• Science as a foundation -- we must proceed with a greater scientific understanding where we are and of the management challenges we face.

• Effective governance must build from a shared management framework.

• We need clear, shared goals and strategies.

• Implementation must be supported by compliance mechanisms, including assistance with meeting obligations, where needed.

• Effective monitoring is essential to measure progress, evaluate effectiveness of strategies and support adaptive management going forward.
