions require graduation from an accredited four-
year college or university. Completion of a degree pro-
gram (undergraduate or graduate) in business or public
administration is highly desirable. (Work experience may
substitute for the required educational requirements dur-
ing the screening process when the candidate’s work ex-
perience exceeds the minimum standards required for the
position and has a direct application to the level and du-
ties of the position applied for).

CLASSIFICATION INFORMATION
Unless otherwise provided, this position is part of the Un-
classified Services of the County and considered “at-will” for
labor relations purposes.
Incumbents are also subject to overtime, standby, callback,
weekend, holiday and shift assignments. The individual se-
lected will participate in the Stanislaus County Pay-for-
Performance program, as well as receive additional benefits.
COMPENSATION AND BENEFITS
Annual Salary: $69,180.80—$117,291.20
The current salary range for this position is open with
hiring dependent upon experience and qualifications. The
County of Stanislaus provides a competitive and compre-
