ThefrequencyofacMveshooterincidentshasincreasedinrecentyears,andtheseincidentshaveaffectednumerousplaceswhereciMzenscongregate.Unfortunately,theseeventshighlighttheneedtoreducetheriskofacMveshooterincidentswhileimprovingpreparednessandstrengtheningongoingeffortsintendedtopreventfutureoccurrences.

Typically,thereisnopa\ernormethodtotheselecMonofvicMms.AcMveshootersituaMonsaredynamicandquicklyevolve.O]en,theimmediatedeploymentoflawenforcementisrequiredtostoptheacMveshooter.
However,becauseacMveshootersituaMonsarefrequentlyoverpriortothearrivaloflawenforcement,individualsmustbeprepared,bothmentallyandphysically,todealwithanacMveshootersituaMonpriortolawenforcementarrival.

• 160AcEveShooterincidentsoccurredbetween2000and2013.
• ShooMngsoccurredin40of50states.
• The160incidentsresultedin1,043casualMes:486killedand557wounded,notincludingtheshooter.
• Approximately60percentoftheincidentsendedbeforepolicearrived.
• In21incidents,theincidentendedaLerunarmedciEzenssafelyandsuccessfullyrestrainedtheshooter.
PreparednessAmajorcomponentofanyacMveshooterprogramorplanispreparedness.AllworkplaceviolenceprevenMon,includingacMveshooterprograms,shouldmeetminimumrequirementssetforthinSecEon19oftheOccupaEonalSafetyandHealth(OSH)Actof1970,EO12196,andthebasicprogramelementsunderEtle29CFRPart1960.

PrevenMon/IntervenMonThe2013ReportoftheNaMonalSummitonMulMpleCasualtyShooMngsidenMfiedfivenon-linearcomponentsofmasscasualtyviolenceprevenMon:• IdenEfyingapersonposingapotenMalthreatofviolence;• NoEfyingtheappropriateauthoriMeswiththisinformaMon;• EvaluaEngthethreatcredibility;• Interveningtopreventthethreat;and• DocumenEngtheintervenMonanddisseminaMngtheinformaMonwithinapplicablelawsandregulaMons.
TheProfileofanAcMveShooterNoprofileexistsforanacMveshooter;however,researchindicatestheremaybesignsorindicators.FacilityemployeesshouldlearnthesignsofapotenMallyvolaMlesituaMonthatcoulddevelopintoanacMveshooterincident.EachemployeeshouldbeempoweredtoproacMvelyseekwaystopreventanincidentwithinternalresourcesoraddiMonalexternalassistance.

ResponseNosingleresponsefitsallacMveshootersituaMons;however,makingsureeachindividualknowshisorherresponseopMons,andempoweringthemtoreactdecisivelywillhelptosavelives.DepicMngscenariosandconsideringresponseopEonsinadvancewillassistindividualsandgroupsinquicklyselecMngtheirbestcourseofacEon.
Understandably,thisisasensiMvetopic.ThereisnodefiniMvebestresponseduringthesescenarios,butmaintainingarun,hide,fightmindsetcannotablyincreasetheoddsofsurvival.
RunIfitissafetodoso,thefirstcourseofacMonthatshouldbetakenistorun.Whenpossible,individualsshouldexitthebuildingthroughthesafestpossibleroute,andproceedtoadesignatedassemblylocaMonoranalternatestagingsite.IfmulEplepersonsareevacuaEngalargeassemblyroom,quadrantstyleevacuaEonshouldbeuElizedwheneverpossible.

RunStaffshouldbetrainedto:• leavepersonalbelongingsbehind;
• puttheirhandsintheairtosignalthattheyareunarmedtolawenforcementresponders;
• avoidescalatorsandelevators;
• takeotherswiththem,butnotstaybehindifothersrefusetoleave;and
• call911whensafetodoso.
HideIfrunningisnotasafeopMon,staffshouldbetrainedtohideinassafeaplaceaspossiblewherethewallsmightbethickerandhavefewerwindows.Likewise,foroccupantsthatcannotrun,hidingmaybetheonlyopMon.

InaddiMon,occupantsshoulddothefollowing:• lockthedoorsand/orbarricadethemwithheavy
furniture,ifpossible;• closeandlockwindows,andcloseblindsorcover
windows;• turnofflights;• silenceallelectronicdevices;• remainsilent;• lookforotheravenuesofescape;and• call911whensafetodoso.

IfneitherrunningnorhidingisasafeopMon,whenconfrontedbytheshooterindividualsinimmediatedangershouldconsidertryingtodisruptorincapacitatetheshooterbyusingaggressiveforceanditemsintheirenvironment,suchasfireexEnguishers,chairs,etc.Researchshowsthereisstrengthinnumbers,asindicatedintheearliermenMonedstudies.ThepotenMalvicMmsthemselves,havesuccessfullyended21of160acMveshooterincidentsbeforelawenforcementarrived.
